Principles for Designing New Types of Housing for a Strong and Resilient Local Economy in the Republic of Congo

The Congolese population is organised into households, which are thus headed by a chief who ensures the social well-being, development and integration into working life of the individuals in his charge. This study examines the functional principles of new housing design as an instrument for transforming the (current) failing economy into a strong and resilient one. Accordingly, a literature review of the practice of designing and building housing in human settlements in the Congo revealed the state of the art on this subject. An analysis of the existing housing stock from a demographic, social and economic point of view made it possible to identify the most common household sizes and numbers, as well as the lifestyle processes that determine the need for developed space. To this end, the experimental method was used to propose configuration plans for various new types of dwelling. To this end, the study highlighted the link between people’s standard of living and the effectiveness of their involvement in the local economy. To achieve the aims of the National Development Plan (NDP), particular attention must be paid to solving the housing problem. The existing housing stock actively contributes to the problems associated with unemployment and insecurity. Functional principles for the design of new types of housing have been developed. Four model types are proposed in line with the demographic structure of the population, their socio-economic characteristics and their lifestyle.

An Optimal Model for Carbon Sinks of CDM Project to Build a New Countryside Based on Cyclic Economy under Uncertainty

Based on the status and characteristics of Clean Development Mechanism （CDM） renewable energy project and the mode of cyclic economy, aimed at achieving the maximum capacity of carbon sinks in the system, Lvjin Jiayuan—New Countryside Distripark CDM project in Wuchuan County was taken as an example for developing an interval linear programming （ILP） model to optimize the crops planting scheme and cows breeding scheme by using interval optimal method. The case showed that the optimized crops planting scheme and cows breeding scheme obtained from the optimal model was reasonable with relatively preferable overall performance. In the context of meeting economic benefits and fertilizer, electricity demand, [231 287.8, 273 312.7] t of CO2 could be absorbed and fixed, which had increased by [12.94, 33.46]% compared with the feasibility scheme of case project and provided technical support for making the decision in CDM project.

Circular Economy in New Village Construction——A Case of Qinhuangdao City, China

On the strength of the theory of agricultural circular economy, the mutual relation between the development of agricultural circular economy and new village construction is analyzed. The results show that developing agricultural circular economy and constructing new village is the mutual promotion; realizing agricultural circular economy is the main target of new agricultural construction and developing agricultural circular economy is the way of realizing new village construction. The major problems in the development of agricultural circular economy in Qinhuangdao City are pointed out, covering weak ideological foundation of developing agricultural circular economy; inadequate directions from the government and insufficient technical and financial support. The countermeasures on developing agricultural circular economy in new village construction are put forward, including cultivating people's awareness on circular economy; establishing the law and regulation system of agricultural circular economy; intensifying the technical and model innovation of agricultural circular economy and accelerating the maketization pace of agro-products.

Sustainable development of marine tourism economy in Zhoushan Archipelago New District

Based on the general and concrete principles of index system of marine economy and the choices of the evaluation index, this paper analyzes the index importance by means of AHP and establishes a set of the evaluation index system of marine economy in the Zhoushan Archipelago New District, to which an overall analysis and appraisal is given. The main factors that have limited the sustainable development of marine economy, in combination with the factors that influence its development, are put forward in accordance with its connotation of sustainable development of marine economy and sustainable development strategy based on marine tourism development.

New Economy in China:Emerging,Operation and Regulatory Reform

In the new normal, China must develop a new economy in order to foster new engines of growth. The new economy differs from the traditional economy in many respects,such as its underlying drivers and technical, industrial and organizational characteristics.This paper reveals six aspects of the mechanism of the new economy, including firm entry strategy, new opportunities, market demand, transition of production factors, industry support and the role of the government. In addition, the operation of the new economy is explained in terms of its underlying drivers, internal operations and external environment.In the new economy, fundamental changes have occurred in monopoly, information asymmetry, externalities, public goods and information security necessitating a new regulatory approach. Regulatory reform is therefore inevitable. China should steadfastly transition from regulatory tightening to deregulation, from economic regulation to social regulation, from discriminatory regulation to fair competition, from the positive list to the negative list, from ex-ante review and approval to ex-post supervision, and from specialized regulation to integrated regulation. Innovations must be encouraged through the use of"regulatory sandboxes."

Predicament and Countermeasures of County Economic Development in the Context of New Socialist Countryside Construction

From the perspective of building new socialist countryside, this paper analyses the interactive and mutually reinforcing internal relationship between construction of new socialist countryside and the development of county economy as follows: building new socialist countryside is a significant opportunity and a sturdy base for the development of county economy; the development of county economy is an effective approach and mighty support for construction of new socialist countryside. Then this paper researches the predicament of "big agricultural county, small industry county, county with weak economy, county with low revenue" confronted by the development of county economy at present. Finally corresponding countermeasures are put forward to address predicament in county economic development as follows: constantly promote the reform of "province administering county", enhance and reinforce the development initiative of county economy; vigorously develop modern agriculture, use modern agriculture to stabilize the county; make every effort to propel the development of modern industry, use emerging industry to rejuvenate the county; quicken the pace of urban construction, use charming cities to attract development elements; adhere to the people-oriented outlook, foster new farmers, to achieve harmonious development of county economy.

Digital Economy——Economy of the New Millennium

The new digital technologies allow access, storage, and transmission of information increasingly easier and more accessible, so we deal with digital information that can be converted into new economic and social values, creating huge opportunities for developing new products and services. In these conditions we can say that the information is the key resource for the new type of economy--digital economy. The new economy is characterized by the increasing incorporation of knowledge in new products and services, growing the importance of learning and innovation, globalization and sustainable development. In this paper we propose to address this new type of economy, highlighting specific features and main components. Because the digital economy is characterized by a series of procedures that fundamentally changes the relationship between business partners and taxpayers, by introducing a coherent way of cultivating civic awareness, we considered it appropriate to give an overview of them. In view of the global character of this type of economy, we have presented some aspects of the digital economy in the European Union, considering that it could be a possible solution to the economic crisis, issue of new economy based on digital economy, being analyzed in its various aspects by many political factors and various institutions and international organizations. We ended by presenting the most significant trends in the digital economy and a set of conclusions, in which is pointed the role and the importance of this new type of economy.

Analysis on China＇s Economic Transformation and Its Relevance to Global Economy

China＇s current economic transformation has its historical reasons and its urgent need of change. With over 30 years of reform and opening-up, China＇s economy experienced high-speed growth for a sustained period, but China is still confronted with many obstacles which call for immediate attention, such as shortage of resources, deterioration of the environment, structural imbalance, and intensified social conflict. If these problems persist, an ominous future would not be avoided unless an economic transformation was in effect. As China＇s economic power and international influence increase, its economic transformation will significantly impact not only its domestic economy, but also the world economy. This article analyzes the transformation of China＇s economy from an international perspective, particularly focuses on the relationship between China＇s transformation and the economies of most developed countries （e.g., United States and EU） by comparing data and analyzing impacts caused by each other. At the end, the article will provide some suggestions for further research.
