Spatial pattern of urban-rural integration in China and the impact of geography

Urban-rural integration (URI) is a global challenge that is highly related to inequalities, poverty, economic growth, and other Sustainable Development Goals (SDGs). Existing research has evaluated the extent of URI and explored its influencing factors, but urban-rural linkages are seldom incorporated in evaluation systems, and geographical factors are rarely recognized as the influencing factors. We construct a URI framework including regional economy, rural development, urban-rural linkage, and urban-rural gap. Based on a dataset consisting of 1,669 counties in China in 2020, we reveal the spatial pattern of URI and find a high correlation between the spatial pattern of URI and the relief degree of land surface (RDLS). Using structural equation modeling, we discover that topography has direct ( − 0.18, p < 0.001) and indirect ( − 0.17, p < 0.001) effects on URI. The indirect negative effects are mediated through the infrastructure, and the combination of localized advantages and modern technical conditions could mitigate the negative impact of topography. Finally, we identify 742 counties as lagging regions in URI, which can be clustered into eight types. Our findings could facilitate policy designing for those countries striving for integrated and sustainable development of urban and rural areas.

A new approach towards the sustainability of urban-rural integration:The development strategy for central villages in the Abbasiya District of Iraq using GIS techniques

The development of rural areas usually has a positive impact on the urban-rural integration. This study explores an innovative approach to stimulate rural development by proposing qualified villages as central villages that can provide basic urban services for their residents and residents of neighboring villages. This approach can contribute to overcoming the various problems that rural areas faced at the social, economic, and environmental levels. It seeks to achieve spatial sustainability of rural areas, representing a new approach by integrating urban development methods to revitalize rural villages. The study analyzed 15 villages belonging to Abbasiya District of AL Kufa City in the Najaf Governorate of Iraq. Based on the GIS techniques and the analysis of urban service indicators(village population, percentage of urban building materials used in villages, distance between village and health centers, distance between village and main roads, nature of economic activity, distance between village and educational institutions, distance between village and drinking water sources, number of communication towers, and distance between village and urban administrative center), this study proposed that Abu Gharb and Albu Ghraib can served as central villages in Abbasiya District in the future. This study establishes a new rural spatial structure to achieve rural sustainable development, improves the development status of rural areas, and provides a theoretical basis for the government and relevant institutions to use urban service indicators, achieving rural sustainable development and formulating relevant development policies in Abbasiya District.

Study on the Mechanism of the Integration of Urban and Rural Development from the View of Elements Flow

Fromthe enterprise,individual and government,which are the three main economic behavior subject,this paper analysis factors impact of flow behavior main body and the change of the objective function,constraint function and the impact of the change of behavior equation,and then summarizes their effects on the integration of urban and rural development,to build fromexogenous shocks to the endogenous to adapt to the economic decision-making framework,clarify elements flow affect the running mechanismof the urban-rural integration.

Development of suburb farm landscape in the process of urban-rural overall planning from the perspective of ecological economics:a case study of Chengdu City

With the accelerating development of Chinese urbanization and the widening gap between rural and urban areas,urban-rural overall planning is to be an inevitable choice for economic and social development.However,the specific patterns and methods in urban-rural overall planning are greatly different.From the persperctive of ecological economy,taking the main physical and biological pattern of the farmland as research objects,this paper analyzes the components and characteristics of farm landscape,the relationship between farm landscape exploitation and rural tourism,and the role of farm landscape exploitation in planning urban and rural development.It expatiates on the pattern,method and principle of farm landscape development.Furthermore,based on the actual development case,this paper explores how to make high-grade tourism products with scientific and reasonable farm landscape development method,how to increase peasant income,how to improve urban and rural ecological economic environment,so as to promote urban-rural overall planning.

Analyzing the transportation infrastructure-rural industry integration relationship in China

Transportation infrastructure is crucial to China’s economic growth because it substantially contributes to the holistic development of rural primary,secondary,and tertiary industries.This study innovatively examines transportation infrastructure and urbanization levels to explore,both theoretically and empirically,their relationship with the holistic development of primary,secondary,and tertiary industries in rural China,and the mediating role of urbanization on this relationship.We employed fixed-effects models,the entropy weight approach,mixed regression,and generalized method of moments to analyze the data of 30 provinces across China from 2013 to 2020.The results indicate that the construction of transportation infrastructure directly fosters the collective advancement of such industries in rural areas and that urbanization partially mediates the transportation infrastructure-rural industry integration relationship.However,the western region shows disparities in the integrated development of these sectors.Further analysis reveals that foreign investments amplify the positive influence of transportation infrastructure on rural industry integration.Essentially,the enhancement of rural transportation infrastructure,promotion of urbanization,implementation of strategic planning,and strengthening of support mechanisms are crucial aspects in the comprehensive development of rural industries and the achievement of rural revitalization in China.

Development Path of Urban-rural Integration

The urban and rural areas are regarded as two major components of the regional economic system. Only through joint balanced development of the two can we achieve overall economic optimization and social welfare maximization. But the great social division of labor has separated urban areas from rural areas,which casts the shadow of city-oriented theory on cooperative relations between urban and rural areas. Mutual separation between urban and rural settlements and independent development trigger off a range of social problems. We must undertake guidance through rational development path of urban-rural integration,to eliminate the phenomenon of urban-rural dual structure,and promote the sustainable development of population,resources and environment in urban and rural areas as soon as possible.

Countermeasures for Intensive Use of Land from the Perspective of Urban-Rural Integration

This paper analyzes problems of excessive emphasis on expansion of urban land,improper village and town construction,and low land utilization efficiency in urban-rural integration construction.In line with characteristics and principle of intensive land use of urban-rural integration,it puts forward integration of urban-rural land layout,practically exploring connotation,and improving land intensification in many ways.Based on these,it presents countermeasures for intensive use of land from the perspective of urban-rural integration,including stressing function of overall planning of land use in integration and control of urban-rural regional development,raising population,ecological and economic bearing capacity of land on the condition of protecting arable land and focusing on intensive use of land,and promoting healthy,sustainable and coordinated development of industrialization,urbanization and urban-rural integration.

Comparison of Integrated Urban-Rural Development between Chongqing and Chengdu

On the basis of review of integrated urban and rural development process in Chengdu and Chongqing, we summed up experience of reform and compared the practice in these two regions. Results show that both regions have opened free flow of rural and urban factors, made detailed and scientific planning of integrated urban and rural development, and carried out exploration in equalization of urban and rural public service.

Clean Production and Ecological Industry:A Key to Eco-city Development

Eco-city development is a healthy process towards sustainable development, within the carrying capacity of local ecosystem through changing production mode, consumption behavior and decision instrument based on ecological economics and system engineering. The key to its planning is an ecological integration to make trade-off between economic wealth and environmental health, between material and spiritual civilization, between natural and human eco-cybernetics. Integration, demonstration, citizens’ participation and scientists’ and technician’s catalyzing are the key instruments for the implementation of the ecocity plan. "Clean production" and "ecological industry" are key elements in comprehensive development towards an eco-city. Beyond the technical and management questions, how to interlink production, consumption and reduction at the local and regional level, the spatial and urban dimension should be considered in order to perform an integrative urban eco-space.

城乡产业融合的主抓手:生态产品价值实现机制与路径探索——基于文献计量热点分析

夯实城乡融合发展生态基底,打通“绿水青山”转化为“金山银山”的实现通道,推进生态产品价值实现成为城乡产业融合发展的主抓手。运用CiteSpace 6.1.R2软件对2007—2022年中国知网收录的218篇与城乡有关的生态产品价值实现文献进行可视化分析,厘清该研究领域的发展脉络和研究热点。研究发现:相关研究处于探索阶段,研究作者和研究机构初具规模,但科研合作和学术交流较少;研究主题主要围绕生态产品价值实现的概念内涵和理念延展、机制和路径、生态建设与产业振兴三个方面展开;研究前沿和趋势聚焦于生态价值转化。未来将致力于加强团队间的交流和跨学科领域的学术合作,解剖生态产品价值实现助力城乡产业融合的典型案例,完善其机制与路径,为推动城乡生态产品价值实现及推进城乡产业高质量融合发展提供指导和参考。

共同富裕目标下的高质量县域城镇化评价体系建构

共同富裕是中国式现代化的重要特征,城镇化是实现中国式现代化的必由之路。当前,县域城镇化建设中存在区域发展不平衡、城乡差距不断扩大、基础设施建设不健全、公共服务配套不完善等问题,制约了共同富裕的实现。如何构建一个科学合理的评价体系来评估县域城镇化的发展水平和城乡融合的实现程度,对于推动县域城镇化健康发展、实现共同富裕具有重要意义。在系统回顾已有共同富裕历史渊源与理论内涵的基础上,探究县域城镇化促进共同富裕的内在机理,基于系统性、科学性、客观性和前瞻性原则,依据统计年鉴数据及由“浙江大学—浙江移动数据智能与城市未来联合实验室”开发的“科研数智通”(DIPS)平台大数据,从收入公平、消费公平和城乡融合三大评价维度(一级指标)出发构建了包含9项二级指标和26项三级指标的县域城镇化评价体系。该体系有助于多维度、多视角、多主体评价县域城镇化发展情况,支持并引导县域城镇化高质量发展。

大都市郊区乡村多功能分类、演化趋势与研究展望

大都市郊区是城乡融合发展的前沿阵地,未来如何通过功能拓展满足城市和居民的多元化需求,如何通过功能的优化组合和协同发展实现自身振兴,是城乡融合发展实践中亟需解决的现实问题。文章以Web of Science、中国知网等为文献来源数据库,运用文献调研法,系统梳理了相关文献,在客观辨识大都市城乡主体需求特征的基础上,梳理了大都市郊区乡村多功能的内涵、特征及分类,多功能演化动力机制与趋势,并对未来研究进行展望,结果表明:1)大都市郊区乡村多功能是为满足城乡居民各类需求、维持郊区乡村自身及所依托大都市融合共生和城乡协作发展所能提供的各类服务和功能的总和,率先响应城乡主体需求而分化和拓展。据此,基于乡村内生型和城镇引致型2类需求,设计了基于“三生”功能视角的大都市郊区乡村多功能分类体系;2)乡村多功能演化发展是自然地理系统、社会经济系统、政策与制度以及人类活动等共同作用的结果,其功能演化进程领先于一般乡村,率先呈现“生产功能现代化与特色化、生活功能便利化与人文化、生态功能绿色化与可持续”的发展趋势;3)从基础理论和分类体系构建、创新发展规划政策约束下乡村多功能分区识别方法、积极探索多功能协同的典型路径与模式、完善乡村多功能转型发展的政策支撑体系4个方面展望了大都市郊区乡村多功能未来协同演化的研究方向。

要素流动对城乡融合发展的影响机理与空间分异研究

城乡要素双向自由流动有利于提高要素配置效率和优化城乡关系,促进城乡融合发展。现有关于要素流动对城乡融合发展的研究主要围绕传统生产要素对城乡融合发展的研究展开讨论,鲜有文献将数据这一新型生产要素纳入城乡要素流动范围并探索其对城乡融合发展的影响机理。基于2010—2021年中国31个省份的面板数据,在测算要素流动、城乡融合发展水平的基础上,构建双向固定效应模型、地理加权回归模型和中介效应模型实证检验要素流动对城乡融合发展的影响效应及作用机制。研究发现:第一,全国要素流动总指数呈现出小幅度增长的态势,位于均值之上的地区中64%是城乡融合发展试验区,说明城乡融合发展政策实施具有重要的引导作用;第二,要素流动显著促进城乡融合发展,这一结论在引入城乡之间距离作为工具变量进行内生性检验、采用删除4个直辖市和缩短时间窗口的方法进行稳健性检验之后仍然成立;第三,空间异质性分析中,劳动力、土地和数据要素始终表现出促进城乡融合发展的作用,随着时间的推移,土地要素对不同地区城乡融合发展影响程度逐渐增强、影响范围逐步扩大,技术要素对城乡融合发展的促进逐渐凸现,由华东和华南地区向东北和西南地区转移;第四,在要素流动影响城乡融合发展的过程中,电商销售是要素流动影响城乡融合发展的重要途径,农业机械化和产业结构变迁并未发挥出中介变量的作用,不同于已有的研究结果。因此,今后持续深化城乡融合发展的内涵与外延、拓展深度与广度;始终以习近平新时代中国特色社会主义思想为指导,运用科学的世界观和方法论,坚持整体推进与试点示范相统一的指导原则,推广实践中形成的典型经验。研究结论为城乡要素双向合理流动的机制建立、城乡融合发展体制机制的健全提供了理论和经验上的参考。

城乡空间高质量融合发展路径研究——以关中平原城市群为例

深入实施区域协调发展和新型城镇化战略是基于城乡社会发展实际,推动我国全面高质量发展的重要抓手。关中平原城市群作为我国西部地区经济社会发展的重要空间载体,其城镇空间、乡村空间和区域经济发展具有一定的地域特征和代表性。基于新时代背景,构建城乡空间高质量融合发展内涵和发展模式的理论框架。通过对关中平原城市群城乡发展核心问题研判,提出以“中心城镇拉动”“乡村崛起推动”等为代表的城乡融合发展动力机制,从优化城乡空间格局、构建城乡产业体系、推进城乡基础设施互通、统筹城乡公共服务共享、健全城乡要素流动保障等方面探索关中城市群适宜性发展路径,助推关中平原城市群城乡空间高质量融合发展。

以现代化产业体系建设赋能城乡融合发展:逻辑、堵点与进路

作为现代化国家的重要物质技术基础,现代化产业体系建设能够在推动城乡融合发展中发挥积极作用。在理论逻辑上,现代化产业体系建设通过加速传统农业转型升级、引领城乡产业融合发展、畅通城乡要素双向流动、推动实现农村现代化等路径赋能城乡融合发展。针对要素双向流动受阻、乡村空间利用低效、现代农业发展困难、县域支撑不足等现实堵点,应当以破除城乡要素流动的体制障碍、推动现代化乡村空间治理体系建设、加大现代农业发展的要素投入保障、强化现代化产业体系建设县域支撑等为实践进路,推动现代化产业体系建设更好赋能城乡产业融合发展。

城乡融合发展背景下农村养老难题破解路径

城乡融合发展已成为我国加快实现农业农村现代化进程中高度关注的重要命题,而农村养老问题是制约我国城乡融合发展的重要因素。长期以来,农村养老存在经济资源不足、养老服务主体缺失、农村老人精神贫困等诸多难题,农村养老供需结构性矛盾突出。城乡融合发展背景下,应通过增强土地养老功能,缩小城乡社会保障水平差距,鼓励发展城乡互动养老模式,依托文化和自然资源发展乡村旅居养老,数字赋能农村智慧养老等措施,积极引导城市各项资源下乡,充分利用农村闲置资源,有效解决农村养老难题。

城乡融合发展背景下浙江省未来乡村建设及其推进机制

在国家乡村振兴、新型城镇化及城乡融合发展战略下,浙江省率先探索未来乡村建设路径,其本质是新时代乡村建设的重要成果。作为浙江省共同富裕现代化创建单元之一,未来乡村重点围绕人本化、生态化、数字化三大价值理念,对乡村九大场景建设营造提出具体要求,并集成共富乡村、美丽乡村、数字乡村、人文乡村、善治乡村于一体。在未来乡村建设实践层面,浙江省通过“地方探索—试点创建—建成提升—全面推广”的实施路径,省市县三级联动的申报创建评价流程体系以及各个政府部门的职责作用,逐步形成“千村引领、万村振兴、全域共富、城乡和美”的乡村建设格局,以全面推动乡村振兴、宜居宜业和美乡村建设和城乡融合发展。

乡村收缩的内涵界定与测度研究

乡村收缩是我国城乡结构转化进程中呈现的新现象。文章首先从概念层面阐释了乡村收缩的内涵,梳理了我国乡村收缩需要重点把握的逻辑线索,进而通过文献调查和实地调研,以甘肃省为例从县域尺度对乡村收缩程度进行测度,从乡村人口、经济和社会三个维度揭示其形成机理。研究发现:(1)乡村收缩在不同语境其内涵可能存在差异,但其本质均是青壮年劳动力的过度流失;(2)2000年、2010年、2020年甘肃省乡村收缩指数均值呈现动态大幅度上升趋势,分别为26.11%、38.97%、49.98%,且上升趋势具有比较显著的空间差异性;(3)城乡二元结构下,资源禀赋和地理区位、经济发展与要素流动、历史基础与社会文化、政策安排与治理能力都对乡村收缩有影响。新时代我国应从振兴县域经济出发,依靠产业聚集、人才引进、资金筹措、城乡融合的政策组合来回应乡村收缩现象。

数字经济、生态保护与城乡融合发展的耦合协调效应——来自省域面板数据的实证检验

数字经济-生态保护-城乡融合发展的耦合协调效应是检视经济与社会高质量发展的重要维度。基于2011-2021年中国省域面板数据,采用熵值法、耦合协调度模型、探索性空间数据分析法以及灰色关联度模型,探究三者耦合协调发展的时空分异特征和驱动因素。研究结果表明:三个子系统的评价指数存在一定差异,城乡融合发展最高,生态保护居中,数字经济最低;从时间上看,研究期内三大系统的耦合协调度在低水平段位呈上升状态;从空间上看,三大系统耦合协调度表现为“东部>中部>西部”,且存在显著的正向空间自相关特征,局部空间自相关类型以“高-高”和“低-低”集聚为主;作为制约三大系统耦合协调发展的重要因素,产业结构、人口素质、经济驱动、政府调控、科技支撑的驱动效果依次递减。因此,要制定差异化区域协调发展战略,建构跨区域协作机制,实现数字经济、生态保护与城乡融合发展的互构式发展。

以数字技术提升城乡融合发展质量——基于双重机器学习模型的实证研究

提升城乡融合发展质量是我国经济高质量发展的时代命题。数字技术以高创新性、强渗透性、广覆盖性等优势特征融入城乡发展的各个环节,成为促进城乡要素平等交换和提升城乡融合发展质量的重要引擎。文章利用地级市面板数据测算城乡融合发展质量,使用双重机器学习模型,从理论和实证两个方面探讨数字技术对城乡融合发展质量的影响及其内在机理。要素合理配置是城乡融合发展的基本前提,创新驱动为提升城乡融合发展质量提供核心动力,城乡产业融合是提升城乡融合发展质量的重要支撑。研究发现:数字技术能够显著提高城乡融合发展质量,且通过了多种方式的稳健性检验。机制检验表明,数字技术通过改善要素错配、提高创新能力、促进城乡产业融合提升城乡融合发展质量。此外,对城市群进一步研究发现,在京津冀城市群、长江三角洲城市群和长江中游城市群,数字技术提升城乡融合发展质量的效应更强。最后,文章从统筹城乡数字化布局、拓宽要素融合渠道和消弭城乡数字鸿沟等方面提出对策建议,为数字技术提升城乡融合发展质量,建立健全城乡融合发展体制机制提供了经验证据和决策参考。
