This paper emphasizes the urgency of solving the problems of farmers' employment under the condition of land transfer,indicating that solving the problems of farmers' employment is the necessary requirement of...This paper emphasizes the urgency of solving the problems of farmers' employment under the condition of land transfer,indicating that solving the problems of farmers' employment is the necessary requirement of land transfer,the actual requirement of constructing well-off society comprehensively,and the objective requirement of transforming developmental model.The characteristics of the problems of farmers' employment under the condition of land transfer are as follows:the rural surplus labor forces increase,and the ubiquitous unemployment is urgent;the employment room of farmers is narrow,and the structural unemployment is serious;the ability of farmers' employment is poor,and recessive unemployment has a large proportion;the situation of farmers' employment is not so sanguine,and the policy unemployment is frequent.This paper points out the causes of farmers' employment problems under the situation of land transfer as follows:in terms of analysis of subjective factors,farmers' self-employment ability is yet to be underpinned;in terms of analysis of objective factors,the relevant mechanism of government is unsound.Finally,corresponding countermeasures and suggestions are put forward as follows:establish the mechanism of farmer traceability analysis under the condition of land transfer;strengthen the training of farmers' skills;reinforce the publicity and education of farmers' employment concept;promote the process of urbanization and construct the employment vehicle of farmers;adjust the industrial structure in rural areas and expand the internal employment in rural areas;improve macro regulation and improve the employment environment for farmers.展开更多

The skill training exerts a significant effect on employment and urban adaptation of land-expropriated farmers. The mode of skill training promoting employment quality was proposed. Skill training can raise human resource level of land-expropriated farmers,and increase their labor and employment skills,to help them realize regular employment and smoothly become citizens. In this populous country where agriculture is dominated by smallholder farming, developing innovative technology and translating scientific knowledge into action for smallholder farmers is a crucial step in addressing this challenge. Here, we present a novel approach for technology innovation and dissemination to achieve sustainable intensification in the fields of smallholder farmers. The Science and Technology Backyard(STB) is a hub in a rural area that links knowledge with practices to promote technology innovation and exchange. In this study, the framework and functions of STB are introduced, and the key implications for sustainable intensification across millions of smallholder farmers are explicitly stated:(i) develop innovative technology based on stated demands of farmers;(ii) disseminate technology by innovative social service models though combined top-down approaches with bottom-up measures to enable smallholders in rural areas. This paper provides a perspective on transformation of small-scale agriculture toward sustainable intensification in China and useful knowledge applicable to other developing countries.展开更多

Based on the poverty monitoring survey data between 2006...Initially intended to prevent water and soil erosion, China's Grain-for-Green Project (GGP) also has had economic impacts on farmers'incorne and employment. Based on the poverty monitoring survey data between 2006-2010 from National Bureau of Statistics (NBS), this paper evaluates the GGP's policy effects with respect to farmers' income, non-agricultural employment and poverty alleviation. Our findings suggest that contributing to the GGP, farmers' income including GGP subsidies increased significantly compared with the pre-GGP level," however, if GGP subsidies are not taken into account, the increase in farmers'non-agricultural income after the GGP could only compensate.for the income losses from farmland reduction, showing an insignificant effect. Second, there exist significant differences on employment tendency among GGP households. High-income households tend to engage in operation business in forestry, livestock and fishery activities, while medium-income families are more inclined to seek employment outside, and the differences attribute to the inter-group intrinsic characteristics. Lastly, the GGP's poverty alleviation effect varies with the difference in poverty standard. Overall the GGP's poverty alleviation effect is significant.展开更多

To clarify the impact of non-agricultural employment on rural land circulation in China,we built logit models using the Chinese Household Income Project 2013 dataset,which includes 18,948 household samples over 15 pro...To clarify the impact of non-agricultural employment on rural land circulation in China,we built logit models using the Chinese Household Income Project 2013 dataset,which includes 18,948 household samples over 15 provinces,126 cities and 234 counties of China in 2013.We use the proportion of non-agricultural income,the proportion of non-agricultural laborers and non-agricultural fixed operating assets to reflect the degree of the households’dependence on agriculture,the degree of the households’laborers committed to non-agricultural employment and the stability of non-agricultural employment,respectively.The results show that the stability of non-agricultural employment is an important reason for farmers to transfer out their land,and an increase in non-agricultural income is the fundamental reason.The proportion of non-agricultural assets has the greatest impact on the decision to transfer land,followed by the proportion of non-agricultural income.Per unit increase in the non-agricultural income ratio has a stronger effect on the transfer-out decision than it does on the transfer-in decision,which is a 0.09 increase of the probability of transfer-out the land and a 0.07 decrease of the probability of transfer-in the land.In terms of regional differences,when considering the impact of non-agricultural employment on the land transfer-out decision,the impacts of non-agricultural income and labor force are the greatest in the Central region.The impact of non-agricultural assets is the greatest in the Eastern region.For the Eastern region,the decision to transfer out land is mainly affected by non-agricultural assets and the non-agricultural labor force,and the decision to transfer in land is mainly affected by non-agricultural assets.In the Central and Western regions,the decision to transfer out land is mainly affected by non-agricultural assets,non-agricultural income and the non-agricultural labor force,in that order.The decision to transfer in land in the Central region is not significantly affected by non-agricultural employment.The decision to transfer in land in the Western region is mainly affected by non-agricultural assets,non-agricultural labor force and non-agricultural income,in that order.We note that non-agricultural assets have a prominent impact on land transfer,which shows that the stability of non-agricultural employment has an important impact on land transfer decision-making.Vocational training for rural labor forces may be an effective means to promote stable non-agricultural employment and simultaneously facilitate rural land circulation,especially in Central and Western China.展开更多
The influence of labor migration on rural household land transfer has been hotly debated in academic circles, which focuses on whether part-time employment leads to land transfer. Using survey data on rural households...The influence of labor migration on rural household land transfer has been hotly debated in academic circles, which focuses on whether part-time employment leads to land transfer. Using survey data on rural households in the Sichuan Province, and applying the theoretical framework of new economics of labor migration, this study explores the influences of labor migration on the direction and scale of land transfer from the perspective of rural household structure. The results indicate that: 1) the quantity of laborers has significant influence on the direction and scale of land transfer. The larger the on-farm labor variable(Labor), the lesser the possibility that land will be rented-out and the amount of land rented out will also be smaller. In addition, there is a greater probability that land will be rented-in and the amount of land rented-in will be greater. 2) The greater the ratio of off-farm laborers to rural household laborers(Off-farm) the greater the possibility that land will be rented-out. In addition the higher the ratio of on-farm laborers to the total household laborers(On-farm), the larger the possibility that land will be rented-in. Meanwhile, if the household has individuals at the age of 64 or older(Old) who are engaged in agriculture, there is a smaller possibility that land will be rentedout. 3) the ratio of part-time laborers to rural household laborers(Pluriactivity) have significant inverse U-shaped influences on the rent-in of land as well as the amount of land rented-in. The inflection points are 33.27% and 14.10%, respectively. Such findings confirm the significance of this study in better understanding the influence of labor migration on rural household land transfer.展开更多

文摘Taking Jiangxi Province as an example,on the basis of the sampling survey on 42 counties and cities,64 towns and 74 villages in Jiangxi Province,the will of farmland transfer among different farmer groups with different income levels,different ages,and different educational backgrounds,is analyzed.The research indicates that as for middle-income or high-income groups,leaving home to seek jobs elsewhere is the most principal factor impacting farmland transfer,while as for low-income group,the price of agricultural products is an important factor impacting farmers’ land cultivation;permanent urban residence certificate is no longer the principal factor causing farmers’ land transfer,and it tends to be rational for farmers to abandon farmland.

文摘To clarify the impact of non-agricultural employment on rural land circulation in China,we built logit models using the Chinese Household Income Project 2013 dataset,which includes 18,948 household samples over 15 provinces,126 cities and 234 counties of China in 2013.We use the proportion of non-agricultural income,the proportion of non-agricultural laborers and non-agricultural fixed operating assets to reflect the degree of the households’dependence on agriculture,the degree of the households’laborers committed to non-agricultural employment and the stability of non-agricultural employment,respectively.The results show that the stability of non-agricultural employment is an important reason for farmers to transfer out their land,and an increase in non-agricultural income is the fundamental reason.The proportion of non-agricultural assets has the greatest impact on the decision to transfer land,followed by the proportion of non-agricultural income.Per unit increase in the non-agricultural income ratio has a stronger effect on the transfer-out decision than it does on the transfer-in decision,which is a 0.09 increase of the probability of transfer-out the land and a 0.07 decrease of the probability of transfer-in the land.In terms of regional differences,when considering the impact of non-agricultural employment on the land transfer-out decision,the impacts of non-agricultural income and labor force are the greatest in the Central region.The impact of non-agricultural assets is the greatest in the Eastern region.For the Eastern region,the decision to transfer out land is mainly affected by non-agricultural assets and the non-agricultural labor force,and the decision to transfer in land is mainly affected by non-agricultural assets.In the Central and Western regions,the decision to transfer out land is mainly affected by non-agricultural assets,non-agricultural income and the non-agricultural labor force,in that order.The decision to transfer in land in the Central region is not significantly affected by non-agricultural employment.The decision to transfer in land in the Western region is mainly affected by non-agricultural assets,non-agricultural labor force and non-agricultural income,in that order.We note that non-agricultural assets have a prominent impact on land transfer,which shows that the stability of non-agricultural employment has an important impact on land transfer decision-making.Vocational training for rural labor forces may be an effective means to promote stable non-agricultural employment and simultaneously facilitate rural land circulation,especially in Central and Western China.

文摘The influence of labor migration on rural household land transfer has been hotly debated in academic circles, which focuses on whether part-time employment leads to land transfer. Using survey data on rural households in the Sichuan Province, and applying the theoretical framework of new economics of labor migration, this study explores the influences of labor migration on the direction and scale of land transfer from the perspective of rural household structure. The results indicate that: 1) the quantity of laborers has significant influence on the direction and scale of land transfer. The larger the on-farm labor variable(Labor), the lesser the possibility that land will be rented-out and the amount of land rented out will also be smaller. In addition, there is a greater probability that land will be rented-in and the amount of land rented-in will be greater. 2) The greater the ratio of off-farm laborers to rural household laborers(Off-farm) the greater the possibility that land will be rented-out. In addition the higher the ratio of on-farm laborers to the total household laborers(On-farm), the larger the possibility that land will be rented-in. Meanwhile, if the household has individuals at the age of 64 or older(Old) who are engaged in agriculture, there is a smaller possibility that land will be rentedout. 3) the ratio of part-time laborers to rural household laborers(Pluriactivity) have significant inverse U-shaped influences on the rent-in of land as well as the amount of land rented-in. The inflection points are 33.27% and 14.10%, respectively. Such findings confirm the significance of this study in better understanding the influence of labor migration on rural household land transfer.
