The status quo of Chinese agro-products logistics is analyzed from the following five aspects:the circulation mode,exchange mode,storage and transportation situation,food security.The following problems in Chinese agro-products logistics are pointed out,including excessive circulation sections,bad time efficiency,single payment,slow circulation,backward information processing,obvious bullwhip effect,low logistics efficiency,low logistics technology,inadequate professional equipments,low standardization degree,organized operation mode and low degree of scale.The third-party logistics mode of agro-products is analyzed and the advantages of the mode are analyzed as well.Firstly,establishing information network through integrating circulation section to accelerate the circulation of agro-products;secondly,making the operation norms by providing professional equipments to secure the quality of agricultural products;thirdly,improving the core competitiveness of the whole logistics chain by intensifying specialized work division in each section of the supply chain;fourthly,through forming scale economy to reduce logistics costs and increase the diversity of products;fifthly,through signing contracts to clarify duties and responsibilities and materialize the profit integration of the supply chain.The measures for establishing the third-party logistics of agro-products are put forward,including establish the awareness and concept of socialized logistics services;intensify the support on the third-party logistics enterprises of agro-products;lay stress on the cultivation of logistics talents of agro-products;and vigorously apply the modern marketing means.

Hybrid Intelligent Approach for the Selection of Third-Party Reverse Logistics Provider under Uncertainty

A hybrid intelligent approach is proposed to help the decision maker to select the appropriate third-party reverse logistics provider. The following process is included: firstly,the evaluation team is established to determine the selection criteria and evaluate them by triangular fuzzy numbers; secondly,calculate the weight of criteria by the proposed hybrid algorithm integrating particle swarm optimization( PSO) and simulated annealing( SA); then, the performance evaluation for each supplier is predicted by the proposed self-feedback neural network( SFBNN) based on the historical data. A numerical example is also presented to interpret the methodology above.

Integrated logistics facilities network design for 3PLS under uncertainty

According to the operational characteristics of the logistics networks for the third party logistics supplier （3PLS）, the forward and reverse logistics networks together for 3PLS under the uncertain environment are designed. First, a fuzzy model is proposed by taking multiple customers, multiple commodities, capacitated facility location and integrated logistics facility layout into account. In the model, the fuzzy customer demands and transportation rates are illustrated by triangular fuzzy numbers. Secondly, the fuzzy model is converted into a crisp model by applying fuzzy chance constrained theory and possibility theory, and one hybrid genetic algorithm is designed for the crisp model. Finally, two different examples are designed to illustrate that the model and solution discussed are valid.

Development of Agricultural Product Logistics from the Perspective of the 4PL

From the perspective of the Fourth Party Logistics(4PL),this paper elaborates the concept,background and development plight of agricultural products logistics,advises developing 4PL under the background of rapid development of agricultural products and logistics,etc.and explores issues of information,efficiency and supervision of agricultural products logistics,draws the conclusion that only construct an 4PL agricultural products logistics system can alleviate the aporia of cost,and speed the efficiency of China's agricultural products logistics.

城市多方协同应急物流分级体系建设思考

过去5年各大城市都在经历与气候变化相关的极端事件,如热浪、洪水和病毒,这些事件的强度和频率有恶化趋势,城市人口和经济活动高度集中、城市政治文化影响深远,建立多方协同应急物流体系是城市应对突发事件的紧迫任务。以我国城市应对新冠疫情应急物流实践为背景,在系统梳理城市应急物流体系面临主要难点基础上,提出了城市应急物流体系构建的基点,按纵向分层、横向分块的结构模式,设计了以“一个平台、四个系统、多个保障”为核心的城市多方协同应急物流分级体系架构,该体系既是对现有城市应急物流经验的总结,也对突发事件下各城市推进应急物流体系建设具有参考价值。

供应链视域下第三方物流企业服务质量算法研究

借助SERVQUAL模型进行服务质量差距研究是目前企业进行全面服务质量管理的一个重要策略。本文以第三方物流企业特征为基础,通过构建第三方物流企业服务质量体系六大维度二十五个子维度,以实地调查问卷数据为样本,利用SPSS26.0软件包进行数据分析,检验第三方物流企业服务质量差距的信度和效度,并实证研究该模型应用于第三方物流企业的可行性;借助IPA象限分析,为第三方物流企业后继的改进服务措施提供依据。

基于模糊综合评价法的第三方物流企业服务质量评价分析研究

消费者对服务要求的不断提升及激烈的行业竞争都对第三方物流企业服务质量提出了更高要求。文章结合SERVQUAL模型和第三方物流企业的实际,以有形性、可靠性、响应性、保证性、移情性作为一级指标,17个影响因素作为二级指标,首先邀请物流行业专家进行打分,采用层次分析法构建判断矩阵得出影响因素的权重。其次选取云南省第三方物流企业的个人客户为调查对象,通过调查问卷获取其对各影响因素的评价,利用模糊综合评价法进行分析,得出评价结果靠后的影响因素是提供个性化关怀、设施设备、最优路线、员工素养、顾客和企业之间缺乏信任。因此,研究结果为第三方物流企业服务质量的不断改进提升给予一定的参考,为提升客户满意度给出了建议对策。

基于Java的第三方物流协同订单管理系统的设计与实现

随着第三方物流行业的迅速发展,物流订单管理面临着订单处理的高效性、信息共享的及时性和客户服务的个性化需求等方面的要求。Java编程语言以其强大的跨平台性、优秀的网络处理能力和良好的安全性,为物流订单管理系统的开发提供理想的技术平台。因此,文章基于Java的第三方物流协同订单管理系统的设计与实现展开探讨,分析系统需求、系统设计、系统实现以及系统测试,以期构建一个高效、可靠且用户友好的系统,为第三方物流行业提供管理订单的解决方案。

考虑产运环节碳排放的生鲜低碳供应链运营决策

考虑零售商将物流外包给第三方物流服务商(TPL)且生产商进行碳减排的情形,探究了碳排放环节及碳政策变化对于生鲜低碳供应链运营决策的影响。假设TPL的物流服务水平影响生鲜农产品新鲜度且消费者具有低碳偏好意识,在单独考虑生产碳排放和同时考虑产运碳排放两种情形下,分别构建了碳税政策和碳交易政策下的博弈模型。研究发现:单独考虑生产碳排放时,TPL的物流服务水平决策不受碳政策变化的影响;产运同时存在碳排放时,运输环节的碳排放由于产生了额外的成本,抑制了TPL提升物流服务水平的动力;若碳税价格低于(高于)碳交易价格,则碳税政策下TPL的物流服务水平也相应低于(高于)碳交易政策的情形。进一步考虑物流服务成本、新鲜度和碳减排成本均为幂函数的情形,研究发现:供应链成员的碳排放行为会间接削弱减排企业的碳减排力度;在减排技术较为成熟的经济发达阶段,政府更倾向于实行碳交易政策;非减排企业均存在“搭便车”现象,其受益于减排企业减排导致的消费者支付意愿和市场需求的上升;供应链成员利润并非一定受损于运输环节的碳排放,特定情形下会因市场需求上涨而受益。

我国药品第三方物流仓储和运输监管政策对比

目的:比较各省份在药品第三方物流仓储和运输方面的监管政策,为加强药品第三方物流监管提出可行性建议。方法:通过检索国家药品监督管理局以及各省级药品监督管理局网站,获取有关药品第三方物流仓储和运输方面的监管政策,对比分析各省份政策和《药品经营质量管理规范》相关规定,并提出建议。结果:通过对比发现,各省份在仓储和运输方面的政策主要集中在仓储面积、仓储设施设备、冷库数量及容积要求、冷库供电保障、温湿度监测系统、仓储管理系统、车辆数量及车载设备、运输车辆管理、特殊药品运输、运输管理系统等方面,但各省份的具体规定又存在一定的差异。而且大多省份的政策文件还存在仓储管理政策不统一、仓储区域划分不明确、仓储设施设备规定不具体、运输相关政策不全面、未对运输常温药品过程中保证常温环境做出规定等问题。结论:药品监管部门应加强对药品第三方物流的科学监管,建立统一的第三方物流管理制度。药品第三方物流企业应当加强基础设施设备建设,努力提高自身仓储运输水平。各相关方共同努力,促进药品第三方物流行业健康有序发展。

物流外包和废品回收双重作用下的TPL-CLSC定价和协调策略

考虑物流外包和废旧品回收的共同作用,本文根据供应链节点企业和TPL服务商所处的市场特征,在不同的系统状态之下,建立了以第三方物流服务商为主导的闭环供应链(TPL-CLSC)定价模型,应用博弈理论研究并分析了TPL-CLSC的有效定价机制,给出了供应链节点企业实施正向和逆向物流外包的条件。为促使TPL-CLSC成员有效的合作,文章建立了三种不同的协调机制。最后,应用数值分析探讨了TPL-CLSC的定价机制和协调策略的可行性。

基于TPL的农产品物流体系研究

TPL的出现标志着物流业已从传统的生产、流通、消费领域中分离出来,这就进一步推动了物流服务的社会化、专业化、标准化。本文在分析农产品物流的特点、存在的问题以及TPL的优势的基础上,提出了基于TPL的农产品物流体系框架,并认为由专业的TPL服务提供商采用委托代理的形式,运用先进的农产品物流营销、管理理念和手段及专业的农产品物流技术、设施和装备,通过专业设计的物流通道进行农产品物流业务的运作,从而保证农产品的顺畅流通和提高农产品的品质及附加值,有效降低物流成本且产生规模效益,同时,增加农民收入,推动农业发展,加快社会主义新农村建设。

考虑随机需求满足风险的第四方物流网络设计

电商模式的迅速发展为客户线上购物带来了便利,同时也使得物流供应链系统中客户需求的不确定性显著增强,考虑需求满足风险的网络设计问题成为第四方物流(fourth partylogistics,4PL)运作模式下的重要研究问题。针对这一问题,以概率视角刻画了需求满足风险,并构建了考虑需求均值的混合整数线性规划模型和考虑需求满足风险的机会约束规划模型,在需求正态分布的情况下,针对机会约束模型中非线性特征难以处理的问题,给出了一种基于需求正态分布的线性化方法,并给出了问题的等价线性模型。最后,通过数值实验对两种模型进行对比,验证了考虑需求满足风险的4PL网络设计模型的有效性和优越性,并探究了需求的随机性以及需求满足风险水平对网络设计的影响,给出了考虑需求满足风险的第四方物流网络设计的管理启示。

VMI技术的优化——引入TPL的VMI优化模型

供应商管理库存技术(VendorManagedInventory,VMI)的传统模型存在供应商成本短期增加的弊端,作者通过引入第三方物流商(ThirdPartyLogistics,TPL)作为中间作业平台来优化VMI技术,创建引入TPL后的新VMI模型,并加以案例说明。

集中控制型VMI&TPL供应链的协调研究

以基本的RS契约为基础,研究了如何实现随机需求下集中控制型VMI&TPL供应链的协调。鉴于基本的RS契约失效,设计了一种由各成员共担库存风险的风险共担型RS契约,进一步提出了基于不对称Nash协商的风险共担型RS契约。研究表明,风险共担型RS契约仅能实现供应链整体期望收益的Pareto最优,而基于不对称Nash协商的风险共担型RS契约则能同时实现供应链整体期望收益的Pareto最优和各成员期望收益的Pareto改进。

供应链上游段VMI&TPL模式的利益分配机制

基于确定需求,以供应链上游段VMI&TPL模式为研究对象,考虑实施VMI前后相关参数的变化,并建立经济效果模型,然后根据Shapley值法的原理构建利益分配机制,并进行算例分析。结果表明:由实施VMI带来的利润能够通过该机制在各参与成员间进行合理分配,能够解决由于承担过多库存成本造成供应商的利益损失以及实施VMI给TPL带来的利益损失等问题。

分散协调VMI&TPL模式下的补货决策

提出分散协调供应商管理库存(VMI)与第三方物流(TPL)集成供应链管理模式。与传统VMI不同,该模式下的供应商拥有库存决策权,但将物流具体作业外包给TPL。从供应商角度出发探讨了该模式下的补货决策问题。本模型引入供应商与制造商之间的需求信息共享,同时考虑供应商与TPL之间的运费契约,运费是与补货量有关的分段函数。供应商根据制造商滚动计划期内的需求量、运费契约以及制造商线边仓库的存储能力等进行补货决策。通过将模型转化为动态网络规划问题,分析了模型的计算复杂性。由于该模型问题是NPC问题,给出了模型的模拟退火遗传算法。算例验证了模拟退火遗传算法解决该问题的有效性。

努力水平影响损耗的低值易逝品TPL协调合同

对于一类低值易逝品,损耗与物流服务价格是影响这类产品订购与销售价格决策的重要影响因素.主要研究了第3方物流服务提供商的努力水平会影响到客户企业产品的数量和质量损耗情形下的物流外包渠道优化与协调问题.通过建立动态博弈模型,分析了传统交易价格合同下双方的决策行为,结果表明双方的决策冲突会导致产品订购量和销售价格的扭曲,但不存在努力水平的扭曲,进而会导致次优渠道绩效.为了解决这一问题,设计了收入共享与努力成本共担合同,并论证了在一定条件下这一合同可以实现渠道协调、双方共赢.最后,相应的算例表明努力水平影响产品质量和数量损耗的程度会对双方、集中式系统的决策行为和绩效产生重要的影响.
