Although the EU President Van Rompuy expresses the belief that the EU-China strategic partnership and the people-to-people friendship will continue to flourish,more and more European intellectuals express their doubts about the strategic partnerships of EU-China relations.The reasons for the doubts are firstly European scholars place more emphasis on the differences between China and EU in ideology and political system;secondly,they believe that the establishment of the strategic partnership between China and EU was the result of EU and its Member States having implemented an "unconditional engagement" with China;thirdly,a series of differences between China and the EU on issues like trade,Africa,climate change in recent years.However the different ideas towards China EU strategic partnership have caused the partnership to face challenges as well as significant opportunities for development.

A successful and effective strategic alliance involves many factors, of which selecting a proper partner is the most important factor to achieve the success of the alliance. In view of the characteristics of strategic alliance in high and new technology enterprises and according to the analysis on the standards of partner selecting and the factors of the success of alliance, this paper does some deeper research on the partner selecting and the alliance evaluation process from the perspective of different strategic levels by using a fuzzy comprehensive evaluating method, thus providing a method to select the alliance partner for high and new technology enterprises in China.

A Lesson Plan Incorporating Collaborative Strategic Reading

This essay is going to have an in-depth analysis of the Collaborative Strategic Reading, a four-step reading comprehension strategy popular in the Western classrooms. It will start with some brief introduction about this instructional approach in company with its theoretical rationale and research evidence for its effectiveness of improving learners' reading competence. Tasks and Priorities for Comprehensively Deepening Reform of China’s State Sector of Economy

The Third Plenary Session of the 18th CPC Central Committee ushered in a new chapter of China＇s comprehensive deepening of reform. The basic objective of comprehensively deepening reform of the state sector of economy in the new chapter is to fully integrate this sector with a sophisticated market economic system with the market playing the decisive role in resource allocation. In order to achieve this objective, China is confronted with the four major priorities of adjusting the functions and layout of the state sector of economy according to national mandates, expediting the mixed ownership reform, creating a classified and multi- tiered new system for the administration of the sector, and developing a modern corporate system for SOEs to ensure an efficient micro-level governance mechanism for the sector. （1） The functions of the different types of SOEs should be accurately defined and SOEs should be divided into the three types of public policy SOEs, functional SOEs, and commercial SOEs. This classification forms the premises for reforming the state sector of economy. Based on the functions of the three types of SOEs, the directions and emphases for strategic adjustment should differ as well. （2） The mixed ownership reform should adhere to the methodological principles of combining top-down and bottom-up approaches, implementing pilot programs, and promoting coordinated progress. Practical implementation should ensure fair and standard reform procedures, reform programs consistent with laws and regulations, open and fair equity transfers, as well as fair and transparent internal distributions. The mixed ownership reform of SOEs should introduce the employee stock ownership system and adhere to the principles of compatible incentives, shared growth, and long-term development. Monopolistic sectors should be transformed into competitive market structures to create conditions for the implementation of mixed ownership for SOEs. （3） The new system for the administration of the state sector of economy should comprise three hierarchies： the Commission for the Administration of State Economy at the top level, state capital operation companies or state capital investment companies at the intermediate level and general for-profit enterprises at the bottom level, which administer public policy, functional SOEs, and commercial SOEs respectively. （4） Under the new system for the administration of the state sector of economy characterized by the three hierarchies and categories, the key for perfecting the modern corporate system of SOEs is to establish a differentiated, classified governance mechanism, i.e., different corporate governance mechanisms should be created for SOEs of different functions and roles.

Effects of the Pre-Task Planning Mode on the Listening Comprehension of Chinese EFL Learners

This study aims at investigating the effects of the pre-task planning mode on listening comprehension of Chinese EFL （English as a foreign language） learners as well as students＇ opinions towards the pre-task planning mode Three step~., namely, concept mapping, strategic planning, as well as rehearsal, are employed in the pre-task planning mode in the present study. There are altogether 40 second-year English majors participated in the present study, and they are randomly assigned into the experimental group and the control group. The instruments employed in the present study to achieve the research purposes include the listening comprehension test, the teacher＇s log, the students＇ opinion questionnaires, the students＇ open-ended questionnaires, and the semi-structured interviews. Research findings revealed that there were significant main effects on the listening comprehen,;ion of Chinese EFL learners after the training by the pre-task planning mode. Moreover, the students held positive attitudes towards the pre-task planning mode

权力与价值的博弈:国际传播战略模型研究

在国际交往日益频繁、国际竞争持续深入的当下,国际传播成为各国取得竞争优势的重要一极。与传统意义上以大众媒介为主要场域不同,广义国际传播包括主体和对象之间一切因为互动引发的信息交换行为,深刻作用于参与者的国际权力地位和文明影响能力。因此,国际传播战略制定的意义重大,必须反映国际竞争的全局性、系统性和长期性。基于此,从现实主义和建构主义出发,将国家综合实力与广义文化近似程度确定为国际传播战略模型(受众矩阵)的横纵坐标,从而区隔出四个象限,各自衍生出一种国际传播战略。首先是综合实力强、广义文化相近的“同源与责任战略”,强调和突出国际传播主体与对象同文同种的“自我认同”,渲染强大前者在同文化圈领导或核心的负责任国家形象;其次是综合实力强、广义文化相异的“标杆与说服战略”,即文化相异、综合实力较强的国际传播主体应努力跨越文化鸿沟,示范和说服国际传播对象明确认识和接受这一事实并开展建设性交流和实质性合作;再次是综合实力弱、广义文化相近的“共情与跟随战略”,也就是在“同文化、弱实力”比较条件下,主体通过国际传播强调双方广义文化近似程度并清晰表达“跟随”战略意图,引发受众共情效应,从而最大化保护国家安全和其他重要利益;最后是综合实力弱、广义文化相异的“互利与展演战略”,即以普世性利益为交流合作切入点、以不同文化共鸣之处为展演,弱势方通过国际传播使强势方认可其国家形象并接受合作诚意。

镍资源找矿突破与综合开发利用

镍资源是国民经济发展的重要战略资源,也是重要的关键矿产;我国是全球最大的镍金属消费国,也是镍金属原料稀缺国,镍矿产原料对外依存度居高不下,亟需实现镍资源找矿突破、推动镍资源综合开发利用、拓宽镍资源进口渠道,保障镍资源安全稳定供给。本文在综合分析镍产业最新数据的基础上,梳理了全球和我国镍资源禀赋、供需现状,总结了国内外镍矿床成因类型、时空分布规律和找矿前景,分析了我国镍资源产业发展和供应保障面临的问题,提出了镍矿勘查开发的关键技术及综合利用途径。为保障稳定供应和安全发展,从国际和国内两方面提出了我国镍资源保障路径及对策。在国际方面,稳定以印度尼西亚、菲律宾为代表的重要镍资源进口市场,加大投资镍资源海外矿业项目,增强中资企业的国际竞争能力;加强国际合作,实现镍资源进口渠道的多元化。在国内方面,加大镍资源勘查力度;加强镍资源综合利用,提高再生镍资源利用率;优化传统技术工艺,调整产业结构;强化镍资源储备基地建设,保障有效增储;重视海底铁锰结核等潜在镍矿资源的开采技术研究。

“复合竞争”时代印太“中等强国”战略选择的分化

美国推出“印太战略”拉开了中美“复合竞争”的序幕。随着大国竞争烈度的增强,国际秩序分裂和集团化倾向的加剧,科技和供应链能力之争的凸显,印太域内的“中等强国”面临越来越大的“选边站”压力,在中美之间的战略选择上亦出现了分化。究其原因,首先,国内层面的官民认知偏好和身份认同两个因素决定了“中等强国”在中美之间的选择偏好;其次,国际体系层面的供应链依赖结构以及是否具有对冲大国压力的制度缓冲影响着选择偏好的极化程度。澳大利亚、韩国和印度尼西亚三国的政策印证了“中等强国”战略选择背后的逻辑。因此,中国应通过在印太“中等强国”国内营造对华友善的认知,推动“亚洲认同”在区域内的扩散,提供更多元化的供应链选择以及继续支持“以东盟为中心”的多边主义地区秩序,努力促使印太“中等强国”在中美之间保持战略中立甚至倾向中国,构建有利于我国的国际关系和战略环境。

物流业在我国经济社会发展中发挥的支撑和带动作用越发重要。近年来,我国连续发布了一系列政策以促进和规范物流业的发展。本文回顾了我国物流业发展历程,梳理出农产品冷链物流、应急物流、绿色物流和智慧物流等重点领域物流政策及阶段特征,深度剖析了我国物流业政策支持的现状与不足,并借鉴日本七次《综合物流施策大纲》制定、实施评价以及PDCA管理模式的成功经验,结合我国高质量发展要求,指明我国物流业发展方向,针对未来我国制定新版《物流业发展中长期规划》等提出具体建议。

A RELEVANCE-BASED STRATEGIC MODEL TO LISTENING COMPREHENSION

Listening is one of the fundamental language skills. However for many students, it is the most demanding and is therefore a skill that needs a considerable amount of practice and training. This paper is meant to deal with listening comprehension from the viewpoint of relevance theory due to its powerful explanation for the nature of listening and its practical application of some relevance-based strategies. It is aiming to establish a strong linkage between theory and practice by illustrating how an instructional model can originate in theory and research and move toward classroom practices that are useful, understandable, and effective for teachers and for students. In the suggested relevance-based strategic model, a number of positive strategies are approached, ranging from linguistic to non-linguistic strategies, which are important in helping students become better language learners and in improving listening teaching.

双碳背景下企业金融化与绿色发展的“多言寡行”——基于金融改革政策的治理效应评估

新时代双碳背景下的企业金融化行为会对发展质量产生重要影响。基于中国沪深两市A股上市企业2007-2021年数据集,实证检验企业金融化对绿色发展“多言寡行”的影响和机制问题。实证结果发现,随着企业金融化水平的提升,企业在绿色发展领域上越有可能采用“多言寡行”的策略行为,即在年报披露较多的绿色信息但实际绿色治理绩效较差,这类行为有着较强的“声誉管理”动机并会降低企业的真实生产率水平。进一步研究发现,企业金融化会扭曲企业的投资行为、提升企业风险并降低企业责任评分等,都会导致企业绿色发展“多言寡行”问题的出现。在国家级金融综合改革试验区支持下,企业金融化对绿色发展“多言寡行”行为特征明显淡化。本文研究在更深层次上展现出企业金融化有悖绿色发展的冲击作用,并为推动实体经济绿色转型提供了重要的政策解决方案。

我国锂铍钽铌矿产资源选冶加工现状与展望

锂、铍、钽、铌选冶加工是保障我国相关资源安全供给的核心环节,鉴于资源禀赋的复杂性与矿区生态的脆弱性,需要加快形成适应我国资源特点的锂铍钽铌选冶加工技术体系。本文针对包括资源勘查、选矿、冶炼、材料加工在内的锂铍钽铌全产业链,总结了我国锂铍钽铌资源概况、选冶加工产业发展现状,分析了当代锂铍钽铌选冶加工的基本特点,凝练了锂铍钽铌资源勘查及选冶加工存在的问题。进一步研判了未来锂铍钽铌矿产资源选冶加工的重点任务,包括加强重点矿集区勘查、建立硬岩锂矿共(伴)生资源选冶综合利用技术体系、突破难处理液体锂资源清洁高效提锂关键技术、提高铍钽铌高端材料生产能力、加强尾矿综合利用研究、建立锂二次资源循环利用体系,提出了锂铍钽铌矿产资源选冶加工的保障举措,包括加强资源勘查,建立战略性储备机制,加强低品位资源综合利用和高端材料制备科技创新,给予铍采选冶加工企业以政策支持,扶持重点省份工业发展,建立区域性集中冶炼厂,支持我国企业境外投资资源开发,以此推动锂铍钽铌选冶加工及综合利用产业高质量发展、保障锂铍钽铌资源供应安全。
