Both opportunities and challenges are currently faced by government management innovation in the age of "big data". Traditionally, relative studies view the management of governments as the effective means to improve governmental services, without really understanding the structural influence of big data and network technology on governmental mode of thinking. Against such backdrop, this paper tries to conduct critical analysis based upon traditional outcomes in this regard, trying to make full use of the function of big data technology. With these efforts, this paper contributes to the building of an interaction theory that could promote transparency of information and customization and segmentation of the policies. By constructing a mode in which management could be carried out based on the law of big data, by building an information management system in which balance could be achieved between responsibility and freedom, by promoting the rebalancing among public power, online civil society and civil rights, the innovation of governmental management would be achieved. 展开更多

A lot of experimental methods have been brought forth to assess the dynamic character of the arc welding power source, but up to now, this issue has not been solved very well. In this paper, based on the fuzzy logic reasoning method, a dynamic character assessing model for the arc welding power source was established and used to analyze the dynamic character of the welding power source. Three different types of welding machine have been tested, and the characteristic information of the electrical signals such as re-striking arc voltage, low welding current and so on of the welding process were extracted accurately by using a self-developed welding dynamic arc wavelet analyzer. The experimental results indicate that this model can be used as a new assessing method for the dynamic character of the arc welding power source. 展开更多

This article describes a technique that allows a photovoltaic (PV) production unit to obtain the maximum power at all times. Here, we use the MPPT control via fuzzy logic on a DC/DC boost-type converter. In order to achieve our goals, we first proceeded to model a PV panel. The resulting model offers the possibility to better account for the influence of different physical quantities such as temperature, irradiation, series resistance, shunt resistance and diode saturation current. Thus, the maximum power to be provided by the PV system is acquired by fuzzification and defuzzification of the input and output variables of the converter. Subsequently, a virtual model of an 800 Watt PV prototype is implemented in the Matlab environment. The simulation results obtained and presented, show the feasibility and efficiency of the proposed technology. Indeed, for a disturbance caused by a variation in brightness, our system guarantees the maximum stable power after 1.4</span><span style="font-family:Verdana;"> </span><span style="font-family:Verdana;">s. Based on analyzing significance of controlling clock in design of low power sequential circuits, this paper proposes a technique that the gating signal is derived from the master latch in a flip-flop to make the derived clock having no glitch and no skew. The design of a decimal counter with half-frequency division shows that by using the synchronous derived clock the counter has lower power dissipation as well as simpler combinational logic. In order to diagnose the faults of nuclear power plant, the FNN is applied to thenuclear power planl, and the intelligence fault diagnostic system of the nuclear power plant isbuilt based on the FNN . The fault symptoms and the possibility of the inverted U-tube breakaccident of steam generator are discussed. In order to test the system' s validity, the invertedU-tube break accident of steam generator is used as an example and many simulation experiments areperformed. This research investigates the dielectric performance of Natural Ester(NE)using the Partial Differential Equation(PDE)tool and analyzes dielectric performance using fuzzy logic.NE nowadays is found to replace Mineral Oil(MO)due to its extensive dielectric properties.Here,the heat-tolerant Natural Esters Olive oil(NE1),Sunflower oil(NE2),and Ricebran oil(NE3)are subjected to High Voltage AC(HVAC)under different electrodes configurations.The break-down voltage and leakage current of NE1,NE2,and NE3 under Point-Point(P-P),Sphere-Sphere(S-S),Plane-Plane(PL-PL),and Rod-Rod(R-R)are measured,and survival probability is presented.The electricfield distribution is analyzed using the Partial Differential Equation(PDE)tool.NE shows better HVAC with stand capacity under all the electrodes configuration,especially in the S-S shape geometry.The exponential function is developed for the oils under different elec-trode geometry;NE shows a higher survival probability.Likewise,the most influ-ential dielectric properties such as breakdown voltage,kinematic viscosity,and water content are used to develop a Mamdani-based control system model that combines two variables to produce the surface model.The surface model indi-cates that the NE subjected for investigation is less susceptible to moisture effect and higher kinematic viscosity.Based on the surface models of PDE and fuzzy,it is concluded that NE possesses a high survival rate since its breakdown voltage does not react to changes in water content.Hence the application of NE in the transformer application is highly safe and possesses extended life. 展开更多

First the research is conducted on the design of the two-phase sinusoidal power clock generator in this paper. Then the design of the new adiabatic logic circuit adopting the two-phase sinusoidal power clocks--Clocked Transmission Gate Adiabatic Logic (CTGAL) circuit is presented. This circuit makes use of the clocked transmission gates to sample the input signals, then the output loads are charged and discharged in a fully adiabatic manner by using bootstrapped N-Channel Metal Oxide Semiconductor (NMOS) and Complementary Metal Oxide Semiconductor (CMOS) latch structure. Finally, with the parameters of Taiwan Semiconductor Manufacturing Company (TSMC) 0.25um CMOS device, the transient energy consumption of CTGAL, Bootstrap Charge-Recovery Logic (BCRL) and Pass-transistor Adiabatic Logic (PAL) including their clock generators is simulated. The simulation result indicates that CTGAL circuit has the characteristic of remarkably low energy consumption. 展开更多

This paper presents a gross examination about Unified Power Quality Conditioner (UPQC) to invigorate the power issues at the distribution level of the electrical system. Nowadays power electronics research has added the importance of power quality studies, for concrete illustration, Custom Power Devices (CPD) and Flexible AC Transmission position (FACTS) devices. The approach offered in this paper utilizes the series and shunt compensator of Unified Power Quality Conditioner (UPQC) to inject a compensation voltage in-phase with the source current over voltage fluctuations. The execution of two structures of UPQC, left-shunt (L-UPQC) and right-shunt (R-UPQC) are investigated under diverse operating conditions based on the fuzzy logic controller to raise the value of power quality of a single feeder distribution system by MATLAB/Simulink programming. Various power quality issues have been analyzed in this study. Finally, the right shunt UPQC is outperformed in this proposed power system. 展开更多

Power product-service system(power PSS),which combines industrial electric products with electric energy services,is an effective solution for power enterprises under the background of the rapid development of power systems.In the life cycle of power PSS,evaluation decision of power PSS alternatives is of great significance for subsequent implementation.To address the power PSS alternative evaluation problem,a power PSS evaluation framework is explored driven by the big data of stakeholder comments.Based on the multi-stakeholder comments of power PSS evaluation decision’s influence factors,the index system is constructed through analyzing and summarizing the co-occurrence matrix and semantic network diagram of high-frequency words.To determine the fuzzy index value of power PSS alternative,the stakeholders’vague opinions expressed by trapezoidal fuzzy number are integrated by group decision method.Fuzzy concept is introduced into the classical Technique for Order Preference by Similarity to an Ideal Solution(TOPSIS)method and fuzzy-TOPSIS method is put forward by using the fuzzy index value.The improved TOPSIS is adopted to sequence the power PSS alternatives.The case of power PSS evaluation of six alternatives for a power enterprise shows that the explored framework is effective and can provide a feasible solution for power PSS alternative evaluation. 展开更多

To cope with the current crisis and tensions full-filled China-US relationship, Chinese President Xi Jinping put forward the concept of building a new model of China-US big power relations, which the US agrees. Yet the new model won a heated discussion. In China this new model was evaluated positively and optimistically, while in the US it was perceived as a strategic challenge or even a threat. In the present article, the author proposes that this new model of China-US big power relations is more like a symbolic sign in foreign affairs rather than a strategic challenge or a threat or an effective and workable mechanism at this moment, and meanwhile analyses this view from diachronic and semiotic perspectives. The analyses reveal that the new model functions as a symbolic sign, signifying to the world that conceptually the two big powers have a good and harmonious relationship. 展开更多

The system stability is affected by the influence of electromechanical oscillations, which can be damped using Power System Stabilizer (PSS). A detailed modeling of DFIG fed wind system including controller has been carried out. The damping controller is designed using fuzzy logic to damp the oscillatory modes for stability. The robust performance of the system with controllers has been evaluated using eigen value analysis and time domain simulations under various disturbances and wind speeds. The effectiveness of the proposed fuzzy based PSS is compared with the performance of conventional PSS implemented in the wind system. 展开更多

This paper provides the design of compact Baugh-Wooley multiplier using reversible logic. Even though various researches have been done for designing reversible multiplier, this work is the first in the literature to use Baugh-Wooley algorithm using reversible logic. In this work, a new 5 × 5 reversible multiplier cell is proposed which will be useful in designing Baugh-Wooley multiplier. The proposed single multiplier cell is able to perform addition of a 1 × 1 product with the sum and carry from the previous cell. This reversible multiplier cell is useful in building up regularity in the array multipliers. The Toffoli gate synthesis of the proposed reversible multiplier cell is also given. 展开更多
