The Theoretical Explanation of Non-ecological Economic Qualities of the Development Mode of Industrial Civilization:An Analysis Based on the Critical Perspective

Economic Transformation Capacities and Developmental Countermeasures of Coal-resource-based Counties of China

In China,the economic systems of many small-scale resource-based regions are confronted with realizing sustainable development through economic transformation. This paper,taking 37 coal-resource-based counties in China as objects,evaluates the economic transformation capacities of the counties by principal component analysis (PCA). Based on the comprehensive principal component values of >1,0–1 and <0,the economic transformation capacities of the counties are classified into strong,common and weak grades. Then,the paper proposes the developmental countermeasures according to different transformation capacities. For the counties with strong transformation capacities,it is crucial to make scientific positioning and rationally exploite resources in view of the developing characteristics and modes of those counties; as for the counties with common transformation capacities,the preparation and perfection of basic transformation conditions are still important aspects; as for the counties with weak transformation capacities,shifting from ″passive transfromation″ to ″active transformation″ in light of resources conditions is necessary.

“Double Surplus,” Capability Gaps and Innovation: A Macro- and a Micro-perspective on the Transformation of the Chinese Mode of Economic Development

In order to deploy the crucial levers in the transformation of the Chinese mode of economic development, it is necessary to identify the nature and reasons for the economy＇s existing mode of operation. The paradox of China＇s ＂double surplus＂ in the international balance of payments reflects the substantive issue of the appearance of a capability gap in Chinese economic development, which, interacting with dependence on FDI, hinders industry upgrading. As a result, the extensive mode of development has persisted and even worsened, rendering the Chinese economy more vulnerable to external shocks. At the historic juncture when the international economic environment is undergoing dramatic changes, the Chinese economy is likely to suffer severe setbacks due to its capability gap and dependence on FDI unless there is substantial development in its technological and organizational capacities and institution-building. Therefore, the critical variable in transforming the Chinese mode of economic development is capability growth.

Seventy Years of Economic Development: A Review from the Angle of New Structural Economics

This review paper provides a new narrative by combing through the experiences of structural transformation among developing countries and discussing the roles of government and market in different contexts.Country performance has been influenced by the prevailing development thinking:the structuralism in the 1950s-1970s,which stresses an active government's role to overcome market failures for industrialization,and the neoliberalism in the 1980s-present,which advocates for eliminating government failures to build up a well-functioning market.We find that almost all countries failing by following structuralism in their industrialization and neoliberalism in their transition to a market economy,and the few countries successful in catching up have a few characteristics that go against the prevailing structuralism and neoliberalism.The new structural economics,generated from the experiences of successful East Asian economies and proposing active facilitating roles of government in a market economy to remove market failures,will gain traction and take root.

Structural Transformation,TFP and High-Quality Development

In this paper,we performed an empirical study on the TFP effect of structural transformation based on panel data of economic growth in 169 countries across the world.Our findings are threefold:First,structural transformation has an inverted U-shaped effect on TFP.When the degree of structural transformation is on the left side of the inflection point,structural transformation is conducive to softening industrial structure and inducing TFP;when the degree of structural transformation is on the right side of the inflection point,structural transformation will induce industrial hollowing out and inhibit TFP.Second,since the reform and opening up program was launched in 1978,China’s structural transformation has evolved from the stage of adaptation to the stage of strategic adjustment with an increasingly evident trend towards a service-based economy,but structural transformation remains on the left side of the inflection point of the inverted U-shaped curve,i.e.the TFP effect of structural transformation is positive.Third,TFP improvement lies at the heart of high-quality development.In pursuing high-quality development,China should lower growth rate expectations,attach greater importance to supply-side structural reforms,and accelerate structural transformation to promote TFP improvement.

Analyses and Suggestions on China＇s Foreign Trade Development Pattern Transformation

In coping with the global financial crisis, all levels of the Chinese government and foreign trade firms have not only created new practices but have also changed their goal from transforming the growth pattern of foreign trade to transforming the development pattern of joreign trade. China＇s experience shows that economic instruments such as Net Barter Terms of Trade （NBTT） and the smile curve theory have limitations when it comes to interpreting foreign trade. If used improperly, scientific theories often lead to.fallacies. Transjbrming the development pattern of China＇s .foreign trade requires the following changes： national income distribution, foreign trade competition, market exploration, and resource utilization. We advise that competent authorities create a reasonable and operational system of assessment indicators.

China’s High-Quality Economic Growth in the Process of Carbon Neutrality

China has the largest energy system in the world,with fossil energy accounting for 84%.The carbon neutrality target calls for peaking carbon emissions by 2030 and achieving net zero carbon emissions by 2060.By then,the non-fossil energy will account for over 80%of China’s energy mix.Based on China’s national conditions,this paper makes scenario analysis of carbon peaking in 2030.The results of this paper indicate that the peak values of carbon emission in 2030 depends on both the development of clean energy and the growth of energy power demand.Therefore,the growth rate of the two should be balanced to control the peak carbon emission.High-quality economic growth in China in the context of carbon neutrality requires“double decoupling”,namely,decoupling GDP from the consumption of fossil energy and the growth of energy power demand as much as possible.To this end,this paper proposes a systematic solution considering both the demand and supply sides,with market-oriented measures that are workable for it.Ensuring the safe and stable supply of energy(power)is the basic principle of clean and low-carbon economic transformation,as well as a major challenge for energy system transformation.Therefore,it is necessary to develop a path for coal power decommissioning and low-carbon transformation in line with China’s national conditions.

Towards a new climate economics:research areas and prospects

International cooperation to address climate change now stands at a crossroads.With a new international regime for emissions reduction established by the Durban Platform, "New Climate Economics(NCE)" has become a research hotspot.The need for urgent action to combat climate change has prompted discussion on reforms of economic growth patterns and the energy system.The industrial civilization,therefore,now faces a transition towards a new pathway for ecological sustainability.NCE explores new economic concepts,theories,and analytical methods to design a balanced pathway for sustainable growth and emission reduction.Instead of getting trapped in discussions on allocation of emission reduction responsibilities and obligations among countries,NCE pays more attention to developing win-win multilateral cooperation mechanisms that facilitate collaborative R&D and knowledge sharing.In addition,NCE studies incentives for low-carbon transition,turning carbon emission reduction into a domestic need for countries to increase their international competitiveness.To achieve the 2°C target,most countries around the world face challenges of insufficient emission allowances to cover expected emissions associated with their projected economic growth.As carbon emissions rights becomes an increasingly scarce resource,increasing the carbon productivity of the economy turns to be the critical path to address the dilemma of green or growth.NCE studies the historical evolution of carbon productivity for countries at different development stages as well as ways to enhance such carbon productivity.This type of study provides invaluable lessons for emerging economies to reach their own emission peaks without losing the momentum of growth.Replacing fossil fuels with new and renewable energy has proven to be an inevitable choice for reshaping the energy system and addressing climate change- it has already become a global trend.NCE studies incentives for new energy technology innovation and deployment provided by carbon pricing,and sheds light on the co-benefits of climate change mitigation,such as resource conservation,environmental protection,and energy security.The role of carbon pricing in promoting intemational R&D cooperation and technical transfer will also be studied.The shift in consumption patterns is another key factor enabling a low-carbon transformation.Therefore,NCE also explores the theoretical work on new values of wealth,welfare and consumption,new lifestyles in the context of ecological civilization,concepts and implementation of low-carbon urban planning in developing countries,and the impacts of consumption pattern changes on social development,material production,and urban infrastructure construction.

长江经济带高端服务业绿色发展研究

绿色发展和可持续发展是当今世界的潮流。高端服务业是绿色服务业,绿色是服务业发展的方向。在国际发展绿色化的大背景下,长江经济带必须通过绿色发展,发展附加值高、技术先进的高端服务业,实现产业结构的绿色重组。创新高端服务业发展模式是促进长江经济带绿色发展的重要保障。文章以长江经济带省市面板数据作为研究对象,从省际层面对长江经济带高端服务业绿色发展进行评价。实证分析结果表明:绿色创新、绿色信贷、产业结构变迁、经济开放程度等会促进长江经济带高端服务业绿色发展。建议长江经济带在国家战略引导下,通过实质性绿色政策的推进,发挥中心城市在高端服务业发展中的领头作用,实现现代产业体系的绿色转型。

绿色金融发展与经济绿色转型:系统耦合及动态演进

要实现“碳达峰”与“碳中和”双目标必须加快经济绿色转型,绿色金融发展是经济绿色转型的重要工具,经济绿色转型为绿色金融发展提供更多的应用空间,两者相互影响。在绿色金融发展与经济绿色转型的理论内涵与耦合机理分析基础上,构建绿色金融发展与经济绿色转型的综合评价指标体系,并基于2011—2020年的省级面板数据,采用熵值赋权法和系统耦合协调度模型测度二者的系统耦合度和协调度,然后进一步采用Dagum基尼系数测算了系统耦合协调度的区域差异及其来源,采用Kernel核密度估计和马尔科夫链分析方法探究系统耦合协调度的动态演进趋势。研究结果表明,虽然样本期内我国绿色金融发展与经济绿色转型的整体水平依然偏低,但二者均呈上升趋势,而且二者相互促进、同步发展的趋势愈发明显。绿色金融发展与经济绿色转型的系统耦合协调度表现出明显的区域差异性,东部地区的系统耦合协调度水平最高,中部次之,西部最低,地区内差异和地区间差异是系统耦合协调度区域差异的主要来源,东部和西部的地区内差异逐渐扩大。各省绿色金融发展与经济绿色转型的系统耦合协调度虽然存在状态转移的可能性,但保持原状态概率较大。
