However, the existing global governance model and governance pattern have made it difficult to deal effectively with the above structural challenges and crises facing the development of human rights in the world. Therefore, it’s necessary to advance and modernize global governance. In order to realize these ends, the Chinese government presents the ideal of a Community with a Shared Future for Human Beings as the modernization of global governance and the Belt and Road Initiative as the proper project for this process of modernization. This research paper aims to compare the strengths and weaknesses that China has demonstrated in the implementation of its low-carbon city strategy and to summarise the valuable experience that China can provide to the world in the implementation of its low-carbon city strategy. This essay analyses in depth the advantages that China has shown in the areas of renewable energy use and government mechanisms, as well as the shortcomings that it has shown in the areas of eco-efficiency industrial structure and capacity upgrading. Then, the paper summarises the successful experiences of the Chinese government in the establishment of renewable energy use and governmental mechanisms, such as the local government’s ability to coordinate multiple sectors (industrial sector, energy sector, etc.) and the implementation of responsibilities. In comparison, the paper also further discusses that China’s implementation of a low-carbon strategy in the future may have more eco-efficiency, industrial structure and capacity upgrading.展开更多

The paper provides insights as to how best development agents can approach the challenge of capacity needs assessment and development of capacity building programs in the context of the local government structure in Tanzania. The paper is of original nature and is based on author’s accumulated knowledge and practice in conducting capacity assessments and developing capacity building programs in Tanzania. The paper describes what can be considered to be best practices in conducting participatory capacity assessment through consultative processes which involves most of the key actors who would be engaged in implementing proposed interventions. The paper puts forward an analytical model for capacity assessment and program development in the Tanzanian context. The main features of the model can be summarized as participatory capacity assessment, strategic capacity building program development and complementarity through synergy building with like-minded stakeholders. The operational modality for utilizing the model in developing capacity building programs which among other components has monitoring and evaluation aspects is included. It is recommended that practitioners and development agents should test the model in their working environments to realize its potential benefits including program ownership by stakeholders.展开更多
