Based on the comprehensive principal component values of >1,0–1 and <0,the economic transformation capacities of the counties are classified into strong,common and weak grades. Then,the paper proposes the developmental countermeasures according to different transformation capacities. In this paper,we performed an empirical study on the TFP effect of structural transformation based on panel data of economic growth in 169 countries across the world.Our findings are threefold:First,structural transfo...In this paper,we performed an empirical study on the TFP effect of structural transformation based on panel data of economic growth in 169 countries across the world.Our findings are threefold:First,structural transformation has an inverted U-shaped effect on TFP.When the degree of structural transformation is on the left side of the inflection point,structural transformation is conducive to softening industrial structure and inducing TFP;when the degree of structural transformation is on the right side of the inflection point,structural transformation will induce industrial hollowing out and inhibit TFP.Second,since the reform and opening up program was launched in 1978,China’s structural transformation has evolved from the stage of adaptation to the stage of strategic adjustment with an increasingly evident trend towards a service-based economy,but structural transformation remains on the left side of the inflection point of the inverted U-shaped curve,i.e.the TFP effect of structural transformation is positive.Third,TFP improvement lies at the heart of high-quality development.In pursuing high-quality development,China should lower growth rate expectations,attach greater importance to supply-side structural reforms,and accelerate structural transformation to promote TFP improvement.展开更多

China has the largest energy system in the world,with fossil energy accounting for 84%.The carbon neutrality target calls for peaking carbon emissions by 2030 and achieving net zero carbon emissions by 2060.By then,th...China has the largest energy system in the world,with fossil energy accounting for 84%.The carbon neutrality target calls for peaking carbon emissions by 2030 and achieving net zero carbon emissions by 2060.By then,the non-fossil energy will account for over 80%of China’s energy mix.Based on China’s national conditions,this paper makes scenario analysis of carbon peaking in 2030.The results of this paper indicate that the peak values of carbon emission in 2030 depends on both the development of clean energy and the growth of energy power demand.Therefore,the growth rate of the two should be balanced to control the peak carbon emission.High-quality economic growth in China in the context of carbon neutrality requires“double decoupling”,namely,decoupling GDP from the consumption of fossil energy and the growth of energy power demand as much as possible.To this end,this paper proposes a systematic solution considering both the demand and supply sides,with market-oriented measures that are workable for it.Ensuring the safe and stable supply of energy(power)is the basic principle of clean and low-carbon economic transformation,as well as a major challenge for energy system transformation.Therefore,it is necessary to develop a path for coal power decommissioning and low-carbon transformation in line with China’s national conditions.展开更多

文摘Under the background of digital transformation,the development of pension finance in China is of great significance to promote high-quality economic development.At present,the chaos of the pension market and the underdevelopment of pension finance not only lead to the low efficiency ofresource utilization,but also increase the pressure ofpension risk and social security.The development of pension finance can be said to be more than one stroke,especially in the context that China's economy is currently in the context of transformation and upgrading that requires high-quality development.This paper deeply studies the development path of pension finance and its role in promoting high-quality economic development under the background of digital transformation.The research results show that by constructing a digital pension financial service platform,promoting the deep integration of pension finance and capital market,strengthening risk management and supervision,promoting international development,and improving relevant systems and laws and regulations,we can optimize the allocation ofresources,promote innovation,promote consumption upgrading,and provide solid financial support for high-quality economic development.Therefore,strengthening the development ofpension finance under the background of digital transformation has important practical significance for promoting the high-quality development of China's economy.

文摘Promoting economic growth has become the first and foremost objective of macro-control since China experienced a drastic economic downturn in the fourth quarter of 2008. Now China is at a special stage of transition characterized by the transformation of the economic growth mode. While promoting economic growth, the government must effectively coordinate the relationship between economic growth and the transformation of growth mode. This is not a task that can be done easily. To promote economic growth, the central government has selected a number of industries and formulated an industrial revitalization plan for each of these them. Revitalizing these industries helps promote economic growth at the present stage but propelling these industries alone still cannot fully meet the requirements for transforming the economic growth pattern. To coordinate the relationship between promoting economic growth and transforming the economic growth pattern, it is currently imperative to adjust China’s industrial upgrading strategy and to pay attention to intra-industrial upgrading, particularly process upgrading.
文摘In this paper,we performed an empirical study on the TFP effect of structural transformation based on panel data of economic growth in 169 countries across the world.Our findings are threefold:First,structural transformation has an inverted U-shaped effect on TFP.When the degree of structural transformation is on the left side of the inflection point,structural transformation is conducive to softening industrial structure and inducing TFP;when the degree of structural transformation is on the right side of the inflection point,structural transformation will induce industrial hollowing out and inhibit TFP.Second,since the reform and opening up program was launched in 1978,China’s structural transformation has evolved from the stage of adaptation to the stage of strategic adjustment with an increasingly evident trend towards a service-based economy,but structural transformation remains on the left side of the inflection point of the inverted U-shaped curve,i.e.the TFP effect of structural transformation is positive.Third,TFP improvement lies at the heart of high-quality development.In pursuing high-quality development,China should lower growth rate expectations,attach greater importance to supply-side structural reforms,and accelerate structural transformation to promote TFP improvement.
文摘In coping with the global financial crisis, all levels of the Chinese government and foreign trade firms have not only created new practices but have also changed their goal from transforming the growth pattern of foreign trade to transforming the development pattern of joreign trade. China's experience shows that economic instruments such as Net Barter Terms of Trade (NBTT) and the smile curve theory have limitations when it comes to interpreting foreign trade. If used improperly, scientific theories often lead to.fallacies. Transjbrming the development pattern of China's .foreign trade requires the following changes: national income distribution, foreign trade competition, market exploration, and resource utilization. We advise that competent authorities create a reasonable and operational system of assessment indicators.

文摘This review paper provides a new narrative by combing through the experiences of structural transformation among developing countries and discussing the roles of government and market in different contexts.Country performance has been influenced by the prevailing development thinking:the structuralism in the 1950s-1970s,which stresses an active government's role to overcome market failures for industrialization,and the neoliberalism in the 1980s-present,which advocates for eliminating government failures to build up a well-functioning market.We find that almost all countries failing by following structuralism in their industrialization and neoliberalism in their transition to a market economy,and the few countries successful in catching up have a few characteristics that go against the prevailing structuralism and neoliberalism.The new structural economics,generated from the experiences of successful East Asian economies and proposing active facilitating roles of government in a market economy to remove market failures,will gain traction and take root.
文摘International cooperation to address climate change now stands at a crossroads.With a new international regime for emissions reduction established by the Durban Platform, "New Climate Economics(NCE)" has become a research hotspot.The need for urgent action to combat climate change has prompted discussion on reforms of economic growth patterns and the energy system.The industrial civilization,therefore,now faces a transition towards a new pathway for ecological sustainability.NCE explores new economic concepts,theories,and analytical methods to design a balanced pathway for sustainable growth and emission reduction.Instead of getting trapped in discussions on allocation of emission reduction responsibilities and obligations among countries,NCE pays more attention to developing win-win multilateral cooperation mechanisms that facilitate collaborative R&D and knowledge sharing.In addition,NCE studies incentives for low-carbon transition,turning carbon emission reduction into a domestic need for countries to increase their international competitiveness.To achieve the 2°C target,most countries around the world face challenges of insufficient emission allowances to cover expected emissions associated with their projected economic growth.As carbon emissions rights becomes an increasingly scarce resource,increasing the carbon productivity of the economy turns to be the critical path to address the dilemma of green or growth.NCE studies the historical evolution of carbon productivity for countries at different development stages as well as ways to enhance such carbon productivity.This type of study provides invaluable lessons for emerging economies to reach their own emission peaks without losing the momentum of growth.Replacing fossil fuels with new and renewable energy has proven to be an inevitable choice for reshaping the energy system and addressing climate change- it has already become a global trend.NCE studies incentives for new energy technology innovation and deployment provided by carbon pricing,and sheds light on the co-benefits of climate change mitigation,such as resource conservation,environmental protection,and energy security.The role of carbon pricing in promoting intemational R&D cooperation and technical transfer will also be studied.The shift in consumption patterns is another key factor enabling a low-carbon transformation.Therefore,NCE also explores the theoretical work on new values of wealth,welfare and consumption,new lifestyles in the context of ecological civilization,concepts and implementation of low-carbon urban planning in developing countries,and the impacts of consumption pattern changes on social development,material production,and urban infrastructure construction.

文摘China has the largest energy system in the world,with fossil energy accounting for 84%.The carbon neutrality target calls for peaking carbon emissions by 2030 and achieving net zero carbon emissions by 2060.By then,the non-fossil energy will account for over 80%of China’s energy mix.Based on China’s national conditions,this paper makes scenario analysis of carbon peaking in 2030.The results of this paper indicate that the peak values of carbon emission in 2030 depends on both the development of clean energy and the growth of energy power demand.Therefore,the growth rate of the two should be balanced to control the peak carbon emission.High-quality economic growth in China in the context of carbon neutrality requires“double decoupling”,namely,decoupling GDP from the consumption of fossil energy and the growth of energy power demand as much as possible.To this end,this paper proposes a systematic solution considering both the demand and supply sides,with market-oriented measures that are workable for it.Ensuring the safe and stable supply of energy(power)is the basic principle of clean and low-carbon economic transformation,as well as a major challenge for energy system transformation.Therefore,it is necessary to develop a path for coal power decommissioning and low-carbon transformation in line with China’s national conditions.
