Urban geopark is the backyard garden of urban residents’life.Geological landscape popular science exhibition enables people to receive geological popular science knowledge easily and happily while playing,which will virtually strengthen people’s protection awareness of urban geological landscape.Urban geopark landscape is featured by unique typical geological characteristics.It is a realistic problem that troubles the planning and design of geological landscape popular science exhibition in urban geopark by effectively protecting these geological landscapes and upgrading them into urban popular science leisure tourism resources.Taking Zhengzhou Yellow River National Geopark as an example,this paper systematically studies the planning and design of geological landscape popular science exhibition in urban geopark.

Strategic Planning for Drug Regulatory Science in the United States and Its Enlightenments to China

Objective To study the strategic planning of drug regulatory science,the effectiveness and role of policy implementation in the United States so as to gain insights and make suggestions for further improving the strategic planning of drug regulatory science in China.Methods Literature research method and comparative research method were used to compare and analyze the strategic planning of regulatory science in China and the United States.Results and Conclusion Drawing on the US experience,China should set goals based on mission and vision and identify problems,knowledge gaps,and key areas,then concrete measures can be taken to advance regulatory science.

Village Renovation Planning Based on The Sciences of Human Settlements: A Case Study of Former Xukou Village in Xuzhou

In recent years, the disorder of rural space, the gradual decline and extinction of traditional culture, the destruction of natural environment, the excessive consumption of natural resources and so on all lead to the increasingly backward problem of rural human settlements. Under this background, people also gradually turn their attention to the renovation and planning of rural human settlements. Based on practical investigation, this study analyzed the importance of village renovation planning and summarized the basic principles of village renovation planning. Based on the theory of The Sciences of Human Settlements, applying rigorous comprehensive research methods, it put forward the main contents of village renovation planning: land use planning, economic and industrial planning, comprehensive renovation of residential environment, renovation of residential buildings, environmental improvement, infrastructure renovation and construction management measures. This study took Xukou Village renovation planning of Peixian County, Xuzhou City as an example, systematically and comprehensively analyzed the existing problems, and put forward targeted renovation strategies to build a village renovation planning system and to provide good experience and reference for the sustainable development of rural human settlements and provide reference and basis for the government to formulate relevant policies and take corresponding measures and solve practical problems.

Research on the Planning of Medicinal Botanical Gardens Based on the Theme of Science Popularization Education

The functions of medicinal botanical gardens are introduced firstly,and then the application status and planning principles of medicinal botanical gardens based on the theme of science popularization education are analyzed.Moreover,a typical application case is analyzed and summarized.Constructing a scientific medicinal botanical garden is conducive to increasing people's understanding of medicinal plants,and also meets the requirements of current national policies,thereby generating greater economic and social benefits.

Research integration for health sciences libraries

This article is a case study of an innovative academic health sciences library initiative that describes the planning and events in the inaugural year of a new library research program. In response to emerging trends in health sciences libraries to increase research skills of librarians in order to foster expanded research integration within the health sciences disciplines,the University of Michigan Taubman Health Sciences Library established an EXPERT Research Initiative. This new program is part of the strategic planning for the future of the library and is focused on three primary goals： expanding the library＇s research portfolio,building librarians＇ research skills and competencies,and increasing the library＇s research visibility. The article highlights five library projects that illustrate the different kinds of research collaborations librarians are engaged in with health sciences faculty,researchers,clinicians,and students.

The Impact of Life Sciences Developments on the UK Urban Environment

Life sciences urban developments are a relatively recent phenomenon, and follow the emergence of knowledge based urban developments as a potential driver of urban regeneration and local economic growth. The role of these new centres in transforming the inner cities of some of the UK＇s larger conurbations is examined and the key planning issues are discussed. The article concludes that the key principles of urban planning and control must still apply in shaping the role these new developments have in the UK＇s evolving urban landscape.

Research on the Development of Drug Regulatory Science in China

Objective To study the situation of the development of China’s drug regulatory science and to provide some suggestions for its future development.Methods Based on the origin of regulatory science in China,the methods of literature research and comparison were used to make a detailed analysis of China’s drug regulatory science plan and its implementation effect,the research direction,the number of key laboratories,regulatory science exchange conferences and professional papers published,so as to put forward the development trend of China’s regulatory science.Results and Conclusion According to China’s national conditions,the government should continue to promote the development of the regulatory science system from three aspects:basic theoretical research,discipline construction and action plan.China’s drug regulatory science can not only promote the rapid development of pharmaceutical industry,but also guarantee public health.

日本脑计划实施的经验及启示

目前脑计划已成为主要发达国家科技竞争的重点领域。日本脑计划启动时间较早,已取得了较丰富的经验与成果,可为中国脑计划的实施和优化提供经验借鉴。解析日本脑计划的发起过程、保障措施、管理结构以及主要研究成果等,发现日本脑计划是在充分的科学论证基础上提出,政府提供了稳定且充足的经费支持,由领域内号召力和影响力较高的机构统领和协调实施,人才国际化始终作为团队建设和人才政策的重要标准,同时政策体系上既有兼顾长期的战略规划又有专项的人才支持政策和脑库建设保护法律等全方位保障其顺利实施。借鉴日本经验,未来中国脑计划的实施战略可结合自身发展实际,将团队建设的国际化、资金保障的稳定性、科研伦理管理的规范化、参与机构的协调性等作为主要优化方向。

国家级重大科技计划中标准化科研项目的对比分析及对我国标准化科研工作的借鉴意义——以国家重点研发计划、NITRD和PRISM为例

本文使用文献调研法、网站调研法、特征归纳法、分析比较法对美国NITRD、日本PRISM、我国重点研发计划进行了调研和分析比较。全面梳理了所收集到的科技计划的背景、战略意义及目标,通过对比分析,发现在科技计划的管理模式上、资助方式及产学研结合方面,日本PRISM计划和美国NITRD计划更加关注高校、初创私营科研机构的创新环境,促进科研创新环境的建立和发展。并从标准化科研角度切入,建议应在科技计划中设立标准化科研专项并持续加大标准化专项经费投入,及对标准化专业科研团体的扶持和培育力度。

2023年土地科学研究重点进展评述及2024年展望——土地资源利用与空间规划分报告

研究目的:总结2023年国内外土地资源利用与空间规划领域研究进展,展望2024年国内研究趋势。研究方法:文献调查法。研究结果:2023年国内研究主要集中于土地资源配置的影响与优化、土地资源的生态系统服务价值、绿色低碳土地利用模式、土地利用效益评价、国土空间规划方法、国土空间规划管理和保障制度等方面;国外研究侧重于多类型资源协同配置、土地资源保护效果与路径、土地利用变化的生态效应、土地利用功能评价、可持续的空间规划方法、空间规划管理制度与方法等方面。研究结论:2023年土地资源利用与空间规划领域在土地资源优化配置、生态系统服务价值权衡关系、土地资源保护、绿色低碳土地利用、土地利用评价方法与相关机制、空间规划方法与管理保障等方面取得了一定进展。2024年将重点关注土地资源同其他资源的协同机制、土地利用评价方法、土地绿色利用效率影响机制、土地低碳绿色利用模式、服务中国式现代化与高质量发展的国土空间治理与规划等研究方向。

吉林省科技发展计划项目绩效管理的现状分析

本文以吉林省科技发展计划项目的绩效管理工作为研究对象,对吉林省科技项目绩效评价工作的现状进行了研究,深入剖析了目前项目绩效管理工作中存在的问题,并提出完善吉林省科技项目绩效管理工作的建议主张。

新城市科学:技术、计算、变革与应用

技术发展推动了城市科学的进步。第四次工业革命已推动城市科学进入新城市科学阶段。本文归纳总结了新城市科学的发展脉络,对其内涵和外延进行了拓展,并将以城市作为实验室的新城市科学归纳为以下3个维度:(1)新的城市科学方面,海量、高密、高频的新数据,主动城市感知等新技术及人工智能等新方法的发展促进了研究范式的转变;(2)新城市的科学方面,技术带来了城市本体,即个体日常活动、社会组织和城市空间的变革,越来越多的研究开始试图刻画这些变革的时空规律;(3)未来城市方面,新技术的发展将驱动未来城市的变革,城市科学家开始对未来城市空间原型进行推演并对其创造方式进行创新。城市科学工作者应抓住时代机遇,共同推进新城市科学的发展。

数据生命周期视角下的科研数据管理研究——以美国24所高校机构知识库为例

[目的/意义]科研范式正向数据密集型模式发展,科研数据在科研活动中起重要作用。[方法/过程]采用网络调研法,以24所美国高校机构知识库为调研对象,根据数据生命周期,对其科研数据管理的计划、组织、存储、质量控制、共享及培训等建设情况进行调研,归纳总结美国高校机构知识库建设特点和经验。[结果/结论]针对中国国情,提炼出对国内高校图书馆机构知识库在科研数据管理服务的有效启示:搭建本土化科研数据管理平台、提高科研数据管理质量构建受信任的机构知识库、应用FAIR及TRUST原则促进科研数据开放共享、打造专业的科研数据管理团队等方面的建议。

国家科技计划体系演变与发展策略研究

文章总结了我国建国早期至改革开放初期、改革开放初期至十八大、十八大以来等3个不同时期国家科技计划实施的战略定位、重要贡献、管理模式及特征等。国家科技计划项目的组织实施模式与国情紧密相关,美国实行灵活的“DARPA”和“DIUx”模式,日本则实行层级分明的管理模式,而我国的科技计划体系则实行顶层设计、统筹实施的“新举国体制”模式。论文运用理论研究和比较分析的方法,通过对美国、日本、德国等国家科技计划设置的特点和组织管理经验等进行分析,提出了新时期我国科技计划体系发展策略,指出我国科技计划体系应进一步加强基础性、前瞻性研究领域的布局,强化有组织科研范式的改革,完善多元的科技资源投入机制和需求为导向的科技资源配置机制,强化以创新贡献为导向的科技计划项目全过程管理。

通过对国家战略目标导向下的两个国家重大科技计划——“863”计划和“973”计划的深度解读分析,从任务提出背景、组织管理机制、效益与影响三方面揭示国家战略目标导向下科研工作组织的理念和运行机制,分析了政府、市场和专家在服务国家战略目标的科研活动中所扮演的角色,以及自由探索与国家目标之间的关系,并以此启发未来科技举国体制的实施。

我国教师教育研究课题的实然样态与应然走向--基于2006-2023年全国教育科学规划课题的数据分析

全国教育科学规划课题以解决教育发展与改革中的理论和实践问题为目的,具有前沿性、全局性、导向性等特点。以全国教育科学规划课题为研究对象,呈现教师教育类课题的发展趋势和发展问题,有助于把握教师教育领域的研究动态。通过对教师教育类课题的立项数据和主题内容的分析发现:当前,教师教育类课题在立项数量上较为稳定,但在立项单位、立项区域上较不均衡,立项单位间的合作不够密切;研究已形成稳定的核心主题,但仍存在教师教育理论研究薄弱的问题;课题成果数量不足,挂靠课题现象较为明显。基于以上问题,提出加强科研单位间合作、鼓励基础教育教师参与课题、夯实教师教育理论研究、提高课题成果转化率等有效举措。

小流域综合治理和统筹发展规划思路与实践——以湖北省十堰市茅塔河小流域为例

作为响应国家生态文明建设要求和推动中国式现代化的重要手段,小流域治理在我国国家治理体系中的重要性不断提升。小流域综合治理和统筹发展规划是统筹小流域内各要素发展与综合治理的重要抓手,现状对小流域综合治理和统筹发展规划的编制思路及策略的研究较为薄弱,如何理清小流域综合治理和统筹发展规划的架构是亟待研究的重要课题。基于人居环境科学理论和规划统筹与统筹规划方法论,构建小流域综合治理和统筹发展规划的架构,并结合湖北省十堰市茅塔河小流域的规划实践,提出小流域综合治理和统筹发展规划的思路与策略,为湖北省乃至全国的小流域治理规划工作提供参考。

日本开展国际科技合作的实践路径与启示

扩大国际科技交流合作,打造具有全球竞争力的开放创新生态,是利用全球创新资源推动科技创新发展的有效手段,也是建设世界科技强国的必然要求。以日本为研究对象,通过实地走访、文献调研、案例分析等方法,从科技计划实施、科研经费投入、科技人才培养、牵头国际大科学计划等角度,深入分析日本主要科技管理机构开展国际科技交流合作的经验,包括:加强科技与外交协同、开展“一国一策”式国际科技合作、建立梯次衔接的资助体系、全周期培养科技创新人才、搭建多类型合作网络、加强前沿科技战略研究、强化科技援助、“飞地”运行国际大科学计划、优化管理机制等,进而提出服务支撑我国扩大国际科技交流合作的建议。
