On the basis of the present situation of calculation of penalty for delay of the bidding section construction period with the critical path method, we studied the effects of contractor-induced delay of the bidding section construction period in detail, including the effects on the construction period of the bidding section itself, the earliest start times of the next bidding section and other subsequent bidding sections, and the construction period of the program, and then constructed a penalty model for delay of the bidding section construction period from the perspective of programs. Using the penalty model, we conducted a practical analysis of penalty for delay of the construction period of the Baoying station program in the South-to-North Water Diversion Project. The 18 th National Congress of the CPC stated that integrated urban and rural development is the fundamental approach for solving issues concerning agriculture,farmers,and rural areas. As a transitional form from rural areas to urban areas,small town play an important role in integrated urban and rural development. In the 13 th Five-Year Plan period,China should take a new road of characteristic urbanization,energetically develop key towns,central towns,and characteristic towns,use points to drive areas,and promote coordinated progress of urbanization construction and new countryside construction. Ground water, salt weathering, air pollution, biological colonization and environmental aspects were the main degradation factors which caused a lot of damage and deterioration phenomena in the complexes. Horizontal and vertical cracks, salts, loss of decorations, and featured dark of the stone surface were noticed at the complexes elements. In addition, the celling of the complex was in a very bad condition;?it had lost a lot of decoration elements, cracking, soot deposition, insects’ holes, and fungi growth. This research will discuss the various deterioration phenomena that?have?effect on the main building materials and cause the damages and discuss the general scientific methodology of the architectural and structural conservation project which was?carried out. 展开更多

In order to solve the problem of low accuracy of construction project duration prediction, this paper proposes a CNN attention BP combination model </span><span style="font-family:"white-space:normal;">project risk prediction model based on attention mechanism, one-dimensional </span><span style="font-family:"white-space:normal;">convolutional neural network (1d-cnn) and BP neural network. Firstly, the literature analysis method is used to select the risk evaluation index value of construction project, and the attention mechanism is used to determine the weight of risk factors on construction period prediction;then, BP neural network is used to predict the project duration, and accuracy, cross entropy loss function and F1 score are selected to comprehensively evaluate the performance of 1d-cnn-attention-bp combined model. The experimental results show that the duration risk prediction accuracy of the risk prediction model proposed in this paper is more than 90%, which can meet the risk prediction of construction projects with high accuracy. 展开更多

Construction progress of long-span bridge is complicated and the quality control is strict. Any disadvantage during construction may potentially affect the internal forces and deck alignments after it is open to traffic. To exactly evaluate the periodic alignments, internal forces and safety, geometrical and physical monitoring are needed during construction. This study aims at the requirement of dynamic geometric monitoring during Sutong Bridge construction, and introduces the realization and observing schemes of the self-developed GPS real-time dynamic geometrical deformation monitoring system. Affected by wind load and construction circumstance, GPS (global positioning system) monitoring signal contains a variety of noise. And the useful signal can be extracted from the signal after de-noising the noises. A de-noising method based on EMD (empirical mode decomposition) model is introduced here to process the bridge dynamic monitoring data, and with the wavelet threshold de-noising method are compared. The result shows that the EMD method has good adaptability, is free from the choice of wavelet bases and the number of decomposition layer. The method is an effective de-noising method for dynamic deformation monitoring to large-span bridges. 展开更多

智慧城市建设作为城市化发展模式的重大变革,其对就业水平的提升作用亟需来自宏观城市层面的经验证据。基于我国284个地级及以上城市面板数据,对智慧城市试点政策开展准自然实验,利用多期DID方法检验智慧城市建设对城市就业的影响及内... 智慧城市建设作为城市化发展模式的重大变革,其对就业水平的提升作用亟需来自宏观城市层面的经验证据。基于我国284个地级及以上城市面板数据,对智慧城市试点政策开展准自然实验,利用多期DID方法检验智慧城市建设对城市就业的影响及内在机制。研究发现智慧城市建设显著提升了城市就业水平,且通过一系列稳健性检验后结论仍然成立。机制分析表明,智慧城市建设运用现代信息技术推动城市发展模式创新,通过创新驱动产生消费与外资的拉动效应,进而提升城市就业水平。进一步分析发现,智慧城市建设对就业的促增效应在中部地区城市和人口密度较低、经济活动水平较高的普通城市中表现显著。研究结果为智慧城市建设在城市层面上的就业效应研究提供了经验证据。 展开更多

论授益行政行为职权撤销的除斥期间——以《行政程序法》制定为视角

职权撤销是按照依法行政原则对违法行政行为的消灭,属于行政机关的自我纠错行为。对于具有持续性法律效果的授益行政行为,毫无时间限制的职权撤销,将对其构建的法律关系网的稳定性及所涉利害关系人权益产生重大影响。职权撤销的期限在... 职权撤销是按照依法行政原则对违法行政行为的消灭,属于行政机关的自我纠错行为。对于具有持续性法律效果的授益行政行为,毫无时间限制的职权撤销,将对其构建的法律关系网的稳定性及所涉利害关系人权益产生重大影响。职权撤销的期限在性质上属于除斥期间。出于维护法律秩序安定性、规范行政权、避免私方利益遭受更大损失以及避免“过”与“罚”严重失衡等考虑,授益行政行为职权撤销宜设置除斥期间。通过比较研究,出于不同规范功能,除斥期间宜采用短期限与最长期限相结合的方式。短期限采用主观起算标准,以行政机关知道撤销事由之日作为期间起算点;最长期限采用客观起算标准,以行政行为作出之日为期间起算点。因相对人欺诈而行政行为违法的,职权撤销除斥期间只宜设定短期限。 展开更多

全球变暖是人们高度关注的生态环境问题之一,碳排放成为研究热点。交通运输行业会产生大量能耗,地铁作为一种安全环保的交通方式正高速建设,建筑行业又具有较大减排空间,故对地铁建设期碳排放进行核算有助于预测碳排放趋势并为碳减排提... 全球变暖是人们高度关注的生态环境问题之一,碳排放成为研究热点。交通运输行业会产生大量能耗,地铁作为一种安全环保的交通方式正高速建设,建筑行业又具有较大减排空间,故对地铁建设期碳排放进行核算有助于预测碳排放趋势并为碳减排提供研究基础。本研究总结了地铁建设期碳排放核算在评估方法选择、系统边界划分、清单分析等方面的研究进展,学者们多基于全生命周期理论,使用排放因子法,将碳排放来源划分为建材生产、材料运输和现场施工3个阶段开展碳排放研究。本研究就现有清单分析内容进行了对比分析,发现建材生产阶段碳排放占比最大,且钢筋、混凝土、水泥是主要的高碳排建材,依此提出了地铁建设碳排放核算的基本研究方法及减排思路。 展开更多

为了解高原生态保护区内公路施工期造成的地表水环境污染问题,并为施工单位及时掌握地表水环境变化情况提供一定的数据依据及支撑。对公路施工期地表水环境污染源进行分析,选取对于高原生态保护区污染特征具有针对性的水质评价指标因子... 为了解高原生态保护区内公路施工期造成的地表水环境污染问题,并为施工单位及时掌握地表水环境变化情况提供一定的数据依据及支撑。对公路施工期地表水环境污染源进行分析,选取对于高原生态保护区污染特征具有针对性的水质评价指标因子,建立基于熵权-可拓物元理论的地表水环境评价模型,并结合实际工程验证其适用性及准确性。研究结果表明:①选取石油类、高锰酸盐指数、悬浮物(SS)、氨氮(NH_(3)-N)、总磷(TP)和溶氧量(DO)等6个水质评价指标因子建立评价体系,可以综合反应公路施工期对高原生态保护区地表水环境的影响;②在实际工程应用中,基于熵权-可拓物元理论的地表水环境评价模型得到的分级结果,与单因子指数法及灰色加权关联度法得到的分级结果吻合率达70%及90%,说明该方法具有一定的适用性及准确性。 展开更多
