There is an obvious departure from the regional equi-librium of developments between the upper and lower reaches of the Pearl River in Guangdong, which resulted in "the effects of contra-geography-grads development". It is mainly because the upriver mountainous areas have been deeply stuck in industriali-zation delay and marginalization plights, so that nearly 40 million local people have conceived a dream to get rid of "the vicious circle of poverty" by speeding up industrial development. But the problem is that such industrialization efforts on a large scale in mountainous areas are encountering the bottleneck of environ-mental capacity that strictly limits industrial emissions along the upper reaches of any water system. As a solution, an institutional arrangement called "the Local Area Quotas for Industrial Emis-sions along the Pearl River" is put forward supposed to give cor-responding compensation to the rights of industrial development yielded by some areas with lower environmental capacity through the distribution and trading of IDQs. 展开更多

China’s low-carbon development path will make significant contributions to achieving global sustainable development goals.Due to the diverse natural and economic conditions across different regions in China,there exists an imbalance in the distribution of car-bon emissions.Therefore,regional cooperation serves as an effective means to attain low-carbon development.This study examined the pattern of carbon emissions and proposed a potential joint emission reduction strategy by utilizing the industrial carbon emission intens-ity(ICEI)as a crucial factor.We utilized social network analysis and Local Indicators of Spatial Association(LISA)space-time trans-ition matrix to investigate the spatiotemporal connections and discrepancies of ICEI in the cities of the Pearl River Basin(PRB),China from 2010 to 2020.The primary drivers of the ICEI were determined through geographical detectors and multi-scale geographically weighted regression.The results were as follows:1)the overall ICEI in the Pearl River Basin is showing a downward trend,and there is a significant spatial imbalance.2)There are numerous network connections between cities regarding the ICEI,but the network structure is relatively fragile and unstable.3)Economically developed cities such as Guangzhou,Foshan,and Dongguan are in the center of the network while playing an intermediary role.4)Energy consumption,industrialization,per capita GDP,urbanization,science and techno-logy,and productivity are found to be the most influential variables in the spatial differentiation of ICEI,and their combination in-creased the explanatory power of the geographic variation of ICEI.Finally,through the analysis of differences and connections in urban carbon emissions under different economic levels and ICEI,the study suggests joint carbon reduction strategies,which are centered on carbon transfer,financial support,and technological assistance among cities. 展开更多

The steel industry is a major source of CO_(2) emissions,and thus,the mitigation of carbon emissions is the most pressing challenge in this sector.In this paper,international environmental governance in the steel industry is reviewed,and the current state of development of low-carbon technologies is discussed.Additionally,low-carbon pathways for the steel industry at the current time are proposed,emphasizing prevention and treatment strategies.Furthermore,the prospects of low-carbon technologies are explored from the perspective of transitioning the energy structure to a“carbon-electricity-hydrogen”relationship.Overall,steel enterprises should adopt hydrogen-rich metallurgical technologies that are compatible with current needs and process flows in the short term,based on the carbon substitution with hydrogen(prevention)and the CCU(CO_(2) capture and utilization)concepts(treatment).Additionally,the capture and utilization of CO_(2) for steelmaking,which can assist in achieving short-term emission reduction targets but is not a long-term solution,is discussed.In conclusion,in the long term,the carbon metallurgical process should be gradually supplanted by a hydrogen-electric synergistic approach,thus transforming the energy structure of existing steelmaking processes and attaining near-zero carbon emission steelmaking technology. 展开更多

An Integrated Analysis on the Synergistic Reduction of Carbon and Pollution Emissions from China’s Iron and Steel Industry

Decarbonization and decontamination of the iron and steel industry(ISI),which contributes up to 15%to anthropogenic CO_(2) emissions(or carbon emissions)and significant proportions of air and water pollutant emissions in China,are challenged by the huge demand for steel.Carbon and pollutants often share common emission sources,indicating that emission reduction could be achieved synergistically.Here,we explored the inherent potential of measures to adjust feedstock composition and technological structure and to control the size of the ISI to achieve carbon emission reduction(CER)and pollution emission reduction(PER).We investigated five typical pollutants in this study,namely,petroleum hydrocarbon pollutants and chemical oxygen demand in wastewater,particulate matter,SO_(2),and NO_(x) in off gases,and examined synergies between CER and PER by employing cross elasticity for the period between 2022 and 2035.The results suggest that a reduction of 8.7%-11.7%in carbon emissions and 20%-31%in pollution emissions(except for particulate matter emissions)could be achieved by 2025 under a high steel scrap ratio(SSR)scenario.Here,the SSR and electric arc furnace(EAF)ratio serve critical roles in enhancing synergies between CER and PER(which vary with the type of pollutant).However,subject to a limited volume of steel scrap,a focused increase in the EAF ratio with neglection of the available supply of steel scrap to EAF facilities would lead to an increase carbon and pollution emissions.Although CER can be achieved through SSR and EAF ratio optimization,only when the crude steel production growth rate remains below 2.2%can these optimization measures maintain the emissions in 2030 at a similar level to that in 2021.Therefore,the synergistic effects between PER and CER should be considered when formulating a development route for the ISI in the future. 展开更多

Carbon dioxide storage and utilization has become an inevitable trend and choice for sustainable development under the background of global climate change and carbon neutrality.Carbon industry which is dominated by CO_(2) capture,utilization and storage/CO_(2) capture and storage(CCUS/CCS)is becoming a new strategic industry under the goal of carbon neutrality.The sustainable development of carbon industry needs to learn from the experiences of global oil and gas industry development.There are three types of“carbon”in the earth system.Black carbon is the CO_(2) that has not been sequestered or used and remains in the atmosphere for a long time;grey carbon is the CO_(2) that has been fixed or permanently sequestered in the geological body,and blue carbon is the CO_(2) that could be converted into products for human use through biological,physical,chemical and other ways.The carbon industry system covers carbon generation,carbon capture,carbon transportation,carbon utilization,carbon sequestration,carbon products,carbon finance,and other businesses.It is a revolutionary industrial field to completely eliminate“black carbon”.The development of carbon industry technical system takes carbon emission reduction,zero carbon,negative carbon and carbon economy as the connotation,and the construction of a low-cost and energy-efficient carbon industry system based on CCUS/CCS are strategic measures to achieve the goal of carbon neutrality and clean energy utilization globally.This will promote the“four 80%s”transformation of China's energy supply,namely,to 2060,the percentage of zero-carbon new energy in the energy consumption will be over 80%and the CO_(2) emission will be decreased by 80%to ensure the carbon emission reduction of total 80×10^(8) t from the percentage of carbon-based fossil energy in the energy consumption of over 80%,and the percentage of CO_(2) emission from energy of over 80%in 2021.The carbon industry in China is facing three challenges,large CO_(2) emissions,high percentage of coal in energy consumption,and poor innovative system.Three strategic measures are proposed accordingly,including:(1)unswervingly develop carbon industrial system and ensure the achievement of carbon neutrality as scheduled by 2060;(2)vigorously develop new energy sources and promote a revolutionary transformation of China’s energy production and consumption structure;(3)accelerate the establishment of scientific and technological innovation system of the whole CO_(2) industry.It is of great significance for continuously optimization of ecological environment and construction of green earth and ecological earth to develop the carbon industry system,utilize clean energy,and achieve the strategic goal of global carbon neutrality. 展开更多

The extant literature has produced mixed evidence on the relationship between finan-cial development and ecological sustainability.This work addresses this conundrum by investigating financial development’s direct and indirect consequences on ecologi-cal quality utilizing the environmental Kuznets curve(EKC)methodological approach.Our empirical analysis is based on the novel dynamic autoregressive distributed lag simulations approach for South Africa between 1960 and 2020.The results,which used five distinct financial development measures,demonstrate that financial develop-ment boosts ecological integrity and environmental sustainability over the long and short terms.In the instance of South Africa,we additionally confirm the validity of the EKC theory.More importantly,the outcomes of the indirect channels demonstrate that financial development increases energy usage’s role in causing pollution while attenuating the detrimental impacts of economic growth,trade openness,and foreign direct investment on ecological quality.Moreover,the presence of an inadequate financial system is a requirement for the basis of the pollution haven hypothesis(PHH),which we examine using trade openness and foreign direct investment variables.PHH for both of these variables disappears when financial development crosses specified thresholds.Finally,industrial value addition destroys ecological quality while tech-nological innovation enhances it.This research provides some crucial policy recom-mendations and fresh perspectives for South Africa as it develops national initiatives to support ecological sustainability and reach its net zero emissions goal. 展开更多

The argument over fiscal decentralization and carbon dioxide emission(CO_(2))reduction has received much attention.However,evidence to back this claim is limited.Economic theory predicts that fiscal decentralization affects environmental quality,but the specifics of this relationship are still up for debate.Some scholars noted that fiscal decentralization might lead to a race to the top,whereas others contended that it would result in a race to the bottom.In light of the current debates in environmental and development economics,this study aims to provide insight into how this relationship may function in South Africa from 1960 to 2020.In contrast to the existing research,the present study uses a novel dynamic autoregressive distributed lag simulation approach to assess the positive and negative changes in fiscal decentralization,scale effect,technique effect,technological innovation,foreign direct investment,energy consumption,industrial growth,and trade openness on CO_(2)emissions.The following are the main findings:(i)Fiscal decentralization had a CO_(2)emission reduction impact in the short and long run,highlighting the presence of the race to the top approach.(ii)Economic growth(as represented by the scale effect)eroded ecological integrity.However,its square(as expressed by technique effect)aided in strengthening ecological protection,validating the environmental Kuznets curve hypothesis.(iii)CO_(2)emissions were driven by energy utilization,trade openness,industrial value-added,and foreign direct investment,whereas technological innovation boosted ecological integrity.Findings suggest that further fiscal decentralization should be undertaken through further devolution of power to local entities,particularly regarding environmental policy issues,to maintain South Africa’s ecological sustainability.South Africa should also establish policies to improve environmental sustainability by strengthening a lower layer of government and clarifying responsibilities at the national and local levels to fulfill the energy-saving functions of fiscal expenditures. 展开更多

This study examined the application of co-benefit-type wastewater treatment technology in the fish-processing industry. Given that there was a dearth of information on fish-processing industrial wastewater in Indonesia, site surveys were conducted. For the entire fish-processing industry throughout the country, the dissemination rate of wastewater treatment facilities was less than 50%. Using a co-benefit approach, a real-scale swim-bed technology (SBT) and a system combining an anaerobic baffled reactor (ABR) with SBT (ABR–SBT) were installed in a fishmeal processing factory in Bali, Indonesia, and the wastewater system process performance was evaluated. In a business-as-usual scenario, the estimated chemical oxygen demand load and greenhouse gas (GHG) emissions from wastewater from the Indonesian fish-processing industry were 33 000 tons per year and 220 000 tons of equivalent CO_(2) per year, respectively. On the other hand, the GHG emissions in the co-benefit scenarios of the SBT system and ABR–SBT system were 98 149 and 26 720 tons per year, respectively. Therefore, introducing co-benefit-type wastewater treatment to Indonesia’s fish-processing industry would significantly reduce pollution loads and GHG emissions. 展开更多

According to the Global Mining Development Report 2021, although mining occupies an important position in global economic development, it also accounts for 4% to 7% of global greenhouse gas emissions. Therefore, as an important part of promoting China’s economic development and energy structure transformation, mining will also face scale adjustment. By investigating and studying the carbon emission sources of mining enterprises at the current stage at home and abroad, the carbon neutrality method that has been implemented in mines, and the future low-carbon technologies to be developed, this paper provides the thoughts and prospects for promoting the development of green mines, as well as the reference value for the transformation of China’s mining industry. 展开更多

An in-depth study of the energy related carbon emissions has important practical significance for carbon emissions reduction and structural adjustment in Shandong Province and throughout China.Based on the perspective of industrial structure,the expanded KAYA equation to measure the energy related carbon emissions of the primary industries(Resources and Agriculture)and secondary industries(Manufacturing and Construction)and tertiary industries(Retail and Service)was utilized in Shandong Province from 2011 to 2017.The carbon emissions among industries in Shandong Province were empirically analyzed using the Logarithmic Mean Divisia Index decomposition approach.The results were follows:(1)Under the three industrial dimensions,the energy structure effect and the energy intensity effect have a restraining influence on the carbon emissions of the three industries.(2)The development level effect and the employment scale effect play a pulling role in carbon emissions.(3)From the perspective of the employment structure effect of the primary industry,there is a restraining effect on carbon emissions,while the employment structure effects of the secondary and tertiary industries play a pulling role in carbon emissions,and the employment structure effect of the tertiary industry has a greater pulling effect on carbon emissions than the secondary industry. 展开更多

An empirical analysis is conducted to find out the influencing factors of industrial carbon emissions of the Yangtze River Delta urban agglomeration, using a spatial Durbin panel model. The results show that cities with larger industrial carbon emissions often enjoy low annual growth rates, while the cities with smaller ones enjoy higher annual growth rate; There exists a comparatively strong positive correlation in space in per capita carbon emission; urbanization, and total population. GDP per capita and international trade are the main influencing factors of industrial carbon emissions; There are spatial spillover effects on international trade and urbanization of neighboring cities, which have a significant impact on local industrial carbon emissions. 展开更多

Community structure characteristics and vegetation damage degree were investigated and analyzed in a forest around village, which had been long term exposed to ambient atmospheric pollution stress, to study the influence of airborne pollutant emissions from the concentrated ceramic industries on vegetation. Field survey was carried out in a semi natural secondary forest on hilly land, Nanhai District of Guangdong Province, for the tree layer in ten quadrates with the total area of 10 × (10 m×10 m), and for shrub and herb layers in eight subquadrates with the total area of 4 × (5 m×5 m). Results showed that exotic Eucalyptus exserta and Eucalyptus urophylla were dominated over the community, followed by native tree species, Scheffiera octophylla and Bambusa gibba, with the importance value (Iv) of 26.75, 17.08, 16.27 and 11.50, respectively. Among all tree species, Eucalyptus exserta and Pinus massoniana were most severely damaged with nearly 100% damaged rate. Bambusa gibba and Dalbergia balansae were injured with damaged rate of 85.1% 68.3%, however, Eucalyptus urophylla, Celtis sinensis, Helicia cochinchinensis, Cinnamomum burmanni and Vitex negundo revealed moderate injuries (45%-57.5%). Most of other indigenous species including Schefflera octophylla, Viburnum odoratissimum, Desmos chinensis, etc. showed less injured symptoms under the pollution stress. Compared with species in tree layer, damages of undergrowths were largely less. These results suggested that attention and concern should be paid on those introduced Eucalyptus species which had ever been widely used for forest restora tion in degraded hilly lands of south China since 1970-1980s, due to their last growing aspect, The results also demonstrated the potentials and perspectives by developing native species as target plants for restoration of degraded area at similar polluted location, which may provide scientific base for scientists to study and understand the functional aspects of native species and process-based interactions with pollution stress. 展开更多

Greenhouse-gas (GHG) emissions in China have aroused much interest, and not least in recent evidence of their reduction. Our intent is to place that reduction in a larger context, that of the process of industrialization. A lengthy time perspective is combined with a cross-sectional approach-China plus five other countries-and addressed through two general models. The findings are salutary. First, they suggest that a diversified economic structure is consistent with diminished intensity in energy use. Secondly, and the obverse of the first, they imply that a diversified energy structure promotes reductions in CO2 emissions. Finally, one is led inevitably to the conclusion that, together, the findings point to a path for countries to transform their economies while at the same time undertaking to drastically moderate their energy use, switching from a pattern of heavy carbon emissions to one in which lighter carbon emissions prevail. The implications of such findings for environmental management are enormous. 展开更多

This paper uses the mediation effect and a spatial panel model using panel data from 30 provinces in China from 2011 to 2019 to study the relationship between the digital economy,industrial structure,and carbon emission.The research results show that the development of digital economy can effectively promote the reduction of carbon emissions.The development of the digital economy has a significant role in promoting the rationalization of the industrial structure.The digital economy not only directly suppresses carbon emissions,but also indirectly has a significant inhibitory effect on carbon emissions by promoting the rationalization and improvement of the industrial structure.The development of the digital economy suppresses the optimization of the industrial structure.The improvement of industrialization has hindered the industrialization process.It is necessary to strengthen research and development into digital technology and enhance the capacity of the digital economy to promote carbon emissions reduction. 展开更多

Employing decoupling index and industrial structure characteristic bias index methods, this study analyzed the spatial-temporal characteristics of industrial structure transformations and their resulting carbon emissions in the Xuzhou Metropolitan Area from 2000 to 2014, with a focus on their relationships and driving factors. Our research indicates that carbon emission intensity from industrial structures in the Xuzhou Metropolitan Area at first showed an increasing trend, which then decreased. Furthermore, the relationship between emissions and industrial economic growth has been trending toward absolute decoupling. From the perspective of the center-periphery, the Xuzhou Metropolitan Area formed a concentric pattern, where both progress towards low emissions and the level of technological advancement gradually diminished from the center to the periphery. In terms of variation across provinces, the ISCB index in the eastern Henan has decreased the slowest, followed by the southern Shandong and the northern Anhui, with the northern Jiangsu ranking last. During this period, resource-and labor-intensive industries were the primary growth industries in the northern Anhui and the eastern Henan, while labor-intensive industries dominated the southern Shandong and capital-intensive industries dominated the northern Jiangsu. In terms of city types, the spatial pattern for industrial structure indicates that recession resource-based cities had higher carbon emission intensities than mature resource-based cities, followed by non-resource-based cities and regenerative resource-based cities. Generally, the industrial structure in the Xuzhou Metropolitan Area has transformed from being resource-intensive to capital-intensive, and has been trending toward technology-intensive as resource availability has been exploited to exhaustion and then been regenerated. Industrial structure has been the leading factor causing heterogeneity of carbon emission intensities between metropolitan cities. Therefore, the key to optimizing the industrial structure and layout of metropolitan areas is to promote industrial structure transformation and improve the system controlling collaborative industrial development between cities. 展开更多

Based on the input-output data from the World Input-Output Database( WIOD),the global value chain( GVC) position of China's manufacturing industry from 2003 to 2014 was calculated,and the relationship between the carbon emissions and global value chain position of China's manufacturing industry was studied based on the improved STIRPAT model. The results show that the improvement of global value chain position could significantly reduce the carbon emissions of China's manufacturing industry. In addition,foreign investment and energy structure hindered the low-carbon development of China's manufacturing industry. The effects of population size and research intensity on the carbon emissions of manufacturing industry were not significant. In the process of participating in the global value chain,China's manufacturing industry should effectively reduce carbon emissions by strengthening environmental regulation,optimizing energy structure and improving production technology. 展开更多

Adipic acid is an important petrochemical product,and its production process emits a high concentration of greenhouse gas N_2 O.This paper aims to provide quantitative references for relevant authorities to formulate greenhouse gas control roadmaps.The forecasting method of this paper is consistent with the published national inventory in terms of caliber.Based on the N_2 O abatement technical parameters of adipic acid and the production trend,this paper combines the scenario analysis and provides a measurement of comprehensive N_2 O abatement effect of the entire industry in China.Four future scenarios are assumed.The baseline scenario(BAUS) is a frozen scenario.Three emission abatement scenarios(ANAS,SNAS,and ENAS) are assumed under different strength of abatement driving parameters.The results show that China's adipic acid production process can achieve increasingly significant N_2 O emission abatement effects.Compared to the baseline scenario,by 2030,the N_2 O emission abatements of the three emission abatement scenarios can reach 207-399 kt and the emission abatement ratios can reach 32.5%-62.6%.By 2050,the N_2 O emission abatements for the three emission abatement scenarios can reach 387-540 kt and the emission abatement ratios can reach 71.4%-99.6%. 展开更多

The carbon market auction mechanism is an important policy tool for carbon pricing and a key mechanism that supports carbon emission neutralization,especially for China.A few systematic studies exist on China’s carbon market auction mechanism.This article focuses on the five auction mechanisms in Chinese pilot emission trading schemes(ETS),reviews the structures and bidding situation of the five-pilot auction mechanism,extracts the similarities,and analyzes their different features,such as auction mode,bidding scale,participants,pricing mode,auction frequency,and so on.This study conducts an in-depth analysis of the carbon allowance auction mechanism in the Guangdong pilot ETS of China,including its development and the evolution of the key elements,its operational effects,and related disputes.Finally,this study puts forward the trend forecast and suggestions for the Chinese allowance auction mechanism,such as the time window of launching national allowance auctions,the most likely auction mode,carbon pricing,and bidding revenue management.Carbon pricing by auction is the most powerful policy tool for addressing carbon emissions reduction and implementing the Glasgow Climate Pact. 展开更多
