Research on the Relationship between the School-Running Characteristics of Private Colleges and Universities and the Development Objectives of the Government

The development objectives of the Chinese government have a guiding effect on the school-running characteristics of private colleges and universities.This paper explores the relationship between the characteristics of private colleges and universities and the development objectives of the provincial government,using Jiangsu Province as a case study.All the schools have the consciousness of fully considering the development objectives of Jiangsu Province when formulating the school-running characteristics.Their characteristics all contain some training methods,training courses,or institutional construction aiming at the development objectives.Most universities can support the government’s objectives on employment and innovation.Only a third of the schools provide government support for science research.Private colleges and universities should make full use of the free and flexible advantages of private education,combine them with the continuous changes of policies and markets,and create clear,scientific,and dynamic school-running characteristics,in order to achieve long-term development.

The integration of party construction and poverty alleviation and development is an important form of achieving poverty alleviation in China. Based on the actual case of the integration of the party branch construction of the Institute of Targeted Poverty Alleviation and Development of Yunnan University of Finance and Economics and the construction of a third-party evaluation team for targeted poverty alleviation,this paper elaborated the practical significance and integration path design of the grassroots party construction and targeted poverty alleviation thirdparty evaluation team construction in colleges and universities. The launch of the multivariate English education in institutions of higher learning in our country and the curriculum design

At present, with the further deepening of the integration of the world economy, the international exchanges and cooperation continue to increase, and the training mode of the talents must also be internationalized. The students should receive the cultivation of the professional knowledge, and at the same time, they must have a certain ability of the cross-cultural communication and the level of the professional English. In addition, the national medium and long-term educational reform and development plan （2010 - 2020） also proposed the strategic requirements to improve the quality of the higher education and the level of the internationalization, to promote the comprehensive development of the students. Because of this, the national big colleges and universities are carrying out the reform of the university English teaching in different degrees, and have achieved certain results. But today, in terms of the direction of the educational reform of the university English, the academic circles are still unable to reach an agreement. For example, to set the university courses in English, some scholars believe that because the English levels of the high school graduates enhance unceasingly, the courses with the language teaching as the main contents cannot meet the needs of the students, which need to be reduced or even eliminated, and should be replaced by the bilingual teaching with the liberal education as the contents. Also some scholars advocated that the orientation of the university English teaching in the future should be the ESP teaching or the academic English teaching, rather than the traditional English teaching for the humanities.
