China＇s Free Trade Ports： Effective Action Against the Threat of De-globalization

SWOT Analysis and Countermeasures Study on TCM Industry in Hainan Free Trade Port

Objective To study the status of the Hainan’s traditional Chinese medicine(TCM)industry and propose countermeasures to promote the construction of Hainan’s modern TCM industry against the background of Hainan Free Trade Port construction,thus transforming the TCM industry into a modern TCM industry.Methods Sociology method and SWOT model in strategic management were used to analyze the current situation of the Hainan TCM industry.Results and Conclusion By using sociological methods(field investigation,policy research,and exchange interviews)and adopting the SWOT model in strategic management,and the current situation of the Hainan TCM industry was clarified,such as strength and weakness,opportunities and threat,thus nine suggestions were put forward for the construction of Hainan modern TCM industry.

An Innovative Path of the Hainan Free Trade Port from the Perspective of Global Experience

The construction of the Hainan Free Trade Port(FTP)should not only exploit the advantages of the socialist system with Chinese characteristics but also research and draw on the advanced institutions and successful experience of typical international free trade ports.The emergence of typical international free trade ports in Singapore,Dubai,and Chinese Hong Kong depends on an embedded international economic and trade order and institutional innovation practices.Both conditions are interactively embedded through a series of institutional designs with similar characteristics.The paper sorts out the necessary factors of the successful practice of typical international free trade ports,and proposess that the Hainan FTP should continue to exert its advantages by building on existing institutional innovation.At the same time,it should actively embed the regional multilateral international and economic and trade landscape represented by the Belt and Road Initiative and expedite institutional innovation and reform,and development in different fields,to create a socialist free trade port with Chinesecharacteristics.

Since President Xi Jinping announced the Chinese central government’s decision to transform Hainan into a highly open free trade port(FTP),the region has experienced unprecedented growth and development.In order to support this progress,a comprehensive policy framework has been introduced and successfully implemented,with tax policy playing a crucial role in its success.Under the principles of zero tariffs,low tax rates,simplified taxation processes,effective tax law enforcement,and phased implementation,Hainan FTP’s tax system has embarked on a new voyage,providing businesses with the strongest support ever introduced in China.The most fundamental changes pertain to income tax incentives for both individuals and businesses,and additional supportive measures in VAT have also been implemented to facilitate a strong free-trade economy.Meanwhile,it is hopeful that structural changes in the Hainan FTP tax system will also be in place after 2025.

Remapping Chinese Cities： From Empire＇s Political Centers to Battlefields of ＂Commercial Warfare＂

This article examines the late Qing urban transformation as a conscious effort by reformist officials, like Zhang Zhidong, to confront imperialist expansion and the challenges of the treaty port system during the dynasty＇s last decades. It shows how ＂commercial warfare （shangzharo＂ thought among the urban, reformist elite provided impetus for the radical transformation of traditional cities from military and administrative centers to battlefields of commercial warfare （shangzhan） against the West. No place better illustrates the urban structural changes in the late Qing dynasty than the tri-cities of Wuchang, Hanyang, and Hankou, the base of Zhang Zhidong＇s late Qing reform in Hubei. Zhang＇s daring urban modernizing efforts replaced the hierarchical structure of the three cities with relatively equal and symbiotic relationships. More importantly, Zhang Zhidong resurrected the concept of shangzhan （commercial warfare）--the idea that China could fight foreign expansion through commercial competition, which Zeng Guofan first used to address Western commercial advancement in the 1860s. This thought enabled Zhang to use the increasing global pressure and Chinese nationalistic sentiments to advance his reform agenda and break from the restrictions of the traditional urban ideal. Analyzing the intellectual foundations of late Qing urban reform is also crucial to understanding cities＇ central position in Qing＇s defensive global engagement.
