Climate change vulnerability assessment in the new urban planning process in Tanzania

Climate change vulnerability assessment is an essential tool for identifying regions that are most susceptible to the impacts of climate change and designing effective adaptation actions that can reduce vulnerability and enhance long-term resilience of these regions.This study explored a framework for climate change vulnerability assessment in the new urban planning process in Jangwani Ward,Tanzania.Specifically,taking flood as an example,this study highlighted the steps and methods for climate change vulnerability assessment in the new urban planning process.In the study area,95 households were selected and interviewed through purposeful sampling.Additionally,10 respondents(4 females and 6 males)were interviewed for Focus Group Discussion(FGD),and 3 respondents(1 female and 2 males)were selected for Key Informant Interviews(KII)at the Ministry of Lands,Housing and Human Settlements Development.This study indicated that climate change vulnerability assessment framework involves the assessment of climatic hazards,risk elements,and adaptive capacity,and the determination of vulnerability levels.The average hazard risk rating of flood was 2.3.Socioeconomic and livelihood activities and physical infrastructures both had the average risk element rating of 3.0,and ecosystems had the average risk element rating of 2.9.Adaptive capacity ratings of knowledge,technology,economy or finance,and institution were 1.6,1.9,1.4,and 2.2,respectively.The vulnerability levels of socioeconomic and livelihood activities and physical infrastructure were very high(4.0).Ecosystems had a high vulnerability level(3.8)to flood.The very high vulnerability level of socioeconomic and livelihood activities was driven by high exposure and sensitivity to risk elements and low adaptive capacity.The study recommends adoption of the new urban planning process including preparation,planning,implementation,and monitoring-evaluation-review phases that integrates climate change vulnerability assessment in all phases. 展开更多

Considering the urban characteristics, a customized multi-scale numerical modeling system is established to simulate the urban meteorological environment. The system mainly involves three spatial scales: the urban scale, urban sub-domain scale, and single to few buildings scale. In it, different underlying surface types are employed, the building drag factor is used to replace its roughness in the influence on the urban wind field, the effects of building distribution, azimuth and screening of shortwave radiation are added, and the influence of anthropogenic heating is also taken into account. All the numerical tests indicate that the simulated results are reasonably in agreement with the observational data, so the system can be used to simulate the urban meteorological environment. Making use of it, the characteristics of the meteorological environment from the urban to urban sub-domain scales, even the among-buildings scale, can be recognized. As long as the urban planning scheme is given, the corresponding simulated results can be obtained so as to meet the need of optimizing urban planning. 展开更多

After the illustration of the development of Western urban planning theory during World War II, the definition of satellite city has been introduced in detail by taking the planning theory of satellite city as an example. The development of satellite city has been summarized, that is, "lying city-semi-detached satellite city-active satellite city"; their characters have been illustrated; then, the effective application of this theory in urban areas of London and Paris has been introduced. Finally, by taking Shanghai and Xi'an City for example, it has introduced the practical application of satellite city theory in modern urban planning of China, and concluded the function of satellite city in Chinese urban construction. It hopes to provide a reference for satellite urban planning theory guiding practice, so as to control and evacuate urban people scientifically, promote the functional orientation and spatial distribution balance of towns and cities, and finally facilitate the sustainable development of living environment. 展开更多

Based on the field survey,training and related literature review of urban and rural planning system and rural planning management and protection in the UK,this paper summarized the development history,basic experience and main characteristics of the UK's urban and rural planning system and rural planning management.It is intended to analyze its reference significance to China's current efforts to strengthen agricultural and rural planning management,promote urban and rural development,and promote the construction of new urbanization.It was found that the establishment of the UK's urban and rural planning system can be contributed to the problem of "urban diseases" arising from the process of urbanization development.Its development has undergone many revisions and adjustments,and has now formed a two-level planning structure,namely "regional spatial strategies" and "local development framework";the UK's urban and rural planning system stresses the planning management and protection of rural areas and small towns,and has formed a series of important rules and systems.In the process of urbanization development,the UK has completely preserved the historical buildings,local culture and landscape environment of traditional villages,which is worthy of our learning.With reference to the experience of the UK,in the process of coordinating urban and rural development and promoting new urbanization construction,it is recommended to give full play to the guiding role of planning and the participation of the public,attach great importance to the protection and planning management of agriculture and rural areas,and also emphasize the re-innovation based on China's national conditions. 展开更多

It is an important indicator that reflects the industrialization and modernization of a country. In the long-term urbanization process in China, due to the excessive emphasis on the status of the city and one-sided emphasis on urban development, a serious of urban diseases such as population congestion and environmental damage have been caused. Meanwhile, neglected rural areas have exposed social problems such as aging and hollowing out, making the urban-rural dual structure more prominent. Currently, China s economic and social development has reached a new stage, and the realization of urban-rural integration is a major measure to comprehensively develop the national economy and social undertakings. Vigorously developing the rural areas and revitalizing the countryside has become a national policy. Traditional ancient villages are treasures in the vast rural areas. They should be more protected and developed to eliminate the urban-rural gap, thereby passing down and carrying forward the essence of traditional culture and enhancing China s national confidence and cultural confidence. The study aimed at evaluating the natural regeneration of some characteristic species in the Loukaya peri-urban forest was carried out in Brazzaville, over three surveys of one hectare each. The botanical inventory of the 23 species monitored covers the subjects of 2 ≤ d<sup>0.20</sup> < 10 cm and d<sup>1.30</sup> ≥ 10 cm. The study shows 1255 individuals of which 68.27% are 2 ≤ d<sup>0.20</sup> < 10 cm. While being tropophilic and mesophilic, this ecosystem is pauciflorous and paucispecific. The phytoecological data show that this formation, which is a link in the African dense humid forest, presents values far below those known elsewhere;while being faithful to the forests of the Cataractes Plateau. As for the rate of natural regeneration, this index is greater than or equal to 100 for 69.56% of the taxa. Sarcochores and heliophytes are the taxa that best support this natural regeneration. This high rate of regeneration would be correlated with the high level of anthropization, whose large canopy gaps are accompanied by a flow of light conducive to the installation of seedlings. 展开更多

The sustainability of the planning and design goals of urban green land and that of its maintenance and management are mutually related and act as an organic whole. For a long time, the independence of the two is more prominent than their organic connection. This research has made preliminary considerations from three aspects. First, it concerns infusing the concept of ecology, contemplating and demonstrating space, as well as reducing the incidence of plant diseases and insect pests of urban green land. Second, the arrangement of flowers and trees for the planning and design of urban green land should comply with the biological attributes of flowers and trees to realize the organic unification of biological and scenic attributes of flowers and trees. Third, the planning and design of urban green land should attach importance to the organic unification of biological and scenic attributes of lawn grass seeds and reduce the difficulty of maintaining lawn. This research attempts to reduce the pressure of maintaining urban green land from the beginning, i.e. the planning and design of urban green land. It also tries to reduce the cost of maintenance and management to the realize planning and design goals of urban green land and the sustainability concerning its maintenance and management and arrive at the mutual unification of the planning and design as well as maintenance and management of urban green land. 展开更多

The purpose of this paper is to explore the significance of Chinese invaded cities in the urban planning history through a comparative view of the modern urban planning theories and methodologies of Qingdao (Tsingtau) and those of the developed world from the late 19th century to mid 20th century. After reviewing the German Plan in 1898~1906 and the Japanese Plan in 1941, the paper concludes that the basis grounds of the urban planning practices in Qingdao between 1897~1945 were of the realistic physical planning, rather than of the commonly assumed utopian garden city. Therefore, Qingdao, once being a modern planning lab objectively, helped forward the theories and methodologies of the world′s modern urban planning between the late 19th century and mid 20th century. 展开更多

In the last 20 years,the built-up areas of Europe have increased by 20%,while the population increased by 6% only.Given the fact that urban sprawl occurs when the rate of land-use conversion exceeds the rate of population growth,we can now talk about the existence of urban sprawl in Europe.In Bulgaria,during the period 2004-2012,the developers’interest in agricultural and forest lands located outside the development zones of different settlements increased in parallel with the construction development of urban areas,mainly around larger towns,resort and holiday areas.The low price of agricultural lands can be seen as one of the main reasons in this regard.The issues of the utilization of agricultural lands,their conversion into urban(construction)lands,and zoning have been defined by a number of national and local legal acts,which were passed and subsequently renewed/modified in a more recent period.The main act regulating the spatial planning and construction on the territory of the Republic of Bulgaria is the SPA(Spatial Planning Act).The ALPA(Agricultural Land Protection Act)and its corresponding regulations provide an appropriate legal basis for the protection of agricultural lands and their yield.Overall,as different acts and regulations concerning issues related to the conversion of agricultural,forest,and protected areas are not in conflict,they may be said to have been harmonized.There are,however,some points which leave possibilities for uncontrolled urban growth. 展开更多

The accelerated growth of the vehicular fleet, the modernization of large urban centers, and the few adjustments to the road network in Fortaleza have intensified the problems of traffic and emissions of atmospheric pollutants, highlighting the necessity for strategic urban planning initiatives to address the escalating issues of traffic and pollution. With the objective of analyzing the indices of concentrations of atmospheric pollutants and estimating how these levels can affect human health, this work consists of a study of the analysis of air quality in the intense trade region of Fortaleza. For this, the analysis zone was divided into three perimeters (Major - Medium - Minor), where each perimeter was analyzed at 7 am, 12 noon and 5 pm. Concentrations of the type of O<sub>3</sub>, particulate matter (PM<sub>2.5</sub> and PM<sub>10</sub>), CO<sub>2</sub> and HCHO were collected. Our results demonstrate that most of the analyses are within the limits of current legislation;however, at certain times and perimeters, the analyses of CO<sub>2</sub> and HCHO exceeded the established limits. In view of the above, we conclude that public policies to control air quality are necessary to reduce the damage to human health and the environment caused by pollutants. 展开更多

This work is carried out based on the analysis of urban planning instruments,taking the gender perspective as a foundation.It arises from the inclusion of women in the participation of urban development,through an analysis of the gender gaps that have marked the history of women,the inequalities serve as a basis for carrying out this study.It highlights the challenges we face today as a society in the process of building citizen participation,where we must all be recognized and have equal opportunities within the territory in which we live.This article analyzes the extent to which the Municipal Urban Development Programs of the Mexican municipality of Comala,Colima,Mexico,consider the recommendations on gender and urbanism,established since the 1990s by international entities and applied transversally to urban planning policies.Considerable differences are found between women and men in terms of empowerment and participation in urban territorial planning instruments,mainly in the oldest instrument(1997).Significant progress is observed in the most recent document and is currently in force in the municipality of Comala(2009). 展开更多

At general planning level, the problems of the UGSS are mainly from the ignorance in the characteristics of urban nature spaces and the limitation factors of the urban planning system. Great importance is attached to the green spaces in the built area of city, but the green spaces in surrounding areas of the city is unnoticed. Furthermore, because the area of UGSS planning is strictly limited by the administrative zoning, the green space system loses its integrity and rationality in spatial patterns. The schedules of urban development planning mismatched the paces and progresses of the ecological restoration cycles. At special plan level, the problem of the UGSS in China is that the green spaces quantity was over emphasized but the rationality of their layouts is neglected.. Meanwhile, the requirement of the spatial structures and the green spaces layouts to balance between the urban development and the natural ecological environments is often ignored. With regard to the layouts in the UGSS planning practices, the existing problems are the compromising to the existing land-uses, the 'filling in' approach to plan green spaces and an over-emphasis on the layout patterns. 展开更多

Green infrastructure is a concept aimed at realizing a strategically planned network of valuable natural and seminatural areas, designed and managed to deliver a wide range of ecosystem services and to protect biodiversity in rural and urban settings. In the general post-mining context of China and Germany, this paper suggests and outlines an approach that combines green infrastructure with specific concepts of post-mining landscapes. While Germany has a long tradition of post-mining restoration, concepts of green infrastructure are still poorly developed. China, on the other hand, has taken its first steps in the restoration of coal regions, and could profit from the new concepts while drawing on Germany's experience. The potentials of relevant strategies are investigated here through two case studies from Germany and China. Although there are significant differences in the post-mining development strategies of these two countries, it is clear that the green infrastructure concept can contribute significantly to a growth in ecosystem services. Four advantages of the green infrastructure concept are seen: First, it enables a systematic and highly objective assessment of mining impacts on the ecosystem. Second, the concept assists in the implementation of urban sustainability goals. Third, it is rooted in the local characteristics of landscapes. And finally, the green infrastructure concept seems to be highly compatible with tools of landscape and regional planning. 展开更多
