Flood disaster is a serious threat to urban security,and flood control and drainage planning is an important measure to ensure urban security.This paper takes planning guidance to empirical research as the main axis.O...Flood disaster is a serious threat to urban security,and flood control and drainage planning is an important measure to ensure urban security.This paper takes planning guidance to empirical research as the main axis.On the basis of meteorological data and spatial data,through the analysis on the risk of disaster-causing factors of flood disasters,the sensitivity of disaster-pregnant environment,the vulnerability of disaster-bearing bodies and the ability of disaster prevention and mitigation,12 indicators are selected to construct a comprehensive evaluation index system for flood disaster risk.Handan City is taken as an example to study the spatial distribution characteristics of flood disaster risk.Based on AHP,weights are assigned to the evaluation indicators of flood disasters in the system,and the risk visualization is carried out in GIS.According to comprehensive risk assessment results,it could put forward corresponding disaster prevention planning strategy for defending flood disaster in Handan City.展开更多

On July 12,2004,the rainstorm in Shanghai lasted less than 1 h,but it caused 7 deaths,more than 20 injuries,extensive power outages and traffic paralysis. At the end of 2005,the continuous snowfall in Weihai City of Shandong Province for half a month caused direct economic losses of over 200 million yuan,and the continuous heavy snowfall had a serious impact on people’s lives. From July 17 to 23,2021,Henan Province suffered a rare extremely heavy rainstorm in history,with a direct economic loss of 120.6 billion yuan. Faced with such urban meteorological disasters and other types of urban disasters,combined with the current situation of disaster prevention and reduction in China,what will managers,decision-makers,and experts and scholars think about from them.展开更多

Such concentration brings about efficiency while at the same time it increases the vulnerability of the society. To address this issue, the Science Council of Japan(SCJ) published a proposal entitled "Shape Cities and Societies Safer against Severe Earthquakes". It makes a variety of suggestions for enhancing the seismic resilience of large cities, including:(1) comprehensive thinking based on the latest scientific knowledge and rich imagination;(2) selection of sites suitable for residence and social activities;(3) introducing the urban seismic coefficient;(4) promoting the enhancement of the seismic performance of buildings and civil structures;(5) easing the concentration of population and functions;(6) building communities that enable shelter and escape;(7) resilient technology of information and communication system and its effective utilization;(8) preparation and implementation of emergency response after earthquakes;(9) development and application of new structural seismic technology;(10) learning from domestic and foreign earthquake disasters and launching of international cooperation and knowledge sharing and(11) taking actions from a multidisciplinary perspective. For a better risk understanding, a holistic or integrated perspective was considered when risk was assessed for the city of Manizales, Colombia. This assessment accounts not only for the expected physical damage and loss, but also for the socioeconomic vulnerability factors that favor secondorder effects in a disaster. This comprehensive approach allows the identification of different aspects related to physical vulnerability, social fragility, and lack of resilience that can be improved, thus enhancing integrated disaster risk management actions. This study determined the issues of Planning Support System(PSS)implementation in the field of urban disaster mitigation in Japan by understanding its analytical perspective through a review of Western literature,a qu...This study determined the issues of Planning Support System(PSS)implementation in the field of urban disaster mitigation in Japan by understanding its analytical perspective through a review of Western literature,a questionnaire survey of urban planning consultant companies,and PSS implementation for a practical project in a municipality.Regarding the instrum ental perspective,there was difficulty in conducting the simulationbased PSS due to the enormous simulation time required.Regarding the transfer perspective,the importance of the municipality^decision of adopting the PSS to a project,securing the budget and continuous running costs,track record of the practical project,and lack of human resource for the PSS use were clarified.Regarding the user perspective,the difficulty in data collection and update as well as im portance of the cooperative system/support from the developer in the initial period were clarified.Especially,considering the low number of implementations,a platform may be important for the promotion of PSS awareness.This may be also useful for the diffusion of PSS.It is necessary for the developers to fully comm unicate the benefits of PSS adoption.It is thought that a close cooperative system and support are required in the initial stage.For prom oting and understanding the benefits of PSS adoption,a guideline or manual seems to be useful.This is effective for ensuring the budget and providing an explanation to high-level members of the organizations about the effect of utilizing these tools.For the final implementation,the possibility of installation,maintenance,and operation of the PSS by the municipality was discussed.展开更多
