Problem identification and revitalization strategies for the recovery and reconstruction of traditional villages in the Ms 6.8 Luding Earthquake

Post-disaster reconstruction is a topic of global concern,and traditional villages have special heritage attributes and need to face more requirements and obstacles in post-disaster reconstruction.This paper summarizes four concepts based on the research on post-disaster reconstruction both domestically and internationally,as well as the recovery and reconstruction of cultural heritage.Through a field survey of traditional villages in the Ms 6.8 Luding earthquake-stricken area,it is found that there are problems such as insufficient awareness of heritage value,misalignment of scientific reconstruction technology,and insufficient protection of reconstruction elements during the reconstruction process.Traditional villages face the risk of declining or even loss of heritage value.In order to effectively protect traditional villages and inherit the carrier of regional culture,four targeted reconstruction response strategies are proposed,i.e.,to"establish special planning for traditional village preservation","emphasize recovery of the authenticity of village heritage","ensure elements for village heritage recovery"and"promote the activation and utilization of village heritage",based on the problems discovered during the survey and the four concepts summarized in the research on post-disaster reconstruction of traditional villages.The research results hope to provide useful reference for ancient cultural areas affected by earthquakes on how to protect cultural heritage during the post-disaster reconstruction process.

Study on Rural Stock Cooperatives Based on Tangyue Village Model

At present,the issues concerning agriculture,farmers and rural areas are increasingly prominent,and the demand of rural economic reform is increasing. In view of current development situation of rural areas,with reference to successful experience of Tangyue Village Model,this paper analyzed functions of rural stock cooperatives to agricultural development,farmers' income increase,and rural prosperity. Finally,it came up with feasible recommendations for rural reform and the issues concerning agriculture,farmers and rural areas.

Game analysis of endogenous force in developing cooperatives in the village: A case study

With village elite fl ow as the clues, this study mainly describes the development of the Hongqi village cooperative organization. Through analyzing the fl ow condition in development process of the village elite personnel in the village cooperatives, this paper explores the struggle and cooperation between the developments of cooperatives of endogenous force in rural structure. The study found that under the limited situation of rural elite capacity, as an embedded base village bottom-up formation of cooperatives, the internal forces are constantly in a tension structure, the various forces in the different development period are conversion between the symbiotic and opposition; Combination, differentiation, struggle of various forces within the cooperative are supported by their own wealth, genetic, factional social capital; the splits and realignments of malignant competition forces caused by internal cooperatives are the key power to restrict the development of village cooperatives. The base-level countryside and cooperatives needs limited elite unity and equilibrium of internal forces to obtain effective governance and long-term development.

Comparison of Efficiencies of Enterprises Engaged in Food Sector in Turkey by Data Envelopment Analysis Taking Account of Their Efficiencies and Rantability Rates

Enterprises are in competition with other enterprises operating in their fields. In today＇s world, enterprises need to increase their efficiency and productivity, the values of which, if below market conditions, they need to raise. Data Envelopment Analysis, widely utilized in efficiency and productivity measurements is a method that measures the efficiency of one unit relatively, taking more than one input determines the efficiency of units with similar inputs and outputs and output simultaneously. DEA interactively Thus, not only the efficient units are determined, but an opinion is offered as to how the inefficient units can be improved. In this study, 12 enterprises that were among the first 500 enterprises in Turkey in 2008, active in Istanbul Stock Exchange and operating in food sector through Data Envelopment Analysis. In the model, activity rates were used as input values, rantability rates were used as output values. In conclusion of simultaneous analysis of input and output values, efficient and inefficient enterprises were determined.

Non-professional Agricultural Production Villages Establishing a New Rural Cooperative

The article analyzes problems in the agricultural development of non-professional agricultural production villages of Fenghua City.Firstly,low technical and scientific content of production and low standardization level.Secondly,scattered sales and non-fixed marketing channels.Thirdly,difficulties in group cooperation of farm crops with special benefits.Fourthly,imperfect service of rural committees of non-professional agricultural production villages in Fenghua City.A new rural cooperative is to be founded to help villagers in non-professional agricultural production villages of Fenghua City to be engaged in agricultural production and management activities,and to improve their overall incomes.On the one hand,a perfect and scientific cooperative operating system is to be built specifically including three functions.Firstly,fully playing the leading and bridging role of rural primary organizations.Secondly,fully carrying out the pushing role of capable persons in the administrative village.Lastly,fully playing the role of active participation and cooperation of villagers.On the other hand,constructions of normalization,standardization and brand orientation with special emphasis should be achieved under the guidance of local governments.The key of building a cooperative of non-professional agricultural production villages in Fenghua City is discussed.One is that rural cadres should have strong awareness of serving the people.The other is that governments at all levels should energetically support the establishment and management of rural cooperatives.

乡村治理共同体视角下农民集体决议法治化的双重样态与实现路径

基层政府、人民法院、乡村自治主体形塑了乡村治理共同体。乡村治理共同体内部理应呈现出的行政行为介入规范自治、司法权力嵌入保障私权、自治主体纠偏回归法治等预设样态,是农民集体决议法治化的应然图景。然而,行政行为偏差、司法裁判冲突、自治秩序混乱等治理乱象表明,治理共同体内部存在的行政机关权责失衡、司法机关审理规则不明、自治主体落实约束制度缺位,已然成为农民集体决议法治化面临的现实困境。立足于村民自治与国家法治的融合发展,以细化权责清单、统一司法规则、完善制度保障为依托,厘清行政机关介入农民集体决议事项的权力限度与责任范围、明确司法机关处理农民集体决议纠纷的案由类型与撤销权客体、强化自治主体重作农民集体决议的内部约束与司法约束,是农民集体决议法治化的重要路径。

“钟摆逻辑”:有限结构化的村务工作模式——基于湖北S村的经验研究

我国村级组织具有复杂性,在村务工作的组织模式、规范要求和具体内容等层面存在较大差异。研究发现,基层的村务工作呈现出明显的“钟摆逻辑”,即面对常规任务和特殊任务采取不同的应对方式。在处理常规任务时,运用分工合作的模式,将任务进行条线分割,主要采用坐班制、固定工作场所及规则治理等手段;而面对特殊任务时,则结成“行动班子”,以团结合作、工作动员等方式来应对。这种在常态模式与动员模式之间的切换使得村务工作处于有限结构化的状态,有助于提升基层治理效能。

多民族小区域社会共同性的形成——以贵州榕江县“宰牙四寨”为例

铸牢中华民族共同体意识,需要从各民族的交往交流交融历史实践中去认知和理解共同拥有的文化认同基础,进而才能引导新时代民族工作主线的具体实践。本文聚焦于贵州榕江县郎洞镇的宰牙四寨小区域社会,梳理自清代雍正年间国家“开辟”建制治理下,重构了村寨人群地理空间,使之步入苗、侗、汉等多民族共居互动的社会结构过程。在几百年的历史发展中,一方面是各民族面临相同的自然与社会生境,形成了共同的社会诉求和生活方式,一些被认为对共同生活与社会秩序稳定有保障的族性社会文化规则,被接纳重构为地缘性规则;另一方面是国家制度、文化理念、通用文字及现代民族平等政策等先后植入,与地方社会文化传统互动,生成新的整合机制,进一步强化了超越单一民族的小区域共同体凝聚。该个案的意义在于透析出具有共同性的“文化中国”是由若干类似超越族性的小区域共同体及其文化共遵共享连缀而成的。

世界卫生组织数字健康治理决策证据研究

目的对世界卫生组织发布的数字健康文件开展科学计量分析,为提升我国数字健康治理能力和治理水平,扩大我国在全球健康决策方面的影响力提供参考。方法识别世界卫生组织发布的数字健康文件引文类型,并开展科学计量,包括统计发文机构、国别、年份并分析引文主题等。结果世界卫生组织在数字健康领域发布多个战略和指导性文件,参考文献为电子文献、期刊文献和少量专著,电子文献以国际机构发布的各类文件为主。期刊论文来自多个医学相关高水平期刊,文献具有较强时效性,研究主题包括随机对照试验、队列研究、卫生教育、行为干预、吸烟、基础设施建设等。美国、英国和瑞士机构的研究成果获得最多引用。结论应合理采纳不同类型机构研究成果,科学优化我国数字健康在重点疾病领域的规划措施,积极参与全球数字健康治理,鼓励我国有能力的社会组织、高校等机构世界卫生组织和其他国际组织研究项目并扩大成果影响力,加强国际合作。

复杂产品企业主导产学研深度融合策略博弈

基于创新行为决策学说,提出研发服务协议发挥效力时的温和型融合策略,基于“奖罚兼顾”的协同管理理论,对产学研道德风险存在下的4种深度融合创新均衡进行多维度估测研判。温和解或聚点行为对深度融合系统获益及公正性都极为不利,相比负向的三方非合作模式及保障举措,若支付可以被无任何附加条件地流转,则跨机构深度融合创新系统的总收益最优。从议价行为设计、平台化运作方面提出了复杂产品系统研制企业主导下三方深度融合创新系统强化策略。

专业学位研究生社会实践教学基地创新管理研究

随着我国研究生教育体系的持续优化,专业学位研究生教育越来越成为整个研究生教育体系中的重要构成部分,社会经济发展对专业人才的培养也提出了更高层次的要求。本文聚焦于专业学位研究生社会实践教学基地的创新管理研究,分析了社会实践教学对于培养专业学位研究生的价值内涵,指出了其既是理论学习的外延拓展、检验专业能力的有益尝试,也是高校培养高质量人才的核心环节。并对比了国内外研究生实践教学的发展现状,深入剖析了我国专业学位研究生实践教学基地运行中存在的问题。最后,针对现存问题,构建了全过程与系统化的专业学位研究生实践基地管理机制构建和能力提升的有效路径,期望为我省高校探索专业学位研究生社会实践教学基地创新管理机制提供借鉴与参考。

快递进村倡议下“邮快合作”主体博弈关系研究

快递进村具有成本高和效率低的困难,邮政与民营快递企业在共建配送中心、开展共同配送业务等方面进行合作,是解决这一问题的重要手段。因此围绕共建共配的邮快合作模式,分析了邮政快递企业和民营快递企业之间的合作和博弈关系,并构建了演化博弈模型,选取某区的实际数据作为算例,探讨不同因素对合作稳定性的影响以及政府政策在邮快合作中所起的作用效果。结果表明:邮政占据主导地位对推进快递进村具有一定优势,政府推进邮快合作的政策补贴应考虑多种补贴形式。

结合离差最大化的多属性群体决策TOPSIS威胁评估

针对传统理想解逼近排序法(TOPSIS)在确定多个属性权重系数上存在主观性和盲目性,并且所作决策多为单一决策,精确度不高等问题,提出结合离差最大化原理的多属性群体决策TOPSIS改进模型,利用离差最大化原理确定属性权值,同时引进群体决策方法。最后将该模型运用于机群协同空战的威胁评估中,建立了多目标威胁评估数学模型,并进行了全空战过程的动态仿真分析,结果表明所建立的扩展模型是合理可行的。

基于数字孪生和强化学习的低空智联网协同认知干扰

针对低空智联网协同认知干扰决策过程中,多架电子干扰无人机对抗多部多功能雷达的干扰资源分配问题,提出了一种基于数字孪生和深度强化学习的认知干扰决策方法。首先,将协同电子干扰问题建模为马尔可夫决策问题,建立认知干扰决策系统模型,综合考虑干扰对象、干扰功率和干扰样式选择约束,构建智能体动作空间、状态空间和奖励函数。其次,在近端策略优化(Proximal policy optimization,PPO)深度强化学习算法的基础上,提出了自适应学习率近端策略优化(Adaptive learning rate proximal policy optimization,APPO)算法。同时,为了以高保真的方式提高深度强化学习算法的训练速度,提出了一种基于数字孪生的协同电子干扰决策模型训练方法。仿真结果表明,与已有的深度强化学习算法相比,APPO算法干扰效能提升30%以上,所提训练方法能够提高50%以上的模型训练速度。

资本是促进农业农村现代化和农民共同富裕的重要生产要素。在资本下乡背景下,村企如何实现互惠共赢是促进乡村振兴与村落共同富裕的时代课题。资本下乡有序促进乡村产业振兴,关键在于地方政府引导资本市场逻辑与乡土逻辑的有效对接,推动工商资本与村落打造利益共同体。

县域医共体框架下村卫生室公私合作特征及模式探索

我国村卫生室发展具有公私合作的特征,但需要进一步完善。本文在公私合作理论指导下,在文献研究和政策梳理的基础上,对改革开放背景下我国村卫生室的公私合作特征和问题进行描述,结合县域医共体改革,对新型村卫生室公私合作模式在组织建设、服务提供、运营管理、风险承担等方面进行了探索。面对县域医共体,我国村卫生室需要在公私合作的建设标准、公益性维护、村医利益保障和风险分担上采取必要的措施。

广西横州杨村红陶工艺调查

通过对横州市峦城镇杨村红陶工艺的调查,发现其原料以横州本地陶土为主,高岭土为辅进行配置,胎料具有高铁高钾的特点;制作工艺以手工轮制为主,辅以泥条盘筑等方法;烧制窑炉在引进电窑、气窑的同时,还保留了独特的传统龙窑;产品以制作大型的红陶器物见长,所生产的特色器物有酒熬、金坛、平底罐等。历史上的杨村可能在广西窑业技术交流与传播中发挥了特殊贡献,钦州和宾阳邹圩两地制陶技术的源头都有线索指向杨村。整体而言,杨村红陶的工艺、炉窑和产品都极具特色,其背后丰富的历史、文化、科学等价值值得进一步挖掘与整理,以便更好地助力当地非遗的传承与保护。

党委统领合作社:共同富裕目标下集体经济发展的模式创新——基于贵州鸭池镇“两包一干”的经验诠释

党委统领合作社模式是推进乡村共同富裕和农业合作化进程的有益尝试,揭示了未来农村集体经济发展的可能路向。基于可持续生计分析框架,结合鸭池镇“两包一干”的实践经验,对该模式的出场情境、实践历程和运作机理进行剖析。集体经济升级转型困难、村际发展失衡及治理效能低下形塑了党委统领合作社的出场逻辑。在具体实践中,乡镇党委通过整合资金、技术和人力等资源要素有效深化了合作社的生计资本,依托党建引领推动村社组织再造和主体利益联结,进而形塑乡村治理共同体和利益共同体,并通过统筹市场开发降低合作社分散交易的制度成本和生计脆弱性,显著提升了合作社的生计输出。立足共同富裕的远景目标,地方政府应摆脱资源输入的路径依赖,以提升集体经济组织的生计能力为政策导向,加快构建整体性政策帮扶体系,同时以跨村联营为着力点,建立更高水平的合作化发展,在这一过程中,要坚持党的领导,将农民组织起来,引领全体农民在共建共治共享中迈向共同富裕。

村党组织领办合作社规范评价指标体系构建——以青岛市即墨区为例

基于村党组织领办合作社发展现状,运用德尔菲法和层次分析法(AHP),结合相关法律法规及各类指导文件,构建一套全面、科学的规范评价指标体系,对山东省青岛市即墨市的154家村党组织领办合作社进行实证分析,验证了规范评价指标体系的适用性。结果表明,90.9%的村党组织领办合作社规范程度处于中等及以上,9.1%的村党组织领办合作社规范程度较低,应有针对性地改进和完善,监管部门应定期检查并给予指导。由障碍度模型可知,发起条件、成员要求、收益分配是村党组织领办合作社规范化发展的短板,其中村民广泛参与、设立大会纪要和发展集体经济是主要的阻碍因素。为促进村党组织领办合作社规范发展,需确保大会纪要的标准化和透明化,提升决策的公开性和成员的责任感;提高村民参与度,增强村党组织领办合作社的民主性及成员的归属感和满意度,推动集体经济的有效增长。
