New Stage of the Northwest China 330 kV Power System Development - A Brief Introduction of System Planning in Northwest China to the Year 2000

The system planning of the Northwest China 330 kV Power System from present to the year 2000 is introduced in this paper. Some technical problems arising from the system planning, such as network configuration, system stability and reactive power compensation etc. are also briefly summarized.

Construction of China Osmanthus City and Intellectual Property Right Protection in Xianning City in the Context of Three New Developments

Xianning City of Hubei Province is one of the five major traditional osmanthus producing areas in the world and the hometown of osmanthus in China. Xianning is constructing China Osmanthus City in the whole city. This paper first introduces the main characteristics of the osmanthus industry in Xianning City, and analyzes the characteristics of traditional knowledge, biological genetic resources, new plant varieties, patents, geographical indications, and trademarks. Then, it studies the intellectual property resources of the osmanthus industry, and analyzes the main problems existing in the construction of China Osmanthus City and intellectual property right protection. Finally, it comes up with constructive recommendations including applying for China and Globally Important Agricultural Heritage Systems, developing colored-leaf osmanthus varieties, creating a regional public brand of osmanthus specialty products, and building a new development pattern of osmanthus industry.

Characteristics of China＇s Development in the New Era Explained in Light of Economic Principles

As China entered into a new era of development, the primary contradiction facing Chinese society has also evolved. It is important for both scholars and policymakers to review the characteristics of China's economy in its present stage in accordance with economic principles-principles that reflect every aspect of economic and social life and macroeconomic regulation. In this paper, we attempt to unravel the characteristics of China's new era from three perspectives-historical materialism, dialectic materialism and epistemology, and in light of economic principles at the three levels of resource factors, modes of production and regulation of resource allocation. Based on these perspectives, this paper further identifies the characteristics of China's new era from nine aspects, including globalization, modernization, the primary stage of socialism, new development concepts, supply-side reforms, the guideline of seeking steady progress, the mentality of scope, bottomline mindset and strategic composure. From the three different levels, this paper summarizes and applies economic principles to propose solutions to the problems and challenges facing China in the new era. The findings of the paper are also relevant to implementation of the guidelines CPC Central Committee General Secretary Xi Jinping noted in his report to the 19 th CPC National Congress.

The Role of Venture Capital in Supporting the Development Process of Innovative Start-Ups:Evidence From the Italian Market

This research paper investigates the role of Italian venture capital in supporting innovative start-ups in their early-stage process,which is usually focused on the creation of a new product or the development of a new service.The aim of the study is to observe and assess the key economic features of innovative start-ups funded at the beginning of the early-stage by venture capital funds and thereafter analyze the level of development of target companies at four years since the capital injection.The sample of deals created to describe this dynamic process is composed by investments realized between 1996 and 2012 and,in this way,according to the chosen methodology,it is representative of Italian venture capital role and contribution in the years from 1996 to 2016.The authors used for their empirical study a proprietary database,Venture Capital Monitor—VeMTM.Through the analysis of collected data,the paper describes the strategic importance of venture capital investments in early-stage opportunities both for target companies and the Italian socio-economic environment,and finds aggregate values of reference to quantitatively define the socio-economic outcome of this kind of operations.A final further contribution is provided by comparing the present results to the ones of two previous studies conducted by the authors.

New Drivers of China＇s Industrial Growth in Its Late-Stage Industrialization and ＂New Normal＂

According to our analysis of variations in China's industrial growth rate, industrial demand, industrial structure, regional structure and the performance of industrial firms, China's industrial economy is moving towards a "new normal" of slower growth and structural improvement. This process coincides with the late stage of China's industrialization, which international experience suggests is often fraught with twists and challenges. Among these challenges, great attention must be paid to overcapacity, industrial restructuring and upgrades, and the "reindustrialization" of developed countries. As China enters the late stage of its industrialization, particularly during the 13th Five-Year Plan period from 2016 to 2020, the promotion of industrial development is of strategic significance for China to successfully complete industrialization and its economy to adapt to the "new normal". In the face of these new challenges regarding industrial development, policymakers must strive to increase the dynamism of growth for industrial economy. In this new era, the momentum of industrial growth derives from the integration of the supply impetus of industrialization and the pull of demand caused by urbanization, while the comprehensive deepening of reform provides the key source of momentum.

Will Special-Contracted Teachers Promote the Development of Rural Students?From the Perspective of the New Human Capital Theory

The Special-Contracted Teacher Scheme,a supplement to the traditional mode of teacher supply,has been implemented for 17 years and the teaching quality of those teachers has gained a lot of attention.Using data of teachers and students from the sample counties in four central and western provincial-level administrative units,this paper studies how special-contracted teachers have affected students’academic performance and non-cognitive ability according to the student development framework of the new human capital theory,and how those effects vary among different teacher groups.Results show that while special-contracted teachers have helped improve the academic performance of rural students,their role is limited in improving students’non-cognitive ability.At the same time,female special-contracted teachers and those without a normal major play an obviously bigger role in raising students’academic performance.The conclusion is that special-contracted teachers can to some extent help narrow the urban-rural gap in academic performance,but more research needs to be done to better understand their effects on students’non-cognitive ability.

新发展阶段中国经济发展的韧性:评价、影响因素及其维护策略

经济发展韧性是长期发展视角下经济体适应变革、持续演进和稳定发展的素质和潜力的综合体现。基于对经济发展韧性内涵的理论阐释,从基础韧性、规模韧性、结构韧性、创新韧性和制度韧性5个方面确立经济发展韧性评价维度,测算2000—2021年的中国经济发展韧性指数及各分项维度指数,并进一步分析中国经济发展韧性的空间差异。研究结果表明,中国经济发展韧性在时间维度上呈现出稳步提升的演化趋势,在空间维度上不同地区间和各个地区内的经济发展韧性差异呈现出先扩大后缩小的基本特征。结合中国经济发展韧性的影响因素和演化趋势,提出新发展阶段中国经济发展韧性的维护策略。

油藏不同开发阶段层面建模算法及实例

由于油藏不同开发阶段特征及其研究目的不同,三维地质建模中层面建模采取的模拟方法和模型精度均有所区别。从三维地质建模角度出发,将油藏开发划分为油藏评价、新区建产和老区调整3个阶段,通过港东二区五断块层面模拟过程中各种模拟算法分析及筛选,提出了层面模拟时,油藏评价阶段建模采用Kriging算法,网格精度为100 m×100 m×5.0 m;新区建产阶段建模采用Kriging算法或Global B-spline算法,网格精度为50 m×50 m×1.5 m;老区调整阶段建模采用Local B-spline算法或Converging average算法,网格精度为10 m×10 m×0.5 m,使层面模拟结果更符合地质情况及研究需要。

经营型治理:新发展阶段乡村振兴中村庄治理的逻辑转向——基于关中西部石头坡村的个案分析

乡村振兴中所演化出来的经营型治理逐渐成为以经济发展为主导的村庄治理中的一种有效模式。以关中西部一个村庄的个案为研究对象,从乡村经济-政治二维视角出发探析了经营型治理的基本特征和在乡村振兴背景下村庄治理所演化的逻辑转向。研究发现,村庄治理中的人才带动、公司化运作、国家政策的事中支持和针对乡村发展的阶段性任务转向共同形塑经营型治理的村庄治理格局。这种经营型治理对中国的乡村治理产生了一定的影响,具体表现在经济型能人成为村庄的治理主体,经济型治理手段成为村庄的治理方式,经济与政治的互相嵌入成为村庄治理的机制,村庄经济发展成为乡村治理的主要目标。
