General laws of funding for scientific citations:how citations change in funded and unfunded research between basic and applied sciences 被引量:1

Purpose:The goal of this study is to analyze the relationship between funded and unfunded papers and their citations in both basic and applied sciences.Design/methodology/approach:A power law model analyzes the relationship between research funding and citations of papers using 831,337 documents recorded in the Web of Science database.Findings:The original results reveal general characteristics of the diffusion of science in research fields:a)Funded articles receive higher citations compared to unfunded papers in journals;b)Funded articles exhibit a super-linear growth in citations,surpassing the increase seen in unfunded articles.This finding reveals a higher diffusion of scientific knowledge in funded articles.Moreover,c)funded articles in both basic and applied sciences demonstrate a similar expected change in citations,equivalent to about 1.23%,when the number of funded papers increases by 1%in journals.This result suggests,for the first time,that funding effect of scientific research is an invariant driver,irrespective of the nature of the basic or applied sciences.Originality/value:This evidence suggests empirical laws of funding for scientific citations that explain the importance of robust funding mechanisms for achieving impactful research outcomes in science and society.These findings here also highlight that funding for scientific research is a critical driving force in supporting citations and the dissemination of scientific knowledge in recorded documents in both basic and applied sciences.Practical implications:This comprehensive result provides a holistic view of the relationship between funding and citation performance in science to guide policymakers and R&D managers with science policies by directing funding to research in promoting the scientific development and higher diffusion of results for the progress of human society. 展开更多

Seismology in the Light of Fundamental Sciences

According to the definition, seismology is a science that studies the processes and causes of seismic phenomena and the structure of the Earth, i.e. a scientific discipline that studies the movement of blocks of rocks of the Earth’s crust and mantle and related phenomena. Seismology conducts research in the following areas and is designed to scientifically explain two main issues: 1) Study of the nature of seismic phenomena and the internal structure of the Earth. Why, how and where do seismic impacts occur? 2) Protecting humanity from the catastrophic consequences of seismic events. Is it possible to predict seismic impacts? Like any other scientific discipline, seismology is obliged to follow the laws of science and its fundamental principles. This article is devoted to the description of violations of the fundamental laws of science committed by seismologists in the study of seismic processes and raises the question of compliance of the stated research directions with the current level of development of sciences. Answering point No. 1, regarding the structure of the Earth, it is possible to recognize some successes of seismology, which nevertheless cause great doubts in the scientific community of geophysicists, because if the stratigraphic data of ultra-deep wells often refute [1] the conclusions made by seismologists on the structure of the Earth’s crust at shallow depth, then to assert something unambiguously about the structure of the mantle and at the present stage, seismology cannot. Answering the main questions of seismology, why seismic phenomena occur, and how earthquake energy is formed, seismologists have not had, and have not. Answering point No. 2, we can confidently say that in the matter of forecasting seismic phenomena, seismology has not advanced one iota over the past century, and as seismologists have been confused in the search for earthquake prediction algorithms, they are also confused without any hope of success. All that modern seismology can “boast” is the theory of Elastic recoil [2], the absurdity of which does not cause any doubt among the progressive part of geophysicists. But, the fact that most of the leading scientists-seismologists continue to piously believe the conclusions of the Elastic Recoil theory puts seismology in a humiliating position, because Mr. Reid’s theory is the clearest example of a false theory based on scientific incompetence of scientists, a model of brazen violation of the fundamental laws of science and the foundation of false and ignorant conclusions. Based on the results achieved, or rather on their absence, we regret to draw a sad conclusion: modern seismology is in the deepest decline, the cause of which is the incompetence of researchers as a result of their catastrophically low level of academic training, who stuff the scientific community with scientific geophysical rubbish, breeding similar ignoramuses in seismology. We understand that by asserting this, we offend most seismologists, but it is impossible to continue to tolerate this state of affairs in geophysics, because: “Amicus plato, sed magis amica est veritas.” Obviously, the time has come for a new meteorologist, Alfred Wagener [3], who will come and teach seismologists not to guess on coffee grounds, but to investigate seismic processes using the fundamental laws of science. In this article, we not only investigate the reasons for the unsatisfactory state of affairs in seismology, but also give our answers to the questions, of why earthquakes occur and how seismic energy is formed. 展开更多

Mapping Climate Services for Disaster Risk Management: A Systematic Review and Research Gaps from a Policy Process Perspective

Climate services (CS) are crucial for mitigating and managing the impacts and risks associated with climate-induced disasters. While evidence over the past decade underscores their effectiveness across various domains, particularly agriculture, to maximize their potential, it is crucial to identify emerging priority areas and existing research gaps for future research agendas. As a contribution to this effort, this paper employs the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) methodology to review the state-of-the-art in the field of climate services for disaster risk management. A comprehensive search across five literature databases combined with a snowball search method using ResearchRabbit was conducted and yielded 242 peer-reviewed articles, book sections, and reports over 2013-2023 after the screening process. The analysis revealed flood, drought, and food insecurity as major climate-related disasters addressed in the reviewed literature. Major climate services addressed included early warning systems, (sub)seasonal forecasts and impact-based warnings. Grounded in the policy processes’ theoretical perspective, the main focus identified and discussed three prevailing policy-oriented priority areas: 1) development of climate services, 2) use-adoption-uptake, and 3) evaluation of climate services. In response to the limitations of the prevalent supply-driven and top-down approach to climate services promotion, co-production emerges as a cross-cutting critical aspect of the identified priority areas. Despite the extensive research in the field, more attention is needed, particularly pronounced in the science-policy interface perspective, which in practice bridges scientific knowledge and policy decisions for effective policy processes. This perspective offers a valuable analytical lens as an entry point for further investigation. Hence, future research agendas would generate insightful evidence by scrutinizing this critical aspect given its importance to institutions and climate services capacity, to better understand intricate facets of the development and the integration of climate services into disaster risk management. 展开更多

Established within the framework of the World Trade Organization (WTO), the Trade Policy Review Mechanism (TPRM) reviews periodically the trade policies of all WTO Members. The review includes many aspects of food safety regulation. China's trade policy is reviewed every two years. This paper analyses in detail the reviews of China's trade policy in 2006, 2008, 2010, 2012 and 2014. It focuses in particular on food safety laws and types of standards, alignment of domestic standards with international standards, the role of different domestic institutions, transparency and notification of food safety measures under the WTO agreements on Sanitary and Phytosanitary Measures (SPS) and on Technical Barriers to Trade (TBTAgreement), import and export, and geographical indications (GIs). It concludes that the WTO TPRM can contribute, within its mandate, to reform of Chinese food safety laws and improvement of food safety in China. it notes that China has already undertaken substantial reforms of its system for regulating food safety. It recommends that China should continue to participate actively in the TPRM, follow its own path with regard to alignment and learn selectively from other WTO Members. 展开更多

As the world’s population grows, ensuring food availability becomes increasingly urgent. This review explores the significance of advanced plant disease detection techniques in disease and pest management for enhancing food security. Traditional plant disease detection methods often rely on visual inspection and are time-consuming and subjective. This leads to delayed interventions and ineffective control measures. However, recent advancements in remote sensing, imaging technologies, and molecular diagnostics offer powerful tools for early and precise disease detection. Big data analytics and machine learning play pivotal roles in analyzing vast and complex datasets, thus accurately identifying plant diseases and predicting disease occurrence and severity. We explore how prompt interventions employing advanced techniques enable more efficient disease control and concurrently minimize the environmental impact of conventional disease and pest management practices. Furthermore, we analyze and make future recommendations to improve the precision and sensitivity of current advanced detection techniques. We propose incorporating eco-evolutionary theories into research to enhance the understanding of pathogen spread in future climates and mitigate the risk of disease outbreaks. We highlight the need for a science-policy interface that works closely with scientists, policymakers, and relevant intergovernmental organizations to ensure coordination and collaboration among them, ultimately developing effective disease monitoring and management strategies needed for securing sustainable food production and environmental well-being. 展开更多

We could come to the conclusion that strictly enforcement is compulsory for water environment regulations in Pakistan. This article analyses differences in the attitudes related to climate change of young scholars in environmental science in Qingdao (China) and Hamburg (Germany). The main aim of the article is to evaluate the role of cultural differences for their explanation. We expect no significant differences in the attitudes related to the findings of climate research, since scientific principles are the joint basis of the scientific discourse wordwide. However, we expect that there are differences in the attitudes of the young scholars about the role of science, of the state and of the civil society for dealing with the challenge of climate change. We suggest that these can be explained with substantial cultural differences between both societies, with regard to the role of the state and the civil society for the solution of environmental problems. In order to evaluate these hypotheses, we have conducted a comparative survey among environmental science students in Qingdao (China) and Hamburg (Germany) about their attitudes towards climate change. The findings support our main hypotheses. The young scholars in Qingdao and Hamburg differ substantially in their views of the role of science in society and policymaking. Plausibly, these differences may mainly be explained with differences in the cultural ideas about the role of the state and of the civil society for the solution of environmental problems. Gradual differences in the share of young scholars who think that climate change has anthropogenic causes, may be explained with differences in the curriculum but also by cultural habits. This article makes a new contribution to the scientific debate by exploring the role of cultural differences for differences in the attitudes of young scholars in environmental science in connection with climate change and climate policy in different cultural contexts. 展开更多

Due to the importance of geology in the daily lives of human beings, it is imperative that all persons develop at least a basic understanding of the science. In this paper, the current efforts for promoting public understanding in geology will be examined, with offerings of alternatives and supplements to these efforts. We establish the cointegration equation, the vector error correction (VEC) model, and use the impulse response function to conduct empirical analysis of the evolutive law concerning relationship between economic growth and farmers' income increase in Xinjiang during the period 1978-2010. The results show that there is a cointegration relationship between economic growth in Xinjiang and farmers' income increase; the former plays an important role in promoting the latter, following the evolutive law "first intensify, then abate, intensify again, and finally become stable". We put the following policy recommendations: providing preferential policies for farmers, scientifically and rationally guiding the transfer of rural labor; improving the function of agriculture, increasing the proportion of non-farm income; gradually bridging the widening income gap between urban and rural areas, coordinating urban and rural development. 展开更多

Following rapid social and economic development over the past several decades, soil pollution by heavy metals(HMs) has been both serious and widespread in China. The Soil Environmental Quality Standards(SEQSs) in China(GB 15618-1995) have been introduced to encourage and enforce sustainable soil HM management. However, in recent years, HM contents in soils have frequently been found to exceed their associated standard values, while the crops growing on them might still meet regulatory standards, and vice versa. There is thus growing awareness that GB 15618-1995 does not effectively regulate current soil HM pollution, as it has encountered bottlenecks, and disappointing outcomes caused by poor execution along with deficiencies and gaps in the policies. However, due to the deficiency of scientific research about relationships between soil HM concentrations and their ecological or human health effects, the development of SEQSs in China is still greatly restricted. This paper discusses international SEQSs of HMs as well their development in China over time, then examines current Chinese SEQSs to demonstrate their potential regulatory deficiencies by referring to international SEQSs. The corresponding legislative policies are described, and scientific information or responses are outlined for maintaining soil environmental quality. China’s experience has shown that policy and science can be linked to work in tandem to better understand and manage soil quality issues. 展开更多

This paper develops a game-theory model for predatory pricing via in-depth analyses of three case studies:Brooke Group Ltd.v.Brown&Williamson Tobacco Corp.,Matsushita Electric Industries Co.v.Zenith Radio Corporation,and AKZO Chemie BV v.Commission of the European Communities.This model is based on subsequent action game theory models and rational economics behavior,offering a chronological outline of the“predation”stages.It presents the predator’s decisions,the prey’s potential responses,possible loops,and the two distinctive outcomes.The analysis of the model in context of the three case studies demonstrates its practicality in assessing real-life predatory pricing scenarios and players’strategies.It’s flexibility also allows applications in related fields.Overall,this paper offers a comprehensive framework that bridges the gap between law,economics,and game theory in the study of predatory pricing,informing future research in this area. 展开更多

This paper presents a review of the current status of Asian countries' relations with Antarctica, aimed at deepening understanding of the role of the Asian Forum for Polar Sciences(AFoPS) in the area covered under the Antarctic Treaty. The paper critically examines the current situation regarding the Asian presence in Antarctica and provides a historical outline of the AFo PS. Whereas the activities of individual Asian countries in Antarctica have been extensively analyzed in previous studies, those of the AFoPS constitute a research gap within the scholarly literature. Therefore, an assessment of the role of the AFoPS within the wider Antarctic region from both the policy and scientific perspectives is necessary to better understand its relationship with other international organizations that are active in the area covered by the Antarctic Treaty. Over the course of its relatively short history, the AFoPS has accomplished a number of achievements. These include the signing of a Memorandum of Understanding with the International Arctic Science Committee and the Scientific Committee on Antarctic Research. Additionally, collaborative activities have been undertaken by members of the Forum, entailing, for example, exchanges of personnel, cooperation and support extended within scientific projects. Consequently, AFo PS member countries that traditionally lack a polar background, such as Thailand and Vietnam, have been able to conduct scientific activities in Antarctica. 展开更多
