The administrative management of sk...Context/objectives: The fight against Chronic Non-Communicable Diseases (NCDs) is a long-term undertaking, which requires available, motivated and well-managed human resources (HR). The administrative management of skills on both qualitative and quantitative levels is one of the essential functions of a health system. To better implement policies of fight against High Blood Pressure (HBP) and other chronic diseases, it is important to establish strategies to retain health personnel. This loyalty requires favorable working conditions and consideration of the contribution-reward couple. Good working conditions are likely to reduce the phenomenon of medical nomadism;conversely, poor HR management can contribute to their exodus towards exotic “green pastures”, thus leading to an additional crisis in the Cameroonian health system. The fight against HBP is a complex, multifaceted and multifactorial reality that requires appropriate management model for all types of resources mainly HR. The main objective of this research is to show the impact of poor management of human resources in Cameroon health system on medical nomadism and the ineffectiveness of the fight against High Blood Pressure. Method: A cross-sectional descriptive survey among five hundred (500) health facilities in the center region of Cameroon has been conducted. A stratified probabilistic technique has been used, and the number of health facilities to be surveyed has been determined using the “sample size estimation table” of Depelteau. The physical questionnaires have been printed and then distributed to data collectors. After data collection, the latter were grouped during processing in Excel sheets. The Chi-square test was used for data with a qualitative value and that of Kolmogorov-Sminorf for data with a quantitative value to assess the normality and reliability of data. The Crochach’s Alpha reliability test allowed us to have a summary of the means and variances and then to search for intragroup correlations between variables. Descriptive analysis was possible with the XLSTAT 2016 software. Results: 43.60% of Health Facilities (HF) managers were unqualified. 82.20% of HF managers have staff in a situation of professional insecurity. They are mainly contractual (49.00), decision-making agents (24.40%), casual agents (08.80). The proportion of unstable personnel is average of 22.00% and very unstable, 12.00%.展开更多

Changing climatic conditions and extensive human activities have influenced the global water cycle.In recent years,significant changes in climate and land use have degraded the watershed ecosystem of the Ebinur Lake B...Changing climatic conditions and extensive human activities have influenced the global water cycle.In recent years,significant changes in climate and land use have degraded the watershed ecosystem of the Ebinur Lake Basin in Xinjiang,Northwest China.In this paper,variations of runoff,temperature,precipitation,reference evapotranspiration,lake area,socio-economic water usage,groundwater level and water quality in the Ebinur Lake Basin from 1961 to 2015 were systematically analyzed by the Mann-Kendall test methods(M-K)mutation test,the cumulative levelling method,the climate-sensitive method and land-use change index.In addition,we evaluated the effects of human activities on land use change and water quality.The results reveal that there was a significant increase in temperature and precipitation from 1961 to 2015,despite a decrease in reference evapotranspiration.The Wenquan station was not significantly affected by human activities as it is situated at a higher altitude.Runoff at this station increased significantly with climate warming.In contrast,runoff at the Jinghe station was severely affected by numerous human activities.Runoff decreased without obvious fluctuations.The contributions of climate change to runoff variation at the Jinghe and Wenquan stations were 46.87%and 58.94%,respectively;and the contributions of human activities were 53.13%and 41.06%,respectively.Land-use patterns in the basin have changed significantly between 1990 and 2015:urban and rural constructed lands,saline-alkali land,bare land,cultivated land,and forest land have expanded,while areas under grassland,lake,ice/snow and river/channel have declined.Human activities have dramatically intensified land degradation and desertification.From 1961 to 2015,both the inflow into the Ebinur Lake and the area of the lake have declined year by year;groundwater levels have dropped significantly,and the water quality has deteriorated during the study period.In the oasis irrigation area below the runoff pass,human activities mainly influenced the utilization mode and quantity of water resources.Changes in the hydrology and quantity of water resources were driven primarily by the continuous expansion of cultivated land and oasis,as well as the growth of population and the construction of hydraulic engineering projects.After 2015,the effects of some ecological protection projects were observed.However,there was no obvious sign of ecological improvement in the basin,and some environmental problems continue to persist.On this basis,this study recommends that the expansion of oasis should be limited according to the carrying capacity of the local water bodies.Moreover,in order to ensure the ecological security of the basin,it is necessary to determine the optimal oasis area for sustainable development and improve the efficiency of water resources exploitation and utilization.展开更多

This paper highlights that the use of information technology provides higher efficiency for the performance of daily work in the municipality, thus also the provision of better services to citizens. However, the level of use of information technology in the Municipality of Ferizaj leaves much to be desired in terms of efficiency because a significant number of employees have not attended adequate training for the effective and efficient use of various IT applications and have not are still adapted to the digital environment in the municipality. Therefore, the recommendation derived from this paper is that the information technology environment in the municipality of Ferizaj needs to be improved by providing staff with adequate qualifications, while for those who are currently engaged in the municipality and who do not have adequate qualifications, training should be provided in a way that all users of IT applications are fully integrated into the digitized environment in order to be effective and efficient in providing services to citizens. This simultaneously gives the municipal staff job security and motivation for better services for citizens. 文摘As competition in the education industry intensifies and the knowledge economy evolves,the significance of Human Resource Management(HRM)in university institutions.This study aims to explore how HRM affects the sustainable development and competitiveness improvement of universities.This article begins with a theoretical analysis to define the concept of HRM and its particular relevance within university education.The subsequent analysis examines the multi-dimensional framework of university development,encompassing its connotation,goals,and key influencing factors.The article further elaborates on the positive effects of HRM on university teaching quality,scientific research capabilities,organizational culture,and social services.On this basis,the main challenges currently faced by university HRM are discussed,such as talent mobility,institutional constraints,resource limitations,and internationalization pressure.Finally,optimization strategies are proposed,including building a scientific human resources system,enhancing talent training and development,fostering diversity among teaching staff,and improving decision-making efficiency and transparency.The conclusions of this study aim to provide strategic insights for university education managers to better utilize human resource advantages and promote the comprehensive and sustainable development of universities.

文摘Objective To explore the current situation of human resource management outsourcing in China’s pharmaceutical enterprises,and to put forward some suggestions for enterprises and the government.Methods The current situation of human resource management outsourcing in China’s pharmaceutical enterprises was analyzed through the method of literature research.Results and Conclusion At present,the status of human resource management outsourcing in China’s pharmaceutical companies is that the level of human resource outsourcing companies is not high,and there are no relevant industry norms and laws.The information asymmetry between pharmaceutical enterprises and outsourcing companies results in adverse selection and moral hazard.Besides,the different culture of pharmaceutical enterprises and outsourcing companies leads to inefficient communication between enterprises and employee.To solve these problems,the government should promote and improve industry norms and laws to regulate the market.In addition,enterprises should clarify the motivation for outsourcing and make good decision on the outsourcing content.Meanwhile,enterprises should strengthen communication with employees to eliminate employees’concerns.

文摘In the modern times, the population growth, development of industrial andagricultural production and the petroleum exploitation, brought about the unceasing expansion ofartificial oasis and abrupt increase of water demand. The artificial hydraulic irrigationengineering took the place of the natural river system, the reservoirs took the place of naturallakes, which in turn enhanced the space-time redistribution of surface water based on the naturalevolution, and so did groundwater: The groundwater recharge reduced 26. 2% in 46 years from 1950 to1995 in the southern piedmont flood plain of Tarim Basin due to mean yearly population increase rateof 27. 7 per thousand and associated with the water use rate increasing from 24. 6% to 58. 4%. Atthe same time the artificial water system seepage give primary play to groundwater recharge, whichis up to 57. 6% whilst that of the natural system reduce to 33.7%. As a result, groundwater leveldrop 3 - 5m widespread except some irrigation area and surroundings of plain reservoir. Spring waterdischarge also reduce about 37. 6% and discharge zone continuously move away to the north with thevalue of 0. 5 - 1. 2km in the past 40 years.

文摘Changing climatic conditions and extensive human activities have influenced the global water cycle.In recent years,significant changes in climate and land use have degraded the watershed ecosystem of the Ebinur Lake Basin in Xinjiang,Northwest China.In this paper,variations of runoff,temperature,precipitation,reference evapotranspiration,lake area,socio-economic water usage,groundwater level and water quality in the Ebinur Lake Basin from 1961 to 2015 were systematically analyzed by the Mann-Kendall test methods(M-K)mutation test,the cumulative levelling method,the climate-sensitive method and land-use change index.In addition,we evaluated the effects of human activities on land use change and water quality.The results reveal that there was a significant increase in temperature and precipitation from 1961 to 2015,despite a decrease in reference evapotranspiration.The Wenquan station was not significantly affected by human activities as it is situated at a higher altitude.Runoff at this station increased significantly with climate warming.In contrast,runoff at the Jinghe station was severely affected by numerous human activities.Runoff decreased without obvious fluctuations.The contributions of climate change to runoff variation at the Jinghe and Wenquan stations were 46.87%and 58.94%,respectively;and the contributions of human activities were 53.13%and 41.06%,respectively.Land-use patterns in the basin have changed significantly between 1990 and 2015:urban and rural constructed lands,saline-alkali land,bare land,cultivated land,and forest land have expanded,while areas under grassland,lake,ice/snow and river/channel have declined.Human activities have dramatically intensified land degradation and desertification.From 1961 to 2015,both the inflow into the Ebinur Lake and the area of the lake have declined year by year;groundwater levels have dropped significantly,and the water quality has deteriorated during the study period.In the oasis irrigation area below the runoff pass,human activities mainly influenced the utilization mode and quantity of water resources.Changes in the hydrology and quantity of water resources were driven primarily by the continuous expansion of cultivated land and oasis,as well as the growth of population and the construction of hydraulic engineering projects.After 2015,the effects of some ecological protection projects were observed.However,there was no obvious sign of ecological improvement in the basin,and some environmental problems continue to persist.On this basis,this study recommends that the expansion of oasis should be limited according to the carrying capacity of the local water bodies.Moreover,in order to ensure the ecological security of the basin,it is necessary to determine the optimal oasis area for sustainable development and improve the efficiency of water resources exploitation and utilization.
文摘Under the direction of theory of human resources development,this thesis analyzes the impact of rural human resources development oncultivating new-type farmers.Firstly,it increases the input of rural basic education;secondly,it reinforces the vocational education and technologytraining;thirdly,it promotes the rural medical and public health services;fourthly,it quickens the rural labor transfer.The status quo of China's ruralhuman resources has been analyzed as follows:in terms of the quantity of rural human resources,the status quo is large and quick-developed baseof rural human resources,high labor participatory rate,and constitution of low age;in terms of the quality of rural human resources,the status quois the ubiquitous low quality of rural human resources,low technological level of rural human resources,and overall low physical quality of farmers;in terms of the structure of rural human resources,the status quo is the irrational industrial structure distribution and imbalanced regional structuredistribution.The thesis also discusses the edification of theory of human resources development in cultivating new-type farmers.First,in terms ofthe control over quantity of rural human resources,it is to keep the stability of family planning policy,and expedite the transfer of rural surplus la-bor;second,in terms of promoting the quality of rural human resources,it is to bolster the development of reserve rural labor force resources,toconstruct the adult educational training system with Chinese characteristics,and to build rural primary health care system;third,in terms of adjus-ting the structure of rural human resources,it is to perfect rural human resources market,and adjust rural economical structure and talents struc-ture.

文摘This paper aimed to demonstrate the impact of the effectiveness of the Application of human Resources Management System in Corporate Performance which perspective of workers in the Banking Sector in Jordanian Firm, and to achieve the purpose of the study questionnaire was developed to measure the impact of the effectiveness of the Applica-tion of human Resources Management System in Corporate Performance, and the sample consists of the study (500) employees in the banking sector, and used statistical methods appropriate to answer the study questions and test hy-potheses. The study found asset of results, including: 1) There is a significant effect between the quality of the output of human resources information system and institutional performance in banking sector in the Jordanian firm. 2) There is a statistically significant effect between motives and corporate performance in the banking sector in the Jordanian firm. 3) There is a significant effect between training and organizational performance in the banking sector in the Jordanian firm. The study was presented a set of recommendations, including: activating the role of human resources information system, where still the information system performs the function of traditional supply the decision maker authorized one to read the outputs historical information when they want, either directly or after completing a series of routine procedures that enable it, without that, this applies to access information system to avoid problems that many occur later. Must go beyond human resources information system (HRIS) traditional role in the process of selection and appointment of the new human resource to work in the organization, which is merely providing information to decision makers about the people who stepped forward to fill a job order that differentiation among those application. That the ambitious goal of that system to provide a base for data (data bank) includes all of the details of the employment available in the market.

文摘The traditional models of evaluating human resources are mainly based upon the discounted value of future payment, but these models fail to take the employment risk into account, and often neglect the uncertainty and underes- timate the human resource value. This paper first introduces the option theory, and then presents human resources as the real commodity for the call option. Second, concerning the choices for the uncertainty decision, the decisions of delay- ing the employment of the human resources, expanding or deducing the scale of human resources, giving up or chang- ing human resources, etc., are made to deal with the future uncertainties appropriately. This will cause the investment to be more beneficial or to reduce the loss. Finally, the expand option theory of real options is used to evaluate the value of reinvestment in human resources, and the expand option theory could be provided as a reference for management im- plementation and decision-making in human resources.

Strategic decision-making in the management of human recourses in the field of environmental protection is crucial for the countries in transition. Lack of financial and technological resources can be compensated with other potentials. Therefore, it is necessary to emphasize the decision-making process. Optimization of the existing resources under real conditions is needed in order to get better results of the implementation of adopted strategies. As an example, the scheme of optimal solution based on PROMETHEE method (multi-criteria method of optimization) is given.
文摘Purpose:This research studied how to establish a relatively advanced blindness prevention and eye care cause in economically underdeveloped countryside.Methods:Ophthalmic vocational schools and professional lectures were held to train“practical type”primary eye care workers for the coumtryside.Further study in high-level(above provincial)hospitals was taken to train blindness preention &eye care backbones and leaders.Results:In 1986,the ratio of the number of the eye care workers of all levels to the number of the whole population in the prefecture was1:26000.In1992,it roseto1:17000.Aneye care network of 222stations had been established in tb countryside.Ten in the 13county hospitals had a seperated ophthalmology ed- partment,in which 3were awarded“National advanced blindness prevention County”.Twenty one hospitals were appointed as the Unit of Surgical Vision-Rehabilitation of Cataract.Blindness prevention and eye care convered1000000population(eye care avaliable within 5kilometers),23.5%of the whol popula-tion.Conclusions:In a demographically large but economically underdexeloped country-side area,the key to wide-range blindness prevention and eye oare is to exploti human resources effectively.We should train“Practical type”primary eye care workers,and have a number of edpartment leaders who are authoritive,influential in this field and ready to sacrifice to this cause.

文摘This study aims to investigate how information technology is applied in the administration of the municipality of Ferizaj and what are the challenges with human resources, the work was carried out through a case study in the municipality. This paper highlights that the use of information technology provides higher efficiency for the performance of daily work in the municipality, thus also the provision of better services to citizens. However, the level of use of information technology in the Municipality of Ferizaj leaves much to be desired in terms of efficiency because a significant number of employees have not attended adequate training for the effective and efficient use of various IT applications and have not are still adapted to the digital environment in the municipality. Therefore, the recommendation derived from this paper is that the information technology environment in the municipality of Ferizaj needs to be improved by providing staff with adequate qualifications, while for those who are currently engaged in the municipality and who do not have adequate qualifications, training should be provided in a way that all users of IT applications are fully integrated into the digitized environment in order to be effective and efficient in providing services to citizens. This simultaneously gives the municipal staff job security and motivation for better services for citizens. Also, information technology enables a better control over the activity of the municipality because every action is recorded as data which can then be used to analyze the performance of the municipality.
