In the performance experiment of organic Rankine cycle power generation experimental system, the loadresistance-regulation method is one of the most important regulation methods. However, the regulation law has not been clear enough to guide the experiment, which is unfavorable to the experimental research on organic Rankine cycle. In this paper the regulation law of turbine and generator by the load-resistance-regulation method is studied theoretically and experimentally. The results show that when the thermal cycle parameters keep constant, the turbine speed increases with the increase of load resistance and there is a maximum value of transmission-generator efficiency with the variation of the turbine speed; when the turbine speed and generator speed keep constant, the transmissiongenerator efficiency decreases and gradually tends to zero with the increase of load resistance. 展开更多

This paper focuses on the industrial organization of China's high-speed railway industry and the applicability of the Anti-Monopoly Law. We intend to answer the following questions: (l) Why is the high-speed railway industry not an industry of natural monopoly? Which segments of the industry have elements of natural monopoly? (2) At the level of corporate organization, what is the legal and economic rationale behind the patterns of China's high-speed railway undertakings evolving from government-affiliated enterprises to special legal person enterprises and then shareholding companies? (3) The applicability of the Anti-Monopoly Law to the high-speed railway industry. Our conclusions from the perspective of competition policy are worth referencing for similar industries such as electric power, telecommunications, and water and gas supply. 展开更多

The relationship between trace elements in coal and organic functional groups of coal, also some of aromatic structure, was investigated by using curve fitting of infrared spectra. Cluster analysis was also performed according to the degree of affinity of organic groups to the trace elements. The results show that there is a possibility that trace elements, especially LREE, were bound to peripheral organic functional groups of middle rank coal macromolecule. The most possible functional group that binds trace element is the hydroxyl, and to the less degree, the asymmetric -CH3 and 〉CH2 stretching, -CH3 stretching, etc. The degree of affinity of trace elements to different functional groups varies. The tendency obeys the natural structural changing law of trace elements-- the periodic law. The deviation of some trace elements from this regular trend is attributed to the deviation of intrinsic "confusion degree" (conventional molar entropy) of the matter system of coal basin, which is affected by the inner and outer factors during the evolution. 展开更多

Established within the framework of the World Trade Organization (WTO), the Trade Policy Review Mechanism (TPRM) reviews periodically the trade policies of all WTO Members. The review includes many aspects of food safety regulation. China's trade policy is reviewed every two years. This paper analyses in detail the reviews of China's trade policy in 2006, 2008, 2010, 2012 and 2014. It focuses in particular on food safety laws and types of standards, alignment of domestic standards with international standards, the role of different domestic institutions, transparency and notification of food safety measures under the WTO agreements on Sanitary and Phytosanitary Measures (SPS) and on Technical Barriers to Trade (TBTAgreement), import and export, and geographical indications (GIs). It concludes that the WTO TPRM can contribute, within its mandate, to reform of Chinese food safety laws and improvement of food safety in China. it notes that China has already undertaken substantial reforms of its system for regulating food safety. It recommends that China should continue to participate actively in the TPRM, follow its own path with regard to alignment and learn selectively from other WTO Members. 展开更多

The ore genesis and regularity of ore formation of four metallogenic districts around the Yangtze craton in China are studied with this theory. It is found that “metallogenic districts of Yangtze cratonic rim are all at the edge of chaos”. As the subject of the rural financial supply, rural financial organizations have to accelerate their institutional innovation and innovation of financial products and services,only through which can they break the financial bottleneck in the process of urbanization. Legislation is the only route for the rural financial organizational system construction and perfection in China. Power Law Distribution of Broadband Radiated Energy for Global Seismicity

The claim that there exists a transition of earthquake energy distribution between small and large earthquakes is checked using broadband radiated energy of earthquakes for global seismicity. Scattering of the relation between the magnitude and the broadband radiated energy makes it necessary to use the energy data directly. Rank-ordering statistics is applied to enhance the resolution in retrieving the power law distribution with undersampled data, namely, a few tens of events. Seen in the perspective of broadband radiated energy with higher resolution, there is no evidence for the kink in the frequency-energy distribution for large and small earthquakes. Instead, a single power law can well explain the data. For earthquakes with energy larger than 10<sup>14</sup> J, we find that the number N of events with energy E depends on E via N ∝ E-B, with the scaling constant B = 0.64 ± 0.04, corresponding to b = 0.95± 0.06. 展开更多

‘库尔勒香梨’与‘翠冠’杂交后代花器若干性状的遗传学研究

【目的】对‘库尔勒香梨’与‘翠冠’及其杂交后代花器、花粉特征进行研究,以期为生产实践中梨授粉品种的选用、种质创新以及后期育种工作提供参考。【方法】以‘库尔勒香梨’与‘翠冠’及其杂交后代为试验材料,调查腋花芽比率、单花序... 【目的】对‘库尔勒香梨’与‘翠冠’及其杂交后代花器、花粉特征进行研究,以期为生产实践中梨授粉品种的选用、种质创新以及后期育种工作提供参考。【方法】以‘库尔勒香梨’与‘翠冠’及其杂交后代为试验材料,调查腋花芽比率、单花序花朵数、雄蕊数、花冠直径,连续两年测定花粉量和花粉活力,对其遗传规律进行分析,并对两年测定的花粉量和花粉活力进行显著性分析,对不散粉后代以及散粉量较少的部分后代进行了石蜡切片观察。【结果】在参与调查的杂交后代中,花粉量、花粉活力、雄蕊数虽然整体呈现退化趋势,但超高亲率分别为38.2%、11.1%和5.9%,都或多或少出现了超高亲后代,也有一定的选择优系的潜力;腋花芽比率在后代中有所降低,具有较高的抗寒和结高品质果实的潜力。【结论】‘库尔勒香梨’ב翠冠’杂交组合腋花芽比率表现出了一定的退化趋势,后代腋花芽占比减少,结优果概率提高;虽然其余3个性状或多或少也都表现出来一定的退化趋势,但都有超高亲后代存在,超高亲率最高的花粉量甚至达到了38.2%。同时后代变异系数都较高,变异系数最低的雄蕊数也在13.6%,性状分离较广泛,该组合具有较高的选育优系的潜力。雄性可育的亲本杂交,出现了正常发育型、少粒空壳型和完全败育型这3种育性的后代。 展开更多

法治是现代国家治理的基本方式。遗体器官捐献活动所引发的伦理议题引发了社会高度关注。为了确保遗体器官捐献符合社会公众利益和道德标准,不能单纯地通过反思来为器官捐献事业的发展提供伦理引导,必须将法治理念、法律规则和程序规范... 法治是现代国家治理的基本方式。遗体器官捐献活动所引发的伦理议题引发了社会高度关注。为了确保遗体器官捐献符合社会公众利益和道德标准,不能单纯地通过反思来为器官捐献事业的发展提供伦理引导,必须将法治理念、法律规则和程序规范等运用到遗体器官捐献的伦理治理中。新修订的《人体器官捐献和移植条例》确立了器官捐献必须遵循“有利、不伤害、尊重生命、公平公正、符合规律和公序良俗”等伦理准则,以及开展器官获取伦理审查工作必须遵守的“自愿无偿、知情同意、控制风险、公平公正、保护隐私”等五大原则。面对日益增多的遗体器官捐献案例及其引发的伦理挑战,建议成立“国家级人体器官捐献伦理委员会”、尽快从法律层面明确死亡的定义和判定标准,并创建有效的伦理风险监测和监管机制,在法律框架内持续推动器官捐献事业进步,切实保障社会公众利益和基本权利。 展开更多

Shale acoustic logging response law is complex due to the multiple minerals and pores,which limits the application of acoustic logging in shale reservoir parameter evaluation,therefore clarifying the shale acoustic logging response law is of great importance.Different petrophysical models are adopted for the equivalence of organic matter,clay,matrix minerals,and fractures,in Wufeng-Longmaxi shale formation in the Jiaoshiba area.Finally,the self-consistent approximation model is used to combine different components,and a shale petrophysical model with a complex pore structure is constructed.The model verification results show it has good predictability for shale.Based on the model,the effect of different mineral compositions and different types of pores are studied.The results show that:1)The effect of clay and organic matter is very complex,and the variation laws of layered clay(organic matter)and dispersed clay(organic matter)on the acoustic wave are consistent.2)Layered clay or organic matter leads to the formation anisotropy increase,which makes the acoustic time difference greater than that of containing dispersed clay(organic matter).3)The fracture is the main control factor of anisotropy,and the anisotropy of gas-bearing fracture is higher than that of water/oil fracture. 展开更多

Removal of VOCs from Sudden Polluted Raw Water by Air Stripping

Volatile organic compounds (VOCs) are widely used in various industrial processes and generate water pollutions. VOCs removal from raw water is an important task for waterworks to guarantee drinking water security. The removal of VOCs such as chlorobenzene (CB) and ethylbenzene (EB) from raw water by air stripping was investigated under various conditions, inciuding the variation of temperature (5-30~C), pH (3.5-10.5), and air/water ratio (10-60). The air stripping removal efficiency of VOCs decreased with VOCs concentration declining in water. And Henry's law constant was demonstrated as an indicator of the estimation of VOCs removal efficiency for air stripping. The effects of temperature and the ratio of air and water were found to play a great role in VOCs removal, but the effect of pH seemed to be negligible. This study demonstrates that air stripping provides a promising opportunity in removing VOCs in drinking water treatment, especially for the relatively high concentration of VOCs. 展开更多

农村集体经济组织成员的身份认定、丧失及身份丧失后的权益保留,关系到农村居民的切身利益,科学的制度设计是引导乡村善治、助推共同富裕、实现中国式现代化的保障。《农村集体经济组织法(草案二次审议稿)》(以下简称《草案二次审议稿》... 农村集体经济组织成员的身份认定、丧失及身份丧失后的权益保留,关系到农村居民的切身利益,科学的制度设计是引导乡村善治、助推共同富裕、实现中国式现代化的保障。《农村集体经济组织法(草案二次审议稿)》(以下简称《草案二次审议稿》)关于农村集体经济组织成员身份的定义及认定应以户籍为基础,但不宜强制要求成员的基本生活保障需以成员集体所有的土地等财产提供,也不应把二者之间形成稳定的权利义务关系作为成员身份定义的必要条件。丧失成员身份的规定中,可以用“户籍+财政负担工资福利”的类型划分方式,把公务员、事业编制人员等群体排除在组织成员之外。对于务工、经商、服役、就学等原因“暂时离开”的成员,其土地承包权、宅基地使用权等核心财产权益的保留时间不宜一概而论,可根据权益性质确定合理的保留期限。《草案二次审议稿》可通过细化、完善涉及成员身份的相关规定,保护农村居民合法权益,提升农村居民参与自我管理的积极性,促进乡村治理体系和治理能力现代化。 展开更多

国家监察体制改革后,监检衔接成为我国法治实践中的新课题。当前由于规范供给的粗疏与缺漏,监检衔接实践工作中存在监察中心主义的倾向,这造成少数监察活动的“非法”现象。在法治逻辑的审视之下,监察调查本质应还原为国家追诉职能的行... 国家监察体制改革后,监检衔接成为我国法治实践中的新课题。当前由于规范供给的粗疏与缺漏,监检衔接实践工作中存在监察中心主义的倾向,这造成少数监察活动的“非法”现象。在法治逻辑的审视之下,监察调查本质应还原为国家追诉职能的行使,因此应重申“互相配合,互相制约”这一经典原则,推动监检衔接过程中审查起诉的实质化。在法律修改的时代背景下,基于“立法论-解释论-立法论”的研究范式转型趋势,监检衔接的关键方法可以归为几点:扩大检察侦查范围促进监检管辖衔接;以刑事审判为标准促进监检证据衔接;以保障合法权利为目标促进监检强制措施衔接;充分发挥检察机关在刑事诉讼中的主导作用促进监检审查起诉衔接;以审慎思维促进监检特别程序衔接。 展开更多
