The Historic Achievements of the Communist Party of China in Respecting and Protecting Human Rights in the New Era

In the new era,the Communist Party of China(CPC)has made historic achievements in respecting and protecting human rights.Building upon the principle of the“two integrations”(integrating the basic tenets of Marxism with China’s specific realities and fine traditional culture),it has nurtured new theories on respecting and protecting human rights in the new era,which can address the fundamental questions of whom and what the human rights protection efforts in the new era are for.Guided by the principle of“taking our own path,”it has charted a distinct course for the development of human rights,diverging from the Western approach.The CPC has maintained the unity between Party leadership and the respect for and protection of human rights,promoting progress in human rights through the pursuit of“high-quality development,”and ensuring various fundamental rights of the people through the rule of law.Building upon the past experience,the CPC has established the“source”of the institutional framework for respecting and protecting human rights in the new era,crafted the“body”of this institutional framework,and introduced its practical“application.”In promoting the comprehensive advancement of human rights protection,the CPC has facilitated the connotative development of human rights protection in China,empowering China in international human rights discourse,and contributing Chinese strength and wisdom to global human rights governance.

Estimating the value of a statistical life in China: A contingent valuation study in six representative cities

The value of a statistical life(VSL)is a crucial tool for monetizing health impacts.To explore the VSL in China,this study examines people’s willingness to pay(WTP)to reduce death risk from air pollution in six representative cities in China based on face-to-face contingent valuation interviews(n=3936)from March 7,2019 to September 30,2019.The results reveal that the WTP varied from CNY 455 to 763 in 2019(USD 66-111),corresponding to a VSL range of CNY 3.79-6.36 million(USD 549395-921940).The VSL in China in 2019 is estimated to be CNY 4.76 million(USD 689659).The statistics indicate that monthly expenditure levels,environmental concerns,risk attitudes,and assumed market acceptance,which have seldom been dis‐cussed in previous studies,significantly impact WTP and VSL.These findings will serve as a reference for ana‐lyzing mortality risk reduction benefits in future research and for policymaking.

Effect of Sea Level Variation on Tidal Characteristic Values for the East China Sea

Tidal waves in the East China Sea are simulated numerically with POM(Princeton Ocean Model) model for normal mean sea level, 30 cm higher, 60 cm higher, and 100 cm higher, respectively, and the simulated result is compared with the harmonic analysis result of hourly sea level data from 19 tide gauges for more than 19 years. It is indicated that the long-term mean sea level variation affects notably tidal waves in this region. Generally, the tidal amplitude increases when the mean sea level rises, but this relationship may be inverse for some sea areas. The maximal variation of tidal amplitude takes place in the zones near the Fujian coast and the Zhejiang coast, rather than the shallowest Bohai Sea. The maximum increase of M2 amplitude can exceed about 15 cm corresponding to the 60 cm rise of the mean sea level along the Fujian coast. The other regions with large variations of tidal amplitude are those along the Jiangsu coast, the south-east coast of Shandong, and the south-east coast of Dalian. The propagation of tidal waves is also related to mean sea level variation, and the tidal phase-lag decreases generally when the mean sea level rises. Almost all the regions where the tidal phase-lag increases with rising mean sea level are close to amphidromic points, meanwhile the spatial area of such regions is very small. Because the influence of mean sea level variation upon tidal waves is spatially marked, such spatial effect should be considered in calculation of the tidal characteristic value and engineering water level. In the region where the amplitudes of the major tidal constituents increase, the probable maximum high water level becomes higher, the probable maximum low water level becomes lower, and both design water level andcheck water level increase obviously. For example, the design water level at Xiamen increases by 13.5 cm due to the variation of tidal waves when the mean sea level rises 60 cm, the total increase of design water level being 73.5 cm.

Driving Force and Ecosystem Service Values Estimation in the Extreme Arid Region from 1975 to 2015:A Case Study of Alxa League,China

The research on ecosystem service values(ESVs)estimation in arid region is weak.We took the Alxa League of China’s Inner Mongolia Autonomous Region,an extreme arid region,as an example and constructed an equivalent coefficient method to assess its ESVs from 1975 to 2015,by determining the standard unit of ESVs and the basic equivalent of the value of different ecosystem services per unit area based on the regional characteristics,literature research,expert knowledge and land use data.The results show that the ESVs first decreased from 83170.4 million yuan(RMB)in 1975 to 82337.8 million yuan(RMB)in 2000 and then increased to84033.6 million yuan(RMB)in 2015,and the ESV of sparse grassland and desert account for about 33%and 29%of the total ESVs,respectively.Among the four service types,the regulating services,support services,supply services and cultural services account for66.5%,22.8%,6.0%and 4.7%,respectively.The changes of ESVs in Alxa League are determined by the socio-economic development and ecological changes.This study provides a new method to estimate the ESVs in arid region by integrating existing methods and regional characteristics,such as the cost of water for arid ecosystems.

Evaluation of Chinese Learning Efficiency of International Students in China

This paper investigates the related factors of Chinese learning engagement and performance of 377 students from three universities in Guangzhou of China,employs the value engineering method,and calculates the value coefficient of learning efficiency.From the value coefficient of Chinese language learning,it proves that over 60%of international students studying in China have a higher efficiency in learning Chinese.

Evaluation of Chinese Learning Efficiency of International Students in China:Comparing by Dimension

This paper introduces the Value Engineering method to calculate the value coefficient of Chinese learning efficiency for 377 international students by dimension.Results suggest that attention should be paid to male,European and American,rural,introverted,and“work or education needs”international students;Give full play to the driving role of the reference-type,explore the space for improving the learning efficiency of the improvement-type and attention-type,and pay attention to the problems of problem-type international students.

Probability Distribution of Arithmetic Average of China Aviation Network Edge Vertices Nearest Neighbor Average Degree Value and Its Evolutionary Trace Based on Complex Network

In order to reveal the complex network characteristics and evolution principle of China aviation network,the probability distribution and evolution trace of arithmetic average of edge vertices nearest neighbor average degree values of China aviation network were studied based on the statistics data of China civil aviation network in 1988,1994,2001,2008 and 2015.According to the theory and method of complex network,the network system was constructed with the city where the airport was located as the network node and the route between cities as the edge of the network.Based on the statistical data,the arithmetic averages of edge vertices nearest neighbor average degree values of China aviation network in 1988,1994,2001,2008 and 2015 were calculated.Using the probability statistical analysis method,it was found that the arithmetic average of edge vertices nearest neighbor average degree values had the probability distribution of normal function and the position parameters and scale parameters of the probability distribution had linear evolution trace.

Comparison of Human Rights Values Between the East and the West——Summary of the 2019 China-Europe Seminar on Human Rights

The 2019 China-Europe Seminar on Human Rights hosted by the China Society for Human Rights Studies and Austria-China Friendship Association was successfully held in Austria on June 21,2019.Through this conference,China,as an important representative of Eastern countries of human rights,demonstrated its fruitful theoretical and practical human rights achievements to European countries.The conference also witnessed lively communication and exchanges on human rights values and the human rights discourse system between China and the West,during which scholars of the East and the West discussed the universality and particularity of human rights,and the evolution of human rights under different historical and cultural values.The conference advocated that the concept of a community with a shared future for human beings proposed by China should be incorporated into human rights governance of sovereign states and the international community.The convergence and integration of the human rights concepts of the East and the West will inevitably lead human rights practices of the East and the West to embark on a new journey.

REE characteristics of the coal in the Erlian Basin, Inner Mongolia, China, and its economic value

The rare earth elements(REE)content of the coal in the Erlian Basin was determined by inductively coupled plasma mass spectrometry(ICP-MS),and it turns out that the REE content from different geological age shows a significant difference:The REE content of the coal in the Jurassic Alatanheli Group is from 152.05×10^(−6) to 1416.21×10^(−6),with an average value of 397.31×10^(−6),and the relative concentration factor shows enriched;the REE content of the coal in Early Cretaceous Baiyanhua Group is from 20.65×10^(−6) to 102.53×10^(−6),the mean value is 49.06×10^(−6),and the relative concentration factor shows normally.The REE distribution patterns samples in Jurassic and Cretaceous shows the difference:The REE pattern in Jurassic coal mainly manifests as H-type distribution,with the Y,Lu positive anomaly,it is speculated that the fluid carried REE ions into the coal-bearing basin,and the heavy REE gather in the coal due to the different chemical properties of each REE.The REE occurrence mode is presumed to be mainly organic.Flat type is the REE main distribution pattern in Cretaceous coal.The REE patterns in clastic rocks of the roof,parting and floor of coal seam are similar to the REE patterns in the coal and the most possible reason is that the REE main source is from the clastic rock.It showed that the coal of the Early Jurassic,especially of Amugulen coalfield has resource value.

Assessing the Real Value of Farmland in China

The preservation of farmland is a growing concern in China because the fact that China possesses limited land resources and the world's largest population presents a clear contradiction. Only when the value of farmland is fully appreciated in commercial markets can farmland preservation be effectively achieved. The current study constructed a model to evaluate the economic, social, and ecological value of farmland in China according to the connotation of values. As a case study, the value of Chinese farmland was estimated in 1999, 2002, 2005, 2008, and 2011 using the established model. Although the amount of farmland was greatly reduced from 1999 to 2011 due to constructive occupation, agricultural restructuring, ecological restoration, and disaster destruction, the value of this farmland increased from 220.71×1012 to 736.26×1012 RMB Yuan as a result of the multifunctional nature and scarcity of farmland during the same period. The potential value of farmland in China was huge, but the value in the market was greatly underestimated, especially in regard to its social and ecological value. This study proposes a new method that integrates the discounted value of all future services provided by a natural resource(for the society and individuals) to evaluate the resource assets, provides a scientific foundation for the preservation and operation of farmland assets, and explores ways to increase farmers' property income.

Assessment on the Eco-environment and the Land Use Based on the Ecosystem Service Value——A Case of Guangdong Province,China

Based on the previous research and the 1996 and 2008 land use change survey,land use type of Guangdong Province is divided into 10 types of farmland,garden plot,woodland,grassland,residential points and other construction sites,traffic and transmission land,land for water conservancy facilities,wetland,water area,and land hard to be utilized. Then,area change and annual changing rate of land use type in Guangdong Province are calculated by the analysis method of land use change. Based on this,ecosystem service value assessment method is used to discuss the variation of ecosystem service value in Guangdong Province. Result shows that ecosystem service value of land use shows a decreasing trend in Guangdong Province,having reduced from from 635 036 billion yuan in the year 1996 to 632 394 billion yuan in the year 2008. Ecosystem service value has reduced by 2 642 billion yuan,a reduction rate of only 0.416 1%. Farmland,woodland,grassland,wetland,land for water conservancy facilities,and unused land have all reduced. But garden plot,traffic and transmission land,water area,and residential point and other construction site have increased. The major characteristics of land use change the years 1996-2008 in Guangdong Province are the internal adjustment of agricultural structure and the increase of construction land. Land use change and adjustment direction are basically rational and the ecological environment is stable.

Practical Significance of Rural Survey of the Communist Party of China after Reform and Opening up

Conducting rural social investigation is the excellent tradition of the Communist Party of China.Since the reform and opening up,the Communist Party of China has undertaken several times of rural investigation,fully grasped the first-hand data of rural development situation of China,and formulated scientific policies and measures.These promote tremendous changes in rural development.Rural investigation of the Communist Party of China covers a wide range of topics,including politics,economy,education,science and technology,health care,sanitation,and population.Undertaking detailed investigation in rural areas is of great significance for development of rural society,scientific administration of the Communist Party of China,and the construction of the socialist society with Chinese characteristics.

Psychological problems in China in the era of transformation

The purpose of this study is to reach a better understanding of how minor psychological problems (MPP) are perceived in China by well-educated Chinese. An exploratory qualitative design is used. The results are based on interviews with professionals and students practicing Chinese medicine (TCM) and lay people from three urban sites. Minor psychological problems have traditionally not been labelled as disorders or illnesses but challenges in daily living or as “heart problems” and seemed to have less serious consequences than we are accustomed to think from a modern western outlook. “Problems of life” rather than sickness was the category that best summarized perceptions of such problems among the Chinese. It points to a salutogenetic perspective reflecting perception of mental health and MPP as processes of adaption and interpretation of meaning rather than medical conditions or sickness. Due to the influence from the West these problems are, however, more often comprehended as a health problems or even sickness, and not solely natural problems of life.

The spatiotemporal variation of the b-value and its tectonic implications in North China

In this study, we adopt an improved Bayesian approach based on free-knot B-spline bases to study the spatial and temporal distribution of the b-value. Synthetic tests show that the improved Bayesian approach has a superior performance compared to the Bayesian approach as well as the widely used maximum likelihood estimation （MLE） method in fitting the real variation of b-values. We then apply the improved Bayesian approach to North China and find that the b-value has a clear relevance to seismicity. Temporal changes of b-values are also investigated in two specific areas of North China. We interpret sharp decreases in the b-values as useful messages in earthquake hazard analysis.

Ectomycorrhizal Fungi of Conifers and Their Economic Value From Xinjiang China

91 noteworthy ectomycorrhizal fungi associated with Larix sibirica Ledeb. etc. from Xing jiang are discussed. Hydnellum caeruleum(Horn. :Pers. )Karst. ,H. peckii Banker apud Peck,Cortinarius azureovelatus Orton,C. pinicola Orton, C. rickenianus Maire are new record to China. Among which 66 species are edible, 14 species are poisonous, 13 species are pharmaceutical, 22 species are probably anticancer.

The Centenary of the CPC:Evolving Economic Development Thought for New China

After the founding of People’s Republic of China in 1949,the economic development philosophies of the Communist Party of China(CPC)evolved over time.Review of this difficult journey of ideological change can not only shed light on the origin,but also better understand the theoretical contributions of Xi Jinping thought on China’s socialist economy in the new era.This paper investigates China’s evolving economic development thoughts from six dimensions in three eras when the Chinese nation(i)independently established a basic industrial system from a blank sheet,(ii)sought prosperity through reform and opening up,and(iii)increased national strength.The six dimensions of this study include:(i)the tasks identified by the Party as essential for various stages of development;(ii)the different modes of economic development embraced based on development thoughts for various stages;(iii)the different modernization pathways to achieve the goals of socialist modernization;(iv)the adjustment of agricultural policy and development paths to close the urban-rural divide;(v)the different approaches for regulating the supply side and demand side of economic development with the emphasis changing across various stages;and(vi)the different emphasis to internal and external economic circulations across various stages.

Effects of boron number per unit volume on the shielding properties of composites made with boron ores from China

The total macroscopic removal cross sections,deposited energies and the absorbed doses of three new shielding composites loaded with specific boron-rich slag,boron concentrate ore and boron mud of China for 252Cf neutron source were investigated by experimental and Monte Carlo calculation.The results were evaluated by boron mole numbers per unit volume in composites.The half value layers of the composites were calculated and compared with that of Portland concrete,indicating that ascending boron mole numbers per unit volume in the composites can enhance the shielding properties of the composites for 252Cf neutron source.
