This year marks the 90th anniversary of the found- ing of the Communist Party of China （CPC）. As Party General Secretary Hu Jintao said, for the past 90 years, under the leadership of the CPC, the Chinese people have accomplished the three missions of New Democratic Revolution, the Socialist Revolution and reform and opening-up. During the process, the Party and the people have opened a new path of socialism with Chinese characteristics, formed the theory of socialism with Chinese characteristics, as well as established a system of socialism with Chinese characteristics.

The practice of human rights in contemporary China puts forward an urgent demand for the innovation in human rights theories.On the basis of summarizing the practice of human rights in contemporary China,the developmental theory of human rights holds that human rights are the value consensus and social norms fostered by the common crisis faced by all human beings under the background of globalization of market economy.The free,comprehensive and harmonious development of all people is the ultimate goal of human rights.Taking the right to human development"as a purposive right can provide more enlightening explanations for the relational structure of human rights.

Contributions of the 18th CPC National Congress to Innovation and Development of Human Rights Theories

The report of the 18th National Congress of the Communist Party of China （CPC） set ＂respecting and ensuring human rights＂ as an important goal of development and reform in China, thus siniciz ing the latest Marxist human rights theories and reflecting major in novations and developments made by the CPC in the field of human rights theory. I. Human Rights as a Core Idea and Important Goal of Social Development Human rights are integral to the pursuit of the core value of socialism and to the core idea of socialism with Chinese characteristics. The report of the 18th CPC National Congress summarized the new progress and experience of human rights advance ment in recent years in China by setting ＂respecting and ensuring hu man rights＂ as an important goal of China as it completes the building of a moderately prosperous society.

On Dynamic Social Factors for Development of China’s Human Rights Theory

China＇s mainstream human rights theory has undergone tremendous changes since the reform-and-opening scheme was kicked off in the early 1980s. ＂Human rights,＂ which used to be seen as a concept of capitalist ideology, is now an important part of the Chinese system of socialist values.

Vigorously Boosting the Development of Chinese Human Rights Theory and Practice

We feel a great honor and heavy responsibil- ity upon the Human Rights Research Center at Shandong University being named one of China＇s national human rights education and training bases. In our view, national human rights education and training bases should keep up with the times, bring into full play their ad- vantages of uniqueness and openness, complement each other, make con- certed efforts to achieve innovation and vigorously boost the development of Chinese human rights theory and practice. The university center will continue to bring into play its tradi- tional strength in theoretical research and graduate education and work hard to fulfill all the tasks of the center. It will focus on the following work.

An Investigation Into Career Development Contexts of University Russian Language Teachers in China(1949-2019)From the Perspective of Ecological Theory

Although much research has been conducted on the interactions between the career development of foreign language teachers and their contexts around the world,a literature review reveals that there exists scanty research on the relationship between university Russian language teachers’career development and their contexts in China since 1949.Based on relevant studies on the career development of foreign language teachers and the ecological theory,this paper involves research on the impact that different ecological systems(micro-,meso-,macro-and exo-ones)have played in the career development of Russian language teachers in China.Participants are 10 Chinese Russian teachers of different ages from different universities in different parts of China.Via literature review,narration methods and semi-structured(in-depth)interviews with the help of NVivo,this research finds that Russian language teachers’career development results from multi-faceted interactions of the following contexts:ideology,Russian language educational policies and personal factors as well as college contexts.This paper concludes with some suggestions for improving Russian language teachers’career development in China.

On The Research of Foreign and Domestic Human Capital Theory

Human Capital Theory came into being in the middle and later periods of the 20th century. A lot of achievements have been made on the research in its connotation, measures of the value, investment and income, function mechanism and so on, by foreign scholars. In recent 10 years of the new Millennium alternation, the "steal business effect" and the structure of human capital on the mechanism of economic rise has become the two emphasis in current foreign Human Capital Theory’s research. On the basis of foreign researches and Chinese situations, domestic scholars have enriched and developed it, but there are many disparities in its methods, aspects and levels between foreign and domestic researches.

平台化组织柔性人力资源管理的内涵及测度研究

在数字经济时代背景下,组织平台化转型的趋势对传统的柔性人力资源管理提出了新的挑战。目前有关柔性人力资源管理的研究仅聚焦于传统组织,无法体现出组织平台化转型背景下管理边界、管理单元和管理流程等方面的特点。因此本文选取平台化组织中人力资源管理部门负责人作为研究样本,通过扎根理论探讨平台化组织柔性人力资源管理的结构维度,并在此基础上开发并检验测量量表。研究结果表明,平台化组织柔性人力资源管理包括“结构柔性人力资源管理、资源柔性人力资源管理和过程柔性人力资源管理”三个维度,共13个题项。同时,因子分析结果亦表明,本文所开发的量表具有良好的信度和效度。

人类文明新形态:交往发展中的新向度--基于马克思交往理论对人类文明新形态的审视

人类文明新形态是人类交往实践的最新成果,可以从马克思交往理论的视域对人类文明新形态进行审视与理解。人类文明新形态是交往历史发展中,由“人的依赖关系”进入“以物的依赖为基础”的交往形态后,向“人的自由全面发展”的交往形态发展的全新过渡形态;是在继承和发展马克思交往理论的基础上,在应对全球性交往危机、构筑世界交往新体系和推进中国式现代化发展道路中所作出的重大理论创新;也是在当下交往发展的现实中所彰显出的中华文明发展的当代形态、社会主义发展的中国形态和世界文明发展的全新形态,是为世界交往发展所提供的中国方案、中国经验和中国智慧。

社会资本影响教育获得的四种范式

教育获得是社会科学研究的重要内容之一,社会资本对教育获得的影响日益受到重视。本文通过深度梳理社会资本对教育获得影响的理论和实证研究成果,归纳分析了“网络资源”范式、“社会闭合”范式、“群体资源”范式和“宏观社会资本”范式对教育获得的影响。在评析以往研究的基础上,倡导拓展社会资本影响教育获得的研究范式,用人类发展生态系统理论统筹社会资本影响教育获得的研究,关注个体教育获得的主体性和建构性,发掘教育获得的研究维度与结合多种研究方法进行多样化适切性的研究,以期更好地为教育公平实践提供借鉴。

系统发展视阈下数字时代的人权演进

系统的开放性使得人权系统受数字时代的变化而发生变化。数字时代转变了原有的社会交往空间、社会交往主体与社会交往媒介,使人权系统之功能不得不进行调整,以适应数字时代下对人权之新需求。从要素观察人权系统,其效力范围、法律主体、权利内容均在前三代人权基础上得以发展。但从层次观察人权系统可发现,数字时代下的人权演进并不构成发展层次质变,尚未完成四代人权代际层次跳跃。数字人权本质上是三代人权要素发展后的新样态。为更好地保障数字时代人权,可以从横纵两方面调整人权系统结构。在横向结构上,可从效力空间、法律主体、权利内容三方面组建数字人权;在纵向结构上,可从国际法、宪法、部门法三方面建构数字人权。

马克思精神生产理论的双重批判及其逻辑构建

资产阶级政治经济学家关于“生产性劳动”和“非生产性劳动”的划分,触及了资本主义劳资关系的本质,但混淆了劳动的社会形式与物质规定,因而未能发现“非生产性劳动”中精神生产的独特规律。以康德的先验主体和黑格尔的绝对主体为代表的德国主体哲学,讨论了精神主体自我生成的动力机制,为马克思有关人的主体能动性理论提供了思想来源。在批判继承前人成果基础上,马克思从“现实的人”出发,以生产劳动的社会历史性为逻辑起点,辩证分析精神生产与物质生产之关系,通过对“生产主义”劳动的批判和对自由劳动的揭示,指明了精神生产的最终目的是促进人的自由全面发展,构建了科学的精神生产理论。马克思关于精神生产的研究,对以“促进物的全面丰富和人的全面发展”为价值目标的中国式现代化,具有世界观和方法论上的指导意义。

共同富裕思想的历史演进及其理论特性探究

共同富裕思想是马克思主义关于社会发展目标的重要论述,经过中国共产党人不断创新发展和接力探索,逐步形成了中国特色的共同富裕思想。共同富裕思想经过各个不同时期的创新发展,体现出不同历史阶段反馈的现实价值,意在通过分析挖掘中国特色共同富裕思想根植的现实土壤,梳理其理论特性,凸显其在当今世界共产主义社会共同富裕建设历史中反哺的理论和现实意义。

论经济发展方式转变与人力资源管理创新的关系:基于战后德国的案例研究

二战后德国通过转变经济发展方式创造“经济奇迹”,且伴随着一轮又一轮的管理创新高潮。“25年周期进化说”对中日美等国家的经济发展方式转变与人力资源管理创新之间的关系进行研究,并提出相应观点。文章首先通过回顾和分析近百年来德国经济发展和人力资源管理创新的历程,找出德国案例的周期性特征,其次推导出“25年周期进化说”的作用传导机制,最后利用瑞士洛桑管理学院历年发布的《国际人力资源竞争报告》合成人力资源管理创新指数,以此代表人力资源管理创新,用德国历史GDP数据生成GDP增长率转换指数,以其代表经济发展,利用统计性检验分析经济发展和人力资源管理创新之间的波动性特征和因果关系,并对两者未来的发展趋势进行预测,从实证分析的角度验证“25年周期进化说”的现实存在性,为进一步完善和丰富该假说的理论内涵奠定坚实的数理基础。

Will Special-Contracted Teachers Promote the Development of Rural Students?From the Perspective of the New Human Capital Theory

The Special-Contracted Teacher Scheme,a supplement to the traditional mode of teacher supply,has been implemented for 17 years and the teaching quality of those teachers has gained a lot of attention.Using data of teachers and students from the sample counties in four central and western provincial-level administrative units,this paper studies how special-contracted teachers have affected students’academic performance and non-cognitive ability according to the student development framework of the new human capital theory,and how those effects vary among different teacher groups.Results show that while special-contracted teachers have helped improve the academic performance of rural students,their role is limited in improving students’non-cognitive ability.At the same time,female special-contracted teachers and those without a normal major play an obviously bigger role in raising students’academic performance.The conclusion is that special-contracted teachers can to some extent help narrow the urban-rural gap in academic performance,but more research needs to be done to better understand their effects on students’non-cognitive ability.

公共图书馆的中国式现代化--广州图书馆转型发展的历程、评估与思考

转型发展是当代国内外公共图书馆界探讨的热点问题,也是关乎能否顺利应对信息技术挑战、实现可持续发展的重大理论与现实问题,更是公共图书馆中国式现代化要回答的时代命题。文章旨在通过研究广州图书馆的实践案例,探讨公共图书馆转型发展的可行模式,探索公共图书馆中国式现代化路径。文章对广州图书馆新馆开放10年来系统开展文化服务、拓展公共交流功能、强化阅读推广服务、推动功能平台化和知识服务、强化管理支撑和管理变革的实践历程进行梳理,对“第三空间”、社会交流与信息交流等理论基础进行分析,从创造交流价值、提升综合服务效能、促进传统服务、强化传播与阅读推广、展现平台价值等5个方面对转型发展的成效进行评估。研究发现:广州图书馆的转型发展实践形成了一个可行模式:方向是文化服务及更广义的交流服务;主要的理论基础是“第三空间”或公共空间理论;路径是充分利用新馆建筑设计,实施自由、平等、开放、包容的服务政策,通过服务拓展,强化交流功能;服务模式是通过引入文化交流、公共交流活动,丰富服务内容,提升公众的图书馆意识,促进图书馆传统服务,提升综合服务效能,使图书馆日益成为城市的公共文化中心和城市窗口。文章从构建以人为中心的图书馆、强化科学与文化功能、持续寻求科学理论的指导、坚守人文主义底色等方面对公共图书馆转型发展的未来和公共图书馆中国式现代化路径提出了进一步的思考。

论中国式职业教育现代化概念的核心内涵

中国式职业教育现代化概念已成为职教界探讨的焦点,但由于对其所反映的思维对象缺乏系统的理论研究,目前的认识还比较模糊。通过对现代化概念的词源考察,及对现代化与工业革命的关系、现代化的本性的分析,结合马克思人的发展三形态理论,推论出当代全球现代化过程的新蕴涵。基于对现阶段中国式现代化的基础与核心的分析,提出中国式职业教育现代化的主体“人”应具有的新时代的工匠精神与大国工匠使命感、创新意识与创新能力、绿色意识与绿色技能,此即中国式职业教育现代化概念的核心内涵。

马克思主义人权理论及其在中国的胜利

马克思主义人权理论是在批判地继承启蒙思想家人权观念的基础上,通过深刻揭露资产阶级人权的虚伪性和欺骗性的本质建立的。它指出无产阶级和人民要享有人权,必须进行革命,使自己上升为统治阶级,争得民主,实行社会主义,从而实现对资产阶级人权理论的根本性、历史性超越。中国共产党自成立就以马克思主义为指导,高举争人权的旗帜,为中国人民解放和享有人权而奋斗。无论是在新民主主义革命还是社会主义革命和建设时期,中国共产党都以人民为中心,将争取人权与争得政权密切结合,将争取政治权利与争得经济权利密切结合,坚持以生存权和发展权为首要的基本人权。党的十一届三中全会后,实行依法治国,建设社会主义法治国家,将党中央提出的尊重和保障人权确立为宪法原则,我国人权事业展现出新面貌。进入新时代,习近平同志继承毛泽东、邓小平、江泽民、胡锦涛等历代领导人的人权理念,从人权理论到实践,从人权主体到各项人权,从国内人权建设到国际人权交流、斗争,积极参加全球人权治理,推进构建人类命运共同体,马克思主义人权理论发展进入新阶段。

从行政规制到自身良性发展:取消职普分流后职业教育的发展路径探析

随着职业教育发展内外部环境的变化,行政规制下的职普分流政策面临诸多问题,而新职教法的出台为解决这些问题指明了方向,同时也带来新的挑战。文章构建了基于人力资本理论和信号理论的职业教育选择模型,对行政规制下职业教育面临的问题进行了剖析,继而探讨依靠职业教育自身良性发展的关键因素和有效路径。结果显示,行政规制下的职普分流政策会影响职业教育培养的人力资本价值和向社会传递的教育信号,导致职业教育的发展陷入恶性循环。影响职业教育自身良性发展的关键因素包括生源质量、教育价值和职教信号,应从凸显类型特征、注重内涵建设、深化产教融合和改良职教信号等方面探索发展职业教育的有效路径。

中国式现代化对后发国家不发展理论的超越

中国式现代化不仅打破了西方发达国家现代化模式的垄断地位,而且扬弃了包括“发展主义”思潮、依附论、世界体系论在内的后发国家不发展理论。在比较研究的视野中,不发展理论虽然突破了“现代化=西方化”的思维误区,但未能克服后发国家现代化过程中的普遍性困境,无法真正提出非西方现代化的可行方案。与此不同,中国式现代化完全超越了不发展理论的话语范畴和想象空间,真正找到了破解后发国家“外源现代化”历史命题的全新思路,开创了一条以社会主义制度引领民族发展道路进而解决人类公共性问题的现代化新道路。
