Public-private partnerships(PPPs) have reshaped the institutional structure of global governance.They have advanced collaboration on core issues such as health, clean energy, the rights of women and children, and acce...Public-private partnerships(PPPs) have reshaped the institutional structure of global governance.They have advanced collaboration on core issues such as health, clean energy, the rights of women and children, and access to infrastructure, among others. But which actors create and finance public-private partnerships in global governance to advance such objectives? What are the implications of the agency behind such collaboration for influencing the global agenda on sustainable development? While some scholars and advocacy groups see the growing role of private actors as a powershift away from public institutions, others argue that such arrangements tend to be complementary to public mandates and indeed may provide a new means for international institutions to pursue such mandates. The article probes this debate by analyzing the type of actors that finance global health partnerships, an area in which the influence of hybrid initiatives is particularly prominent. It reveals that public financing remains a core and necessary condition for the emergence and functioning of PPPs. The growing share of private financing,nonetheless, has important implications for shaping partnerships agendas and steering global health and sustainability governance. Rather than a powershift or abdication of responsibilities by the state, there is rather a tendency of deliberate diffusion of power by donors toward hybrid structures.展开更多

A multiple power quality(MPQ)disturbance has two or more power quality(PQ)disturbances superimposed on a voltage signal.A compact and robust technique is required to identify and classify the MPQ disturbances.This man...A multiple power quality(MPQ)disturbance has two or more power quality(PQ)disturbances superimposed on a voltage signal.A compact and robust technique is required to identify and classify the MPQ disturbances.This manuscript investigated a hybrid algorithm which is designed using parallel processing of voltage with multiple power quality(MPQ)disturbance using stockwell transform(ST)and hilbert transform(HT).This will reduce the computational time to identify theMPQdisturbances,whichmakes the algorithm fast.A MPQ identification index(IPI)is computed using statistical features extracted from the voltage signal using the ST and HT.IPI has different patterns for various types of MPQ disturbances which effectively identify the MPQ disturbances.A MPQ time location index(IPL)is computed using the features extracted from the voltage signal using ST and HT.IPL effectively identifies the initiation and end of PQ disturbances and thereby locates the MPQ events with respect to time.Classification of MPQ disturbances is performed using decision rules in both the noise-free and noisy environments with a 20 dB noise to signal ratio(SNR).The performance of the proposed hybrid algorithm using ST and HT with rule-based decision tree(RBDT)is better compared to the ST and RBDT techniques in terms of accuracy of classification of MPQ disturbances.MATLAB software is used to perform the study.展开更多

To the Qing dynasty, the Portuguese still stubbornly refused to obey the law of China and often escaped from Chinese criminal law using briberies. In the case about Huiqian CHEN and the processing in the end of 1743, the fact that the Portuguese often escaped from the law of China was changed, and the principle of the Chinese judicial officials about processing the murders about Chinese killed by foreigners was explicitly defined. In this principle, Chinese significant compromises and concessions to the Portuguese were also included, but the criminal jurisdiction was ultimately controlled by the Government of the Qing Dynasty. Thus, the foreign-related criminal procedures conforming to foreign conditions were revised by the government of the Qing Dynasty according to the actual circumstances of Macao. However, the foreign-related criminal procedures revised by the government of the Qing Dynasty were not honestly observed by the Portuguese. After several major cases occurred in Macao, security rules and regulations were further issued by the government of the Qing Dynasty, in which the judicial control power of the government of the Qing Dynasty in Macao was unequivocally stated.展开更多

A large quantity...Power generation dispatching is a large complex system problem with multi-dimensional and nonlinear characteristics. A mathematical model was established based on the principle of reservoir operation. A large quantity of optimal scheduling processes were obtained by calculating the daily runoff process within three typical years, and a large number of simulated daily runoff processes were obtained using the progressive optimality algorithm (POA) in combination with the genetic algorithm (GA). After analyzing the optimal scheduling processes, the corresponding scheduling rules were determined, and the practical formulas were obtained. These rules can make full use of the rolling runoff forecast and carry out the rolling scheduling. Compared with the optimized results, the maximum relative difference of the annual power generation obtained by the scheduling rules is no more than 1%. The effectiveness and practical applicability of the scheduling rules are demonstrated by a case study. This study provides a new perspective for formulating the rules of power generation dispatching.展开更多

First, main parameters of artificial neural network are researched to improve the convergence rate and system stability. Then, six expert rules are proposed to constitute the expert adaptive ANN-PI algorithm. The P-type update law has been the mainstream technique used in iterative learning control(ILC)systems,which resembles linear feedback control with asymptotical convergence.In recent years,finite-time control strategi...The P-type update law has been the mainstream technique used in iterative learning control(ILC)systems,which resembles linear feedback control with asymptotical convergence.In recent years,finite-time control strategies such as terminal sliding mode control have been shown to be effective in ramping up convergence speed by introducing fractional power with feedback.In this paper,we show that such mechanism can equally ramp up the learning speed in ILC systems.We first propose a fractional power update rule for ILC of single-input-single-output linear systems.A nonlinear error dynamics is constructed along the iteration axis to illustrate the evolutionary converging process.Using the nonlinear mapping approach,fast convergence towards the limit cycles of tracking errors inherently existing in ILC systems is proven.The limit cycles are shown to be tunable to determine the steady states.Numerical simulations are provided to verify the theoretical results.展开更多

This is due to the fact that, major accidents still occur and continue to exert significant reputational and financial impacts on process industries. Alarm systems constitute an indispensable component of automation as they draw the attention of process operators to any abnormal conditi on in the plant. Therefore, if deployed properly, alarm systems can play a critical role in helping plant operators ensure process safety and profitability. How-ever, in practice, many process plants suffer from poor alarm system configuration which leads to nuisance alarms and alarm floods that compromise safety. A vast amount of research has primarily focused on developing sophisticated alarm management algorithms to address specific issues. In this article, we provide a simple, practical, systematic approach that can be applied by plant engineers (i.e., non-experts) to improve industrial alarm system performance. Basic design requirements and relevant verification procedures ...In this paper, fatigue verification of Class 1 nuclear power piping according to ASME Boiler & Pressure Vessel Code, Section III, NB-3600, is addressed. Basic design requirements and relevant verification procedures using Design-By-Analysis are first reviewed in detail. Thereafter, a so-called simplified elastic-plastic discontinuity analysis for further verification when the basic requirements found unsatisfactory is examined and discussed. In addition, necessary computational procedures for evaluating alternating stress intensities and cumulative damage factors are studied in detail. The authors' emphasis is placed on alternative verification procedures, which do not violate the general design principles upon which the code is built, for further verification if unsatisfactory results are found in the simplified elastic-plastic analysis. An alternative which employs a non-linear finite element computation and a refined numerical approach for re-evaluating the cumulative damage factors is suggested. Using this alternative, unavoidable plastic strains can be correctly taken into account in a computationally affordable way, and the reliability of the verification will not be affected by uncertainties introduced in the simplified elastic-plastic analysis through the penalty factor Ke and other simplifications.展开更多

How-ever, in practice, many process plants suffer from poor alarm system configuration which leads to nuisance alarms and alarm floods that compromise safety. A vast amount of research has primarily focused on developing sophisticated alarm management algorithms to address specific issues. In this article, we provide a simple, practical, systematic approach that can be applied by plant engineers (i.e., non-experts) to improve industrial alarm system performance. The proposed approach is demonstrated using an industrial power plant case study.
文摘Mean decision power (MDP) is an important criterion of a new reduction model, and relative decision power (RDP) and amount of rules (AR) are key parameters of MDP. This paper presents two important properties: relationship between RDP and AR, and relationship between MDP rule set of parent decision table and MDP rule set of child decision table. These properties can help better understanding of the new reduction model and are useful tools by which one can rapidly derive an MDP rule set.
文摘In this paper, fatigue verification of Class 1 nuclear power piping according to ASME Boiler & Pressure Vessel Code, Section III, NB-3600, is addressed. Basic design requirements and relevant verification procedures using Design-By-Analysis are first reviewed in detail. Thereafter, a so-called simplified elastic-plastic discontinuity analysis for further verification when the basic requirements found unsatisfactory is examined and discussed. In addition, necessary computational procedures for evaluating alternating stress intensities and cumulative damage factors are studied in detail. The authors' emphasis is placed on alternative verification procedures, which do not violate the general design principles upon which the code is built, for further verification if unsatisfactory results are found in the simplified elastic-plastic analysis. An alternative which employs a non-linear finite element computation and a refined numerical approach for re-evaluating the cumulative damage factors is suggested. Using this alternative, unavoidable plastic strains can be correctly taken into account in a computationally affordable way, and the reliability of the verification will not be affected by uncertainties introduced in the simplified elastic-plastic analysis through the penalty factor Ke and other simplifications.
