This study was conducted to analyze the competitiveness of a Forensic Science Laboratory (FSL) based on employees’ professional development and diversification into different professions. The FSL is the sole Governme...This study was conducted to analyze the competitiveness of a Forensic Science Laboratory (FSL) based on employees’ professional development and diversification into different professions. The FSL is the sole Government Laboratory?in Tanzania which serves the police force, judiciary system and the public?prosecution. A sample of 88 current employees of different professions (53 chemists, 26 technologists and 9 accountants) was used. The data was collected from the?year 2000 to 2015. Mathematical expressions were developed to quantifystagnation and total service time at specific development levels based on which?new?indices (professional development index, PDI;leadership competency index, LCI;and succession index, SI) were developed. The number of employees for support cadres was observed to increase faster in the last 5 years from 34.3% in?2009/2010 to 57.1% in 2014/2015, compared to chemists and technologists.?The?staff-to-line ratio (SLR) has been increasing since 2000, reaching above 0.8?from 2013 to 2015 indicating that the FSL was undergoing diversification and division of labor. The FSL workforce comprised of mainly semi-skilled employees. Promotions have played a big role in employees’ professional development. In some cases employees were promoted to higher level before 3 years stipulated?by public service regulations, regarded as breach of procedures. However,?high?stagnation of employees at specific ranks was observed (up to 9 - 10 years) which causes frustrations, lost morale and engagement. Results indicated that most?of the service years are served in ranks A and B. Indices developed in thisstudy?form a baseline data for strategic analysis of FSL competitiveness in the future?and allow for proper human resource planning. Highest values of LCI and PDI were observed for chemists. Technologists in the FSL show higher succession index compared to chemists and accountants. Employee diversification in the?FSL has been increasing from 2003 to 2015. It was concluded that the FSL?competitive advantage is continuously increasing.展开更多

By looking into the effect of the cryosphere on human-being, the study develops a unified approach in the analysis of cryospheric risks and services, with one focusing on the adverse impacts by cryospheric hazards and another emphasizing on the benefits that people can obtain from the natural capitals in the cryosphere. Meanwhile, climate change could further alter and complicate the roles of the cryosphere, not only by the changes in risks to cryospheric hazards, but also the changes in services that could potentially add more risks. The study further proposed a risk-based approach for the development of climate adaptation in the cryosphere. The approach essentially takes options to reduce exposure and vulnerability of societies to cryospheric hazards, and to better manage natural capitals and demands together with enhancing utility of the cryosphere, so as to maintain the benefit of cryosphere services in a sustainable way. The study further addresses the role of cryosphere services in strengthening sustainable development in terms of its relation with the sustainable development goals (SDGs), and provides a preliminary results on how the services contributes to SDGs. Overall, the approach developed in this study creates a new way to comprehensively assess the effect of cryosphere changes on our society and identify measures to maximize the benefit while minimizing the risk in relation to the cryosphere.展开更多

Examination of a person who has been a victim of a physical or sexual assault may be very important for upcoming legal proceedings.In the context of a clinical forensic examination,physical findings are recorded and b...Examination of a person who has been a victim of a physical or sexual assault may be very important for upcoming legal proceedings.In the context of a clinical forensic examination,physical findings are recorded and biological trace material is gathered and secured.Ideally,all forensic findings are documented in a detailed report combined with photographic docu-mentation,which employs a forensic scale to depict the size of the injuries.However,the integrity of such forensic findings depends particularly on two factors.First,the examination needs to be conducted professionally to ensure that the findings are properly admissible as court evidence.Second,the examination should take place as soon as possible because the opportunity to successfully secure biological samples declines rapidly with time.Access to low-threshold clinical forensic examinations is not evenly provided in all member states of the European Union(EU);in some states,they are not available at all.As part of the JUST_(e)U!(Juridical standards for clinical forensic examinations of victims of violence in Europe)pro-ject,the Ludwig Boltzmann Institute for Clinical Forensic Imaging in Graz,Austria created(in cooperation with its international partner consortium)a questionnaire:the purpose was to collect information about support for victims of physical and/or sexual assault in obtaining a low-threshold clinical forensic examination in various countries of the EU.Our paper pro-vides a summary of the responses and an overview of the current situation concerning pro-vided clinical forensic services.展开更多

In early time, Web application only pro vided functions of looking over or querying static data on browser. But with the development of Internet/Intranet widely, it’s expected that more and more trad itional applications can be performed on browser, or even E-Business trades and other complicated application systems such as MIS, ERP and CRM and so on. In or der to satisfy both traditional application and Web application, reduce the cost of developing system repeatedly, increase the repeated use of application syste m and take advantage of the functions of OOA/OOD sufficiently, a new distributed architecture structure (system solution based on repeated components) comes for th. Forensic investigations,especially those related to missing persons and unidentified remains,produce different types of data that must be managed and understood.The data collected and produced are extensive and origin...Forensic investigations,especially those related to missing persons and unidentified remains,produce different types of data that must be managed and understood.The data collected and produced are extensive and originate from various sources:the police,non-governmental organizations(NGOs),medical examiner offices,specialised forensic teams,family members,and others.Some examples of information include,but are not limited to,the investigative background information,excavation data of burial sites,antemortem data on missing persons,and postmortem data on the remains of unidentified individuals.These complex data must be stored in a secured place,analysed,compared,shared,and then reported to the investigative actors and the public,especially the families of missing persons,who should be kept informed of the investigation.Therefore,a data management system with the capability of performing the tasks relevant to the goals of the investigation and the identification of an individual,while respecting the deceased and their families,is critical for standardising investigations.Data management is crucial to assure the quality of investigative processes,and it must be recognised as a holistic integrated system.The aim of this article is to discuss some of the most important components of an effective forensic data management system.The discussion is enriched by examples,challenges,and lessons learned from the erratic development and launching of databases for missing and unidentified persons in Brazil.The main objective of this article is to bring attention to the urgent need for an effective and integrated system in Brazil.展开更多
