Quality assurance(QA)has been introduced and developed into Vietnam for almost 15 years.The importation of such a concept from other countries with different cultures may result in resistance in some ways.This study e...Quality assurance(QA)has been introduced and developed into Vietnam for almost 15 years.The importation of such a concept from other countries with different cultures may result in resistance in some ways.This study explores QA arrangements at three institutions of higher education(HE)in Vietnam,a Confucian heritage country,as perceived by academic leaders,QA practitioners,and academics to respond to QA policies from the government.The methodological approach taken in this research is a multiple case study.A qualitative approach was used to explore QA practices at three institutions.Data collected from documentation and in-depth interviews were analyzed for patterns and themes.It was found that centralism and large power distance of a Confucian collectivist country such as Vietnam significantly influenced the government’s attempts to reform HE for quality improvement.Culturally appropriate measures from the bottom level with long-term strategies should be considered to assure and improve quality,including the shift to decentralization in HE.展开更多

As the thought of higher education mana...In this paper, we research on the higher education management mode of China and America based on the perspective of operation mechanism, separation of school and the government. As the thought of higher education management theory or a form, we jump out of the labyrinth of modernism manages view and the introduction of totally different from the modernist paradigm, from the angle of the theory research of postmodernism manages view. The paper is organized as the follows. In the first section, we generally introduce the basic concepts of higher education management and the relationship of the schools and government. Then, by comparing the pattern of the Chinese and the American, we analyze the difference in detail. Finally, we set up the prospect and the conclusion. In conclusion, our method combines the advantages of the American higher education management model which will be meaningful.展开更多

The purpose of this paper is to understand this trend by investigating the facts and figures supplied by official sources and to analyze the role between the Government and the private sector. This paper shows that the attitude of the Macao Government is neither authoritative nor laissez-faire toward private higher education. On the one hand, the Government is investing heavily in the public sector. On the other hand, it is assisting the private sector by various means. However, there is a lack of systematic planning in the area of public-private partnership. There are also two issues which may hinder the current development of private higher education.
