In recent years,under the stimulation of the national policy and the land circulation policy,the villages and towns have begun to guide the farmers to carry on the land circulation in an orderly way,combine the targeted poverty alleviation with the development of modern agriculture,and drive the registered households to participate in the modern agricultural industry and achieve the goal of getting rid of poverty and getting rich while realizing the transformation and upgrading of agriculture. The transfer of land management right can drive the local employment and the poverty reduction through industrial development is implemented. Taking Mopi Village in Xinping County as an example,this paper analyzes the main methods and effects of the transfer of land management right in this village in promoting poverty reduction through industrial development,and puts forward the existing problems and suggestions. 展开更多

Can Industrial Structure Upgrading Restrain Industrial Land Expansion?Evidence from China

China has made great achievements in industrial development and is transforming into a powerful manufacturing country.Meanwhile,the industrial land scale is also expanding.However,whether industrial structure upgrading achieves the purpose of restraining industrial land expansion remains unanswered.By calculating the industrial land structure index(ILSI)and industrial land expansion scale(ILES),this study analyzed their temporal and spatial distribution characteristics at both regional and city levels from 2007to 2020 in China.Results show that industrial land expansion presents a different trend in the four regions,the ILES in the eastern region is the largest,and the speed of industrial land expansion has declined since 2013,but it has gradually increased since 2016.The ILSI of the eastern and central regions is higher than that of the western and northeastern regions.Furthermore,a spatial Durbin model(SDM)has been established to estimate the spatial effect of industrial structure upgrading on industrial land expansion from 2007 to2020.Notably,industrial structure upgrading has not slowed industrial land expansion.The eastern and western regions require a greater amount of industrial land while upgrading the industrial structure.The improvement of the infrastructure level and international trade level has promoted industrial land expansion. 展开更多

The degree of the low intensity of land use needs to be evaluated. The current method of comprehensive evaluation and grading by one index system has the limitations due to the existence of differences between regions and industries. This paper evaluates industrial land use intensity by Total Factor Productivity (TFP) analysis, which not only measures the intensity but also illustrates the ef-ficiency of input factors. This method is applied to the Beijing Economic-technological Development Area (BDA). A comparison analysis on factor use efficiency and input structure of capital and labor between industries is also carried out in the absence of a labor-income ratio. 展开更多

One of the principal fundamentals of post-independence development projects in India has been land acquisition. Most of these projects have caused major changes in land use, leading to dispossession and displacement of a large number of people and their involuntary resettlement in other areas. Development induced displacement brings loss of productive assets, dismantling of social networks, destruction of ancestral property, and even increased morbidity and mortality rates in some instances. Therefore, this paper seeks to explore further the micro-level impact of agricultural land acquisition on livelihood pattern of both genders to the establishment of the industry on the fertile agricultural land in the k'haragpur subdivision of Paschim Medinipur district in the early 1990s with the cooperation of West Bengal Government, India. Land acquisition without any policy of rehabilitation caused not only landlessness but also created joblessness among the affected population and at the family level, it has resulted food insecurity and increased workload among the women. The interactions among industrial development,land use/cover change (LUCC), and environmentaleffects in Changshu in the eastern coastal China wereanalyzed using high-resolution Landsat TM data in 1990,1995, 2000, and 2006, socio-economic data and waterenvironmental quality monitoring data from researchinstitutes and governmental departments. Three phases ofindustrial development in Changshu were examined (i.e.,the three periods of 1990 to 1995, 1995 to 2000, and 2000to 2006). Besides industrial development and rapidurbanization, land use/cover in Changshu had changeddrastically from 1990 to 2006. This change was characterizedby major replacements of farmland by urban and ruralsettlements, artificial ponds, forested and constructed land.Industrialization, urbanization, agricultural structureadjustment, and rural housing construction were themajor socio-economic driving forces of LUCC inChangshu. In addition, the annual value of ecosystemservices in Changshu decreased slightly during 1990-2000, but increased significantly during 2000-2006.Nevertheless, the local environmental quality in Changshu,especially in rural areas, has not yet been improvedsignificantly. Thus, this paper suggests an increasedattention to fully realize the role of land supply inadjustment of environment-friendly industrial structureand urban-rural spatial restructuring, and translating theland management and environmental protection policiesinto an optimized industrial distribution and land-use pattern. 展开更多

如何激励地方政府合理配置土地资源以推动二三产业协调发展是我国当前经济发展和产业转型的重要问题。文章以工业用地招拍挂政策出台作为准自然实验,研究工业用地市场化改革产生的财政激励如何影响地方政府在产业发展上的政策选择。基于... 如何激励地方政府合理配置土地资源以推动二三产业协调发展是我国当前经济发展和产业转型的重要问题。文章以工业用地招拍挂政策出台作为准自然实验,研究工业用地市场化改革产生的财政激励如何影响地方政府在产业发展上的政策选择。基于2003—2013年277个地级市的面板数据,并以招拍挂政策出台以后协议出让土地的面积占比下降程度作为各地受到政策冲击的强度指标,文章通过构造连续双重差分模型研究发现:①工业用地招拍挂政策实施使得原来高度依靠协议出让工业用地的地区工业发展受到冲击,工业产值增长减缓,其中外资企业受到的冲击尤为显著。②受冲击地区第二产业增速减慢,企业利税总额在财政收入中的比重下降,导致地区财政压力显著上升。③地方政府为了应对财政压力一方面大力发展高污染高耗能产业,另一方面大幅增加土地出让和房地产开发投资,推动以房地产为核心的土地财政行业扩张。以上结果表明工业用地出让市场化改革在提高土地资源配置效率的同时,也对地方政府长期依赖的以廉价工业用地为基础的“以地引资”模式形成冲击。文章研究结论有助于理解财政激励对地方政府产业发展模式选择的影响,对我国在新发展阶段推进产业协调发展具有重要现实意义。 展开更多
