Index system construction of the sustainable utilization of cultivated land should follow the principles of economic viability, social acceptability, and ecological protection. Classification of cultivated land should take into account the soil fertility of cultivated land. Then, grading of cultivated land is carried out from the practical productivity (or potential productivity) of cultivated land. According to the existing classification index system of cultivated land, the soil, natural and environmental factors in plains, mountains and hills are mainly modified in the classification index system of cultivated land. And index systems for the cultivated land classification in plains, mountains and hills are set up. The grading index system of cultivated land is established based on the economic viability (economic value), social acceptability (social value) and protection of cultivated land (ecological value). Quantitative expression of cultivated land grading index is also carried out.

Existing relevant studies rarely approached the spatiotemporal pattern of cultivated land pressure or the spatial heterogeneity of its influencing factors from the level of economic zones.Taking the Huaihai Economic Zone(HEZ), China for case analysis, this study investigated the spatiotemporal pattern of cultivated land pressure in diverse periods from 2000 to 2018 based on a modified cultivated land pressure index and spatial correlation models. On this basis, it explored the influencing factors of the spatial differentiation of cultivated land pressure in the late stage of the study using geographical detector as well as multi-scale geographically weighted regression model. The results indicated that: 1) in the study period, the global cultivated land pressure index of the study area decreased gradually, but cultivated land pressure increased locally in a significant way, especially in the central and southern Shandong Province;2) the spatial pattern of cultivated land pressure manifested global clustering features. Hot and secondary-hot spots presented a narrowing and clustering trend, whereas cold and secondary-cold spots manifested a spreading and clustering trend;3) average slope, the proportion of non-grain crops, population urbanization rate, and multiple cropping index have significant effects on the spatial differentiation of cultivated land pressure. The former three factors were positively correlated with cultivated land pressure, and the last factor was negatively correlated with cultivated land pressure;and 4) the amount of cultivated land has increased in the central and southern Shandong Province through land consolidation which, nonetheless, failed to improve the grain production. In regards to major grain producing areas similar to the HEZ in China, the authors suggest that great importance should be given to the balance of the quality and quantity of cultivated land, the optimization of agricultural production factors and the rational control of non-grain crops, thus providing a powerful guarantee for grain security in China.

We selected the Three Gorges Reservoir area in China to study the change in area and landscape pattern of the cultivated land in the head, central, and tail areas of the reservoir that took place between 1992 and 2015;we then studied the spatial distribution of the cultivated land in the three parts of the reservoir;finally, we studied the driving forces behind the changes in the cultivated land. The results derived are as follows.(1) During the construction of the Three Gorges Project(TGP, 1992–2015), the area of cultivated land around the reservoir decreased by30.23 million ha. This reduction occurred in phases:the most severe change in cultivated land occurred during the later stage of the project(2002–2010);only 0.62 million ha of cultivated land did not change between 1992 and 2015.(2) Spatial pattern analysis showed that the cultivated land in the three parts of the reservoir changed from a northern distribution to a southern distribution;thus, the area of cultivated land in the north decreased over the time period. The area of cultivated land in the head and tail areas decreased by varying degrees, while it increased in the central area over the 23 years, indicating that the change in cultivated land showed regional differences.(3) The TGP, the policy of reverting farmland to forest, and urbanization were the main driving factors for the change of cultivated land, but there were differences in their impacts at different stages.(4) According to the patch dynamics of the land cover change, the degree of change gradually intensified during the early and later stages of the project and then stabilized during the operational period. Our research provides scientific support for the protection of cultivated land resources and food security in the reservoir area and for the coordination of social and economic development, which is of great significance to sustainable development in the reservoir area.

The distribution information of 1992 is extracted from the dynamic polygons of 2002. The monitoring mini-system of the cultivated slope land is established. In the system, detailed surveys, focused on the resources of cultivated slope land, are carried out. The results indicate that the area of the cultivated slope land is very large. Meanwhile, there are lots of cultivated steep slopes with gradient above 35°. The areas of steep land cultivated had been slowly reduced from 1992 to 2002. At the same time, the pressures of returning farm land to forestry are great in all counties. The conflicts between population growth, insufficient grain supply and stagnant economic development sharpen increasingly. It is inevitable to improve the agricultural structure.

An effective management practice called the Grain for Green Program(GGP), which was launched in 1999, aims to reduce soil and water loss and alleviate the ecological environment problem in western China. Two typical counties in western China, the Zhongxian(in Chongqing Municipality) and Ansai(in Shaanxi Province) were chosen to evaluate the dynamic changes of land use and agricultural production structure before and after the implementation of the Program in this paper. The results showed that the cultivated land area was reduced by 7.08% from 1989 to 2003. The cultivated land per person was decreased by 8.42% during 1999-2003. Moreover, the stability index of the secondary sector of the economy was increased from 0.91 in the period 1990-1999 to 0.94 in the following ten years. In addition, the stability index of tertiary economic sector increased from 0.88 to 0.92 in Zhongxian county. Meanwhile, the cultivated land area was reduced by 15.48% from 1990 to 1999. The soil erosion modulus was decreased by 33.33% from 1999 to 2006. Also, the stability index of secondary and tertiary economic sectors was 0.86 in the period 1998-2002. However, it decreased by 77% during 2002 to 2007 in Ansai County. These results imply that the Grain for Green Program had different impact on the two regions. Several effective strategies of soil and water conservation have been carried out to ameliorate the sustainable development of ecological environment and economy in these two counties of western China.

By using the methods of the Cultivated Land Pressure Index, coefficient of variation and cold-hot spot analysis, this paper analyzes the spatial-temporal differentiation pattern and dynamic change processes of cultivated land pressure in the counties of the Pearl River-Xijiang Economic Zone from 2008 to 2017, and measures the factors which influence cultivated land pressure by using Principal Component Analysis. The results show that the cultivated land pressure in the Pearl River-Xijiang Economic Zone has been in a “high pressure” state, and the Cultivated Land Pressure Index has been rising continuously from 2008 to 2017. The coefficient of variation of the Cultivated Land Pressure Index in the Pearl River-Xijiang Economic Zone and various prefecture-level cities is fluctuating and rising, which indicates that the overall spatial differences in the cultivated land pressure in this region are expanding and polarization is obvious. In addition, the area where the municipal district of the provincial capital city is located is the core area of urban development and also the area with the greatest cultivated land pressure. The spatial pattern of cultivated land pressure cold-hot spots in the Pearl River-Xijiang Economic Zone is obviously heterogeneous, in which the Pearl River Economic Zone is the main hot spot gathering area and the Xijiang Economic Zone is the main cold spot gathering area. Farmers’ income, investment in fixed assets, GDP, population and other socio-economic factors are the main factors driving the changes in the cultivated land pressure in the Pearl River-Xijiang Economic Zone. Furthermore, farming production factors, such as the multiple cropping index and grain yield per unit area, will also have an important impact on the changes in the cultivated land pressure.
