Enriching Farmers through Sharing: Improving People’s Livelihood and Well-Being in the Modernization of Agriculture and Rural Areas in China

Shared development is an important means by which to improve people’s livelihood and well-being in the new era. During the 13th Five-Year Plan period (2016–2020), China has made great achievements in the three major aspects of targeted poverty alleviation through industrial development, development of special rural areas, and equalization of urban and rural infrastructure and basic public services. In addition, the important experience of multi-agent participation, multi-mode guidance, and multi-line promotion has been accumulated in the individual, regional and urbanrural dimensions. However, there remain some deficiencies, such as low policy efficiency, poor matching ability, and prominent structural problems. At the beginning of the 14th Five-Year Plan (2021–2025), the task of enriching farmers through sharing has been faced with many challenges, such as major changes in the focus of poverty governance, greater numbers of restraints on the development of special rural areas, and heavy responsibilities of equalizing urban and rural infrastructure and basic public services. Therefore, it is necessary to acquire a profound understanding of the new development concept, and to continuously enrich farmers through sharing in terms of accelerating the improvement of the institutionalized poverty reduction system in the new era, actively building a green development system of agriculture and animal husbandry in special rural areas, and striving to create a fair and complementary urban and rural infrastructure and basic public service system.

数字民生权益的法治保障研究

数字信息技术的发展是实现人民对美好生活向往的重要途径。在数字技术高速发展并全面参与社会生活的当代,现代民生再一次具有了新的发展含义,“数字民生权益”的概念也随之出现,呈现出“数字+民生+法治”的复合型特征,并具有独特的功能和价值。近些年来,我国在数字民生建设领域取得了一系列显著的成就,但是在数字民生权益保障方面仍然存在着基础性立法薄弱、政务服务供给和司法保障建设不足、无法满足民生诉求的困境。探究其原因既要认识到制度设计、治理理念等内在因素,也要考虑到科技进步、技术局限等外在因素。针对这些问题,必须发挥法治的功能和作用,做好立法层面的顶层规划,加强执法、司法、普法等与民生息息相关领域的法治构建,将数字民生权益保障纳入法治轨道,打造普惠型数字民生体系。

民生视角下农村失智、失能老人公共照护服务研究——以沂蒙地区为例

随着老龄化程度不断加深,我国失智、失能老人数量呈持续增加的趋势,老人公共照护的需求不断增加。农村作为老年人口的主要分布区,失智、失能老人数量增长更快。通过实地走访沂蒙农村地区,发现该地区农村失智、失能老人公共照护服务的政策补贴已经做得很好,但农村失智、失能老人公共照护的机构设置仍存在供给不足、专业性不高、持效性差等问题。因此,该地区仍需采取相关措施实现公共照护服务的优化和升级,以便全面提高农村公共照护服务水平。

城镇化高质量发展的基本遵循:以人为核心与民生改善

民生发展和民生改善是以人为核心的新型城镇化发展的核心要义。新型城镇化高质量发展既要遵循以人为核心的发展理念,尊重农民的城镇化意愿,保障农民的城镇化权益,又要遵循民生优先的准则,精准识别并切实解决城镇化发展中的农民民生问题。然而,学界未能充分重视城镇化发展中的民生问题及其解决,缺乏基于民生改善视角研究以人为核心的新型城镇化高质量发展。当前,城镇化发展中的人的问题和民生问题与20世纪八九十年代不同,也区别于21世纪初,进城农民找工作难、挣钱难和居村农民生产负担重、生活压力大等民生问题不再十分突出。但处于物的城镇化向人的城镇化转型关键期的新型城镇化发展仍面临诸多棘手问题,包括乡村老人因子女进城造成的晚年生活和养老问题、乡村民生服务因人口减少造成的供需结构失衡问题、乡村家庭因经济增速放缓造成的增收放缓问题,以及进城农民因城镇公共服务未能全面覆盖造成的难以充分享有市民权益问题。这些民生问题不仅仅是单纯的城镇化发展质量滞后于城镇化发展速度问题,还是实现中国式现代化和共同富裕目标需要一同面对的问题。充分利用国家推进乡村振兴、城乡融合发展等战略的势能,精准补齐民生短板弱项,彻底消除城镇化发展中的民生痼疾,新型城镇化才能既好又快地高质量发展。

青藏高原高寒地区生态草牧业可持续发展:原理、技术与实践

青藏高原在保障国家生态安全、发展高寒生态草牧业和改善当地民生等方面具有重要战略意义。实现高寒地区生态草牧业可持续发展,对推动青藏高原生态保护和区域高质量发展具有重要推动作用。由于高寒草地承载力低、草畜供需时空失衡和畜牧业经营方式粗放等原因,导致草地畜牧业生产效率低,牧民经营效益差,高寒草地退化严重。为了协调推动高原生态保护、国家公园建设和区域民生改善,传统草地畜牧业亟待转型升级。近年来在国家和地方科技项目支持下,针对高寒草地畜牧业系统效率低、资源消耗大和经营效益差的瓶颈,在位于青藏高原东缘农牧交错区的青海省贵南县系统开展了生态草牧业关键技术研发、应用和示范,集成了以"高寒草地适度利用-优质高产人工草地建植-优良牧草青贮-系列草产品加工-饲草料精准配置-家畜营养均衡饲养-高原特色畜产品精深加工-一二三产业融合-区域功能耦合"等为一体的高寒地区生态草牧业提质增效技术体系,积极推动了传统草地畜牧业向生态草牧业发展转变,促进了高寒地区生态-生产-生活协调发展,为青藏高原生态保护、草牧业可持续发展和高寒地区牧民持续增收提供重要科技支撑,同时对我国西部典型生态脆弱区适应性管理,黄河上游生态保护和高质量发展具有一定的启示作用。

中国特色的民生伦理论纲

民生问题是人类社会永恒的道德诉求,是关系到国家发展与社会和谐的头等大事。民生问题不仅是社会问题、政治问题,它还是一个伦理问题。民生问题蕴涵着复杂的社会伦理关系,政府对民生问题的态度和政策体现了执政党的执政道德理念和政府行政道德原则,对民生问题的伦理审视和道德评判,能够为解决民生问题提供更为清晰的目标与动力、方向与思路,能够成为实现民生和谐幸福的最大助推力。构建具有中国特色的民生伦理文化体系对切实解决民生问题和伦理学学科发展有着重要的理论意义和学科价值。

坚持“以人民为中心”改善民生与创新社会治理——论习近平新时代中国特色社会主义社会建设思想

"以人民为中心"的发展理念,具有深厚的思想渊源和科学的唯物史观基础,它已经成为贯穿习近平新时代中国特色社会主义社会建设思想的一条主线。化解新时代当代中国社会主要矛盾,必须得通过充分发展经济、解决人们关注的切实利益问题、打赢精准扶贫脱贫最后攻坚战等多重举措来提高保障和改善民生的水平;必须得通过构建全民共建共治共享的社会治理格局,通过构建总体国家安全观等多重举措来提高加强和创新社会治理的水平。

西部民生诉求下的区域民生科技发展对策研究——以新疆地区为例

新疆地区民生现状仍处于全国低位,民生问题的改善越来越离不开民生科技的有利支撑。调查发现,现阶段新疆农村、城镇居民对民生科技在使用领域、获取途径、技术种类、推广方式等方面的需求特征存在差异性。通过构建结构方程模型,分别对新疆农村、城镇居民民生科技使用行为的影响因素和路径关系进行研究,结果发现:农村居民对民生科技的使用行为主要来自民生科技供给的推动作用,而城镇居民的使用行为则主要来自民生科技需求的拉动作用;民生科技获取的渠道障碍和推广障碍显著负向影响农村居民对民生科技的使用行为,而对城镇居民则无显著影响。结论表明,新疆农村、城镇居民对民生科技的使用行为存在差异性,民生科技的发展政策应避免"一刀切"。据此,分别提出促进新疆农村、城镇地区民生科技发展的针对性策略。
