The essay aims at analyzing the relationship between the changes of political information,disseminated through the net,and the dangers to democracy.In particular,three topics will be addressed:the change of ways of ma...The essay aims at analyzing the relationship between the changes of political information,disseminated through the net,and the dangers to democracy.In particular,three topics will be addressed:the change of ways of making political information on the net;the new characteristics of political information disseminated on the net and the risk for democracy;the need to combat political disinformation on the net through adequate regulation.In this regard,the paper analyzes the measures adopted in some European countries,such as France,Germany,and Spain,aimed at countering disinformation online and fake news,especially in the field of political information,and the action started by the European Union for this purpose.The measures adopted by some European countries are aimed at:repressing the disinformation and fake news;providing transparency obligations for providers;promoting media literacy programs.Instead,the European Union preferred to resort to self-regulation by providers.In fact,although the European Union can adopt a regulation containing specific obligations for providers,for the moment it has provided for the adoption of a Code of good practice to combat disinformation which is not binding on them.In this regard,the paper analyzes the possible measures that States and European Union could introduce in order to combat the phenomenon of political disinformation able to influence the voters and condition the electoral competitions.Finally,the paper focuses on the effectiveness of these measures and their limits.展开更多

The paper proposes that the four-component structure of political order consists of state, imagination, rule, and accountability whose mental origins are the social brain, theory of mind, the rational brain, and the e...The paper proposes that the four-component structure of political order consists of state, imagination, rule, and accountability whose mental origins are the social brain, theory of mind, the rational brain, and the empirical brain, respectively. The rational brain and the empirical brain are from the thinking brain. This paper posits that in the evolution of political order, the main function of political order is to pacify changed social structure derived from technological revolution. Therefore, the four technological revolutions (the Upper Paleolithic, Agricultural-Bronze, Iron, and Industrial Revolutions) produce the four changed social structures (linked bands, tribe, mega empire, and modern nation, respectively) whose internal conflicts are pacified by the four political revolutions (the imaginative, hierarchical, thinking, bottom-up political revolutions, respectively) to form the four politics (the imaginative egalitarianism, decentralized hierarchical tribalism, centralized top-down thinking, and multilateral bottom-up thinking politics, respectively). In the competitive West originated from Greece and Middle East, the rule of law is the rational rule of competition among competitors, and the accountability of election is the empirical accountability of competition among competitors. In addition, the article aimed to determine the unique national criteria of Mongolian democracy and the need to create an organization to monitor the process of democracy. The process of identifying important documents and ideals for the development of Mongolian civil society today is still in its early stages. It can be said that the approval of the democratic constitution and the first free and fair parliamentary elections as a country that has newly and restored democracy became another impetus for the creation of a new type of citizen organization. It is characterized by trying to study the changes that have occurred since this historical period at the intersection of political science and security studies. One of the most important issues today is to find out how many non-governmental and civil society organizations exist in Mongolia today, which are Western-oriented, focused on specific issues, have their own position and opinion, are specialized, and are capable of influencing government policy. On the other hand, in this article, we emphasize whether non-governmental and civil society organizations, which aim to hold the government accountable, and carry out influence and control activities, are fully developed.展开更多
