The Historical Vicissitudes of Chinese Human Rights Culture

Culture is the spiritual es- sence and basis of human rights, and human rights are the value orientation andobjective of culture. Human rights are universal and particular at the same time. Each nation has its own specific concept and value orientation related to human rights culture. In the broad sense, human rights culture is the collective name for the fruit of material and spiritual civi- lizations, which is human rights.

Palaeomonsoon vicissitudes in eastern desert region of China since last interglacial period

Based on the geological records, the palaeomonsoon in eastern desert region of China is divided into three major evolution stages, i.e. summer monsoon prevailing stage of last interglacial period (130-70kaB.P.), winter monsoon prevailing stage of last glacial period (70-10 kaB.P.), and unstable summer monsoon prevailing stage of postglacial period (10 kaB.P. to present) and further divided into several substages. The conversion between summer monsoon and winter monsoon in the region is dominated by the sudden change process. The north limit of summer monsoon in the region retreated to the north limit of sandy loess zone of the Loess Plateau in the last glacial period from the Mazong Mts.-Ulan Bator of last interglacial period, then it entered Shandan-Yabrai region in the optimum period of the Holocene, and finally it retreated to the present extended line from north piedmont of the Yinshan Mts to Hulun Buir. This shows that the summer monsoon caused by East Asian monsoon circulation tends to be weakened fluctuationally. However, the factors affecting the monsoon vicissitudes are complex, so special attention should be paid to the study of the short-period climatic fluctuations of the Holocene.

The natural basis of the formation of the dual-nuclei structural model

The dual-nuclei spatial structure is composed of a regional central city, a port city and their spat ial relations in certain regions. In general, this spatial structure c ould be found in most of the coastal regions or regions along big rivers. In terms of the mechanism, the dual-nuclei structure is the result of the s patial interaction and the complementary characteristics of the center city and the port city. The 'marginal function' of the port city and its relationship with the central city has long been discussed in th e literature. On the one hand, drainage area is the main natural geo graphical background of the formation of the dual-nuclei spatial structure; the refore, we can build a theoretical geographic structure that is based on the drainage area. On the other hand, vicissitude of the coastline al so has important influence on the formation of the dual-nuclei spatial structure. It is especially meaningful if we can notice this when w e examine deeply the research on the spatial structure of delta.

Chinese Comprehensive Rural Reform: Institutional Vicissitude, Theoretic Framework and Content Structure

The social and economic development level of rural areas, the productivity of agriculture and the life quality of farmers were always the greatest concerns of Chinese Central Government. Therefore, the research related to rural areas, agriculture and farmers had remained as the prominent parts for a long period and would continue to be prominent in the future to build China into a moderately prosperous nation in an all-round way. Chinese rural area had constantly experienced three significant system reforms since 1978, namely the reform of rural management system, the rural tax and fee reform and the rural comprehensive reform. This paper attempted to analyze the theoretic framework and the content structure of the comprehensive rural reform since it was the higher stage of rural institutional vicissitude, which had changed the governance and operation system and thus promoted the great changes to fundamental social and economic system in rural areas. The theoretic framework of comprehensive rural reform covered three aspects in its content, namely the rural governance theory, the government function theory and the public finance theory. The comprehensive rural reform was a complicated system engineering with multiple dimensions and targets mainly including rural political restructuring, rural economic restructuring and rural public products allocation restructuring. The reform had focused on enhancing the vitality of agricultural and rural development, breaking through the urban and rural binary system, and further reducing the disparity between cities and countrysides, so as to realize the urban-rural integration. It was necessary to clarify and understand the key mechanism and intrinsic logic of the rural comprehensive reform, which was helpful to establish the foundation constituted by scientific methodology to implement the reform and evaluation criterion to judge the reform performance.

Vicissitude of Sogo Nur and environmental-climatic change during last 1500 years

Lakes in arid zone are sensitive to climatic changes. The lacustrine sediment sequence in Sogo Nur has well and truly recorded climatic events such as the Sui-Tang Dynasty Warm Period, the Song-Liao Dynasty Cold Period, the Medieval Warm Period, the Little Ice Age and the 20th Century Warm Period. Commonly, the climate in warm Periods was relatively humid,accordingly the lake area extended and water level rose, and vice versa. Apart from climatic change, human activity is also an important factor of influencing lake vicissitude, and they played the dominant role alternatively during different periods; the factor of climatic change predominated in historical period, while since the beginning of the 20th century the utilization of water resources by human has became decisive.
