The supremacy of the LDP and the administration of the basket of economic policies termed Abenomics have produced initial effects, and the overall climate of political opinion in Japan remains largely conservative, all factors favorable the continuance of Abe's regime. A major task in the future to cement AbeJ s political legacy would be amendment of Japan’ s pacifist constitution. Abe’ s political and security policies are likely not to change, namely, the promotion of multilateral cooperation in the US-Japan alliance, a moderate adjustment of Japan's China policy, and a return to utilitarian diplomacy to maximize Japan’s national interests. Thanks to the return of the Sino-Japanese relationship to the right track, the healthy development of bilateral relations depends on the consolidation of the political foundation, deepening mutually beneficial cooperation, and constructively managing and controlling disagreement.

China's Criminal Law Reform from the Perspective of the International Covenant on Civil and Political Rights

The International Covenant on Civil and Political Rights reflects the world’s perception of human rights, and is of vital importance in the field of international human rights. The Covenant has been signed by Chinese government. Although not ratified yet, it will definitely have an impact on the reform of China’s Criminal Law. Therefore, it is necessary to further change our notion of the criminal law system by defining the boundary between public power and civil rights and developing the view of human rights protection. In terms of the specific system, it is necessary to further reduce the number of crimes punishable by the death penalty and limit the application of the death sentence, improve China’s Criminal Procedural Law to protect the fundamental rights of suspects and defendants in terms of compulsory measures, investigation means and judicial form, and add some charges like enslavement and illegal human experimentation, which are criminalized around the world, so as to be in line with the requirements of international human rights protection.

The Modernization of State Governance Will Promote Protection of Civil and Political Rights

The modernization of state governance and innovation in governing measures will strengthen the protection of human rights in China, including civil and political rights. Firstly, legal control over public power will reduce arbitrary restrictions on civil rights. Secondly, public participation in policy-making will provide more opportunities for citizens to exercise their political rights. 政治关系、经济增长率对中国在欧洲OFDI的影响——基于33个欧洲国家面板数据的实证研究

欧洲是中国重要的投资目的地,近年来因其内部政治格局调整、经济增速放缓,使中国对欧洲OFDI的风险增大。文章选取33个欧洲国家2010年—2019年面板数据,构建固定效应模型探讨双边政治关系及经济增长率对中国在欧洲OFDI的影响。结果表明:良好的双边政治关系不仅能够促进中国OFDI,还能减弱东道国监管对中国OFDI的不利影响;东道国经济增长率可通过调节市场规模对中国OFDI的正向影响,进而促进中国OFDI;中国对东道国出口额、东道国市场规模、东道国税收负担对中国OFDI均具有显著影响;同时,中国OFDI存在地区异质性和经济体异质性,表明中国对不同地区或不同经济体进行直接投资的动机和目标差异较大。今后应进一步巩固和深化双边政治关系,积极构建并逐步完善中国OFDI安全审查机制,助力中国对欧洲OFDI持续增长。

The Power of Thinking—The Origins of China’s Re-rise

100 years ago,China was such a plagued country that the West thought it the world’s problem.A century later,China seems to be the Middle Kingdom when it once was one of the most powerful in the world.China’s great transformation origins from its new political and economic thinking,which will also rejuvenate its culture.Politically,China turned to sinicization,after its failed efforts of westernization.In economy,China has still a long road to run for catching up with the West’s modernization,but China has aimed to rejuvenate itself as a rich and powerful state but rather copied the western capitalism like most developing states,or later the eastern European and Soviet communist states.In the end,China turned away from the western democracy while hungering for science,which implied the clash of civilization for some westerners but the harmony for the Chinese.Chinese has been thinking about China and the world’s future in the western way,but in the coming days,China may play its roles as one eastern center of the world’s diversifying civilizations.

Universality and Relativism of Human Rights from Perspective of International Covenant on Civil and Political Rights

There has been much discussion in the recent decade on the universality or particularity or relativism or on the relations between the universal values and standard systems and cultural diversity or pluralism. But most of the discussions are concentrated on the abstract or conceptual terms, with few touching upon international human fights standards. This is strange, because the disputes will never end and it is impossible to arrive at any conclusions of value if discussions only focus on the different concepts and systems of different countries or civilizations instead of on what has been universally accepted or at least on the international human rights treaties and the customary international human rights laws that are binding to the great number of state parties.

亲清政商关系与企业数字化转型

在数字经济时代,数字化转型是企业实现高质量发展的内生要求,而企业的数字化转型离不开政府的引导和支持。基于此,分析检验当前亲清政商关系构建会如何影响微观企业的数字化转型,有助于企业实现高质量发展。利用2016—2020年中国A股传统行业上市公司的年度观察数据研究发现,亲清政商关系对企业数字化转型具有显著的正向影响,即在政商关系越亲清的地区,企业的数字化水平越高,并且这种正向影响在非国有企业中表现得更强。进一步的机制检验表明,亲清政商关系主要通过“市场导向效应”和“资源供给效应”对企业数字化转型发挥积极的促进作用。更具有启发意义的是,主要是政商关系的“亲近化”而不是政商关系的“清白化”助力了企业的数字化转型,而且亲清政商关系能够降低传统政治关联的相关影响。
