Research on the Joint Reformation for Public Health Services, Medical Insurance and Medical Production Circulation from the Perspective of System Science

Objective To study the linkage points in the reform of public health services,medical insurance and medical production circulation and provide countermeasures for optimizing the reform.Methods The theory of system science was used to analyze the new emergent property of key linkage points in the main reform departments.Results and Conclusion The research found that four linkage points were not active,and all departments of the reform should strengthen their linkage in the following aspects.The departmental linkage in the decision-making mechanism should be strengthened,which requires to revise the assessment indicators of essential drugs in time,and carry out relevant policies.Besides,the linkage of various departments to supervise the use of medical insurance fund should be strengthened.Therefore,the National Health Commission(NHC)and National Medical Products Administration(NMPA)should play their supervisory roles.Lastly,the construction of adverse reaction data sharing platform should be improved.

Impact of Chinese social transformation on the reform of social st）orts management system

China after the efforts of reform and opening up for 30 years, has established a relatively complete featuring system of sports administration, providing a system of protection for sports development in China. With the further improvement of the socialist market economy, the existing sports administrative functions are incompatible with the economic and social side of the market gradually. The current sports administrative functions can no longer adapt to the development and deeper reforms of sports system are imminent. Only by speeding up the reform of sports administration, can eliminate obstacles and promote rapid and healthy development of China＇s sports industry. In this paper, the object is the administrative functions of the sport in the social transformation period, through expert interviews, literature, and logical analysis, comparative study to discuss the problems of the administrative functions of sport in the social transformation period and propose appropriate countermeasures. Studies suggest that： sports administration departments should focus to implementing national policies, the development of the sports industry policy research and development planning, management and delivery of services. In accordance with the uniform principles of responsibility, rights and interests, to further clarify the responsibilities of all levels of sports administration, handling good working relationship between them. Analysis of Internal Control Management Problems in Hospital Finance and Accounting

This paper outlines the internal control management of hospital accounting and finance,introducing its concept,importance,and objectives.It then analyzes the problems existing in the internal control management of hospital accounting and finance,including an unsound management system,insufficient system implementation,inadequate risk assessment and control capabilities,poor information communication,weak internal supervision,and uneven personnel quality.The reasons for these problems are also analyzed,including outdated management concepts,irrational organizational structures,imperfect training and incentive mechanisms,low levels of information technology,and changes in the external environment.This paper proposes improvement measures for the internal control management of hospital accounting,including enhancing the management system,strengthening system implementation,improving risk assessment and control capabilities,enhancing the information communication mechanism,strengthening internal supervision,improving personnel quality,advancing information technology,and adapting to changes in the external environment.

Exploration and Practice of Big Data Introductory Courses for Big Data Management and Application Majors

As an introductory course for the emerging major of big data management and application,“Introduction to Big Data”has not yet formed a curriculum standard and implementation plan that is widely accepted and used by everyone.To this end,we discuss some of our explorations and attempts in the construction and teaching process of big data courses for the major of big data management and application from the perspective of course planning,course implementation,and course summary.After interviews with students and feedback from questionnaires,students are highly satisfied with some of the teaching measures and programs currently adopted.

Study on the Issue of Supply-Side Reform Path in China’s Marine Ecological Civilization Construction

The construction of marine ecological civilization is the cornerstone of China’s marine ecological civilization and it is of great strategic significance. This paper analyzes the existing problems in the construction of marine ecological civilization from the angle of economics and the essence of the problem is the imbalance between supply and demand. It is imperative to strengthen supply management. On this foundation, it is concluded that the marine ecological civilization needs supply-side structural reform and it puts forward to optimize the industrial structure, develop high-end distinctive industrial clusters, and promote the industrial transfer. According to the principal-agent theory, the Marine Ecological Civilization Governance Committee is set up to improve the marine ecological civilization supply system. Insist on protecting environment and saving resources, and implement a strict legal system and accountability mechanisms. The implementation of marine ecological environment sharing and co-construction and the establishment of cooperative platform are the paths to promote supply-side reform of the marine ecological civilization construction.

With the development of marine economy in coastal provinces and cities,there comes a series of environmental problems. Marine regional management,as a completely new marine management mode,transforms traditional management mode and can protect marine ecosystem. Thus,the marine regional management is feasible and applicable in China. This paper firstly discussed connotation and development of the marine regional management in China and pointed that the marine regional management is integrated management of a certain marine region. Next,it summarized characteristics of the marine regional management at current stage,for example,land-based pollution of trans-geographic system and marine management under regional government cooperative mechanism. Finally,it came up with recommendations including combining theory and practice of the marine regional management,and establishing marine regional management system as soon as possible,to realize benign interaction and sustainable development of marine economy and ecological environment.

Rethinking of Teaching Reform of Land Resource Management Discipline in Local Normal Colleges and Universities under the New Situation

The Agriculture and Forestry discipline in local normal colleges and universities plays an important role in cultivating talents and higher education to serve the local"agriculture,rural areas and farmers".The Land Resource Management discipline is a science that studies the use,allocation,and management of land resources and assets,and has comprehensive and practical features.In the context of the proposal of the rural revitalization strategy and the establishment of the Ministry of Natural Resources of the State Council,the importance of cultivating land resource management talents who understands both land planning and urban planning is self-evident,and the teaching reform of Land Resource Management discipline is receiving much attention.Taking the Land Resource Management discipline of Jiangxi Normal University,a key normal university in Jiangxi Province as an example,combining the characteristics of the discipline setting and the development process,we analyzed the existing problems in its development,so as to provide recommendations for the teaching reform of Land Resource Management discipline in local normal colleges and universities.

Coastal Zone Management Research in China under the Background of Marine Ecological Civilization Construction

With the proposing of the strategy of ＂maritime power country＂, as the hub of mankind contacting with ocean, the relationships between coastal zone and them were very close. To facilitate the development and protection of marine resources, taking coastal zone as research object, via collection and review of literatures, we firstly analyzed status quo of integrated coastal zone management in China and the problems in coastal zone management process, such as environmental pollution, ecosystem destruction and the occurrence of natural disaster, then illustrated the reasons for these problems, such as institutional, policy and legal deficiencies on coastal zone issue, and finally discussed the countermeasures enhancing coastal zone management by referring to construction experience of ecological civilization demonstration area under the background of ecological civilization construction, to promote ecological civilization construction in China and realize ＂maritime power country＂.
