The Planning, Organization and Management of Post-disaster Reconstruction of the Lushan Earthquake Based on the Local as the Main Body

A new organization and management mechanism with the local government as the main body was created during the post-disaster reconstruction of the "4. 20 " Lushan earthquake,in which the experiences and lessons were drawn from the "5. 12"Wenchuan earthquake. Correspondingly, the local government conducted an exploration of the organization and management mode in the field of planning and construction. The effective experiences have been accumulated, including working out a full coverage planning,taking the leading part in the urban-rural planning,and exercising whole space control over the disaster area. An innovation management mode named as "Five Generals Pattern"was implemented in the construction projects. In view that the rural housing reconstruction was a weak link, a new approach to improving the construction management was investigated,by means of strengthening on-site supervision,establishing a technical platform,and bolstering public participation.

Accelerations in the Local Magnetic Field on the Adriatic Tectonic Microplate

The high level of noise is a special feature of the geomagnetic field on the territory of Slovenia. The tension of the Adriatic tectonic microplate, on which Slovenia entirely lies, was recognized as one of its sources. The interior of the Earth is also the source of geomagnetic jerks. They are impulses in the secular variation calculated on the basis of monthly or annual mean values of variation of the geomagnetic field. The paper presents an analysis of accelerations in a local magnetic field calculated on the bases of daily mean values of the magnetic field measured at PIA geomagnetic Observatory (Piran, Slovenia) in 2020. These accelerations indicate geomagnetic impulses at the regional level over days or weeks. Then these results are compared with the registered seismic activity in the West Balkans.

Rule of Law Construction and Assessment at the Local Level

Going beyond the analytical model of the holistic state in rule of law discussion, we can classify the rule of law into national and local levels based on the stages and increments of its execution. The phenomenon of the local rule of law reflects the stages and incremental progress of building a rule of law China. It has a realistic foundation in society and a profound basis in legal theory. Comprehensively advancing the rule of law in China necessitates giving encouragement and support to construction of the rule of law at the local level. The attempts and experiments of local government enable us to explore and innovate the developmental model of the socialist rule of law with Chinese characteristics. The rule of law at the local level is embodied in three dimensions： ＂text--action---concept.＂ Assessment mechanisms and indicators for the local construction of the rule of law should also be established in accordance with this framework. The building of the rule of law at the local level should be synchronized with assessment of the rule of law. We need to optimize top-level design, conduct evaluations of local legislation, improve local rule of law work performance assessment and use a nile of law index to assess the local rule of law in an overall manner.

A background refinement method based on local density for hyperspectral anomaly detection

For anomaly detection,anomalies existing in the background will affect the detection performance.Accordingly,a background refinement method based on the local density is proposed to remove the anomalies from thebackground.In this work,the local density is measured by its spectral neighbors through a certain radius which is obtained by calculating the mean median of the distance matrix.Further,a two-step segmentation strategy is designed.The first segmentation step divides the original background into two subsets,a large subset composed by background pixels and a small subset containing both background pixels and anomalies.The second segmentation step employing Otsu method with an aim to obtain a discrimination threshold is conducted on the small subset.Then the pixels whose local densities are lower than the threshold are removed.Finally,to validate the effectiveness of the proposed method,it combines Reed-Xiaoli detector and collaborative-representation-based detector to detect anomalies.Experiments are conducted on two real hyperspectral datasets.Results show that the proposed method achieves better detection performance.

Study on numerical simulation of nodular graphite iron microstructure formation

In this paper, the mathematical and physical model was developed based on thermodynamics and solidification theory before the eutectoid transformation of nodular graphite iron occurred. The Local Element Substitute and Magnification Method was brought forward and 3-dimensional numerical simulation program based on the model and the new assistant algorithm was developed and used to calculate the samples. Results of calculation have good agreement with experimental data. To display the microstructure formation during solidification of nodular graphite iron, a 2-dimensional numerical simulation program combined with the result of the 3-dimensional numerical simulation of experimental samples was compiled.

Detecting Designated Building Areas From Remote Sensing Images Using Hierarchical Structural Constraints

Automatic detection of a designated building area(DBA)is a research hotspot in the field of target detection using remote sensing images.Target detection is urgently needed for tasks such as illegal building monitoring,dynamic land use monitoring,antiterrorism efforts,and military reconnaissance.The existing detection methods generally have low efficiency and poor detection accuracy due to the large size and complexity of remote sensing scenes.To address the problems of the current detection methods,this paper presents a DBA detection method that uses hierarchical structural constraints in remote sensing images.Our method was conducted in two main stages.(1)During keypoint generation,we proposed a screening method based on structural pattern descriptors.The local pattern feature of the initial keypoints was described by a multilevel local pattern histogram(MLPH)feature;then,we used one-class support vector machine(OC-SVM)merely to screen those building attribute keypoints.(2)To match the screened keypoints,we proposed a reliable DBA detection method based on matching the local structural similarities of the screened keypoints.We achieved precise keypoint matching by calculating the similarities of the local skeletal structures in the neighboring areas around the roughly matched keypoints to achieve DBA detection.We tested the proposed method on building area sets of different types and at different time phases.The experimental results show that the proposed method is both highly accurate and computationally efficient.
