The current predominant self-review mechanism by policy-making bodies suffers from deficiencies such as insufficient motivations, limited review capabilities, and weak external supervision. Third-party assessment, characterized by independence and specialization, is designed to mitigate these shortcomings. However, the implementation of third-party assessment faces challenges too. This paper intends to improve the third-party assessment system and to realize the legislative purpose of the system. Based on social research, discussions and exchanges with relevant parties, and the existing research results, this paper analyzes the challenges and possible optimization measures for the third-party assessment. The challenges include repulsion from policy-making bodies, insufficient independence of assessment bodies, disparity of assessment quality, and limited application of assessment outcomes. Possible optimization measures include promoting fair competition culture, increasing the acceptance of third-party assessment from policy-making bodies, enhancing the quality of third-party assessment, clarifying the relationship between policy-making bodies and assessment bodies, ensuring the independence of third-party assessments, and promoting the application of assessment results. 展开更多

On the basis of defining the concept of rural public product supply, the weaknesses of the supply mechanism of rural public product are analyzed. The shortages of rural public product supply lead to the difficult ties in developing agriculture and rural economy; enriching farmers and narrowing the urban and rural income gap. Problems in rural public product supply are further analyzed. Firstly, the national finance used in agriculture is low. Secondly, farmers are not separated from decision system and the beneficiaries separate from the decision-makers. Thirdly, farmers are not fully treated as civilians. Fourthly, rural areas lack the selection and supervision mechanism of public product. The ideas and countermeasures on perfecting rural public product are put forward from the perspective of main beneficiaries. The supply of rural public product should take intensifying the self development capability of farmers as core; farmers should actively participate in the making the rural public product decision and fight for their right to say. Farmers should unit together through organizations to improve the organizational level. Farmers should actively participate in trainings on them and try to get the updated information from the local government. Organizations serving rural communities in Kenya have found use for media as a tool of replacement for personal interface in the daily communication with the beneficiaries of their programmes in deprived areas. The interactions between two non-governmental organizations (NGOs) and rural beneficiaries in Isinya, Kajiado County, provide case studies of how NGOs modernize their outreach via new media and how beneficiaries respond to the change. The research was not only concerned with the presence of information technology (IT) and online facilities in remote and deprived locations. It also evaluated responses to the replacement of person-to-person contact with technologies, such as social media, the Internet, Compact Disc-Read Only Memory (CD-ROMs), and Digital Versatile Disc (DVDs). Conducted in four focus groups, the research evaluated the uptake of new media technologies by beneficiaries following the transition, asked whether beneficiaries engaged with the materials being communicated, and assessed whether this confluence of technology and culture had eased the flow of communication, or unsettled it. Evidence of discomfort among the older (over 50-year-old) beneficiaries stemmed from fear of failure to master the technologies and a desire for a continuation of regular interpersonal interaction with the NGO field officers (whose field trips were scaled back in preference of computer-mediated communication). However, younger (under 40-year-old) beneficiaries were less insistent on regular interpersonal visits and were appreciative of the use of technology, and of the building of Maarifa Centres to give the beneficiaries free access to internet, DVDs, and hard drive-based information materials. Another demographic, beneficiaries aged between 40 and 50 years old, said they were not comfortable with the change and wanted the interpersonal interaction to continue, but were open to a longer-term transition once the beneficiaries were all conversant with the uses of the new technologies. The study recommends a better managed transition that accommodated the beneficiaries’ fears, misgivings, and cultural preference for verbal, face-to-face consultation. 展开更多

背景厘清社区卫生服务机构主要服务的人群特点,对下一步社区卫生服务机构的精准改革具有十分重要的意义。目的通过分析综合改革前后北京市社区卫生服务机构治疗费用的受益人群特征,为下一步改革政策制定和调整提供精准的数据支持。方法... 背景厘清社区卫生服务机构主要服务的人群特点,对下一步社区卫生服务机构的精准改革具有十分重要的意义。目的通过分析综合改革前后北京市社区卫生服务机构治疗费用的受益人群特征,为下一步改革政策制定和调整提供精准的数据支持。方法本研究基础数据来源于2016—2019年北京市卫生总费用核算基础数据库,其他数据来源于2016—2019年《北京市卫生健康统计年鉴》《北京市卫生财务统计年报》《北京市卫生费用核算报告》等。采用多阶段分层整群抽样的方案选取社区卫生服务机构,从HIS系统纳入全年的门诊数据、住院患者的数据。采用卫生费用核算体系2011(SHA2011)核算、分析社区卫生服务机构治疗费用的受益人群状况。结果2016—2019年北京市社区卫生服务机构治疗费用从121.81亿元增长至222.45亿元,年均增长19.07%。40岁以上中老年患者治疗费用历年占比均在92%以上,60~岁、80~岁两个年龄组患者治疗费用增长较快,年均增速分别为24.08%、25.84%;治疗费用中内分泌、营养和代谢疾病,症状、体征和检验异常、循环系统疾病占比最高,内分泌、营养和代谢疾病,神经系统疾病,症状、体征和检验异常疾病治疗费用增长较快,年均增速分别为40.11%、48.40%和32.43%。结论综合改革后分级诊疗成效初显,社区医疗服务资源主要由中老年患者、内分泌、循环系统等慢性非传染性疾病患者所消耗,改革引导更多中老年和慢性病患者流向社区,社区卫生服务机构应该从服务能力、人才队伍、慢性病管理、医联体建设等多方面着手,提升其服务能力,巩固和维持改革的效果。 展开更多

Analytic hierar- chy process (AHP) was used to determine the weight of the index system of each level, and AHP and fuzzy comprehensive evaluation method were used to determine the selection steps for the third-party logistics providers for agricultural products. The North China Plain and the agricultural region are crossed by the Shanxi-Beijing natural gas pipeline.Resi-dents in the area use rototillers for planting and harvesting;however,the depth of the rototillers into the ground is greater than the depth of the pipeline,posing a significant threat to the safe operation of the pipeline.Therefore,it is of great significance to study the dynamic response of rotary tillers impacting pipelines to ensure the safe opera-tion of pipelines.This article focuses on the Shanxi-Beijing natural gas pipeline,utilizingfinite element simulation software to establish afinite element model for the interaction among the machinery,pipeline,and soil,and ana-lyzing the dynamic response of the pipeline.At the same time,a decision tree model is introduced to classify the damage of pipelines under different working conditions,and the boundary value and importance of each influen-cing factor on pipeline damage are derived.Considering the actual conditions in the hemp yam planting area,targeted management measures have been proposed to ensure the operational safety of the Shanxi-Beijing natural gas pipeline in this region. 展开更多

The study assessed data gathering and storage practices, regulatory adherence, legal structures, consent procedures, user education, and strategies to mitigate risks. Results: The findings reveal significant advancements in technologies designed to safeguard privacy and facilitate the widespread use of mHealth apps. 在通信标准必要专利跨领域许可的进程中,通信产业与标准产品产业就供应链上的许可模式存在分歧。回溯分歧的发生背景和诉讼呈现可知,该分歧的实质为FRAND义务分歧,且应被锚定为终端级自由许可和组件级优先许可两种模式的争议。经总体检... 在通信标准必要专利跨领域许可的进程中,通信产业与标准产品产业就供应链上的许可模式存在分歧。回溯分歧的发生背景和诉讼呈现可知,该分歧的实质为FRAND义务分歧,且应被锚定为终端级自由许可和组件级优先许可两种模式的争议。经总体检视,终端级许可将引致上游供应商实施行为法律确定性缺失、高交易成本困境与专利劫持的潜在风险,组件级许可则具有提升许可效率和抑制专利劫持的合理性,然而组件级优先许可义务的设定不符合比例原则。SEP持有人在有权自由选择许可层级的基础上,应充分履行包含FRAND谈判义务与SEP开放义务的FRAND义务,以消除前述风险。SEP持有人违反FRAND谈判义务的,将受SEP侵权不停止规则的规制,SEP开放义务则依托利益第三人条款的明确约定或合同解释得到履行。 展开更多

Stakeholders in the field of food safety management in China can be classified into three categories, government, food producers (farmers and enterprises), and the third-party regulatory bodies. The third-party regulation has experienced rapid development in past twenty years, and recently received considerable attention from consumers and the central government. This paper provides a review about the development, problems and future trend of the third-party regulation on food safety in China. To be specific, five forms of the third-party regulation are assessed, including media exposure, the third-party certification, regulation by consumer associations, social movements promoted by non-governmental organiza- tions (NGOs), and regulation by industry associations. The study concludes that media and consumer associations are the major players in the third-party regulation and are highly repudiated among customers. The food certification industry has developed rapidly, but is now facing crises of confidence among consumers because of its lack of self-regulation. NGOs and industry associations still remain in the early development stages of food safety management, and therefore, are of little importance in current regulatory bodies. 展开更多

Operational risk events have severely impacted the development of third-party payment(TPP)platforms,and have even led to a discussion on the operational risk capital charge settlement by relevant international regulators.However,prior studies have mostly focused on qualitative mechanism analysis,and have rarely examined quantitative risk assessment based on actual operational risk events.Therefore,this study attempts to assess the operational risk on TPP platforms in China by constructing a systematic framework incorporating database construction and risk modeling.First,the operational risk database that covers 202 events between Q1,2014,and Q2,2020 is constructed.Then,specific causes are clarified,and the characteristics are analyzed from both the trend and loss severity perspectives.Finally,the piecewise-defined severity distribution based-Loss Distribution Approach(PSD-LDA)with double truncation is utilized to assess the operational risk.Two main conclusions are drawn from the empirical analysis.First,legal risk and external fraud risk are the two main causes of operational risk.Second,the yearly Value at Risk and Expected Shortfall are 724.46 million yuan and 1081.98 million yuan under the 99.9%significance level,respectively.Our results are beneficial for both TPP platform operators and regulators in managing and controlling operational risk. 展开更多
