Relative Universality of Human Rights: Theory and Practice

Introduction After the birth of the Universal Declaration of Human Rights （UDHR）, ＂universal human rights＂ became a novel formal legal term both in the field of jurisprudence and in the international community. The notion of ＂universal human rights＂ indicates the ideal of ＂all human rights for all.＂ As the provision in Article 2 of the UDHR stated： ＂Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind, such as race, color, sex, language, religion, politi cal or other opinion, national or social origin, property, birth or other status.＂ However, some nonWestern govern ment officials and intellectuals have expressed doubts about the justifi ability of the term, which seems only to be a reflection of unique Western culture rather than Asian or Arabian ones. At the Vienna World Human Rights Conference, many heads of state said that universal human rights cannot be compatible with nonWest em culture. Even Lee Kuan Yew, the former leader of Singapore, declared in 1996： ＂Asian values are universal values. European values are European values.＇＇~ This statement is obviously a rejection of the idea that human rights are universal. In contrast, universal rights extremists and human rights activists and NGOs, such as Amnesty International and Human Rights Watch, try to propagandize unified international human rights standards and international human rights re gimes. Computational uncertainty principle in nonlinear ordinary differential equations——Ⅱ.Theoretical analysis

The error propagation for general numerical method in ordinarydifferential equations ODEs is studied. Three kinds of convergence, theoretical, numerical and actual convergences, are presented. The various components of round-off error occurring in floating-point computation are fully detailed. By introducing a new kind of recurrent inequality, the classical error bounds for linear multistep methods are essentially improved, and joining probabilistic theory the “normal” growth of accumulated round-off error is derived. Moreover, a unified estimate for the total error of general method is given. On the basis of these results, we rationally interpret the various phenomena found in the numerical experiments in part I of this paper and derive two universal relations which are independent of types of ODEs, initial values and numerical schemes and are consistent with the numerical results. Furthermore, we give the explicitly mathematical expression of the computational uncertainty principle and expound the intrinsic relation between two uncertainties which result from the inaccuracies of numerical method and calculating machine.

Effect of Ag substitution on structural,magnetic and magnetocaloric properties of Pr_(0.6)Sr_(0.4–x)Ag_xMnO_3 manganites

A systematic investigation on the structural, magnetic and magnetocaloric properties of Pr_（0.6）Sr_（0.4-x）Ag_xMnO_3（x=0.05 and 0.1） manganites was reported. Rietveld refinements of the X-ray diffraction patterns confirmed that all samples were single phase and crystallized in the orthorhombic structure with Pnma space group. Magnetic measurements in a magnetic applied field of 0.01T revealed that the ferromagnetic-paramagnetic transition temperature T_C decreased from about 293 to 290 K with increasing silver content from x=0.05 to 0.1. The reported magnetocaloric entropy change and relative cooling power for both samples were considerably remarkable with a △S_（max） value of 1.9 J/（kg·K）and maximum RCP values of 100 J/kg, under a magnetic field change（？μ0H） equal to 1.8T. The analysis of the universal curves gave an evidence of a second order magnetic transition for the studied samples. The magnetic field influence on both the magnetic entropy change and the relative cooling power was also studied and discussed.
