Research on the Internal Talent Training Path and Performance Evaluation Mechanism of New R&D Institutions in Zhejiang Province

New research and development(R&D)institutions are an important part of the national innovation system,playing an important role in promoting the transformation of scientific and technological achievements.In recent years,new R&D institutions have gradually become the driving force of innovation-driven development in China.Taking new R&D institutions in Zhejiang Province as the research object,this paper studies the internal talent training path and performance evaluation mechanism of new R&D institutions in Zhejiang Province by using the literature research method,comparison method,case verification method,and other methods.The investigation results show that there are problems such as lack of material and spiritual support and neglect of the absorption of local talents in the internal talent training,and there are problems such as unclear standards,insufficient data,and opaque processes in the performance evaluation mechanism,which greatly affect the establishment and improvement of the performance evaluation mechanism.Given the above problems,this paper puts forward a forward-looking,oriented,flexible,and compatible talent training path and performance evaluation mechanism,hoping to optimize the effective internal talent training path of new R&D institutions,improve the evaluation performance,and promote healthy development of new R&D institutions in Zhejiang Province.

Promote Combinational Researches, Training, and Applied Scientific Technology in Universities and Institutes in Vietnam

To promote the combination of research, training, and scientific technology application is the main policy of the Vietnam Communist Party and State of their management to their meeting of the needs toward their radical and comprehensive renovation with educational and training processes. There are some solutions such as： To develop a national project on combination of research and scientific technology application in social science in Vietnam was administered, to develop a set of criteria to ensure effectiveness of combination of research and training which will be based on the needs of society was assessed, to increase self-control of research institutes and universities of social science sector in combination of research and scientific technology application was examined, to be continued of the renovation management mechanism was managed, the cost norm and means of providing finance research and scientific technology application in social science were founded. The comprehensive legal framework and criteria of combination of research and scientific technology application as a basic for evaluating activities of research and scientific technology application in social science were used. Suggestions that this study was to apply scientific technology in transferring national university and investigation of the key universities into universities＇ researches were provided.

Liver preservation prior to transplantation: Past, present, and future

Since Dr. Thomas Starzl performed the first series of successful liver transplants(LTs), important advances have been made in immunosuppression, operative techniques, and postoperative care. In 1988, Belzer's group reported the first successful LT using the University of Wisconsin preservation solution(UW).Since then, UW has replaced EuroCollins solution and allowed prolonged and safer preservation of liver, kidney, and pancreas allografts, thus contributing to the improvement of transplant outcomes. Although UW is still considered the standard of care in the United States and in several countries worldwide, a recent meta-analysis revealed similar LT outcomes among UW, Celsior solution, and the Institut Georges Lopez-1 preservation solution, which were slightly superior to those obtained with histidine-tryptophan-ketoglutarate preservation solution.Dynamic preservation has been recently developed, and liver allografts are preserved mainly through the following methods: hypothermic machine perfusion, normothermic machine perfusion, and subnormothermic machine perfusion. Their use has the potential advantage of improving clinical results in LT involving extended criteria donor allografts. Although associated with increased costs, techniques employing machine perfusion of liver allografts have been considered clinically feasible. This editorial focuses on recent advances and future perspectives in liver allograft preservation.

Relevance of proteolysis and proteasome activation in fatty liver graft preservation: An Institut Georges Lopez-1 vs University of Wisconsin appraisal

To compare liver proteolysis and proteasome activation in steatotic liver grafts conserved in University of Wisconsin (UW) and Institut Georges Lopez-1 (IGL-1) solutions.METHODSFatty liver grafts from male obese Zücker rats were conserved in UW and IGL-1 solutions for 24 h at 4 °Cand subjected to “ex vivo” normo-thermic perfusion (2 h; 37 °C). Liver proteolysis in tissue specimens and perfusate was measured by reverse-phase high performance liquid chromatography. Total free amino acid release was correlated with the activation of the ubiquitin proteasome system (UPS: measured as chymotryptic-like activity and 20S and 19S proteasome), the prevention of liver injury (transaminases), mitochondrial injury (confocal microscopy) and inflammation markers (TNF 1 alpha, high mobility group box-1 (HGMB-1) and PPAR gamma), and liver apoptosis (TUNEL assay, cytochrome c and caspase 3).RESULTSProfiles of free AA (alanine, proline, leucine, isoleucine, methionine, lysine, ornithine, and threonine, among others) were similar for tissue and reperfusion effluent. In all cases, the IGL-1 solution showed a significantly higher prevention of proteolysis than UW (P < 0.05) after cold ischemia reperfusion. Livers conserved in IGL-1 presented more effective prevention of ATP-breakdown and more inhibition of UPS activity (measured as chymotryptic-like activity). In addition, the prevention of liver proteolysis and UPS activation correlated with the prevention of liver injury (AST/ALT) and mitochondrial damage (revealed by confocal microscopy findings) as well as with the prevention of inflammatory markers (TNF1alpha and HMGB) after reperfusion. In addition, the liver grafts preserved in IGL-1 showed a significant decrease in liver apoptosis, as shown by TUNEL assay and the reduction of cytochrome c, caspase 3 and P62 levels.CONCLUSIONOur comparison of these two preservation solutions suggests that IGL-1 helps to prevent ATP breakdown more effectively than UW and subsequently achieves a higher UPS inhibition and reduced liver proteolysis.

Meru University of Science and Technology Research Ethics Review System: A SWOT Analysis

The objectives of this article are as follows: 1) to propose a university research ethics system framework, 2) to provide a brief anatomy of the Meru University of Science and Technology (MUST) Institutional Research Ethics Review Committee (MIRERC), 3) to perform a SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis of MIRERC, and 4) to make recommendations for improving its performance. The 13-member multi-disciplinary MIRERC was established in April 2017 to provide effective ethical oversight of research undertaken by the University’s scholarly community. Strengths of the MUST research ethics review system include a functional MIRERC, a pertinent national law and ethical guidelines, an Innovation and Enterprise Centre that could house a dedicated MIRERC Secretariat, and a supportive University Management Board. The weaknesses include lack of graduate schools to assure scientific rigor of proposals before submission to the MIRERC, lack of research ethics training in most school’s curricula, absence of a dedicated MIRERC Secretariat, undergraduate research proposals being not ethically reviewed, dearth of faculty trained in research ethics, and lack of an operating budget for MIRERC work. The opportunities include existence of about 22 accredited Institutional Research Ethics Review Committees (IRERC) in Kenya, existence of international standards and operational guidance for ethics review, availability of guidelines and codes of best ethical practices in research, existence of a free automated platform called Research for Health Innovation Organizer (RHInnO) Ethics for managing the ethics review process, and availability of external resources for strengthening IRERCs. In order to improve the performance and sustainability of the MUST research ethics system, there is need to include research ethics training in all undergraduate and post-graduate curricula, create a dynamic database of potential research ethics reviewers, allocate a percentage of the annual MUST research budget for MIRERC operations, charge a graduated fee for proposal ethics review, require all students’ and faculties’ internal and external research proposals be cleared by the MIRERC, and use the RHInnO Ethics platform to manage the ethics review process.

E-Learning during COVID-19 Outbreak: Cloud Computing Adoption in Indian Public Universities

In the COVID-19 pandemic situation,the need to adopt cloud computing(CC)applications by education institutions,in general,and higher education(HE)institutions,in particular,has especially increased to engage students in an online mode and remotely carrying out research.The adoption of CC across various sectors,including HE,has been picking momentum in the developing countries in the last few years.In the Indian context,the CC adaptation in the HE sector(HES)remains a less thoroughly explored sector,and no comprehensive study is reported in the literature.Therefore,the aim of the present study is to overcome this research vacuum and examine the factors that impact the CC adoption(CCA)by HE institutions(HEIs)in India.The scope of the study is limited to public universities(PUs)in India.There are,in total,465 Indian PUs and among these 304 PUs,(i.e.,65%PUs)are surveyed using questionnaire-based research.The study has put forth a novel integrated technology adoption framework consisting of the Technology Acceptance Model(TAM),Technology-Organization-Environment(TOE),and Diffusion of Innovation(DOI)in the context of the HES.This integrated TAM-TOE-DOI framework is utilized in the study to analyze eleven hypotheses concerning factors of CCA that have been tested using structural equation modelling(SEM)and confirmatory factor analysis(CFA).The findings reveal that competitive advantage(CA),technology compatibility(TC),technology readiness(TR),senior leadership support,security concerns,government support,and vendor support are the significant contributing factors of CCA by Indian PUs.The study contends that whereas the rest of the factors positively affect the PUs’intention towards CCA,security concerns are a significant reason for the reluctance of these universities against adopting CC.The findings demonstrated the application of an integrated TAM-TOE-DOI framework to assess determining factors of CCA in Indian PUs.Further,the study has given useful insights into the successful CCA by Indian PUs,which will facilitate eLearning and remote working during COVID-19 or similar outbreak.
