Study on the Role of Land Circulation in Promoting Poverty Reduction through Industrial Development——A Case Study of Mopi Village,Xinping County,Yunnan Province

In recent years,under the stimulation of the national policy and the land circulation policy,the villages and towns have begun to guide the farmers to carry on the land circulation in an orderly way,combine the targeted poverty alleviation with the development of modern agriculture,and drive the registered households to participate in the modern agricultural industry and achieve the goal of getting rid of poverty and getting rich while realizing the transformation and upgrading of agriculture. The transfer of land management right can drive the local employment and the poverty reduction through industrial development is implemented. Taking Mopi Village in Xinping County as an example,this paper analyzes the main methods and effects of the transfer of land management right in this village in promoting poverty reduction through industrial development,and puts forward the existing problems and suggestions.

Evaluation of the Economical and Intensive Use of Industrial Land in Chizhou Economic and Technological Development Zone

Based on the subdivision of industrial land in Chizhou Economic and Technological Development Zone,this paper builds the evaluation indicator system for the economical and intensive use of industrial land in the development zone,to analyze the current situation of economical and intensive use of industrial land. The results show that the levels of economical and intensive use of industrial land vary in the development zone; the factors affecting the intensive degree of various industries also vary; the industry in Chizhou Economic and Technological Development Zone is still in the transition phase from inefficient use to low level of use to intensive use.

Study on the After-evaluation Index System and Evaluation Model of Industrial Estate Land Development Project

According to the modem management theories and the characters of industrial estate land development project, this paper studies the after-evaluation＇s content and method of industrial estate land development project and puts forward the index system of course after-evaluation, finance after-evaluation and society after-evaluation. Moreover, this paper also brings forward the method and model of synthetic after-evaluation.

Can Industrial Structure Upgrading Restrain Industrial Land Expansion?Evidence from China

China has made great achievements in industrial development and is transforming into a powerful manufacturing country.Meanwhile,the industrial land scale is also expanding.However,whether industrial structure upgrading achieves the purpose of restraining industrial land expansion remains unanswered.By calculating the industrial land structure index(ILSI)and industrial land expansion scale(ILES),this study analyzed their temporal and spatial distribution characteristics at both regional and city levels from 2007to 2020 in China.Results show that industrial land expansion presents a different trend in the four regions,the ILES in the eastern region is the largest,and the speed of industrial land expansion has declined since 2013,but it has gradually increased since 2016.The ILSI of the eastern and central regions is higher than that of the western and northeastern regions.Furthermore,a spatial Durbin model(SDM)has been established to estimate the spatial effect of industrial structure upgrading on industrial land expansion from 2007 to2020.Notably,industrial structure upgrading has not slowed industrial land expansion.The eastern and western regions require a greater amount of industrial land while upgrading the industrial structure.The improvement of the infrastructure level and international trade level has promoted industrial land expansion.

Assessment of Industrial Land Use Intensity: A Case Study of Beijing Economic-technological Development Area

In recent years, great economic output of land has been achieved in economic-technological development areas in China, but the intensity of land use in some of these areas is very low. The degree of the low intensity of land use needs to be evaluated. The current method of comprehensive evaluation and grading by one index system has the limitations due to the existence of differences between regions and industries. This paper evaluates industrial land use intensity by Total Factor Productivity (TFP) analysis, which not only measures the intensity but also illustrates the ef-ficiency of input factors. This method is applied to the Beijing Economic-technological Development Area (BDA). A comparison analysis on factor use efficiency and input structure of capital and labor between industries is also carried out in the absence of a labor-income ratio.

Analysis and Research on Industrial Land Transfer in Hefei City Economic and Technological Development Zone of Anhui Province

In recent years,with high-speed development of economy and society,and fast propulsion of industrialization and urbanization process in the development zone,average annual land demand in the development zone also quickly enlarges,and the contradiction between high-speed growth of economy and shortage of land resources is apparent increasingly. Meanwhile,to guarantee crop safety and stick to 0. 12 billion hm2of farmland red line as a rigid constraint which could not be exceeded,the supply-demand contradiction of industrial land is more and more prominent. With industrial land scale continues to enlarge,land resources become more and more scarce,but there exists the phenomenon of low-efficiency land use and even idle. For land use characteristics of the development zone,taking Hefei City Economic and Technological Development Zone as an example,the countermeasures of perfecting industrial land transfer mechanism in the development zone are proposed.

An Analysis of Current Situation of Industrial Land Use in Chizhou Economic and Technological Development Zone

This paper analyzes the current situation of industrial land supply,use and structure and industry pattern in Chizhou Economic and Technological Development Zone,and selects 83 typical enterprises which can reflect the comprehensive industrial land utilization within this zone and the problems in economical and intensive utilization,to carry out the evaluation of economical and intensive utilization of industrial land. Based on the evaluation results,we find the problems in industrial land use and set forth corresponding recommendations in order to provide a reference for the future sustained land use in the development zone.

Evaluation System and Method of Industrial Park Renewal:A Case Study of the Starting Area of Handan City

With the rapid development of urbanization,the industrial parks originally located in the suburbs are gradually incorporated into the urban center.Industries that fail to follow the transformation of urban economic development and are forced to close,or enterprises that move out without conforming to the environment,become a gray area within the city.Most of the existing assessments are conducting single assessment of some indicators,but than their actual benefits.Through the field investigation on the starting area of Handan Economic Development Zone,and the evaluation on the nature of land use,development intensity,investment and output,and idle land,inefficient land use in the park is identified.According to different evaluation results,different update and promotion methods are put forward.The research could provide a new evaluation method and idea for subsequent renewal and development of urban industrial parks.

Role of Gender Towards Income Generation： An Impact Analysis of Land Acquisition in West Bengal, India

One of the principal fundamentals of post-independence development projects in India has been land acquisition. Most of these projects have caused major changes in land use, leading to dispossession and displacement of a large number of people and their involuntary resettlement in other areas. Development induced displacement brings loss of productive assets, dismantling of social networks, destruction of ancestral property, and even increased morbidity and mortality rates in some instances. Therefore, this paper seeks to explore further the micro-level impact of agricultural land acquisition on livelihood pattern of both genders to the establishment of the industry on the fertile agricultural land in the k＇haragpur subdivision of Paschim Medinipur district in the early 1990s with the cooperation of West Bengal Government, India. Land acquisition without any policy of rehabilitation caused not only landlessness but also created joblessness among the affected population and at the family level, it has resulted food insecurity and increased workload among the women. The women on the other hand made desperate attempts to cope up the burden by working within and outside the domestic domain.

国土空间规划治理体系对乡村产业振兴的影响与赋能路径

乡村产业振兴是实现国家乡村振兴战略的核心内容,但长期面临产业用地供需失配、土地发展权配置失衡、土地用途管控刚弹失调等问题,有待国土空间规划治理体系的优化。文章围绕规划编制、实施和监督三个方面,解析国土空间规划治理体系对乡村产业发展的制约,进而提出国土空间规划治理体系优化的措施和路径,包括着眼于土地发展权均衡配置构建实施导向的县镇村空间规划编制体系,建立土地权益调节与土地综合整治的互促机制,建立多方参与协商的乡村规划治理体系。

Industrial development and land use/cover change and their effects on local environment:a case study of Changshu in eastern coastal China

The interactions among industrial development,land use/cover change (LUCC), and environmentaleffects in Changshu in the eastern coastal China wereanalyzed using high-resolution Landsat TM data in 1990,1995, 2000, and 2006, socio-economic data and waterenvironmental quality monitoring data from researchinstitutes and governmental departments. Three phases ofindustrial development in Changshu were examined (i.e.,the three periods of 1990 to 1995, 1995 to 2000, and 2000to 2006). Besides industrial development and rapidurbanization, land use/cover in Changshu had changeddrastically from 1990 to 2006. This change was characterizedby major replacements of farmland by urban and ruralsettlements, artificial ponds, forested and constructed land.Industrialization, urbanization, agricultural structureadjustment, and rural housing construction were themajor socio-economic driving forces of LUCC inChangshu. In addition, the annual value of ecosystemservices in Changshu decreased slightly during 1990-2000, but increased significantly during 2000-2006.Nevertheless, the local environmental quality in Changshu,especially in rural areas, has not yet been improvedsignificantly. Thus, this paper suggests an increasedattention to fully realize the role of land supply inadjustment of environment-friendly industrial structureand urban-rural spatial restructuring, and translating theland management and environmental protection policiesinto an optimized industrial distribution and land-use pattern.

城乡建设用地增减挂钩节余指标跨省域调剂的扶贫效应

允许城乡建设用地增减挂钩节余指标跨省域调剂的政策突破了土地资源在空间上的限制,提升了土地资源在全国范围内的配置效率。本文着眼于探究该政策的扶贫效应及其机制,以农民收入作为扶贫效应的代表,运用双重差分(DID)方法,研究了该政策对“三区三州”原贫困县农村人均可支配收入的影响。实证研究结果表明,实施该政策的原贫困县农村人均可支配收入显著提高。进一步研究表明,该政策通过推动城镇化和促进产业结构升级两个方面,增强了地区的“造血”能力,取得了实质性的扶贫效果。这一发现强调了政策对地方经济的积极影响,为深入理解土地资源配置与扶贫关系提供了重要的实证支持。

马家柚的研究进展

马家柚是江西省上饶市广丰区地方特色农产品,为红心柚的一个地方品种,被评为中国八大柚类之一,获得了“国家地理标志保护产品”和“农产品地理标志保护”的双重认定,有“江西省酸柚类第一名”之美誉。马家柚内含物质丰富,营养价值高,富含蛋白质、糖分、维生素和矿物质。马家柚还含有大量单糖和番茄红素,具有防癌、抑瘤、保护心血管、预防高血糖、延缓衰老等保健作用。根据已报道的文献,对马家柚的研究进行梳理和总结,从马家柚种质资源和植物学特性、丰产栽培、果实品质和果酒发酵工艺、果皮和柚籽的成分和利用、光合生理、杂交育种和辐射诱变育种、次生代谢及其相关基因表达、叶绿体基因组特征及其密码子偏好性分析、产业发展现状和下一步发展思路等方面进行综述,以期为马家柚种源保护、种质创新、良种繁育、优系利用等工作提供参考。

地方产业导向下的中高职人才培养一体化研究——以十堰市为例

本研究以十堰市为例,分析了地方产业导向下中高职一体化人才培养的现状与挑战,并提出改进对策。研究发现,尽管政策推动了中高职一体化培养,但管理分离、沟通不足和课程体系差异等问题仍然存在。文章提出构建协同育人机制、重构课程体系、推动校企深度合作、构建产业学院等对策,以实现中高职教育的一体化培养,更好地适应地方产业发展需求,为经济社会的全面发展作出更大的贡献。

高质量发展背景下浙江省工业用地配置现状及政策优化研究

本文分析了浙江省新增工业用地配置基本特征,指出存量发展背景下工业用地保障的难点和配置中存在的问题,提出:需把握制造业对空间需求的内在规律性,空间赋能土地要素高质量供给、加速二级市场建设、深化标准地动态评估监管以及构筑工业用地全生命周期新闭环,形成以土地要素供给侧创新推进工业高质量发展的新机制、新体系、新闭环和新动能。

面向高质量发展的产业用地政策设计与建议

在高速增长阶段,土地要素投入发挥了重要的支撑作用,但存在边际效益影响,土地粗放利用、以地融资依赖、以审批代监管等资源错配问题逐渐凸显。从高速增长阶段进入高质量发展阶段,为了以产业用地保障产业发展,加强对创新企业、实体经济的支持,政策设计要兼顾市场思维和规划思维。结合北京、上海、深圳的实践,提出产业用地政策设计要点和建议,在规划层面加强统筹引导,在项目层面突出精准支持,在利用层面健全效益监管,进一步推动规划、土地、产业的政策协同。

城市更新土地调查自动化处理研究

土地调查是城市更新实现有限空间合理规划与精准配置的重要基础,其成果随政策、调查范围的调整而频繁变动,存在重复工作量大、牵涉范围广、繁琐易出错等问题。为此,本文进行土地调查自动化处理研究,通过土地数据范围提取、自适应范围生成、裁剪、融合、信息整理、分类统计分析等,实现成果自动分析统计与制图输出。实际案例运行结果表明,成果符合政策规范要求,具有推广价值。

工业用地市场化改革冲击与城市产业模式选择:来自工业用地招拍挂政策的证据

如何激励地方政府合理配置土地资源以推动二三产业协调发展是我国当前经济发展和产业转型的重要问题。文章以工业用地招拍挂政策出台作为准自然实验,研究工业用地市场化改革产生的财政激励如何影响地方政府在产业发展上的政策选择。基于2003—2013年277个地级市的面板数据,并以招拍挂政策出台以后协议出让土地的面积占比下降程度作为各地受到政策冲击的强度指标,文章通过构造连续双重差分模型研究发现:①工业用地招拍挂政策实施使得原来高度依靠协议出让工业用地的地区工业发展受到冲击,工业产值增长减缓,其中外资企业受到的冲击尤为显著。②受冲击地区第二产业增速减慢,企业利税总额在财政收入中的比重下降,导致地区财政压力显著上升。③地方政府为了应对财政压力一方面大力发展高污染高耗能产业,另一方面大幅增加土地出让和房地产开发投资,推动以房地产为核心的土地财政行业扩张。以上结果表明工业用地出让市场化改革在提高土地资源配置效率的同时,也对地方政府长期依赖的以廉价工业用地为基础的“以地引资”模式形成冲击。文章研究结论有助于理解财政激励对地方政府产业发展模式选择的影响,对我国在新发展阶段推进产业协调发展具有重要现实意义。
