A Corpus-Based Critical Discourse Analysis of Trump and Biden Administrations’China Policies

The theory of proximization is an effective discourse strategy to study the speaker’s ability to achieve his own legitimacy or reinforce the other’s illegitimacy,and its superiority can be maximized by means of quantitative and comparative analysis.In this study,we collected reports on Trump’s and Biden’s policies on China to build two small corpora,with a total of 11,030 words in the Trump corpus and 17,566 words in the Biden corpus.The critical discourse analysis is combined with proximization theory.With the help of BFSU Qualitative Coder 1.2,Antconc 3.5.7,and Log-Likelihood and Chi-Square Calculator 1.0,a critical cognitive score of the relevant discourse was conducted from the perspective of proximization theory.It has been found that:(1)Both Trump and Biden administrations resort to a large number of spatial proximization strategies to build ODCs converging to IDCs with China as the ODC,posing a threat to internal physical IDCs;(2)in the use of temporal proximization strategy,both administrations use primarily modal verbs and various entities to construct ODCs that extend indefinitely into the present and future,emphasizing the urgency and the threat of the effect and reinforcing the legitimacy of their actions;(3)in terms of axiological proximization strategy,the two administrations differ greatly from each other,indicating that there are still discursive biases.

基于S-CAD方法的宅基地“三权分置”改革试点政策评估——以新疆试点市县为例

采用S-CAD政策评估方法对新疆宅基地“三权分置”政策试点地区伊宁市和奇台县的政策执行效果进行评价,研究发现伊宁市和奇台县两试点政策整体逻辑一致性较好、政策要素之间具备充分性与必要性,利益相关者支持程度较高,有效实现了宅基地“三权分置”改革的政策目标,但仍存在政策手段与政策目标充要性不足,预期政策效果与实际政策效果有一定偏差等问题。针对此,提出宅基地“三权分置”改革政策应适应城乡融合发展趋势,加强农户利益保障机制建设;坚持因地制宜,创新农村宅基地“三权分置”改革思路;兼顾多方利益与公平,提升综合价值效应的建议。

绿色信贷政策、ESG表现与高污染企业资本结构调整

绿色信贷政策作为结构性去杠杆的重要举措,对于高污染企业资本结构升级大有裨益。与此同时,ESG概念的提出明确了企业发展需着重考量环境(E)、社会(S)和公司治理(G)三方面的表现,即企业ESG表现也将作用于高污染企业资本结构调整。因此,论文以2011—2020年中国A股上市的高污染企业为研究样本,基于ESG表现视角,探究绿色信贷政策对高污染企业资本结构调整的作用效果。研究表明:1)绿色信贷政策显著促进高污染企业资本结构调整,区分企业负债水平后发现,相比于低负债企业,绿色信贷政策显著加快高负债污染企业的资本结构调整速度;2)绿色信贷政策会提升高污染企业的ESG表现,企业ESG表现会削弱绿色信贷政策对高污染企业资本结构调整的促进效果;3)在深入探讨企业融资约束和商业信用程度的异质性是否会影响绿色信贷政策的实施效果时,发现相较于面临弱融资约束和拥有高商业信用的企业,绿色信贷政策显著促进面临强融资约束和低商业信用的高污染企业调整资本结构。因此,探讨绿色信贷政策与高污染企业资本结构调整的关系对优化信贷资源配置、推动高污染企业绿色转型意义重大。

基于S-CAD方法的四川省单元式乡村国土空间规划政策评价与优化研究

国土空间规划改革以来,各地开展了探索与实践,2021年四川在全省推行以片区为单元编制乡村国土空间规划,是全国第一个在全省范围开展单元式乡村国土空间规划的省域。通过运用S-CAD方法和政策工具分析法对其政策体系进行分析,并结合规划编制成果对政策进行综合评价,发现其存在以下不足:一是政策体系不完善,主要出台了规划编制相关政策,而在规划实施和监督方面缺乏专门政策;二是政策价值观和政策预期结果超出了政策目标和政策手段所能够实现的范围,政策元素之间具有不一致性;三是政策工具结构不平衡,在规划区域衔接、对上衔接等方面非常薄弱。因此,需要进一步完善政策体系、调适政策元素关系、优化政策工具结构。通过这一研究,以期为深化乡村国土空间规划探索提供借鉴。

基于S-CAD法的县域新型城镇化发展规划方案评估研究——以陕西省佳县为例

规划方案作为相关利益主体价值观的直接体现,应当在规划评估中予以重视。基于城乡规划的公共政策属性,采用S-CAD政策评估方法,以陕西省佳县的《新型城镇化与城乡统筹规划》文本为例,选取规划编制与实施主体——政府作为主导视角,对规划文本的内容进行解构,在此基础上进行规划立场、目标、手段与预期结果的一致性、充要性与依赖性分析。研究发现:一、该规划文本自身的逻辑性较强,各个环节存在基本的对应关系;二、规划文本当中对于产业发展以及由此带来的人口问题、基础设施与公共服务设施问题的解决方案描述较多,对于生态环境保护、交通环境改善以及人口流动的实质性解决方案相对较少,逻辑上存在一定的漏洞,需进一步完善逻辑链条。基于此,提出建立城乡规划全过程评估体系及重视多元利益主体协调关系的建议,以期为相关规划的编制与评估工作提供参考。

New bounds of (s,S) policies in periodical review inventory systems

We study the stochastic inventory problem with optimal （s,S） policies.In a finite horizon model with lost sales,we establish new lower and upper bounds of s and S.These bounds have structural implications for the optimal solutions.Consequently,when demand has a generalized phase type distribution,there are no more than a pre-determined number of minima.Similar bounds can also be found for the system where unsatisfied demand is backordered instead of lost sales.

Promoting China-U.S.Arctic education cooperation:challenges,opportunities and recommendations

Arctic education refers not only to the teaching,but also to research,communication,dissemination as well as popularization of knowledge related to the Arctic.This article reviews joint efforts between Chinese and American educators and researchers to promote cooperation and understanding in Arctic education and research,and examines the facing challenges of China-U.S.Arctic education cooperation which include current political or economic tensions between the two countries,the differing perspectives and priorities on Arctic policy,the disproportion in Arctic scientific research,different research methodologies and discourse system in social science.This article also argues that there are opportunities for the two countries to cooperate in Arctic education.Common goals and interests in the Arctic,Arctic-dedicated institutions with significant Arctic research capabilities and partnerships around the world provide foundations for Arctic education cooperation.The implementation of a new science-based Arctic treaty of the Arctic Council is an opportunity for China-U.S.Arctic education cooperation.As for future cooperation,it suggests that in addition to promoting the direct bilateral cooperation,cooperation within international cooperation platforms and mechanisms,especially within the Arctic Council also needs to be further promoted.

China's CDM Policies and Their Development Implications:Major Concerns for CDM Implementation

Most CDM (Clean Development Mechanism) opportunities exist in some large industrializing developing countries. For instance, China is estimated to take 48% of the world potential for CDM project activities. In reality, however, the share by China over the CDM projects registered and CDM projects in the pipeline is less than 10% as of Auguest 2005. This paper will examine the reasons behind, as reflected in China's CDM policies. Further investigation will be made into the use of these policies to boost the country's sustainable development, the sustainable development implications and effects of these policies. In addition, it is noted that incompatibility of some other Chinese laws and policies can be responsible for the low level and slow pace of CDM implementation in China and some suggestions are offered for promoting CDM project activities in China. There also exist barriers at the international level that impedes implementation of CDM project activities. A conclusion is drawn that CDM policies in a developing country like China aim mainly at promotion of sustainable development and to a lesser extent the generation of CERs.

Accurate Diagnosis of SARS-CoV-2 JN.1 by Sanger Sequencing of Receptor-Binding Domain Is Needed for Clinical Evaluation of Its Immune Evasion

Background: Omicron JN.1 has become the dominant SARS-CoV-2 variant in recent months. JN.1 has the highest number of amino acid mutations in its receptor binding domain (RBD) and has acquired a hallmark L455S mutation. The immune evasion capability of JN.1 is a subject of scientific investigation. The US CDC used SGTF of TaqPath COVID-19 Combo Kit RT-qPCR as proxy indicator of JN.1 infections for evaluation of the effectiveness of updated monovalent XBB.1.5 COVID-19 vaccines against JN.1 and recommended that all persons aged ≥ 6 months should receive an updated COVID-19 vaccine dose. Objective: Recommend Sanger sequencing instead of proxy indicator to diagnose JN.1 infections to generate the data based on which guidelines are made to direct vaccination policies. Methods: The RNA in nasopharyngeal swab specimens from patients with clinical respiratory infection was subjected to nested RT-PCR, targeting a 398-base segment of the N-gene and a 445-base segment of the RBD of SARS-CoV-2 for amplification. The nested PCR amplicons were sequenced. The DNA sequences were analyzed for amino acid mutations. Results: The N-gene sequence showed R203K, G204R and Q229K, the 3 mutations associated with Omicron BA.2.86 (+JN.1). The RBD sequence showed 24 of the 26 known amino acid mutations, including the hallmark L455S mutation for JN.1 and the V483del for BA.2.86 lineage. Conclusions: Sanger sequencing of a 445-base segment of the SARS-CoV-2 RBD is useful for accurate determination of emerging variants. The CDC may consider using Sanger sequencing of the RBD to diagnose JN.1 infections for statistical analysis in making vaccination policies.

国务院安委会牵头发布《安全生产治本攻坚三年行动方案(2024—2026年)》(简称“总政策”),为此,各部门制定了31个部门子方案及部分省级行动实施方案(简称“子政策”),从而形成“1+31+N”的安全生产治本攻坚总体方案。论文运用S-CAD方法和NVivo12 Plus软件,对上述政策文本开展量化政策评估。通过系统梳理从目标到结果的逻辑链条,研究发现,总政策与子政策在目标与手段、手段与价值观/立场存在逻辑上的高度一致性,手段对目标的实现上存在较强充分性。在行动方案实施过程中,需要聚焦总政策与子政策的衔接性、政策工具选择的多样性、治理目标的一致性,树立本质安全理念,坚持政府间多部门以及政府、市场与社会多主体双向协同治理,采取行政、市场、法律、社会等多种政策工具,建立事前预防型公共安全治理模式,推进高质量发展和高水平安全良性互动,实现安全生产治理体系和治理能力现代化。

Wahaha vs. Danone Dispute Leads to Reflections on China's FDI Policies——A Special Interview with ZONG Qinghou and Emmanuel Faber

Background: In 1996, Wahaha, Danone and BNP (Hong Kong) jointly invested in and incorporated 5 companies to manufacture Wahaha brand products, including purified water and eight-treasure porridge. Wahaha holds 49% equity interests in these companies, while Danone later became the dominant shareholder with a 51% stake after acquiring shares held by BNP in the aftermath of the Asian financial crisis. Danone then proposed to transfer the Wahaha brand to a joint venture but did not succeed. Subsequently, a trademark usage contract was signed by both parties instead. In the ensuing years, the Wahaha Group established non-JV companies in west China, central China and the Three Gorges reservoir area. These companies had RMB 5.6 billion of total assets as of December 31st, 2006 and made a net income of RMB 1.04 billion in that year. On April 3rd, 2007, Danone intended to force a deal by which it could acquire 51% equity interests in those non-JV companies for a sum of RMB 4 billion. Wahaha Chairman Zong Qinghou later complained that he and Wahaha fell into a trap set up by Danone. Both parties have since engaged in a lengthy "war of words", thereby arousing a grand debate on China's FDI policies.
