In the last 20 years,the built-up areas of Europe have increased by 20%,while the population increased by 6% only.Given the fact that urban sprawl occurs when the rate of land-use conversion exceeds the rate of population growth,we can now talk about the existence of urban sprawl in Europe.In Bulgaria,during the period 2004-2012,the developers’interest in agricultural and forest lands located outside the development zones of different settlements increased in parallel with the construction development of urban areas,mainly around larger towns,resort and holiday areas.The low price of agricultural lands can be seen as one of the main reasons in this regard.The issues of the utilization of agricultural lands,their conversion into urban(construction)lands,and zoning have been defined by a number of national and local legal acts,which were passed and subsequently renewed/modified in a more recent period.The main act regulating the spatial planning and construction on the territory of the Republic of Bulgaria is the SPA(Spatial Planning Act).The ALPA(Agricultural Land Protection Act)and its corresponding regulations provide an appropriate legal basis for the protection of agricultural lands and their yield.Overall,as different acts and regulations concerning issues related to the conversion of agricultural,forest,and protected areas are not in conflict,they may be said to have been harmonized.There are,however,some points which leave possibilities for uncontrolled urban growth. 展开更多

The accelerated growth of the vehicular fleet, the modernization of large urban centers, and the few adjustments to the road network in Fortaleza have intensified the problems of traffic and emissions of atmospheric pollutants, highlighting the necessity for strategic urban planning initiatives to address the escalating issues of traffic and pollution. With the objective of analyzing the indices of concentrations of atmospheric pollutants and estimating how these levels can affect human health, this work consists of a study of the analysis of air quality in the intense trade region of Fortaleza. For this, the analysis zone was divided into three perimeters (Major - Medium - Minor), where each perimeter was analyzed at 7 am, 12 noon and 5 pm. Concentrations of the type of O<sub>3</sub>, particulate matter (PM<sub>2.5</sub> and PM<sub>10</sub>), CO<sub>2</sub> and HCHO were collected. Our results demonstrate that most of the analyses are within the limits of current legislation;however, at certain times and perimeters, the analyses of CO<sub>2</sub> and HCHO exceeded the established limits. In view of the above, we conclude that public policies to control air quality are necessary to reduce the damage to human health and the environment caused by pollutants. 展开更多

This work is carried out based on the analysis of urban planning instruments,taking the gender perspective as a foundation.It arises from the inclusion of women in the participation of urban development,through an analysis of the gender gaps that have marked the history of women,the inequalities serve as a basis for carrying out this study.It highlights the challenges we face today as a society in the process of building citizen participation,where we must all be recognized and have equal opportunities within the territory in which we live.This article analyzes the extent to which the Municipal Urban Development Programs of the Mexican municipality of Comala,Colima,Mexico,consider the recommendations on gender and urbanism,established since the 1990s by international entities and applied transversally to urban planning policies.Considerable differences are found between women and men in terms of empowerment and participation in urban territorial planning instruments,mainly in the oldest instrument(1997).Significant progress is observed in the most recent document and is currently in force in the municipality of Comala(2009). 展开更多

With the development of the digital city,data and data analysis have become more and more important.The database is the foundation of data analysis.In this paper,the software system of the urban land planning database of Shanghai in China is developed based on MySQL.The conceptual model of the urban land planning database is proposed,and the entities,attributes and connections of this model are discussed.Then the E-R conceptual model is transformed into a logical structure,which is supported by the relational databasemanagement system(DBMS).Based on the conceptual and logical structures,by using Spring Boot as the back-end framework and using MySQL and Java API as the development tools,a platformwith datamanagement,information sharing,map assistance and other functions is established.The functionalmodules in this platformare designed.The results of J Meter test show that the DBMS can add,store and retrieve information data stably,and it has the advantages of fast response and low error rate.The software system of the urban land planning database developed in this paper can improve the efficiency of storing and managing land data,eliminating redundant data and sharing data. 展开更多

Nowadays city of Alexandria has a very wide range of urban development projects;some of them have a major influence on the physical being of the city meanwhile others just have a small interpretation to its characteristics.The rapid growth of Alexandria city in the nineteenth century led to calls for parks to be provided for the health of all categories in the society.This could be seen as an early precedent to highlight the role of open spaces in supporting what we now call sustainable development.This paper proposes an urban development project which makes a replacement of an urban crawl in Alexandria city into unique open space through presenting a comprehensive approach for assessing this suggested project to create a walkability area based on a combination of its conceptual and applicable aspects.Discussion of the sustainability modules to this new urban development project in Alexandria will be accomplished,by the aim of investigating its ability to stand against the future challenges.It is concluded that a significant attribute of urban design achieves continuity of the urban fabric and streets,because this facilitates flows.Wherever movements occur,there is vitality and flow creates eyes on the street producing spontaneous surveillance.Also,comparison of contextual and neighbourhood before and after the project revealed the positive impact of the suggested project either on the built(physical)environment’s or health and social well-being. 展开更多

Considering the urban characteristics, a customized multi-scale numerical modeling system is established to simulate the urban meteorological environment. The system mainly involves three spatial scales: the urban scale, urban sub-domain scale, and single to few buildings scale. In it, different underlying surface types are employed, the building drag factor is used to replace its roughness in the influence on the urban wind field, the effects of building distribution, azimuth and screening of shortwave radiation are added, and the influence of anthropogenic heating is also taken into account. All the numerical tests indicate that the simulated results are reasonably in agreement with the observational data, so the system can be used to simulate the urban meteorological environment. Making use of it, the characteristics of the meteorological environment from the urban to urban sub-domain scales, even the among-buildings scale, can be recognized. As long as the urban planning scheme is given, the corresponding simulated results can be obtained so as to meet the need of optimizing urban planning. 展开更多

Meanwhile, neglected rural areas have exposed social problems such as aging and hollowing out, making the urban-rural dual structure more prominent. Currently, China s economic and social development has reached a new stage, and the realization of urban-rural integration is a major measure to comprehensively develop the national economy and social undertakings. Vigorously developing the rural areas and revitalizing the countryside has become a national policy. Traditional ancient villages are treasures in the vast rural areas. They should be more protected and developed to eliminate the urban-rural gap, thereby passing down and carrying forward the essence of traditional culture and enhancing China s national confidence and cultural confidence. The study aimed at evaluating the natural regeneration of some characteristic species in the Loukaya peri-urban forest was carried out in Brazzaville, over three surveys of one hectare each. The botanical inventory of the 23 species monitored covers the subjects of 2 ≤ d<sup>0.20</sup> < 10 cm and d<sup>1.30</sup> ≥ 10 cm. The study shows 1255 individuals of which 68.27% are 2 ≤ d<sup>0.20</sup> < 10 cm. While being tropophilic and mesophilic, this ecosystem is pauciflorous and paucispecific. The phytoecological data show that this formation, which is a link in the African dense humid forest, presents values far below those known elsewhere;while being faithful to the forests of the Cataractes Plateau. As for the rate of natural regeneration, this index is greater than or equal to 100 for 69.56% of the taxa. Sarcochores and heliophytes are the taxa that best support this natural regeneration. This high rate of regeneration would be correlated with the high level of anthropization, whose large canopy gaps are accompanied by a flow of light conducive to the installation of seedlings. 展开更多

Wind and Snow Impacts on Urban Space Planning:A Multiphase Numerical Simulation

The wind and snow environment outside the planned space plays a key role in the comfort and safety of the human habitat in severe cold regions. Traditional studies of the external environment of human settlements, however, frequently overlook the combined impacts of wind and snow environments. Furthermore, in urban meteorological studies, it is impossible to accurately assess the wind and snow environment in specific areas or locations. In this study, a refined Computational Fluid Dynamics(CFD) multiphase flow numerical method was used to simulate a planning space's wind and snow environment. The study classified the Snowstorm Weather Grade(SWG) by incorporating the Snowstorm Weather Index(SWI) to generate calculation results of the wind environment and snow environment. In particular, 150 measurement points in the planning space were chosen for analysis and evaluation of their wind and snow environments. The results demonstrated that the SWI index can effectively correlate to the wind and snow environment calculation results. In addition, the graph of SWI showed that 55% of the measurement points had a moderate wind and snow grade SWI, which exceeds the average grade for the entire region. The practical application shows that the wind and snow environment assessment indexes and technical methods developed in this paper can be successfully applied to wind and snow environment studies in other cold cities. 展开更多

Introduction: Unmet need for family planning (UNFP) is defined as women with unmet needs who want to stop or delay childbearing but are not using any method of contraception. The objective of this study was to analyze the factors associated with unmet needs for family planning among couples living in rural and urban areas of Guinea in 2019. Methodology: This was a prospective, analytical cross-sectional, multicenter study of a six-month period from August 1, 2018 to January 31, 2019, focusing on couples with unmet needs for family planning. Result: Among 189 couples interviewed, 567 had UNFP (33.3%), the reasons for not using modern contraceptive methods were desire for pregnancy (AOR = 2.74, 95% CI: 1.74, 4.31), husband’s refusal (AOR = 0.23, 95% CI: 0.06, 0.81), spousal attitude (AOR = 0.20, 95% CI: 0.130, 30), birth spacing (AOR = 2.10% to 95%: 1.16, 3.82), difficulty with a new pregnancy (AOR = 0.17, 95% CI: 0.04, 0.74), and spousal attitude (AOR = 0.20, 95% CI: 0.14, 0.30). Conclusion: The involvement of spouses, especially in rural communities, would help achieve family planning objectives and reduce unmet needs for family planning. 展开更多

This paper discusses the major problems in urban green space system (UGSS) planning at both general and special planning levels in China. At general planning level, the problems of the UGSS are mainly from the ignorance in the characteristics of urban nature spaces and the limitation factors of the urban planning system. Great importance is attached to the green spaces in the built area of city, but the green spaces in surrounding areas of the city is unnoticed. Furthermore, because the area of UGSS planning is strictly limited by the administrative zoning, the green space system loses its integrity and rationality in spatial patterns. The schedules of urban development planning mismatched the paces and progresses of the ecological restoration cycles. At special plan level, the problem of the UGSS in China is that the green spaces quantity was over emphasized but the rationality of their layouts is neglected.. Meanwhile, the requirement of the spatial structures and the green spaces layouts to balance between the urban development and the natural ecological environments is often ignored. With regard to the layouts in the UGSS planning practices, the existing problems are the compromising to the existing land-uses, the 'filling in' approach to plan green spaces and an over-emphasis on the layout patterns. 展开更多

As a reflection of the relationship between human and mountainous environment, urban planning has an impact on the mountainous environment by changing the topography, landform and spatial layout. A good urban planning can mitigate and adapt to the mountainous environmental impact. Urban master planning involves the interrelationships and interactions of various components of urban complex systems. Planning Support System(PSS), as a technical means to assist planning decision-making, is mostly based on the construction mode of "user(stakeholder)-system". Its strong professional characteristics are not conducive to the consensus of diverse stakeholders on urban planning. The aim of this paper is therefore to build an augmented planning support system framework that is based on complex adaptive system theory, this framework is ontology-driven, and thus will enable the generation of a planning support prototype system for mountainous urban master planning founded on this framework. The framework fuses the urban planning ontology and the planning support system together, which helps different urban agents to reach a consensus based on a common understanding of urban planning. The defect is that the construction of the urban planning ontology is still manually constructed. The approach advocated here will enable a common understanding of mountainous urban master planning, support efficient and flexible decision in this area, and provide reference framework for future mountainous urban master PSS developments and application. The PSS prototype developed based on augmented planning support system framework has been applied to the urban master planning of Changting County in Fujian Province, China. Through the application of multiscenario analysis, urban agents can deepen their understanding of the current situation and future development of the city, and ultimately helps to promote urban planning decisions and implementation. 展开更多

The institutions of the Dutch (urban) planning system face four challenging characteristics of climate adaptation measures. These measures are uncertain in their effects, in competition with other interests, multifaceted, and inherently complex. Capacity building is a key issue for the implementation of climate adaptation measures in urban planning processes, which aim to achieve Climate-Proof Cities (CPC). For successful capacity building, it is important to define the relevant stakeholders and tailor the adaptation strategies first to (the position of) these stakeholders and next to the specific urban conditions and issues. In addition, scientific insights and tools can be of assistance, and the use of climate maps can help to create a common language. Such common understanding of climate problems can lead to “goal entwinement” between actors, which can support the implementation of climate adaptation strategies in urban planning. Awareness, recognition and urgency are the most important components of this common understanding, which may differ for each stage in every urban planning process. In order to overcome the pragmatism that rules in day-to-day urban planning processes, multi-level arrangements between different tiers of government must be employed to improve the penetration of climate adaptation measures.
