The human rights cause in the world still faces structural challenges and crises, the factor of which including scarcity of living material resources, global environmental crisis and global terrorism. However, the existing global governance model and governance pattern have made it difficult to deal effectively with the above structural challenges and crises facing the development of human rights in the world. Therefore, it’s necessary to advance and modernize global governance. In order to realize these ends, the Chinese government presents the ideal of a Community with a Shared Future for Human Beings as the modernization of global governance and the Belt and Road Initiative as the proper project for this process of modernization. It calls on all countries to work hand in hand and work together to build a community with a shared future for mankind so as to realize the modernization of global governance and hence the comprehensive development of human beings.

Thoughts on the Modernization of Governance Systems of Ecological Environment under the Background of New Era

Frontier Progress of Landscape Character Assessment in China

The role of Landscape Character Assessment(LCA)at the level of territorial landscape governance spans both natural and social sciences.By analyzing the development history,research distribution,methods and applications of cutting-edge cases of LCA in China,the following conclusions are drawn:①the LCA research in China originated earlier than that in Europe,but has not yet been systematically applied to the implementation of urban and rural planning at all levels;②the fundamental theory of LCA in China has been well constructed,with three main research directions:technologyled,assessment-led,and assessment combined with other theories;③the development of LCA in rural areas is more mature than in urban areas,but the progress of research is uneven across regions;④the current research presents significant“bottom-up”academic characteristics,and there is an urgent need for government decision-making authorities and academia to jointly promote a“top-down”standardized governance mechanism to comprehensively promote the modernization of territorial landscape governance.

This research paper aims to compare the strengths and weaknesses that China has demonstrated in the implementation of its low-carbon city strategy and to summarise the valuable experience that China can provide to the world in the implementation of its low-carbon city strategy. Urban culture,as the core force of urban development,has been explored more deeply in the process of modern urban transformation and construction.However,cities have their own unique memories,and cultural continuity and heritage require further innovation.The Suzhou River was the center of Shanghai’s initial development and carries an important cultural heritage.In 1996,Shanghai launched the comprehensive environmental improvement of the Suzhou River,which has achieved the reverse industrialization of the Suzhou River through the fine management of the city,and has made a good achievement of urban management and a new culture of the Suzhou River.This paper takes,Shanghai,a maritime city,as the background,takes the management of Suzhou River as the entry point to explore the new path of building urban culture in the new era,and studies the cultural significance contained in the fine management of modern cities.

Research on the Realization Path of Consultative Governance of River Basin Water Environment in China

Analytical Framework Model for Capacity Needs Assessment and Strategic Capacity Development within the Local Government Structure in Tanzania

This is a methodological paper prepared by senior academicians, researchers and consultants from renowned universities in Tanzania. The paper provides insights as to how best development agents can approach the challenge of capacity needs assessment and development of capacity building programs in the context of the local government structure in Tanzania. The paper is of original nature and is based on author’s accumulated knowledge and practice in conducting capacity assessments and developing capacity building programs in Tanzania. The paper describes what can be considered to be best practices in conducting participatory capacity assessment through consultative processes which involves most of the key actors who would be engaged in implementing proposed interventions. The paper puts forward an analytical model for capacity assessment and program development in the Tanzanian context. The main features of the model can be summarized as participatory capacity assessment, strategic capacity building program development and complementarity through synergy building with like-minded stakeholders. The operational modality for utilizing the model in developing capacity building programs which among other components has monitoring and evaluation aspects is included. It is recommended that practitioners and development agents should test the model in their working environments to realize its potential benefits including program ownership by stakeholders.
