The Planning, Organization and Management of Post-disaster Reconstruction of the Lushan Earthquake Based on the Local as the Main Body

A new organization and management mechanism with the local government as the main body was created during the post-disaster reconstruction of the "4. 20 " Lushan earthquake,in which the experiences and lessons were drawn from the "5. 12"Wenchuan earthquake. Correspondingly, the local government conducted an exploration of the organization and management mode in the field of planning and construction. The effective experiences have been accumulated, including working out a full coverage planning,taking the leading part in the urban-rural planning,and exercising whole space control over the disaster area. An innovation management mode named as "Five Generals Pattern"was implemented in the construction projects. In view that the rural housing reconstruction was a weak link, a new approach to improving the construction management was investigated,by means of strengthening on-site supervision,establishing a technical platform,and bolstering public participation.

This paper is the analysis of the main body, the object and their relationship concerning research of traditional Chinese medicine. The result proved that the main body of research of traditional Chinese medicine is researchers who possessed the fundamentals of traditional Chinese medicine. It is the objects of research of traditional Chinese medicine that origin of a class of traditional Chinese medical literature consisting of herbals which focus on descriptions of individual drugs; the relationship of the technological process of preparing Chinese medicine, as by parching, roasting, baking, steaming, soaking, and simmering, etc.;and technology of separating, extracting and purifying for composition; traditional Chinese medicine dynamics of one of the 12 two-hour periods into which the day was formerly divided before the introduction of western chronology; compatibility of medicines in active compositions; patent, effectiveness for a given period of time and constantly changing of traditional Chinese medicine.The relationship between the main body and the objects was that the former depends on the latter ones and the main body has subjective initiative as fully as possible.

Collaborative Performance Analysis and the Establishement of Main Body of Agricutlural Technology Innovation

Relying on the relevant data from China Statistical Yearbook and Chinese Rural Statistical Yearbook,the coolabarative performance of main body of agricutlural technology innovation is evaluated by taking quaternary-parties innovation body as the sujects and by establishing the index system from the perspectives of input and output.The results show serious dislocation of main body and bad collabrative performance.On the basis,the quaternary-parties motivation system cocerning agricutlural enterpises,agricutlural science and technology acanamy,rural hosueholds and governments is established.The system is capable of integrating market,sciencetific reserch and diffusion collection into a whole part and solving the seperation of agricutlural innovation supply and demand.

The Construction of Intensive and Organized Agricultural Industrialization Model with Farmers as the Main Body

The current agricultural conflicts of China are analyzed and the forms and drawbacks of current agricultural industrial structure are listed.The situations for intensifying the farmland with appropriate scale are analyzed from the aspects of policy,farmers,farms and modernization of agriculture.It is pointed out that the situations for the intensive use of land are becoming mature.Taking the single pig-breeding chain as an example,the agricultural industrialization model,which takes farmers as the main body,is expounded.Besides,its functions and significance in solving "the three agriculture problems" and facilitating the modernization of agriculture are discussed.

Study of main body element of crustal strain and its relationship with moderate-strong earthquakes

In this paper, progress in strain study of blocks and faults by GPS data are discussed, and the concept that active structures between blocks are the main body of crustal strain is clarified. By energy transfer principle of elastic mechanics, the relation between strain around faults and tectonic force on fault surfaces is set up and main body element model of crustal strain is constructed. Finally, the relation between mechanical evolution of model and seismogenic process of Kunlun earthquake （Ms=8.1） is discussed by continuous GPS data of datum stations. The result suggests that the relatively relaxed change under background of strong compressing and shearing may help to trigger moderate-strong earthquakes.

Research on Characteristics of Main Body and Role of Farmers and Government in Socialist New Village Construction

This paper expounds the connotation of main body of new socialist village construction,and the duplex main body characteristics of farmers and government.It points out that the main body of society should be the state holding public power,and the main body of nature or practice is the farmer who participates in production and living activities in rural areas and supports the existence of rural society.It also expounds the dominant position of duplex main body in new village construction,wherein the government is the main body which administers public power in the field of public power in new village construction,while the farmer is the main body who administers private rights in the field of non-public rights in new village construction.It generalizes and unravels the role of duplex main body of farmers and government in new village construction,and analyzes the relationship of role of duplex main body between government and farmers as follows:the government dominates over rural development,and the government,as main body,plays dominant role in the field of rural public power and construction of social environment,while the farmers are main participators and constructors,who play significant role;in construction of rural non-public power field,the farmers play the role of main body,and the government plays the role of guidance and service.In new village construction,the government and farmers play the role abreast,which is an important prerequisite and guarantee of constructing new village.In the process of government's fulfilling responsibility in new village construction,the outdated administrative concept exists,and in the process of administering and promoting new village construction,the farmers' quality is yet to be promoted.As for these problems,three countermeasures are put forward as follows:transform concept;transform style of work and transform and exert advantage of organization.

On the Foundations of the Ultrasonic Non-Destructive Determination of Stresses in Near-the-Surface Layers of Materials： Review

The foundation of the ultrasonic non-destructive determination of stresses in near-the-surface layers of solids is presented. The method is based on the regularities of Rayleigh wave propagation in solids with initial （residual） stresses. A description of the above mentioned method and examples of stress determination are presented. Examples are considered as applied to the residual stresses arising at electric welding and the operating stresses arising at loading.

Dynamic genetic analysis for body weight and main length ratio in turbot Scophthalmus maximus

The objective of this study was to estimate genetic parameters of body width(BW)to body length(BL)ratio(BW/BL)and of body weight traits(BWT)in turbot,and to elucidate the genetic mechanism of the two traits during ontogeny by dynamic genetic analysis.From 3 to 27 months,BW,BL and BWT of each communally stocked fish were measured every 3 months.The BW/BL ratio was measured at different sampling ages.A twotrait animal model was used for genetic evaluation of traits.The results showed that the heritability values of BW/BL ratio ranged from 0.2168 to 0.3148,corresponding to moderate heritability.The BWT heritability values ranged from 0.2702 to 0.3479 corresponding to moderate heritability.The heritability of BW/BL ratio was lower than that of BWT,except at 3 months of age.Genetic correlation between BW/BL ratio and BWT decreased throughout the measurement period.Genetic correlations were higher than the phenotypic correlations.The current results for estimating genetic parameters demonstrate that the BW/BL ratio could be used as a phenotypic marker of fast-growing turbot,and the BW/BL ratio and BWT could be improved simultaneously through selective breeding.

Real-Time Memory Data Optimization Mechanism of Edge IoT Agent

With the full development of disk-resident databases(DRDB)in recent years,it is widely used in business and transactional applications.In long-term use,some problems of disk databases are gradually exposed.For applications with high real-time requirements,the performance of using disk database is not satisfactory.In the context of the booming development of the Internet of things,domestic real-time databases have also gradually developed.Still,most of them only support the storage,processing,and analysis of data values with fewer data types,which can not fully meet the current industrial process control system data types,complex sources,fast update speed,and other needs.Facing the business needs of efficient data collection and storage of the Internet of things,this paper optimizes the transaction processing efficiency and data storage performance of the memory database,constructs a lightweight real-time memory database transaction processing and data storage model,realizes a lightweight real-time memory database transaction processing and data storage model,and improves the reliability and efficiency of the database.Through simulation,we proved that the cache hit rate of the cache replacement algorithm proposed in this paper is higher than the traditional LRU(Least Recently Used)algorithm.Using the cache replacement algorithm proposed in this paper can improve the performance of the system cache.

以糖厂为主体的甘蔗机收推进模式

近年来,我国甘蔗种植面积逐年减少,切段式甘蔗联合收获机保有量大幅增加,机收率却多年低位徘徊。针对这一问题,本文从方法论视角阐明当前甘蔗产业生产关系与新质生产力之间的矛盾,是机收推进缓慢的主要原因。提出以提高甘蔗产业的竞争力和促进产业可持续发展为目标,调整甘蔗产业当前生产关系,将当前生产关系中的各方组成机收推进联合体,构建以糖厂为主体的机收推进模式。该模式以免费或低价机收为杠杆,糖厂组织、协调、管理甘蔗机械化生产,实现了糖厂有稳定优质蔗源、机收组织效益稳定、蔗农获得免费(或低价)砍收甘蔗,达到多方共赢,有利于稳定甘蔗种植面积和甘蔗产业可持续发展。以该模式为抓手,建立试点并推广应用,在当前条件下,有望打破目前机收推进缓慢僵局,实现甘蔗机收快速推进。

公共体育服务体系示范区建设促进了体育市场主体发展吗?——基于准自然实验的实证研究

基于2015年的江苏省公共体育服务体系示范区建设的准自然实验,选取2013—2020年全国12个省份149个城市的面板数据,采用双重差分方法探讨公共体育服务体系示范区建设对当地体育市场主体的影响。研究发现,一是公共体育服务体系示范区建设促进了体育市场主体发展,该结论通过平行趋势检验和稳健性检验后依然成立;二是公共体育服务体系示范区建设对体育市场主体发展的促进效应具有可持续特征,公共体育服务体系示范区建设时间越长,对体育市场主体的推动效应越大。公共体育服务体系示范区建设不仅可以促使相关企业对投入体育领域产生更高预期,也能借助政策支持循环累积有利于体育市场主体发展的要素。

新型农业经营主体会计代理采用意愿及其影响因素实证分析

会计代理可以节约用工成本、提高效率和促进经营目标的实现,是当前推动新型农业经营主体财务规范的重要过渡阶段。基于湖北省891份调研数据,采用有序Logistic模型检验新型农业经营主体采用会计代理意愿的影响因素。结果表明:性别、年龄、受教育水平、流动资金投资、经营类型、产业类型、毛收入、示范级别、农业培训等因素显著影响新型农业经营主体采用会计代理意愿。据此提出加强经营主体会计知识培育,强化财务规范意识,夯实会计代理基础;建立资金管理台账,关注资金流向,推动会计代理行业发展;设立专项资金支持,提供会计代理对接服务,扩大会计代理行业覆盖面等建议。

BIVPSs新型教学模式在急危重症住院医师规范化培训中的应用

目的研究在急危重症住培中,引入虚拟情景化临床思维诊疗教学系统(body interact virtual patient simulations,BIVPSs)的意义,通过BIVPSs新型教学模式提升急诊住培医师的临床教学水平与意识,进而提升急诊住院医师规范化培训质量。方法选取2021年9月至2022年9月纳入天津医科大学总医院急诊医学科接受住院医师规范化培训的128名学员,采用随机抽签法分成试验组和对照组各64名,分别按照BIVPSs新型教学模式及普通教学模式进行教学,学期完成后,2组进行规范化培训的住培医师同时进行理论考核、临床处理思维能力和操作考核,学员、同行专家评价通过大学教师教学效果评价问卷(student evaluation of educational quality,SEEQ)进行。结果试验组理论考核成绩、临床处理思维能力和操作考核评价均高于对照组,差异有统计学意义(P<0.05);学期结束后,学员、同行专家从学习价值与成就感、教学热情与组织清晰性、群体互动、人际交往、知识宽度和信息量、教学管理、功课量和难度等方面进行了评估,试验组评分均高于对照组,差异有统计学意义(P<0.001)。结论研究通过对住培学员考核与效果评价问卷评估BIVPSs新型教学模式对住培医师临床教学水平的培训效果,发现在急危重症规范化培训教学中通过使用BIVPSs可有效提高急诊住培医师的临床能力。

多层级视角下基础研究社会-技术系统的主体、要素及作用机制

基础研究是整个科学体系的源头,其创新发展和突破将从根本上助推国家创新能力和国际科技竞争力提升,也是中国“加快建设科技强国,实现高水平科技自立自强”的根本前提。本文从社会-技术系统角度出发,运用多层级视角分析框架,探讨中国基础研究社会-技术系统的构成主体和构成要素,在此基础上系统分析基础研究社会-技术系统景观层、体制层和利基层三个层级协同互动推动基础研究创新的作用机制,以及三个层级的多重要素协同并发促进基础研究创新的作用机制。研究结果表明:推进基础研究需要基础研究社会-技术系统各个层级之间相互协调配合,要加强景观环境的引导和利基空间的防护培育,还应当注重体制层系统多维度的变革和调整,以突破基础研究社会-技术体制的路径依赖和锁定。

三峡库区乡村发展主体获得感现状及提升路径——基于重庆巫溪长红村的个案

让人民有较多的获得感、幸福感是党和国家新时期治国理政的伟大方略。近年来,在乡村振兴战略推动下,三峡库区经济社会取得较快发展,人民生活发生了重大变化。他们的获得感如何?文章选取库区的重庆巫溪县长红村为研究对象,通过获得感问卷调查和会见座谈形式获取第一手资料,分析该村三类主体获得感的差异性,探寻导致这种差异的内外因素,并提出提升不同主体获得感的实施路径:增强个体发展能力,激发获得感提升的内生动能;壮大集体经济实力,夯实获得感提升的经济基础;优化乡村治理模式,确立获得感提升的组织体制机制;持续推进落实乡村振兴各项政策,营造获得感提升的宽松环境。

互嵌与融合:乡村治理现代化建设中正式权力与农民主体的张力及化解路径——以安徽省C村为例

乡村治理现代化是国家治理现代化的重要组成部分,对整个社会的稳定与发展起着基础性作用。乡村治理现代化建设离不开正式权力的有效引领和适当介入,然而在具体实践中也存在正式权力与乡村社会中的农民主体产生张力,从而给乡村治理现代化建设带来挑战。通过对安徽省大别山地区C村的乡村治理实践分析,了解到二者之间的张力具体表现为:第一,乡土社会空间失语:正式权力代办,农民主体参与空间被挤占;第二,正式权力悬浮自转:线性治理使得农民主体行动与乡村治理相分离;第三,行政吸纳社会:正式权力逐渐强化,农民主体自治弱化。借鉴新内生发展理论,在多重张力并存的现实情况下,正式权力与农民互嵌融合式的新内生发展机制可以缓解张力冲突,通过唤醒资源、双向赋能、情境再造等路径或能促进正式权力与农民主体的协同互动,共同推进乡村治理现代化进程。

基于“三阶段五环节一主体”的全过程教学模式,对高职院校毛泽东思想和中国特色社会主义理论体系概论课教学模式进行创新研究,做到课前以学生为主体调研学生的关注点和困惑点、课中以学生为主体发挥学生主体地位和作用、课后以学生为主体增强学习的广度和深度,力求让学生在整个教学过程中始终融入课堂、始终发挥课堂主体作用,以真正增强学生的获得感。
