Research on the Evaluation System of Community Daycare Center Planning and Implementation from the Perspective of Subject-Object Relationships

Through literature review,we found that evaluations of urban planning implementation often focus narrowly on either the subject(stakeholders)or the object(projects),while micro-level aspects such as site selection and construction are primarily considered within the context of planning implementation.There is insufficient research on the evaluation of implementation.Community daycare centers play a crucial role in the community home care model,yet there is relatively little research on their usage efficiency,satisfaction levels,and spatial evaluation of planning implementation.Based on the theoretical understanding of the human environment,including the subject,object,and their interactions,an evaluation system for the planning and implementation of community day care centers was constructed,incorporating subjective evaluation,objective evaluation,and comparative analysis.

EFL Learner-Focused Curriculum Redesign,Implementation and Evaluation——a case from China Agricultural University

The paper investigates the learner-focused English as a Foreign Langue(EFL) curricular innovation in China Agricultural University(referred to as CAU in the following text) from the perspectives of curricular formulation,implementation and evaluation of EFL learning & teaching in the one-year duration from Autumn semester of 2016 to Spring semester of 2017.A discussion of the effects of the curricular restructuring is presented.

Research on Overall Planning and Implementation Evaluation of Land Use of Xinjiang Production and Construction Corps Agriculture-seven Division

Based on methods for evaluating the overall planning and implementation of land use of domestic scholars, a comprehensive and highly-operable index system and evaluating method for land use planning multi-type implementation has been established through selecting multi-type evaluating indicators and applied to the last-round overall planning of land use in Xinjiang Production and Construction Corps Agriculture-seven Division. The obtained comprehensive score was 86.40, indicating that land use overall planning has been excellently coordinated with land, society, economy as well as ecology and has exerted outstanding effect with the rank as "good". The evaluation results are in accordance with actual conditions, which displays that the established multi-type implementation evaluating system of land use overall planning is reasonable with scientific evaluating methods and can be the reference for evaluation of land use overall planning in other regiments and companies of Xinjiang Production and Construction Corps.

Implementation Research on the Effects and Results of a National Health Promotion Project

The purpose of this study was to describe the implementation of the Finnish government’s 2017-2018 key project titled “Effective lifestyle counselling for social and health care cross-functionally” (VESOTE) in primary health care organizations in Southwest Finland. The study also aimed to illustrate the project’s impacts on nursing practices in primary health care organizations in terms of lifestyle counselling. Data were collected from all of the primary health care organizations in Southwest Finland by using a questionnaire. The data were analyzed qualitatively and by using descriptive statistics. The participants considered the VESOTE project important in terms of its contents. However, only individual measures of the project were adopted into practice. Organizations require tools to monitor the implementation of a new operating model. This should be taken into account when launching national projects.

An Approach to Evaluate the Implementation Effects of Advanced Manufacturing Technology Based on the Specialists' Opinion Selection

Since domestic corporations firstly introduced into and implemented the Advanced Manufacturing Technology (AMT),how to scientifically evaluate the implementation effects of AMT has been an urgent problem.Through the review of for- eign relative studies,this paper constructs an indicator system used to evaluate the implementation effects of AMT.Operational performance,Organizational or managerial performance,Satisfactory performance,and Competitive performance are indicators of first level in the system,and 19 indicators of second level have been selected to estimate the implementation effects of AMT.In this study,a model based on Minkowski distance discriminance to select the specialists’ opinion was designed to evaluate the indica- tor system,and the measure’s validity and practicability was proved by a case study to a diesel engine factory.

Effect Evaluation and Intelligent Prediction of Power Substation Project Considering New Energy

The evaluation of the implementation effect of the power substation project can find out the problems of the project more comprehensively,which has important practical significance for the further development of the power substation project.To ensure accuracy and real-time evaluation,this paper proposes a novel hybrid intelligent evaluation and prediction model based on improved TOPSIS and Long Short-Term Memory(LSTM)optimized by a Sperm Whale Algorithm(SWA).Firstly,under the background of considering the development of new energy,the influencing factors of power substation project implementation effect are analyzed from three aspects of technology,economy and society.Moreover,an evaluation model based on improved TOPSIS is constructed.Then,an intelligent prediction model based on SWA optimized LSTM is designed.Finally,the scientificity and accuracy of the proposed model are verified by empirical analysis,and the important factors affecting the implementation effect of power substation projects are pointed out.

SCM Implementation Decisions of Principal-Agent under Asymmetric Information

The optimization investment policy decision of SCM-Supply Chain Management-implementation has been analysed under symmetric and asymmetric information conditions. For both conditions, SCM implementation options’ decision optimizing models have been developed. In these models, both clients and vendors try to pursue their own benefits. Based upon the principal-agent theory, the models show to what extent a principal (a client) needs to pay more to an agent (a vendor) in a context of asymmetric information. For the client, it is important to understand the extra costs to be able to adopt effective strategies to stimulate a vendor to perform an optimal implementation of a SCM system. The results of a simulation experiment regarding SCM implementation options illustrate and verify the theoretical findings and confirm the general notion that the less informed party is obliged to pay information rent to the better-informed party.

边界与弹性:新时代教育评价改革的制度逻辑

新时代教育评价改革需要强化制度层面的认知与执行的双向路径,这正好切合于新制度主义理论关于制度研究主要关注的两个维度,一是属认知的制度分析、二是属实践的制度变迁。故此,在新制度主义理论的基础上,新时代教育评价改革需要依循制度“认知-执行”双向路径对应的“边界-弹性”的双层逻辑框架。认知层上,通过制度分析的相关理论分析,发现新时代教育评价改革的制度认知要基于边界逻辑,即执行主体要理清制度价值层面的“多元”价值边界、主体层面的“规范”权责边界、技术层面的“有限”技术边界,以塑造对制度的理性认知;实践层上,通过制度变迁的相关理论分析,发现新时代教育评价改革的制度执行要基于弹性逻辑,即在制度执行前秉持弹性理念、执行中开展弹性实践以及执行后进行弹性评价,以促使新时代教育评价改革充分落地。

高校就业评价的误区与路径重构

学生就业评价是对我国高等院校育人质量的检验与评估,其基本目标和导向是“更加充分更高质量就业”,其中包括就业数量与质量的辩证统一。然而,有些高校就业评价只注重数量而忽略质量,容易陷入“唯就业率”与片面追求落实率的误区。重构高校就业评价机制,可以遵循先破后立的原则,摒弃就业率,优化落实率,构建科学与系统的评价指标体系。同时,将实习与就业见习纳入就业评价范畴之中,加强实习质量与就业的关联性评价,从见习岗位数量与质量、见习与就业转换“留用率”上进行评价,从而重构就业评价路径。

国外高校教师教学发展项目实施成效评估研究

采用系统性文献综述法筛选国外近二十年高校教师教学发展项目评估研究的42篇文献进行系统分析,结果发现:已有研究基于评估目的运用多元化研究方法;评估对象包括参与教师、教师同事、学生及管理人员等教师发展利益相关者;评估框架采用有效教师专业发展标准、专业发展评价模型等多项理论与模型;评估内容高度关注教师课程教学设计能力提升与教师发展共同体。基于柯氏评估模型对样本文献的实施成效进行评估,发现大多数项目能有效促进教师知识技能提升与实践行为改变。未来中国高校教师教学发展项目评估研究需强化实证研究设计,拓展教师发展实施成效的评估视域,运用多元评估方法为展现教师教学发展项目的实施成效提供证据,重视项目实施效果的跟踪评估与长效反馈等。

大规模线上教学质量保障体系构建与实证分析

我国学术评价领域长期存在不当使用以刊评文现象。2003年以来,国家发布多份文件,对治理以刊评文问题提出原则指导,但实际效果不彰,出现文件疲劳症。以史密斯政策过程执行模型作为理论工具,分析政策文本可操作性、执行部门协作两方面以刊评文治理文件疲劳症的主要成因,可以通过统一国内中文期刊评价目录、自建国际英文期刊数据库、限定认可论文数量、非理论研究性质岗位非正高职称评定以考代评、建立引用救济规则等提高政策文本可操作性,通过政府主导顶层设计、一把手高位推动、以高校与科研院所核心利益为顶层设计及高位推动着力点等完善部门协作。

面向2035国家重大科技任务实施的若干战略思考

为了满足国家经济社会发展的战略需求,我国制定了一系列重大科技项目。系统总结国家重大科技项目的实施方案,可以为我国进一步的战略部署积累经验。本文梳理了《国家中长期科学和技术发展规划纲要(2006-2020年)》和《科技创新2030——重大项目》的发展现状和存在的问题,思考了面向2035年国家重大科技项目实施的选题及评估体系和组织体制。在项目的选题原则上考虑了战略导向、科学前瞻性、产业需求、创新驱动、可持续发展及国际竞争与合作,构建了集成战略目标关联度、国际竞争紧迫性、前沿科学引领力、核心技术成熟度、支撑体系完备度及经济社会贡献度等多维度的评估标准体系,并综合运用定性定量相结合的综合评估分析方法,构建“自上而下”与“自下而上”相结合的选题申报机制,在组织体制方面提出了契合发展实际的创新组织架构。

数智教育评价范式转变动因、特征与实现路径研究

数智技术的广泛应用推动了教育评价范式从数据评价向数智评价的转变。首先,从第四研究范式出现、教学与学习范式转变以及大数据驱动等三个层面出发,剖析了数智教育评价范式转变的动因;其次,凝练出数智教育评价范式的基本特征包括留存个体生命成长全过程的基本信念、融合大数据驱动人工智能算法的技术路径以及人机协同评价的参照范例;最后,从政府、学校、教师、学生和家长层面提出了数智教育评价范式促进教育高质量发展的实现路径。
