Small and medium-sized enterprises(SMEs)constitute the primary drivers of production within the nation’s existing enterprise landscape.They represent the most dynamic segment of the national economy and play a pivotal role in supporting economic growth,fostering employment,and enhancing people’s livelihoods.However,despite their significant and extensive organizational structures,only a fraction of these companies have established internal control systems,and even fewer possess robust ones.Building upon this premise and considering the prevailing circumstances of SMEs,this paper undertakes an empirical analysis of monetary fund management within this sector.It delves into the operational intricacies,exploring how monetary funds should be effectively implemented to ensure their safety and integrity.Furthermore,it proposes viable strategies to enhance the circulation efficiency of monetary funds,thereby maximizing benefits for enterprises.Addressing these challenges is crucial for SME managers striving to achieve sustainable profit growth and navigate the complexities of financial management.

The Exorbitant Privilege of US Treasuries and China's Choices in the New Era

After the decoupling of the US dollar from gold in 1971,US Treasuries replaced gold as the value benchmark of the international monetary system and acquired an exorbitant privilege.Subsequently,the total amount of US debt exhibited an exponential expansion trend,unbound by any substantial constraints.The so-called debt ceiling is a partisan game rather than a rigid fiscal constraint on the United States.As long as there are no fundamental changes in the global monetary system,the international credit of US Treasuries will stay stable,and their trend of infinite expansion will be sustained.Massive quantitative easing policies have failed to significantly shake this stability,and the notion of global investors offloading US Treasuries is more an illusion than a fact.The exorbitant privilege of US Treasuries grants its federal government the“freedom to borrow,”shielding the American financial sector from due penalties during global financial crises and securing excessive returns in global capital cycles.In the old days when running“twin surpluses”on capital and current accounts,China kept the value of Renminbi low to support its export manufacturing sector along the southeast coast.As a result,China accumulated huge foreign exchange reserves,mainly US Treasuries.Nowadays,this practice is no longer necessary,yielding low returns and posing significant security risks.

Renminbi Internationalization and Stability of the International Monetary System

This paper investigates the stability of the international monetary system using the new open economic analysis framework. Our research has discovered that conditions for the stability of the international monetary system are such that the economic volume of reserve currency countries must be large enough and that the solvency capacity growth rate of reserve currency countries should be no lower than the real output growth rate of non- reserve currency countries and the real return of the reserve currency,＂ the existence of the valuation effect cannot secure the stability of a reserve currency,＂ and inclusion of the euro and the Japanese yen into international reserve currencies cannot stabilize the international monetary system, while Renminbi internationalization plays an irreplaceable role to the stability of the international monetary system.

Non-Symmetry of China’s and US Monetary Policy Spillovers:Theoretical Modelling and Empirical Analysis

This study develops a structural vector autoregression(SVAR)framework to empirically examine the reciprocal transmission channels of monetary policies between China and the United States.The primary objective is to discern potential disparities in the spillover effects of monetary policies and ascertain any contrasting mechanisms underlying these effects across the two countries.Based on our research,it appears that there exists a certain level of non-symmetry in the spillover effects of monetary policy between the two countries.Moreover,this paper provides adequate analysis of disparities in the trade framework,capital control,and financial market operations of both countries in constructing a dynamic stochastic general equilibrium(DSGE)model that incorporates financial frictions for the examination of the theoretical rationale.The empirical findings indicate that China’s monetary policy creates a spillover effect primarily through trade.In China,following an increase in its interest rates,the domestic economic activity will experience a contraction,leading to a decline in both investment and output.Consequently,this will result in a decrease in China’s imports of investment goods from the United States,impacting the output of the US economy.In contrast,the US monetary policy exerts a spillover effect primarily through finance.An increase in interest rates by the United States is associated with a notable outflow of capital from China.This leads to a rise in the financing costs for Chinese firms,consequently diminishing their overall net worth.In light of the financial accelerator effect,corporate external financing risk premium will continue to increase,exacerbating the downward trajectory of China’s output.

Research on Translation Strategies of Political Texts for International Publicity from the Perspective of Eco-Translatology

Eco-translatology provides a new perspective and methodology for the international publicity translation of political texts.This paper applies the viewpoint and methodology of eco-translatology,focuses on the three-dimensional transformation of language,culture,and communication,and discusses how translators can adapt to the eco-environment of political texts through the specific example of the keynote speech of China’s president at the opening ceremony of the Third Belt and Road Forum for International Cooperation and select suitable translation strategies and techniques to achieve an ecological balance of the target text in multiple dimensions.

Speeding Up the Transformation of the Operational Mechanism And Further Developing the International Market

According to customs statistics, China’s exports of machinery and electric products in 1996 were worth US$ 48.21 billion, an increase of 9.9 percent over the preceding year, and 8.4 percent higher than the growth rate of the nation’s total exports. The proportion of machinery and electric product exports in the nation’s total foreign trade volume\ increased from 29.5 percent in 1995 to 31.9 percent in 1996, a growth at 2.4 percent.

Research on Transformation of Operation Mode of Shenzhen International Landscape Flowers Exposition Park in China

After a brief review of construction and usage history of Shenzhen International Landscape Flowers Exposition Park,the paper had analyzed its operation mode and benefit perceptively during exhibition period and the period after exhibition before successful transformation.Based on relevant data,it could be known that the operation of exposition park had been reduced into a plight after exposition finished,and it revealed the necessity and urgency for transformation of operation mode.It has introduced in detail the transformation progress of three stages covering adjustment of operation,enterprises trusteeship and cooperation demonstration,and free open throughout more than 2 years.It had analyzed the reason why expected benefit hadn't been achieved,and emphasized that the operation mode of the park should be with maximization of social benefit as the target and free open as the transformation form.It had been proved that free open could not only increase tourist capacity and obtain great social benefit,but also increase indirect economic income;finally change the vicious circle of operation plight.On this basis,characteristics of comprehensive park of exposition type had been concluded,so as to provide technical support and reference for holding horticultural exposition,launching construction and operation of comprehensive park of exposition type,and establishing national key park in the future.

Study of International Coordination of Chinese Monetary Policy under Open Economy

Preliminary study is made to the international coordination of national monetary policy under economic globalization and informationalization. This paper uses Game Theory to analyze the operation effect of Chinese monetary policy. It suggests that the maximum effect of Chinese monetary policy can only be achieved by cooperation and coordination with international society.

A Study on the Effects of Internal Heat Generation on the Thermal Performance of Solid and Porous Fins using Differential Transformation Method

In this study,the impacts of internal heat generation on heat transfer enhancement of porous fin is theoretical investigated using differential transform method.The parametric studies reveal that porosity enhances the fin heat dissipating capacity but the internal heat generation decreases the heat enhancement capacity of extended surface.Also,it is established that when the internal heat parameter increases to some certain values,some negative effects are recorded where the fin stores heat rather than dissipating it.This scenario defeats the prime purpose of the cooling fin.Additionally,it is established in the present study that the limiting value of porosity parameter for thermal stability for the passive device increases as internal heat parameter increases.This shows that although the internal heat parameter can help assist higher range and value of thermal stability of the fin,it produces negative effect which greatly defeats the ultimate purpose of the fin.The results in the work will help in fin design for industrial applications where internal heat generation is involved.

Problems and Countermeasures of the Internal Control of Monetary Funds:A Case Study of Foshan Lighting

Monetary fund is the most fundamental element for enterprises to engage in production and lucrative business activities,which has an impact on the operation process and outcomes.Therefore,enterprises must regard fund management as one of their key management links and establish an effective and practical internal control system.However,sensational cases such as the collapse of Barings Bank have exposed many problems existing in the internal control of monetary funds.Moreover,the high liquidity of funds itself engenders them as the target of embezzlement and self-interest,which will eventually threaten the company’s wealth.Therefore,it is significant to analyze the problems existing in the internal control of monetary funds and provide corresponding solutions to them.

Causes of the exchange rate with the U.S. trade deficit

With debate that the U.S. trade deficit is due to overestimate exchange rate of RMB, the paper pointed out that exchange rate is not the main factor for the formation of balance of payments on trade. U.S. trade deficit is largely due to the current international monetary system, international division of labor and the trade structure determined by it, low savings rates and other factors.

A new method for the estimation of oceanic mixed-layer depth using shipboard X-band radar images

Shipboard X-band radar images acquired on 24 June 2009 are used to study nonlinear internal wave characteristics in the northeastern South China Sea.The studied images show three nonlinear internal waves in a packet.A method based on the Radon Transform technique is introduced to calculate internal wave parameters such as the direction of propagation and internal wave velocity from backscatter images.Assuming that the ocean is a two-layer finite depth system,we can derive the mixed-layer depth by applying the internal wave velocity to the mixed-layer depth formula.Results show reasonably good agreement with in-situ thermistor chain and conductivity-temperature-depth data sets.

CHARACTERISTICS OF INTERNAL FRICTION AND MODULUS ASSOCIATED WITH NON-EQUILIBRIUM DIFFUSION-TYPE PHASE TRANSFORMATION IN EUTECTOID Al-Zn ALLOY

The characteristics of the low frequency internal friction and the modulus effect associated with the non-equilibrium spinodal pretransformation and the following discontinuous trans- formation was investigated in an as-quenched eutectiod Al-Zn alloy.It was observed that the loss of the stability in the lattice,which corresponded to the large-amplitude long-wavelength static concentration wave in the non-equilibrium spinodal pretransformation,did not induce any effect of localized soft modulus.Although there are two aging internal friction peaks in phase transformation which correspond to the appearance and disappearance of the coherency in spinodal pretransformation and the maximum of the interface area in the discontinuous transformation respectively,the effect of localized soft modulus did not take place yet.

Influence of temperature rate on transitory internal friction during reverse martensitic transformation for Ti_(50)Ni_(27)Cu_(23) alloy

Internal friction （IF） spectra during reverse martensitic transformation from 35 to 135°C at different temperature rates of 0.5,0.75,and 1°C/min for Ti50Ni27Cu23 shape memory alloy （SMA） samples were measured with a dynamic mechanical analyzer,respectively.The IF spectra were characterized by IF peak increasing progressively and peak shifting toward high temperature with an increase in temperature rate.An iterative approach was used to calculate the precise intrinsic and approximate transitory IF contributions to the normal IF spectrum.The quantitatively analyzed results indicate that the transitory IF of this alloy is nonlinearly dependent on the temperature rate and obeys a power law with a power coefficient of 0.55.The predicted and experimental IF spectra at different temperature rates of 0.75 and 1°C/min agree well with each other,respectively.

A MICROMECHANICS CONSTITUTIVE MODEL FOR PURE DILATANT MARTENSITIC TRANSFORMATION OF ZrO2 CONTAINING CERAMICS

A new micromechanics constitutive model for pure dilatant transformation plasticity of structure ceramics is proposed in this paper.Based on the thermodynamics,micromechanics and microscale t→ m trans- formation mechanism analysis of the TZP and PSZ ZrO2-containing ceramics,an analytic expressions of the Helmholtz and complementary free energy of the constitutive element for the case of pure dilatant transforma- tion is derived for the first time in a self-consistent manner.By the analysis of energy dissipation in the for- ward and reverse transformations,the mieromechanics constitutive law is derived in the framework of Hill-Rice’s internal variable constitutive theory.

Estimation of the Reflection of Internal Tides on a Slope

Reflection occurs when internal tides impact on a steep continental slope. Separating reflected internal tide signals from incident ones is crucial to develop the parameterization of internal tide-driven turbulent mixing on the continental slopes. In this study, the performances of three different methods for estimating internal tide reflections are examined by using two different cases. The Hilbert transform-based method is found to be more suitable than two other methods for both cases considered in this study. The two other methods are effective for westward-propagating mode-1 internal tides impacting a slope, but inappropriate in the case where internal tides radiate from a Gaussian ridge impact the slope because of their inaccurate estimation of incident internal tides in the latter case. Such inaccurate estimation further influences the extraction of reflected signals and calculation of the reflected and cross term of energy fluxes. In addition, it should be noted that, due to the use of filtering, the method based on Hilbert transform may result in slight bias when assessing the incident and reflected signals near topographic features.

In this paper, a time_varying AR model is constructed by using the vector_space algorithm of compactly_supported biorthonormal wavelet transform. It is developed for forecasting narrow monetary multipliers in China .

Nonlinear Dynamics of Viscoelastic Pipe Conveying Pulsating Fluid Subjected to Base Excitation

Based on the Euler-Bernoulli beam theory and Kelvin-Voigt model,a nonlinear model for the transverse vibration of a pipe under the combined action of base motion and pulsating internal flow is established.The governing partial differential equation is transformed into a nonlinear system of fourth-order ordinary differential equations by using the generalized integral transform technique(GITT).The effects of the combined excitation of base motion and pulsating internal flow on the nonlinear dynamic behavior of the pipe are investigated using a bifurcation diagram,phase trajectory diagram,power spectrum diagram,time-domain diagram,and Poincare map.The results show that the base excitation amplitude and frequency significantly affect the dynamic behavior of the pipe system.Some new resonance phenomena can be observed,such as the period-1 motion under the base excitation or the pulsating internal flow alone becomes the multi-periodic motion,quasi-periodic motion or even chaotic motion due to the combined excitation action.
