Lagos State Hospital Waste Management Practices: A Descriptive Overview with Stakeholders’ Role and Key Recommendations

Background: Waste generation and its disposal is an essential issue in the sustainability of the environment and the planet’s future. Waste management is essential across sectors, likewise the health sector. Therefore, there is a need to employ extra care and attention to handling waste generated from healthcare facilities to avoid the dangers of poor biomedical waste management. We carried out this study to examine the waste management practice in healthcare facilities in Lagos State. Methods: The study was a descriptive survey carried out in one-thousand two hundred and fifty-six (1256) healthcare facilities in Lagos State. Nine hundred sixty-nine (969) of these facilities are located in urban areas, while two hundred and eighty-seven (287) are rural. The facilities studied are government/public health facilities (15.45%), private-for-profit facilities (82.88%), NGOs, Mission/Faith-Based medical facilities (1.67%). The data collected were analyzed using descriptive statistics. Specifically, we utilized bar charts, frequency, and percentage. Result: The result shows that 98.4% (1236) of the studied facilities are registered with the Lagos State Waste Management Authority (LAWMA), while 1.6% (20) are not registered. 98.5% (191) of the 194 government-owned facilities, 98.5% (1025) of the 1041 private-for-profit facilities, and 98.2% (20) of the 21 NGOs/faith-based health facilities are registered with Lagos State Waste Management Authority. The result also shows that 94% of the healthcare facilities studied in Lagos State use color-coded waste bags to segregate waste at the point of origin. 58.7% of the facilities use red-colored bags, 33.3% use yellow-colored bags, 10.7% use black-colored bags, and 1.3% use brown biohazard bags for segregating Infectious waste. Also, 34.2% of the health facilities in Lagos state use red-colored bags, 36.9% use yellow-colored bags, 11% use black-colored bags, and 4.1% use brown-colored bags to segregate their hazardous waste. Conclusion: Some healthcare facilities in Lagos State do not follow the recommended guidelines for medical waste segregation. Waste generated is not appropriately segregated at the point of origin into the recommended colored bags/bins in some facilities. Thus, a policy and procedure regulating healthcare waste are mandatory. It is important to regularly train healthcare workers on proper waste management practices and encourage staff to read and apply WHO rules in managing healthcare waste. Healthcare personnel should realize that hazardous material is a potential cause of a public disaster.

How to implement a knowledge graph completeness assessment with the guidance of user requirements

In the context of big data, many large-scale knowledge graphs have emerged to effectively organize the explosive growth of web data on the Internet. To select suitable knowledge graphs for use from many knowledge graphs, quality assessment is particularly important. As an important thing of quality assessment, completeness assessment generally refers to the ratio of the current data volume to the total data volume.When evaluating the completeness of a knowledge graph, it is often necessary to refine the completeness dimension by setting different completeness metrics to produce more complete and understandable evaluation results for the knowledge graph.However, lack of awareness of requirements is the most problematic quality issue. In the actual evaluation process, the existing completeness metrics need to consider the actual application. Therefore, to accurately recommend suitable knowledge graphs to many users, it is particularly important to develop relevant measurement metrics and formulate measurement schemes for completeness. In this paper, we will first clarify the concept of completeness, establish each metric of completeness, and finally design a measurement proposal for the completeness of knowledge graphs.

Design of User Interface for Tractor Cab Real-time Information Management System

In this paper,the user interface of tractor cab real-time information management system was designed. Based on the principle of "user friendly",it reasonably arranged spatial position of information management system according to spatial distribution of tractor cab. Then,it analyzed operation habits and thinking ways of drivers,and formulated design principle meeting demands of drivers. Besides,it used LabView software to design user interface,including interface layout and interface design. User interface includes basic information interface,job information interface,camera monitoring interface,and fault diagnosis interface. Finally,it made evaluation of the user interface from color,indicator lamp,dial,and pointer. Results indicate that the designed user interface layout conforms to cognition mentality and operation habits and easy to get familiar and grasp; graphical interface is vivid and easy to stimulate pleasure of drivers in operation; interface color matching is coordinated; the layout of controls is hierarchical and logic,and operating mode is consistent with Windows system.

User Role Discovery and Optimization Method Based on K-means++ and Reinforcement Learning in Mobile Applications

With the widespread use of mobile phones,users can share their location and activity anytime,anywhere,as a form of check-in data.These data reflect user features.Long-term stability and a set of user-shared features can be abstracted as user roles.This role is closely related to the users’social background,occupation,and living habits.This study makes four main contributions to the literature.First,user feature models from different views for each user are constructed from the analysis of the check-in data.Second,the K-means algorithm is used to discover user roles from user features.Third,a reinforcement learning algorithm is proposed to strengthen the clustering effect of user roles and improve the stability of the clustering result.Finally,experiments are used to verify the validity of the method.The results show that the method can improve the effect of clustering by 1.5∼2 times,and improve the stability of the cluster results about 2∼3 times of the original.This method is the first time to apply reinforcement learning to the optimization of user roles in mobile applications,which enhances the clustering effect and improves the stability of the automatic method when discovering user roles.

A practical and dynamic key management scheme for a user hierarchy

In this paper, we propose a practical and dynamic key management scheme based on the Rabin public key system and a set of matrices with canonical matrix multiplication to solve the access control problem in an arbitrary partially ordered user hierarchy. The advantage is in ensuring that the security class in the higher level can derive any of its successor’s secret keys directly and efficiently and show it is dynamic while a new security class is added into or a class is removed from the hierarchy. Even the ex-member problem can be solved efficiently. Moreover, any user can freely change its own key for some security reasons.

Study Protocol on Stroke Management: Role of Nurses and Physiotherapists at the Adult University Teaching Hospital, Lusaka Zambia

Background: Management of stroke patients requires a multidisciplinary approach. Literature presents unequivocal evidence of improved outcomes when patients are treated in a stroke unit by multi-disciplinary teams made up of medical doctors, nurses, physiotherapists and occupational therapists. Among the multidisciplinary team members, physiotherapists and nurses are the largest professional workforce working with both stroke patients and survivors. This study, therefore, aims at investigating the role of nurses and physiotherapists in the management of stroke patients at the Adult University Teaching Hospital. Methodology: This study shall utilize a convergent parallel mixed method design where both quantitative and qualitative data will be collected at the same time resulting in two data sets which will eventually be merged at the point of discussion. The quantitative component shall utilize an analytical cross-sectional approach while the qualitative component shall use a qualitative case study approach. The study will be conducted at the Adult University Teaching Hospital in Lusaka. Data will be collected from all the 287 nurses and 37 physiotherapists working in the Emergency Department, Medical Wards, Adult Intensive Care Unit and the Department of Physiotherapy. Quantitative data will be analyzed using Statistical Package for social sciences. Descriptive statistics shall be computed on the role of nurses and physiotherapists in stroke care. In addition, chi-square and fisher’s exact tests will be used in the test for associations between variables while binary logistic regression will be used in identifying predictors of the various roles played by nurses and physiotherapists in the management of stroke patients. Qualitative data will be analyzed using thematic analysis in order to generate new concepts and a substantive model of care for stroke patients. Conclusion: Despite research evidence of improved outcomes when stroke patients are managed by a multi-disciplinary team, data on the role of different members of the multidisciplinary care team in stroke management is almost non-existent from the Zambia context. It is therefore hoped that information obtained from this study will be used as a basis for recommending the streamlined role of the nurse and physiotherapist in both acute care and rehabilitation.

The role of TIPS in the management of portal hypertension:a new perspective

Introduction The Transjugular Intra-hepatic Porto-Systemic Shunt(TIPS)was introduced in the early 1990's by Josef Rosch.It rapidly gained popularity in the US where at that time we were performing many per week.Originally,it was utilized to treat variceal hemorrhage with good results but,over time, endoscopic banding procedures have become better and the shunt has fallen into relative disfavor due to its higher than expected closure rate.In the ensuing fifteen years,there have been many changes in the approach to the treatment of portal hypertension and more specific role for this specialized procedure.

Gender Roles in the Utilization and Challenges in the Management of Mangrove Forests in Casiguran, Aurora, Philippines

Mangrove utilization and management were observed done by men and women depending on their needs and priorities in Casiguran, Aurora. This study, therefore, tried to investigate the gender roles in the utilization and management of mangrove forests, the existing mangrove management practices and their challenges, and the relationship between gender and mangrove resources management. A mixed-method approach was used and data were obtained through triangulation. Respondents were obtained through snowball sampling and interviewed using a structured questionnaire with a few open-ended questions. Results revealed that the majority of the respondents were women (60.7%) and residents of Brgy. Esteves (52.5%) live within or near the mangrove forest. Mostly married (59%) who were providing food and income for the family. They utilized mangrove woods (58.20%) with an average quantity of less than 10 board feet (34.4%) for cooking (40.2%). Roots were utilized in minimal amounts (2.50%) for mythical, medicine, and cork purposes. Mollusks (93.44%), commonly bivalves (93.4%), were primarily gleaned by women for food consumption (93.4%) and as a source of income (93. 61%). On the other hand, catching of crabs (57.4%) for consumption (56.6%) and as a source of income (14.8%) and catching of fish (31.1%) for consumption (27.9%) were done by men. Both genders were involved in mangrove management practices, although only 65% of them had actual involvement in mangrove planting, 19% in mangrove nursery development and maintenance, and 16% in mangrove plantation maintenance. Challenges in management include low survival rate of planted mangroves (33%), lack of maintenance activity (20%), and lack of funds for mobilization (20%). A chi-square test of independence revealed that both men and women have no significant difference in their involvement in nursery establishment and maintenance, mangrove planting, and plantation management.

Mining User Role in Social Community Application of Web 2.0

With the development of web 2.0,more and more social community applications appeared. The classical type of this kind of application is blog and facebook. The most important feature of these applications is that it is a self-media and users can post their own ideas in Internet. By using these social community applications,a big social network is formed. To study the feature of social network,it is important to mine the individual information at the beginning. In this paper,we propose a User Role based method to mine the relation between the user and object thing. First,we extract the User Role from the semantic dictionary Wordnet. Then,the feature of User Role is also mined by considering the hypernymy and hyponymy relation. Finally,we can use these features to deduce the User Role. In our experiments,we use a big corpus from TREC 2006 to test the mining performance. The experiment results show that the User Role effectively explores the feature of user.

Optimization of Interactive Videos Empowered the Experience of Learning Management System

The Learning management system(LMS)is now being used for uploading educational content in both distance and blended setups.LMS platform has two types of users:the educators who upload the content,and the students who have to access the content.The students,usually rely on text notes or books and video tutorials while their exams are conducted with formal methods.Formal assessments and examination criteria are ineffective with restricted learning space which makes the student tend only to read the educational contents and videos instead of interactive mode.The aim is to design an interactive LMS and examination video-based interface to cater the issues of educators and students.It is designed according to Human-computer interaction(HCI)principles to make the interactive User interface(UI)through User experience(UX).The interactive lectures in the form of annotated videos increase user engagement and improve the self-study context of users involved in LMS.The interface design defines how the design will interact with users and how the interface exchanges information.The findings show that interactive videos for LMS allow the users to have a more personalized learning experience by engaging in the educational content.The result shows a highly personalized learning experience due to the interactive video and quiz within the video.

A Cache Considering Role-Based Access Control and Trust in Privilege Management Infrastructure

PMI （privilege management infrastructure） is used to perform access control to resource in an E-commerce or E-government system. With the ever-increasing need for secure transaction, the need for systems that offer a wide variety of QoS （quality-of-service） features is also growing. In order to improve the QoS of PMI system, a cache based on RBAC （Role-based Access control） and trust is proposed. Our system is realized based on Web service. How to design the cache based on RBAC and trust in the access control model is deseribed in detail. The algorithm to query role permission in cache and to add records in cache is dealt with. The policy to update cache is introduced also.

角色演变视角下辟谣信息对社交媒体意见领袖形成的影响——基于舆论领导法则

[目的/意义]探究辟谣信息对社交媒体用户的影响,特别是对意见领袖形成现象机制的挖掘。构建社交媒体用户角色演变行为模型,研究人员可以更好地了解意见领袖的形成原因,刻画辟谣信息对社交媒体用户的作用机制,有助于对参与辟谣的“准意见领袖”进行合理引导,以提高社交媒体舆情管理的效率和准确性。[方法/过程]首先,对微博社交媒体平台中的特定主题事件进行跟踪,识别并筛选出“新生意见领袖”群体,并利用质性访谈对此群体进行深度访谈。然后,基于程序化扎根理论方法,利用NVivo 12软件进行扎根编码构建模型,并通过理论饱和度检验验证模型的完整性。最后,对社交媒体用户角色演变的原因进行深入分析和探讨。[结果/结论]在辟谣信息作用下,个体主观因素、社会环境因素和辟谣信息因素对一般用户向新生意见领袖的演变行为产生重要影响,其中个体主观因素在辟谣信息的作用下对意见领袖形成的影响更加显著,自我认知清晰、高情绪需求且情绪稳定的个体更容易成为影响力持久的意见领袖;社会公众认可、实质性奖励和政策法律支持共同构成社会环境因素,是意见领袖形成的重要保障;辟谣信息因素中的辟谣信息热度、可信度和发布质量等方面都会直接影响“潜在意见领袖”用户群体对辟谣事件的把握,进而干预其参与辟谣的决定。

基于信任理论的北京大学图书馆用户关系管理新探

如何开展用户关系管理是高校图书馆现代化发展道路上必然面临的问题。北京大学图书馆将用户作为图书馆可持续发展的关键要素,自2018年以来,基于用户信任统筹推进用户关系管理,秉持真抓实干、重在参与、实在受益、贵在信任、凝心聚力的战略方针,构建相互信赖、深度协作、长期友好的用户关系,取得明显成效。文章对基于信任理论的北京大学图书馆用户关系管理的实践探索进行初步总结。
