Risks in the Transformation of Scientific and Technological Achievements concerning Tropical Agriculture

The transformation of scientific and technological achievements concerning tropical agriculture has the characteristics of high risk and high return. Based on the characteristics of transformation of scientific and technological achievements concerning tropical agriculture,this paper analyzes the risk factors during the transformation of scientific and technological achievements concerning tropical agriculture. In accordance with the current situation of low transformation rate of scientific and technological achievements concerning tropical agriculture in China,this paper proposes the measures to avoid the risks in the transformation of scientific and technological achievements concerning tropical agriculture and enhance the transformation rate of scientific and technological achievements concerning tropical agriculture.

Design Index and Empirical Analysis of the Evaluation Index System for the Transformation of Scientific and Technological Achievements of Universities in Beijing, Tianjin and Hebei

Promoting the transformation of scientific and technological achievements of universities and colleges in Beijing, Tianjin, and Hebei is an important measure to enhance the level of scientific and technological development in universities, enhance the scientific and technological synergy of Beijing-Tianjiii-Hebei urban agglomeration, practice the coordinated development strategy of Beijing, Tianjin and Hebei, and promote the construction of Xiong'an New District. Based on the scientific and technological input of colleges and universities, the development of science and technology and the output of science and technology, this paper uses Delphi and AHP to construct a Beijing, Tianjin, Hebei University Science and Technology Achievement Transformation Performance Evaluation System from the perspectives of transformation potentials, scientific research activities and achievements transformation of university scientific and technological achievements. An empirical analysis was carried out to provide reference for the government's efficient decision-making and improvement of strategies for transforming scientific and technological achievements in universities.

Theoretical Model on Transformation Factors of Scientific and Technological Achievements under the Belt and Road Initiative

With the continuous deepening of the Belt and Road Initiative,the countries involved are increasingly connected in the field of science and technology.Based on the transformation theory of scientific and technological(S&T)achievements,this study establishes a theoretical model of transformation factors of S&T achievements under the Belt and Road Initiative.Combined with the data analysis from questionnaire,it is found that in S&T achievements transformation process,there is a significant positive correlation between the innovation factors and the transfer factors,between the transfer factors and the diffusion factors,and between the diffusion factors and the transformation results.These conclusions provide reference for the subsequent S&T achievements transformation activities under the Belt and Road Initiative.Therefore,in the process of promoting the transformation of S&T achievements under the Belt and Road Initiative in the future,innovation factors such as information innovation,service innovation,and cooperative innovation should be fully reflected.Relevant agencies should take the transfer factors of S&T achievements as guidance;promote and apply the results of incubation through diffusion media and diffusion channels.

Influences of Popularization of Scientific and Technological Achievements in Sports Universities from the Perspective of Healthy China

Colleges and universities are an important position for training excellent talents. The proposal of "Healthy China" strategy putsforward higher requirements for College Physical Education teaching. At the same time, the popularization of scientific andtechnological achievements in sports colleges and universities has also resulted in one. Therefore, the author studies the impact ofthe popularization of scientific and technological achievements in sports colleges and universities from the perspective of healthyChina. College physical education should be guided by the "healthy China" strategic goal, change the teaching concept, improvethe teacher's own quality, reform the curriculum and evaluation system, cultivate students' health awareness and exercise habits,and then improve the overall quality of students' sports. 油气企业科技创新人才价值溯源分成评估

科技创新是发展新质生产力的核心力量,而科技创新人才是创新过程中的第一要素。作为油气生产的主要参与主体,油气企业要实现高水平科技自立自强,归根结底要依靠拥有高水平创新能力的人才队伍。为了激发科技人才创新活力动力,在人才价值创造与评估现状分析的基础上,依据生产全要素视角下的科技创新价值分享理论与方法,建立了油气企业科技创新人才价值溯源分成评估方法。研究结果表明:(1)油气企业科技创新是一个系统性的复杂过程,匹配油气企业科技创新特征、具有产业适应性的人才价值评估理论与方法较少;(2)油气企业科技创新人才价值溯源分成,是以油气科技创新成果经济价值评估结果为前提对参与成果创造的团队和个人按照实际贡献进行价值追溯与量化的过程,需要通过对单项科技创新成果经济价值溯源和科技创新成果完成人价值溯源两次溯源来实现;(3)以创新成果为导向的科技创新人才价值贡献率是人才价值溯源分成的核心参数,由完成人参与度、完成人创新度、完成人贡献度为内容的综合评估指标体系共同确定。结论认为,该方法为加快建立以创新价值、业绩、贡献为导向的人才评价体系提供了参考,能够有效解决人才在油气科技创新活动中的经济价值量化问题,对推动高水平科技自立自强有现实意义。

融入区块链的课程目标达成评价系统建构与应用研究

推进课程评价数字化转型升级,是实现教育现代化、推进教育高质量发展、建设教育强国的重要举措。然而,当前课程目标达成评价领域存在中心化管理、数据孤岛、安全性不足等问题,影响了课程目标达成评价的科学性和公信力,进而制约了课程评价数字化转型。为此,文章提出一种基于区块链技术变革课程评价的新思路,设计了融入区块链的课程目标达成评价系统,从数据共享框架、课程目标达成评价合约、隐私保护方案三个层面探讨系统的运行机制,并阐述该系统的主要功能和应用成效。文章设计的系统,可为消除数据孤岛、提高评价数据安全性、推动课程评价数字化转型提供参考。

基于网络效应与行动者效应的专利转让及受让行为研究

专利交易是技术创新扩散的主要渠道,是实现科技成果转化的有效途径。研究专利转让与受让行为可以识别影响专利交易的主要因素,为政府制定技术交易政策提供科学依据。以2002—2019年中国集成电路产业专利转让记录作为数据源,利用Siena模型,结合网络效应和行动者效应,对专利转让与受让行为影响因素进行实证检验。研究发现:①专利技术交易以单向交易为主,随着集成电路产业从萌芽阶段步入成长阶段,产业内技术交易主体增加,网络规模扩大,网络信息传输效率有所提升,但仍处于较低水平;②网络初期产生的锁定效应明显得以缓解,技术交易网络内组织社团化特征明显,技术交易社团规模呈扩张态势且社团内紧密程度不断提高;③网络效应方面,转让者更倾向于与技术交易伙伴进行交易,频繁发生受让行为的企业会吸引更多新的交易伙伴,企业间不存在明显的互惠交易;④行动者效应方面,随着产业进入成长阶段,成熟企业更倾向于专利转让行为,初创企业更倾向于专利受让行为,占据高结构洞位置的企业更倾向于专利转让行为。企业间技术创新能力差距越小越容易发生技术交易,企业倾向于选择同一国别或同一企业集团内伙伴进行交易。

中国省域科技成果转化效率评价研究——基于长短期视角

基于长短期视角,运用DEA—BCC模型和Malmquist指数模型对我国省级层面2016—2020年科技成果转化效率进行双重测度研究。结果表明:从短期看,我国各省份科技成果转化效率均值偏低,综合效率值呈现“中部>东部>西部”的空间格局,投入产出松弛变量也存在明显的区域异质性;从长期看,我国整体科技成果转化效率略有下降,“追赶效应”和“增长效应”分别是各省份科技成果转化效率的驱动和制约因素;对比来看,纯技术效率和规模效率的作用具有时间异质性,在短期中规模效率比纯技术效率更有效,而在长期中纯技术效率对提升科技成果转化效率的贡献更大。

新质生产力:逻辑、内涵及路径

作为人类社会进步决定性力量的生产力总是处在不断新质化的运动当中,它的每一次新质化都推动着人类社会向前迈进。其中,生产力的系统性新质化牵动着人类社会实现跨越式发展。人类社会诞生至今,已经发生过两次生产力的系统性新质化,分别推动人类社会步入农耕时代和工业时代。当前,第三次生产力系统性新质化正在发生,推动着人类社会由工业时代转向数字信息时代,而新质生产力正是这次生产力跃迁的科学写照。新质生产力的“新”展现为新要素、新技术、新产业,“质”体现为高质量、多质性、双质效,“力”表现为数字、协作、绿色、蓝色和开放五大生产力。新质生产力的运行机理,就是以科技创新为轴心,将要素系统革新的牵引力通过技术系统这一媒介传导至产业系统,最终实现对传统生产力三大系统的全面重塑。加快形成新质生产力,要从四个方面入手,包括全面塑强科技创新整体能力、积极促进新要素迅速成长、聚力推进核心技术研发应用和加快建设现代化产业体系。

数字普惠金融对科技成果转化的影响机制与门槛效应分析

为高效利用数字普惠金融促进科技成果转化,利用2011—2021年我国31个省份面板数据,采用固定效应模型和以创新参与度、创新产出能力为中介的中介效应模型,基于异质效应与非线性效应的多重视角,实证研究数字普惠金融对科技成果转化的影响。研究发现,第一,数字普惠金融会对科技成果转化的直接效应为正,且存在累积递增效应;第二,机制分析表明,数字普惠金融可以通过提高创新参与度和创新产出能力进而促进科技成果转化,而且创新产出能力的中介效应更强;第三,异质性分析表明,在中西部地区,数字普惠金融对科技成果转化的积极效应更强;第四,数字普惠金融对科技成果转化的影响存在显著动态非线性关系,在门槛值之前存在阻碍作用,只有越过门槛值后才会呈现边际效应递增的非线性特征,创新产出能力和创新参与度的非线性调节效应都是积极且显著的,但是创新参与度的调节效应要小于创新产出能力。由此提出应积极发展我国的数字普惠金融、推动信息技术和传统金融高效融合、推动数字普惠金融与科技成果转化的深度融合、实施差异化动态化的科技成果转化策略等相关对策建议。

基于生产托管服务的农业科技成果转化新模式探析——以安徽颍州农业社会化服务科技创新基地为例

加速农业科技创新成果转化是推进现代农业发展的主要动力,对推动乡村产业振兴具有重要现实意义。系统阐述了目前安徽省农业科技成果转化的主要模式,并综合分析了成果转化过程中存在的成果属性、转化动力、转化机制及农技推广模式等方面的问题。结合新阶段对科技创新和成果转化联动发展以及农业生产托管高质量发展的要求,提出了基于农业社会化服务的农业科技成果转化模式的理论框架,并以安徽颍州农业社会化服务科技创新基地为例,分析了农业生产托管服务在推进科技创新和促进成果高效转化方面的正向作用,阐述了农业科研院所、农技推广系统、托管组织等主体在科技创新与成果转化中的联动协作机制。提出了一条可行的农业科技成果转化新模式——基于生产托管的农业科技成果转化模式,以期为推动农业科技创新成果转化、助力农业新技术推广到位、助推乡村振兴提供参考依据。

湖北省农业科技成果转化现状与对策

加快农业科技成果转化有利于提高农业质量效益和竞争力,有利于加快农业农村现代化。文章阐述了湖北省农业科技成果转化现状,系统分析了农业科技成果转化存在的主要问题,提出了强化资金投入、强化需求导向、强化企业培育、强化服务机构和人才队伍建设等加强农业科技成果转化的建议,以期为提升湖北省农业科技成果转化工作效能提供参考。

交通运输行业是新质生产力的重要发展领域,发展新质生产力是构建现代化交通运输产业体系,加快交通强国建设,实现行业转型升级和高质量发展的必由之路。为厘清新质生产力与交通运输高质量发展的关系,首先基于高质量发展视域,分析了新质生产力与人工智能的关系,在此基础上,论述了人工智能驱动的新质生产力赋能行业高质量发展的战略意义及其影响,最后提出相关实施路径与加快交通数据市场化进程、构建AI大模型底座和行业数据标准样本集、提升交通知识分析和服务能力、加快交通科技创新与成果转化、强化人才培养等5方面的对策建议,可为行业数字化转型升级与高质量发展提供理论支撑。

农业科研院所科技成果转化路径探索——以新疆农业科学院为例

农业科研院所作为农业科技成果的摇篮,其科技成果转化情况关系着区域农业经济的高质量发展。文章以新疆农业科学院为例,分析了当前农业科技成果产出和转化情况,找出影响农业科技成果转化发展的关键问题,从成果源头创新、政策体系建设、专项资金支持、转化平台建设、专业队伍建设和丰富转化方式六个方面提出了农业科研院所“六强化、六保障”的科技成果转化路径,以期加快推进农业科技成果转化。

三级公立医院绩效考核背景下科技创新能力提升策略实践探索

科技创新是公立医院高质量发展的重要抓手。当前,医院青年人才科研起步难、交叉研究落地难、研究成果转化难等问题,制约了医院科技创新能力的提升。浙江大学医学院附属儿童医院积极响应医改政策,以问题为导向,探索并实践科技创新能力提升策略,从科研绩效评价制度改革、临床青年科技创新人才培养、科技创新平台建设、科技成果转化机制完善等方面,全方位推进医院科技创新体制机制建设,推动科技创新能力整体提升,取得了初步成效。有关实践经验可以为三级公立医院可持续高质量发展提供参考。

广东省科技成果转化效率测量与时空特征——基于DEA-Malmquist指数模型

为有效识别广东省科技成果转化的效率与时空特征,促进科技成果更好赋能经济社会高质量发展,运用DEA-Malmquist模型,测算广东省21个地级市在2010—2019年的科技成果转化效率。研究发现,2010年与2019年,全省整体科技成果转化综合效率未达到DEA有效,且2019年的综合效率更低;同时,全要素生产率指数普遍波动较大,各市历年全要素生产率指数差异普遍显著,其中技术进步是影响全要素生产率指数的主要指标。基于此,研究提出平衡研发与转化、推动“政产学研金用服”协同、实施差异化的成果转化战略和加强区域交流合作的政策建议。
