China's international energy cooperation and energy security are important parts of The Belt and Road initiatives. China and the countries along the Belt and Road continue to promote cooperation, actively use the existing bilateral and multilateral cooperation mechanisms to promote the regional and inter-regional energy cooperation. Countries along the Belt and Road are rich in oil and gas resources; their demand on the diversification of export meet with the diversification demand on imports of consumption countries; and their oil refining and chemical technology as well as construction capacity is weak, which provides a lot of new opportunities in cooperation for Chinese enterprises. However, the energy cooperation of Chinese enterprises are also facing some challenges in the complex environment of energy cooperation, the interference of big powers, non-traditional security threats, and energy policy factors. Finally, the paper puts forward the strategic thinking of China's international energy cooperation under the new situation. 展开更多

The internal energy U of the real, neutral-gas particles of total mass M in the volume V can have positive and negative values, whose regions are identified in the state chart of the gas. Depending on the relations among gas temperature T, pressure p and mass-specific volume v=V/M, the mass exists as a uniform gas of freely-moving particles having positive values U or as more or less structured matter with negative values U. In the regions U>0?above the critical point [Tc , pc , vc] it holds that p(T,v)>pc and v>vc, and below the critical point it holds that p(T,v)c and v>vv , where vv is the mass-specific volume of saturated vapor. In the adjacent regions with negative internal energy values Uc is the line of equal positive and negative energy contributions and thus represents a line of vanishing internal energy ?U=0. At this level along the critical isochor the ever present microscopic fluctuations in energy and density become macroscopic fluctuations as the pressure decreases on approaching the critical point;these are to be observed in experiments on the critical opalescence. Crossing the isochor vc from U>0 to UΔU>0 happens without any discontinuity. The saturation line vv also separates the regions between U>0 and U , but does not represent a line U=0. The internal-energy values of saturated vapor Uv and condensate Ui can be determined absolutely as functions of vapor pressure p and densities (M/V)v and (M/V)i , repectively, yielding the results Uiv, U=Ui+Uvc and U=Ui=Uv=0 at the critical point. Crossing the line Vv from U=Uv>0 to U=Uv+UiΔU=-Ui>0 to be removed from the particle system. The thermodynamic and quantum-mechanical formulations of the internal energy of a particle system only agree if both the macroscopic and microscopic energy scales have the same absolute energy reference value 0. Arguments for the energy reference value in the state of transition from bound to freely- moving particles in macroscopic classical and microscopic quantum particle systems are discussed. 展开更多

The exchange of information among different countries is a key element to promote a wider diffusion of practices for sustainable development in the fields of architecture and urban planning, contributing to the improvement of new skills and economic and production activities, while also reducing the environmental impact of construction on the territory. An international cooperation can lead an exchange of experiences and practices, which could play a fundamental role since countries can have similar problems to deal with, as it happens for the specific identity of the Mediterranean territory in coastal and rural areas. This paper analyses a case of international cooperation, the project SCORE, “Sustainable COnstruction in Rural and fragile areas for energy Efficiency”, financed under the European MED Programme with the purpose to promote sustainable energy policies in the construction sector on fragile coastal and rural Mediterranean areas. 展开更多

In this context, two major trade and investment agreements that could lead to profound influence on low-carbon energy systems development around the Asia-Pacific region are the Regional comprehensive economic partnership (RCEP) consisted of the Association of Southeast Asian Nations (ASEAN) plus Australia, China, India, Japan, New Zealand, and Republic of Korea and the Belt and road initiative (BRI) initiated by China. In order to have a smooth transition to low-carbon energy systems in Asia, besides RCEP and BRI, it is imperative to boost private sector investment. Success of encouraging private sector investment depends on appropriate government policies towards promoting innovations and reducing financial risks to private investors. The research questions that are examined in this study are: What type of policy measures affects trade in low-carbon transition, particularly renewable energy (RE) transition? How can investment signals and incentives be reframed to scale up private finance in RE? The objective is to investigate and to provide several feasible trade policy and investment policy tools for both national and regional markets that governments could adopt to accelerate the speed of private financing of the low-carbon energy industry, particularly the RE industry. 展开更多

知识产权保护对“一带一路”国家间创新合作的影响

当前全球创新网络正向区域化方向发展,呈现出与“西方中心论”话语体系下“南北冲突”模型所不同的发展态势。“一带一路”倡议下包含的政策沟通、设施联通、贸易畅通、资金融通和民心相通的“五通”合作模式为南南合作提供了新范式。... 当前全球创新网络正向区域化方向发展,呈现出与“西方中心论”话语体系下“南北冲突”模型所不同的发展态势。“一带一路”倡议下包含的政策沟通、设施联通、贸易畅通、资金融通和民心相通的“五通”合作模式为南南合作提供了新范式。利用零膨胀负二项模型,以2008—2019年incoPat数据库中“一带一路”国家申请的《专利合作条约》(PCT)专利数据作为研究样本,探究“一带一路”共建国家创新合作与知识产权保护的关系。结果表明:“一带一路”创新合作网络已从以俄罗斯为核心的单核心布局发展为以俄罗斯、中国和新加坡为核心的多核心集聚型布局,俄罗斯的主导地位下降、中国和新加坡后来居上;国家创新体量、知识产权保护水平和互联互通水平是“一带一路”共建国家间创新合作的重要影响因素。其中,提高知识产权保护水平和互联互通水平对处于区域创新网络外围位置的国家的促进作用更强,而处于网络核心位置的国家的创新合作则更依赖国家创新体量;增强互联互通水平有助于为创新合作搭建桥梁,缓解对知识产权正式制度的依赖;处于区域创新网络外围位置的后发国家可以在维持知识产权标准以保护本国工业基础的同时,通过增强互联互通水平参与创新网络构建。因此,中国应加强与“一带一路”共建国家的知识产权国际合作,加快构建多边、周边、小多边、双边四边联动及协调推进的知识产权国际合作新格局。 展开更多

针对大规模新能源经特高压直流通道跨区并网消纳,在送端采用储能调节满足直流通道直线化功率传输等约束的同时,如何减小风光入网扰动度问题;在受端采用水电调节满足风光水跟踪电网负荷变化趋势,如何解决水电调节的利益受损问题,构建了... 针对大规模新能源经特高压直流通道跨区并网消纳,在送端采用储能调节满足直流通道直线化功率传输等约束的同时,如何减小风光入网扰动度问题;在受端采用水电调节满足风光水跟踪电网负荷变化趋势,如何解决水电调节的利益受损问题,构建了风光水跨区域联合运行的三阶段调度模型.首先,在送端基于储能调节,构建了考虑受端电网净负荷变化趋势的风光功率直线化分段调节多目标优化模型;其次,在受端基于梯级水电调节,实现风光水联合功率跟踪电网负荷变化,构建受端电网与风光水联盟主从博弈模型,优化电网电价和联盟售电计划;最后,构建了基于纳什谈判的联盟利润分配模型,实现合作后各成员利润较合作前得到提升,维系联盟合作机制的稳定.仿真算例结果表明,采用本文方法可有效提升调节资源利用效率,保证水电调节利益,促进新能源消纳. 展开更多

基于核能发展需求风险、核能发展条件风险、贸易关系风险、社会稳定性风险、政治风险和经济风险构建了中国与“一带一路”共建国家核能国际合作风险综合评价指标体系,并运用动态因子分析法,探究了中国与101个“一带一路”共建国家核能... 基于核能发展需求风险、核能发展条件风险、贸易关系风险、社会稳定性风险、政治风险和经济风险构建了中国与“一带一路”共建国家核能国际合作风险综合评价指标体系,并运用动态因子分析法,探究了中国与101个“一带一路”共建国家核能国际合作风险水平,实现了横向空间差异和纵向动态趋势的全面测评。研究发现:政治风险和经济风险对核能国际合作的影响最大;核能国际合作风险的平均综合得分及排名结果表明,核能国际合作风险在不同“一带一路”共建国家之间存在差异,欧洲国家的核能国际合作风险整体较低,非洲国家的核能国际合作风险整体较高;根据核能国际合作风险动态得分,可将核能国际合作风险划分为上升组、下降组、先升后降组、先降后升组、波动组和平稳组,平稳组国家是中国开展核能国际合作的最佳选择。 展开更多
