The Resources, an Essential Element in the Relationship Between Public and Private

This paper＇s objective is to examine the relationship between public and private sectors through the mechanisms of public intervention in the market. With the financial and economic crisis of 2008, there has been a coordination of states （G20） for the implementation of affirmative action in order to support the international financial system. Our hypothesis is that resource dependence is the basis of all interactions between the public and private sectors. The fact that the public sector bails out private sector activity shows that it is beneficial to citizens through employment and taxes repaid by the company and all this contributes to social stability. Here we develop an argument in two phases. The first is to revisit the question of the relationship between the state and the market. The second part develops the hypothesis by focusing on the interdependence of resources. The theory of resource dependence often applied to international relations and inter-organizational business has allowed us to highlight the correlation between public and private sectors

Police Emergency Commitment Powers in Cases of Persons Experiencing Mental Health Crisis in “Public Spaces”: Review of the Commitment Process in England and Wales, in Comparison to the Practice in the United States of America (USA)

Police emergency commitment powers for detention of persons in the community perceived to be seriously mentally ill for further specialist examination in a designated facility have always raised interest in medical and legal circles on both sides of the Atlantic. The objective of this article is to detail the police commitment procedure in England and Wales, as dictated by the mental health act of 1983 (MHA 1983) amended in 2007 (MHA 2007);and compare this with similar legal provisions as prevails under current state mental health statutes in the United States of America (USA). The comparative review of the commitment processes in England and Wales to that of the USA reveals that the process in England and Wales seeks to primarily ensure that persons with mental disorder (PWMD) in crisis are directed to a specialist hospital for evaluation and appropriate specialist care. In the USA such persons in a good number of cases may end up in the criminal justice system due to application of the “dangerousness” standard. Additionally whereas in England and Wales the commitment law is uniform in law and application, the federal system in the USA is such that the commitment law may have minor variations depending on the individual states. The minor variation in state commitment laws may engender a situation where the commitment law in England and Wales may seem relatively equitable and just towards PWMD in crisis, compared to the state commitment laws in the USA.

Research on the Construction of Safety Guarantee System for Police Technical and Tactical Training in Public Security Colleg

The security system for police technical and tactical training in public security colleges in China is mainly composed of seven security guarantee systems: management organization, safety education, laws and regulations, training control, site equipment, safety supervision and emergency plan, scienti??cally and rationally constructing a security system in relevant public security colleges. This paper has carried out a comprehensive research on Hebei Vocational College of Public Security Police, and provided corresponding safety theory and guarantee for the security protection of the college during the police training period.

Study on the Community Policing Administration Innovation from the Perspective of the Public Security Governance

Since the 20th century, human public security accidents occurred frequently, so that the developed countries such as the United States, Japan, and Russia took the lead in strengthening the study of the public security administration. Since the 21th century, all walks of life have paid more attention to the public security administration in China, along with the deepened implementation of the reform and opening-up policy and the rapid development of economic construction and the effects from the outbreak of the SARS crisis and the frequent occurrence of many coal mine security accidents, etc. In this process, the non-traditional security issues and man-made crisis are gradually becoming the main threats currently to the public security of China, because the conflicts of interest and the social contradictions overlap and the social crisis such as cadres-masses and police-masses conflicts is being aggravated. At present, the Ministry of Public Security of China is pushing forward a community policing reform and great numbers of community polices in community policing administration will directly confront with the challenges of the public security administration complexity, and therefore, the promotion of community policing urgently needs the innovation of administration concept.

China-Australia Relationship: Australian Public Opinion on China

The latest released Lowy Poll 2019 shows Australia’s public opinion towards China has some negative shifts again.What does this mean for yet-to-be-repaired China-Australia relationship?Does Australian public opinion have an impact on its foreign policy?This article took an analysis of this issue.We found public opinion does have an influence on Australia’s China policy formation through influencing the“popular narrative”on China issue.Nevertheless,the economic ties with China are still fundamental.In the field of foreign policy,the government has a relatively high degree of freedom for direction leading.These facts make the prospect of China-Australia relationship more dependent on the will of current government.While taking care of public opinion is always a first task for them.

Functions of Relationship Capital in Rural Public Sports Service

The field survey of two natural villages found that the relationship capital plays an important role in rural public sports service benefiting from the rural elite operation mode. However,negative effect brought by the relationship capital should not be neglected,including distorting the social equity,increasing social transaction cost,and weakening the public trust in government. It is a top priority to effectively evade its negative effect and bring into full play huge potential of the relationship capital.

Hot Events Detection of Stock Market Based on Time Series Data of Stock and Text Data of Network Public Opinion

With the highly integration of the Internet world and the real world, Internet information not only provides real-time and effective data for financial investors, but also helps them understand market dynamics, and enables investors to quickly identify relevant financial events that may lead to stock market volatility. However, in the research of event detection in the financial field, many studies are focused on micro-blog, news and other network text information. Few scholars have studied the characteristics of financial time series data. Considering that in the financial field, the occurrence of an event often affects both the online public opinion space and the real transaction space, so this paper proposes a multi-source heterogeneous information detection method based on stock transaction time series data and online public opinion text data to detect hot events in the stock market. This method uses outlier detection algorithm to extract the time of hot events in stock market based on multi-member fusion. And according to the weight calculation formula of the feature item proposed in this paper, this method calculates the keyword weight of network public opinion information to obtain the core content of hot events in the stock market. Finally, accurate detection of stock market hot events is achieved.

Perceptions of People on Police Efficiency and Crime Prevention in Urban Areas in Malaysia

Crime cases from snatch thefts to murders, are becoming increasingly common in Malaysia according to the database of the Royal Malaysian Police （RMP）, the current overall Crime Index in Malaysia was 147,062 for 2013 compared with 65,237 in 1977. The database also revealed that the number of property crimes reported in this country has always exceeded the number of violent crimes. Although in 2013, crimes related to property are higher （117,687） than violent crime （29,375）, the gradual increase in the latter does worry Malaysians. Likewise, Malaysian Government had implemented a ＂safe community＂ concept, inspired by the Malaysian Crime Prevention Foundation （MCPF）, a non-government organization, as they were concerned that the threat of violent crime and non-violent crime would eventually reduce the quality of life for many individuals. The concept is very important to the public as it is perceived as improved safety for the public with less crime. This study analyzes the public safety through their perceptions on the effectiveness of the policeman and suggesting few prevention actions against crime. The data were collected using a self-administered survey questionnaire. Specifically, this study focuses on the more developed states in this country. From the cross tabulation analysis, the majority of respondents agreed that the police are effective in controlling crime. Approximately, 72.1% of respondents felt that the police are efficient in controlling crime.

Managing Public Relationships via Corporate Blogs

This research explored the organization＇s public relationship management practices in corporate blogs on the web. Content analyses of corporate blogs of large Korean firms over two years in a longitudinal design revealed that relationship management strategies of openness, positivity and sharing of tasks were featured relatively strongly, whereas networking, access, and assurances were enacted relatively weakly. Further, most Korean corporate blogs utilized a tightly controlled top-down strategy. In addition, the use level of relationship management strategy was tied to the kind of corporate blogging strategies, but not to the industry type of the firms. Although utilized the same social media device, corporate blogs enacted different purposes and relational management activities in different countries, indicating that corporate blogs are largely cultural and driven locally.

条块关系:理解中国府际关系的一个核心概念

条块结构是我国政府组织体系的基本构成,条块关系是对中国府际关系的形象化、概念化和学理化表达,是当今中国公共管理实践和理论研究的热点问题。条块关系的演变发展与国家体制的建构及其改革同频共振,在推进国家治理体系与治理能力现代化的过程中,条块关系必将继续成为政府改革和公共治理的重要议题,清晰界定条块关系的内涵,系统梳理条块关系的主要争论,深化对条块关系的规律性认识,重要且迫切。从中国公共管理自主知识体系建构的视角解读中国特色条块关系,既要基于中国国家制度建设和政府改革实践的历史与现实,也要上升到公共管理研究的普遍性理论关怀。条块关系或将成为中国公共管理实践和研究贡献于公共管理普遍理论发展的重要内容。

共享单车与公共交通多元关系分类及阈值研究

为准确评估共享单车和公共交通之间的复杂时空关系,根据替代或补充关系的具体成因类型,结合共享单车出行起讫点的分布情况,定义共享单车与公共交通多元关系;其次,考虑公共汽电车与轨道交通的差异性,提出一种基于弱监督全连接神经网络的共享单车与公共交通多元关系的分类模型,并根据共享单车轨迹数据,计算不同关系分类和交通方式下的公共交通可达范围、共享单车骑行时长及步行接驳距离边界阈值。结果表明:共享单车与公共交通的多元关系可分为接驳补充、空白补充、替代关系1和替代关系2。其中,共享单车与公共汽电车多元关系的三参数划分阈值分别为329.75 m、5.07 min和182.93 m,与轨道交通多元关系的划分阈值分别为816.96 m、10.27 min和653.91 m。共享单车与公共汽电车以替代关系1为主,占总行程的54.98%;共享单车与轨道交通以空白补充关系为主,占总行程的48.90%。共享单车与公共汽电车关系主要为多元替代与接驳补充,与轨道交通主要为多元补充与替代关系2。共享单车与公共汽电车的关系相比于轨道交通会更为复杂。本文可为促进共享单车与公共交通在各自优势距离上的协同发展提供支撑。

乡村振兴中国家与农民关系的社会化调适

乡村振兴战略实施中的政策实践,指向了社会学持续关注的国家与农民关系问题。公共资源下乡中国家与农民之间的互动不仅在器物和组织两个层面展开,还集中体现在价值层面。在乡村振兴的积极案例中,国家与农民关系的新形态表现为器物层面上国家资源与社会需求的有效对接,组织层面上社会动员能力的提升,价值层面上农民国家认同感的强化。国家输入的公共资源只有以高度社会化的方式与农民互动时,农民才可能按照特定的行动逻辑将“国家”内化于心,国家权力才算实现了社会合法性的确认和再生产。为了实现国家与农民关系的社会化调适,社会治理公共性的建设不应停留于权力运作的策略层面。国家应充分发掘、激活蕴藏于乡村社会中的本土资源,将自上而下输入的公共资源转化为推动乡村社会开展自主建设的内生要素。如此,公共资源的下乡才能在推动乡村振兴的过程中,促成国家濡化能力在基层的再造,实现现代国家在社会中的扎根和成长。

基于患者公共关系管理的医患矛盾解决方法初探

医患矛盾的影响因素是复杂、深远的,双方之间的矛盾亟须得到有效解决。文章基于患者公共关系管理有关理论方法,分析日益凸显的医患矛盾现状及其成因,并应用患者公共关系管理手段,不断加强医院患者公共关系管理。通过持续完善、改进患者公共关系管理标准作业,设立专业化管理部门,提升危机意识,拓展宣传服务与教育外延等一系列富有较强操作性的管理行动,能够有效地为医院日常运营创造以患者为代表的良好的外部公共关系环境,对缓和当下不断激化的医患矛盾起到了积极影响;同时也对探索建立与完善医患矛盾应对相关机制具有一定的参考意义。

民族地区公安领域语言生活和语言服务调查——以贵州省兴义市派出所为个案

基层公安干警语言使用和语言服务关乎执法为民的效果。本文以贵州省兴义市派出所为调查点,考察民族地区公安领域语言生活和语言服务的现状。调查表明,少数民族基层公安干警均掌握或基本掌握普通话,均熟练掌握当地汉语方言;不足三成的人掌握或基本掌握少数民族语言,族际通婚家庭后代大多不懂少数民族语言。家庭、社会和工作场域,调查对象主要使用汉语方言,开会发言兼用普通话和汉语方言,书面发言使用普通话的比例高于口头发言。在多语多方言地区,语言使用的统一性和维护语言文化多样性是客观存在的矛盾,推广普通话需要处理好语言使用问题。首先,历史形成的语言使用传统、特定场域和人群的语言使用现状,是建构和谐健康语言生活需要考虑的因素。国家通用语是不同地区和民族有效沟通的重要工具,是增强各民族凝聚力和国家认同感的重要保障;少数民族语言和汉语方言有特定的使用场域和人群,与国家通用语功能互补。其次,应当持续监测不同群体的普通话能力和使用场域、弱势语言和方言的功能变化,以及不同群体的语言态度,针对语言生活的变化,适当调整语言规划,以促进国家通用语、弱势语言和方言使用的和谐健康发展。

我国出版公共服务社会化探索

基于对出版公共服务的供需主体、价值关系、对接关系的分析,本文提出建立主体之间的协同关系,形成出版公共服务多元治理结构、完善出版公共服务合作供给模式,推动政府主导与市场化运作相结合、健全出版公共服务社会化保障机制,促进供需关系的良好运转等具体路径,以实现我国出版公共服务社会化探索。

生态翻译视域下警务公示语翻译规范化研究——以出入境大厅公示语为例

公示语翻译是外宣翻译的重要组成部分,其规范化、标准化有助于营造良好的国际语言氛围,树立良好的国家形象,但国内学术界及《公共服务领域英文译写规范》系列国家标准对警务公示语翻译鲜有讨论。基于此,在外宣翻译的框架下,以公安出入境大厅公示语为例,利用生态翻译学中“三维转换”理论,从语言维﹑文化维、交际维3个维度的适应与转换,结合相关实例研究,探讨了警务公示语英文译写规范,以期实现警务公示语翻译的规范化和标准化。

新时代我国乡村警务模式创新建设的思考——基于对湖南省新化县乡村警务的实践考察

新时代乡村警务工作不断深入实践,凸显时代要求。湖南省新化县乡村警务凸显了党建引领、齐抓共管;警力前置、服务前移;平安共建、全民联防等工作特色。但在一些乡镇也存在为民服务意识不强、督管机制不健全、联动不足等现象。新时代乡村警务模式创新建设,要加强基层党组织引领作用,抓好警民党员干部主力军建设;要强化村民委员会与派出所两个中枢的结合,抓好警民联动建设;要加强宣传教育,抓好乡风文明系统、法治科普系统和社区联防系统三个系统的全覆盖建设。

公立医院预算绩效管理问责对预算绩效的影响机制研究

为解决公立医院预算管理缺乏预算和管理底层逻辑支撑而导致预算责任不明、绩效管理流于形式等现实问题,本文基于社会交换理论,聚焦于公立医院预算绩效管理问责,从责任标准、执行、激励、监督四个维度构建结构方程模型,对这一重要管理举措影响预算绩效的机制展开研究。228份公立医院预算参与人员的问卷数据结果证实:(1)公立医院预算绩效管理问责能够有效提升预算绩效,其中责任激励的软性引导作用相对更明显;(2)公立医院预算绩效管理问责有利于建立高质量的员工-组织关系,其中社会交换关系的作用效果相对优于经济交换关系的作用效果;(3)员工-组织关系在预算绩效管理问责大幅提升预算绩效的过程中发挥中介作用。这为我国公立医院更好地围绕共同目标开展预算绩效管理提供了实践指导,实现绩效管理“事半功倍”。

多重约束下民警公务用枪的行动逻辑

公务用枪中存在的问题反映出公安机关在社会治理中的困境。实证研究发现,民警公务用枪的心理与行为受到多重条件的约束。文化与舆论是最外围的软性约束,影响着公务用枪的正义感。法律法规是较外围的刚性约束,决定着公务用枪的合法感。组织氛围是较内围的显性约束,决定着公务用枪的支持感。素质与训练则是最内围的硬性约束,决定着公务用枪的效能感。四个维度的用枪心理影响着民警在警务实战中的行为倾向和行为表现。涉枪事件的应对和涉枪民警的处理,又将反作用于涉枪民警及其他民警的心理与行为。研究结果为民警不愿拿枪、不敢用枪、不会用枪等问题找到一种阐释框架。
