At present,the world is undergoing accelerating changes unseen in a century.With the United States regarding China as a strategic competitor,China-EU relations have become the core of national and global governance.Fo...At present,the world is undergoing accelerating changes unseen in a century.With the United States regarding China as a strategic competitor,China-EU relations have become the core of national and global governance.For this reason,we use the basic theory and tools of Philosophy of Property System to clarify the EU’s characterization of China and accordingly propose the method of judgment and the principle of response.From this,we can get three basic cognitions of“systematic rivalry”,namely mutual exclusion of common cognition(Model A),mutual exclusion and cooperation of personality cognition(Model B),and cooperation of historical cognition(Model C).In order to steadily grasp the nature of“systematic rival”and make it operable,three basic cognitive models(AB,AC,BC,ABC,etc.)are combined,and a comprehensive judgment(ABC+model)is made to adapt to the supranational sovereignty characteristics of the EU.It is believed that the nature of“systematic rivalry”in the“trinity”refers to the main aspects of competition between China and Europe.Therefore,there are three principles for the Philosophy of Property System of“systematic rival”:first,maintain the situation of competition and cooperation;second,there is no fixed mode of competition and cooperation;and third,temporary confrontation and complementarity will lead to new competition and cooperation.展开更多

However, recently outbreak pattern of respiratory syncytial (RS) virus infection has been varying year by...Background: Palivizumab were used for the premature infant or a high-risk infant with congenital heart disease. However, recently outbreak pattern of respiratory syncytial (RS) virus infection has been varying year by year. Moreover, it also has some regional difference. Therefore, the object of the present study was to develop early detection of the timing of that outbreak had started in each prefecture. Method: We used data in National Official Sentinel Surveillance for Infectious Diseases (NOSSID). Study period was March 16th, 2011 to December 30th, 2018. We defined stating period to initiate to take palivizumab as 8 - 12 weeks before from the peak of outbreak. We estimated whether the week is included in starting period or not from April 1st to the peak of outbreak by the past number of patients of RS virus infection on week and its squared. Additionally, we have to take delay in NOSSID into consideration. Results: In nationwide, the last two seasons, the model predicted precisely the starting period. At prefectural level, the model predicted the starting period precisely in 16.6% of all year and prefectures pairs. When we consider the delay in NOSSID into consideration, the patients can start to take in 14.9% of all year and prefectures pairs. Discussion and Conclusion: The result of the probability model was not good, and thus we have to develop more sophisticated model for prediction at prefecture level.展开更多

Karst aquifers occur worldwide and exhibit groundwater flow responses that differ considerably from aquifers lacking fractures, bedding planes, and other karst conduits where significant and rapid groundwater flow can...Karst aquifers occur worldwide and exhibit groundwater flow responses that differ considerably from aquifers lacking fractures, bedding planes, and other karst conduits where significant and rapid groundwater flow can occur. The regional, karst Floridan aquifer system underlies the United States (US) Southeastern Coastal Plain Physiographic Region and exhibits hydrologic interconnections with overlying surficial aquifers and throughout other zones of the aquifer system, as is characteristic of other karst aquifer systems. Anthropogenic groundwater declines in this regional karst aquifer system have been documented in published literature for decades, but the impacts of those declines in this coastal plain region and the embedded ecosystems that provide essential and critical habitat for native, endemic, and federally endangered and threatened species have not been considered previously. Those anthropogenic groundwater declines reduce surfacewater levels and flows due to the capture of both groundwater and overland flow of surfacewater, resulting in induced recharge through semi-confining zones and interbasin flow through fractures and other karst conduits. This case study identifies examples from the Greater Okefenokee Swamp Basin study area and comparison areas of how those declines result in loss of historic base flow to surface waters and other capture of surface waters, ultimately increasing saltwater intrusion. Those results alter and degrade the physical, chemical, and biological integrity of the nation’s waters, in violation of the US Clean Water Act (CWA) of 1972. Historic groundwater declines from mining and other anthropogenic groundwater withdrawals from this regional karst aquifer system already threaten the survival and recovery of federally endangered and threatened species, as well as existing and proposed critical habitat for those species within this regional extent, in violation of the Endangered Species Act (ESA) of 1973. This case study and its companion publication (Part 2) appear to be the first to provide scientific support for this regional karst aquifer system as the unifying factor in habitat responses to irreversible groundwater impacts on aquatic and marine ecosystems. These adverse impacts strongly suggest that the extent of the regional Floridan aquifer system should be designated as the Southeastern Coastal Plain Ecoregion for the purpose of managing natural resources. Mining activities continue to expand in our study area, which is the Greater Okefenokee Swamp Basin. Despite that fact, no comprehensive Areawide Environmental Impact Statement (AEIS), similar to the AEIS required for phosphate mining within the Central Florida Phosphate District (CFPD) approximately a decade ago has been conducted for any of the numerous mining projects that are occurring and are proposed within the Greater Okefenokee Swamp Basin. This case study also provides examples of why a comprehensive AEIS is essential to consider all of the adverse direct, indirect, and cumulative impacts of those mining activities to the CWA, the ESA, and the irreversible losses to local economies, because federal agencies responsible for considering those adverse impacts rely on public comments to identify those adverse impacts. The mining activities authorized throughout the regional Floridan aquifer system under Category 44 Nationwide Permits (NWP) result in the same type of adverse impacts as the mining activities evaluated under Individual Permits in that region. Therefore, those Category 44 NWP mining activities also should be required to obtain Individual Permits and be evaluated under an AEIS in the Greater Okefenokee Swamp Basin. This case study also describes how Florida’s assumption of the CWA Section 404 regulatory authority in 2020 severs four sub-basins within the Greater Okefenokee Swamp Basin study area at the state line between Florida and Georgia.展开更多

Little is known about obesity policy support in Canada, and substantial national variation in obesity policy support prevents direct transferability of these policies among nations. Our study recruited 521 young adults for an online survey through leaflets and flyers. We investigated how respondents’ demographics, health characteristics, political attitudes, beliefs regarding causes of obesity, and national identity affected their support for obesity policy. Results showed that there is high support for many obesity policies among Canadian young adults. Including Canadian national identity in regression models was significant in explaining obesity policy support beyond the combined effect of other predictors. Further exploration of national identity, in Canada and elsewhere, has implications for understanding obesity policy support that might assist policy makers in making more informed decisions in addressing obesity.展开更多

In the period from 1970-2001, the five countries with the largest number of terrorist attacks were Colombia, Peru, El Salvador, United Kingdom, and India. On the other hand, in the post-2001 context, the five countries with the largest number of terrorist attacks were Iraq, Pakistan, Afghanistan, India, and Thailand. One method for measuring in an aggregate way, how many people have suffered under terrorist attacks at national level is to analyze the correlation between some national wellbeing indicators and the number of terrorist attacks. The aim of this study is to analyze empirically the correlation between the global terrorist attacks and the countries wellbeing indicators. Five indicators show a strong relationship with the number of terrorist attacks in the case of the four most attacked countries in the post-2001 context. The authors consider that their findings can support the design of new strategies for preventing terrorist activities taking into account certain socio-economic and political drivers. The authors conclude that as such drivers are socio-complex, so it is necessary to adopt the complex adaptive system (CAS) approach to provide a new way of thinking about terrorism.展开更多

The opposition accused the government of undermining devolution and even of attempting to kill it. At the county level, there have been boycotts of sessions by County Assembly Members over salaries, and Governors continue to complain about inadequate financial resources to fulfill their mandates. This paper examines these wrangles to determine whether they are just teething problems or serious implementation problems needing redress. The analysis involves comparing Kenya's implementation to that of other African and Latin American countries that implemented their devolution earlier.展开更多
In the context of national governance,public finance is embedded into China’s economic,political,and social systems as a medium between various national subsystems.As such,fiscal sustainable development should be vie...In the context of national governance,public finance is embedded into China’s economic,political,and social systems as a medium between various national subsystems.As such,fiscal sustainable development should be viewed from a systematic and integrated perspective.This paper created an analytical framework consisting of three aspects:fiscal resource adequacy,institutional soundness and effectiveness,and external shocks.Chinese government has a relatively healthy balance sheet with adequate fiscal resources;however,it is faced with implicit debt risks and inefficiencies.China has initially established a basic fiscal framework with Chinese characteristics that are compatible with national governance,but problems remain in terms of fiscal responsibility,lawfulness,efficiency,fairness,and compatibility.When dealing with external shocks,policymakers should establish a clear fiscal policy rationale and approach based on the implications of fiscal sustainability.Fiscal sustainable development requires the strengthening of government capabilities to assess management and operation;thus,expanding available fiscal resources.Fiscal reforms should be expedited in order to create a modern fiscal system.Furthermore,a fiscal policy system should be developed and optimized according to the principles of fiscal sustainability in order to withstand external shocks.展开更多
The national health system (NHS) complexity increase requires a review of the managerial human resources evaluation and recruiting methods, considering that nowadays doctors need to improve not just their clinical c...The national health system (NHS) complexity increase requires a review of the managerial human resources evaluation and recruiting methods, considering that nowadays doctors need to improve not just their clinical capabilities, but also managerial competences. At this end it is important to develop performances control models and to identify appropriate results indicators, with the aim of introducing an effective doctors selection system for managerial roles. The paper considers the Italian situation and tests the current evaluation and selection methods, by analysing the literature and the existing legislation and by interviewing experts. Moreover, in order to reach an innovative model, complex organizations have been taken into account as benchmarks. Three different categories of experts have been interviewed and texted: national health care organizations managers, companies managers, and business consultants. The 137 interviewed experts have been asked about four main questions concerning the evaluation for hiring managers as chief medical director, department director, and head of complex units. The conducted research suggests four different options in order to evaluate and to select heads of complex unit for the most strategic roles. By consequence, the analysis shows that required characteristics must be managerial attitudes as well as clinical capabilities.展开更多

This case study identifies examples from the Greater Okefenokee Swamp Basin study area and comparison areas of how those declines result in loss of historic base flow to surface waters and other capture of surface waters, ultimately increasing saltwater intrusion. Those results alter and degrade the physical, chemical, and biological integrity of the nation’s waters, in violation of the US Clean Water Act (CWA) of 1972. Historic groundwater declines from mining and other anthropogenic groundwater withdrawals from this regional karst aquifer system already threaten the survival and recovery of federally endangered and threatened species, as well as existing and proposed critical habitat for those species within this regional extent, in violation of the Endangered Species Act (ESA) of 1973. This case study and its companion publication (Part 2) appear to be the first to provide scientific support for this regional karst aquifer system as the unifying factor in habitat responses to irreversible groundwater impacts on aquatic and marine ecosystems. These adverse impacts strongly suggest that the extent of the regional Floridan aquifer system should be designated as the Southeastern Coastal Plain Ecoregion for the purpose of managing natural resources. Mining activities continue to expand in our study area, which is the Greater Okefenokee Swamp Basin. Despite that fact, no comprehensive Areawide Environmental Impact Statement (AEIS), similar to the AEIS required for phosphate mining within the Central Florida Phosphate District (CFPD) approximately a decade ago has been conducted for any of the numerous mining projects that are occurring and are proposed within the Greater Okefenokee Swamp Basin. This case study also provides examples of why a comprehensive AEIS is essential to consider all of the adverse direct, indirect, and cumulative impacts of those mining activities to the CWA, the ESA, and the irreversible losses to local economies, because federal agencies responsible for considering those adverse impacts rely on public comments to identify those adverse impacts. The mining activities authorized throughout the regional Floridan aquifer system under Category 44 Nationwide Permits (NWP) result in the same type of adverse impacts as the mining activities evaluated under Individual Permits in that region. Therefore, those Category 44 NWP mining activities also should be required to obtain Individual Permits and be evaluated under an AEIS in the Greater Okefenokee Swamp Basin. This case study also describes how Florida’s assumption of the CWA Section 404 regulatory authority in 2020 severs four sub-basins within the Greater Okefenokee Swamp Basin study area at the state line between Florida and Georgia.

文摘Interventions in Canada to address obesity have largely been limited to individual-level change through education rather than a population-level public policy approach. Little is known about obesity policy support in Canada, and substantial national variation in obesity policy support prevents direct transferability of these policies among nations. Our study recruited 521 young adults for an online survey through leaflets and flyers. We investigated how respondents’ demographics, health characteristics, political attitudes, beliefs regarding causes of obesity, and national identity affected their support for obesity policy. Results showed that there is high support for many obesity policies among Canadian young adults. Including Canadian national identity in regression models was significant in explaining obesity policy support beyond the combined effect of other predictors. Further exploration of national identity, in Canada and elsewhere, has implications for understanding obesity policy support that might assist policy makers in making more informed decisions in addressing obesity.

文摘Whether, and if so how, parliaments should participate in the Universal Periodic Review mechanism of the UN Human Rights Council is emerging. Due to their unique contributions to human rights protection and promotion, parliaments should participate in the process. Furthermore, some parliaments are already involved in this mechanism, including drafting national reports, engaging in interactive dialogues, and the implementation of review recommendations. In the past two rounds of reviews, China’s National People’s Congress has a positive record in this regard, but it should play a more active role in ratifying or acceding to international human rights conventions.
文摘Terrorism is a global phenomenon that over the last 44 years more than 140,000 terrorist events have been carried out. In the period from 1970-2001, the five countries with the largest number of terrorist attacks were Colombia, Peru, El Salvador, United Kingdom, and India. On the other hand, in the post-2001 context, the five countries with the largest number of terrorist attacks were Iraq, Pakistan, Afghanistan, India, and Thailand. One method for measuring in an aggregate way, how many people have suffered under terrorist attacks at national level is to analyze the correlation between some national wellbeing indicators and the number of terrorist attacks. The aim of this study is to analyze empirically the correlation between the global terrorist attacks and the countries wellbeing indicators. Five indicators show a strong relationship with the number of terrorist attacks in the case of the four most attacked countries in the post-2001 context. The authors consider that their findings can support the design of new strategies for preventing terrorist activities taking into account certain socio-economic and political drivers. The authors conclude that as such drivers are socio-complex, so it is necessary to adopt the complex adaptive system (CAS) approach to provide a new way of thinking about terrorism.
文摘Kenya promulgated her new constitution in 2010 and since then, there have been various political wrangles about its implementation. These wrangles started when the government drafted laws that sought to retain the Provincial Administration, which was meant to operate parallel to the structures under county governments. The opposition accused the government of undermining devolution and even of attempting to kill it. At the county level, there have been boycotts of sessions by County Assembly Members over salaries, and Governors continue to complain about inadequate financial resources to fulfill their mandates. This paper examines these wrangles to determine whether they are just teething problems or serious implementation problems needing redress. The analysis involves comparing Kenya's implementation to that of other African and Latin American countries that implemented their devolution earlier.

文摘In the context of national governance,public finance is embedded into China’s economic,political,and social systems as a medium between various national subsystems.As such,fiscal sustainable development should be viewed from a systematic and integrated perspective.This paper created an analytical framework consisting of three aspects:fiscal resource adequacy,institutional soundness and effectiveness,and external shocks.Chinese government has a relatively healthy balance sheet with adequate fiscal resources;however,it is faced with implicit debt risks and inefficiencies.China has initially established a basic fiscal framework with Chinese characteristics that are compatible with national governance,but problems remain in terms of fiscal responsibility,lawfulness,efficiency,fairness,and compatibility.When dealing with external shocks,policymakers should establish a clear fiscal policy rationale and approach based on the implications of fiscal sustainability.Fiscal sustainable development requires the strengthening of government capabilities to assess management and operation;thus,expanding available fiscal resources.Fiscal reforms should be expedited in order to create a modern fiscal system.Furthermore,a fiscal policy system should be developed and optimized according to the principles of fiscal sustainability in order to withstand external shocks.
文摘The national health system (NHS) complexity increase requires a review of the managerial human resources evaluation and recruiting methods, considering that nowadays doctors need to improve not just their clinical capabilities, but also managerial competences. At this end it is important to develop performances control models and to identify appropriate results indicators, with the aim of introducing an effective doctors selection system for managerial roles. The paper considers the Italian situation and tests the current evaluation and selection methods, by analysing the literature and the existing legislation and by interviewing experts. Moreover, in order to reach an innovative model, complex organizations have been taken into account as benchmarks. Three different categories of experts have been interviewed and texted: national health care organizations managers, companies managers, and business consultants. The 137 interviewed experts have been asked about four main questions concerning the evaluation for hiring managers as chief medical director, department director, and head of complex units. The conducted research suggests four different options in order to evaluate and to select heads of complex unit for the most strategic roles. By consequence, the analysis shows that required characteristics must be managerial attitudes as well as clinical capabilities.

文摘The article deals with the question of whether far-right parties are able to influence the political and party system in the contemporary state. Far-right parties have acquired special political features that are grounded on a broad variety of far-right ideological norms and political instruments. Far-right parties challenge the state government and policy offering the key (anti-immigration politics) to solve a variety of complicated issues. The main idea of the article is that far-right parties are flexible enough in their political rhetoric and instruments to gain electoral support. Based on different concepts and theories we should underline that far-right parties have a prominent electoral future but their place in the political arena greatly depends on existing conflicts of social and cultural nature in the nation-state.
