To improve the utilization efficiency of water resources in Manas River Basin, this paper investigated the trends and periods of runoff based on the runoff and climate data for the past 50 years. Subsequently, with the socioeconomic and water resources data, we studied a comprehensive evaluation on the water security in this area. The results indicated that the stream flows in the three hydrological stations of Hongshanzui, Kensiwat and Bajiahu have sig- nificantly increased and undergone abrupt changes, with periods of 18 and 20 years. According to assessment, water security in the Manas River Basin was at an unsafe level in 2008. In criterion layer, the ecological security index and the index of supply-demand situation are both at the relatively secure level; the quantity index and so- cioeconomic index of water resources are at the unsafe level and basic security level, respectively. Therefore, in order to achieve sustainable economic and social development within the Manas River Basin, it is vital to take a series of effective measures to improve the status of water security.展开更多

It is located in the warm-temperate zone and...Northwest China includes Xinjiang Ugyur Autonomous Region, Qinghai Province, Gansu Province, Ningxia Hui Autonomous Region and Shaanxi Province, covering 308×10^4km^2. It is located in the warm-temperate zone and the climate is arid or semi-arid. Precipitation is very scarce but evaporation is extremely high. The climate is dry, the water resources are deficient, the ecoenvironment is fragile, and the distribution of water resources is uneven. In this region, precipitation is the only input, and evaporation is the only output in the inland rivers, and precipitation, surface water and groundwater change with each other for many times, which benefits the storage and utilization of water resources. The average precipitation in this region is 232 mm, the total precipitation amount is 7003×108m^3/a, the surface water resources are 1891×10^8m^3/a, the total natural groundwater resources are 1150×10^8m^3/a, the total available water resources are 438×10^8 m^3/a, and the total water resources are 1996×10^8m^3/a and per capita water resources are 2278 m^3/a. The water resources of the whole area are 5.94×10^4m^3/(a.km^2), being only one-fifth of the mean value in China. Now, the available water resources are 876×10^8m^3/a, among which groundwater is proximate 130×10^8m^3/a.展开更多
The efficient use of water resources directly affects environmental, social, and economic development; therefore, it has a significant impact on urban populations. A slacks-based measure for data envelopment analysis ...The efficient use of water resources directly affects environmental, social, and economic development; therefore, it has a significant impact on urban populations. A slacks-based measure for data envelopment analysis (SBM-DEA) has been widely used in energy efficiency and environmental efficiency analyses in recent years. Based on this model, data from 316 cities were examined and a category method was employed involving three different sorting techniques to empirically evaluate the efficiency of urban water re- source utilization in China between 2000 and 2012. The overall efficiency (OE) of urban water resource utilization in China was initially low, but has improved over the past decade. The scale efficiency (SE) was higher than the pure technological efficiency (PTE); PTE is a major determining factor of OE, and has had an increasingly significant effect. The efficiency of water resource utilization varied ac- cording to the region, urban scale, and economic function. The OE score for the eastern China was higher than for the rest of the region, and the OE score for the western China was higher than for the central China. The OE score for urban water resource utilization has improved with urban expansion, except in the case of small cities. The SE showed an inverted U-shaped' trend with increasing urban expansion. The OE of urban water utilization in comprehensive functional cities was greater than in economic specialization cities, and was greater in heavy industry specialization cities than in other specialization cities. The karst wate...Occurrence conditions of groundwater in southern karst area are complicated. The water-bearing media in the karst have multiplicity, and the groundwater is hosted in holes, gaps, seams, pipes and caves. The karst water shows heterogeneity where fast and slow flow coexist, and the Darcy and non-Darcy flow coexist, and the liquid flow, the gas flow and solid flow coexist. The evaluation and investigation indicates that the mineable resource of karst groundwater is about 53.44 billion m^3/y, and the current exploitation quantity is merely 6.565 billion m^3/year. The exploitation and utilization potential is gigantic. In the region there are altogether 2 763 karst subterranean rivers with a total length of 12 687 km. The dry season runoff volume equals to 47 billion m^3/year. At present the exploitation is only 10%. Four effective utilization models of karst groundwater resources have been put forward.(1) The karst hills-depression zone formed the surface-underground united reservoir. By digging tunnels, water diversion irrigation and generating electricity, the ecological economy is developed.(2) In the deep-cut peak cluster depression area, by using the high-part Epikarst spring and constructing the regulation and storage water tank, the stereo ecological agriculture is developed.(3) In the karst peak forest plain and hilly-gully area, the pump-type underground regulating reservoir is constructed and the water-saving ecological agriculture is strengthened.(4) In the fault basin region with the surrounding groundwater runoff belting beam backwater, the water resources are jointly controlled to develop a fruit crop base within the basin.展开更多

In this paper, a prehensive discusion is made for the characteristics of glacial water resource, the chewical properties of matwater and the prospects of future utilization in China. It has found that the gladal water resource is a water resource system based on the effect of a solid water reservoir. Its degree of mineralization is low and it almost does not have any pollution. In particular glacial water is high quality fresh water resource in the inland arid region. It is necesary to reconfirm the value of this water and conduct further studies on the fundamentals of its application in order to ratiedly exploit, utilze and preserve the glacial water resource.展开更多

This paper briefly analyzes the characteristics of the basin's water resources, and expounds the processes of their utilization and regional development. It points out that the exploration of water resource is close to the limit and the utilization of water resource is unreasonable. So it is nonrealistic to follow the traditional exploration pattern. According to the transforming pattern between runoff and groundwater in the basin, an overall planning of the utilization of the water resource is advanced. Based on the relation between the maintenance of Aydingkol Lake and the existence of the oasis, the amount of water resource used must be controlled in order to guarantee the existence of the lake. The orientation of the utilization of water resource is to improve the management level of water resource, and to apply advanced water saving technology. Analysis of water supplies and demand over the past 50 years in the Gavkhuni River Basin(GRB) indicate that despite large investments in water resources development the basin remains just as vulnerable to drought as...Analysis of water supplies and demand over the past 50 years in the Gavkhuni River Basin(GRB) indicate that despite large investments in water resources development the basin remains just as vulnerable to drought as it always has been. During the period of analysis two transbasin diversions and a storage reservoir have been constructed which have more or less doubled the annual supply to water to the basin. But with each water resource development extractive capacity for irrigation, urban and industrial use has increased by the same amount, so that all new water is allocated as soon as it is available. The most recent developments, since 1980, have actually increased vulnerability to drought because extractive capacity is greater than average flow into the basin. Whenever demand exceeds supply all water is extracted from the basin and the tail end dries up. During the past 50 years flows into the salt pan at the downstream end of the basin have been negligible for more than half the time. Prospects for the future are bleak because once the current phase of water resources development is completed no further water supplies are likely, but demand continues to rise at a steady rate. Ultimately agriculture will have to concede water to urban, industrial and environmental demands.展开更多

In this paper, a prehensive discusion is made for the characteristics of glacial water resource, the chewical properties of matwater and the prospects of future utilization in China. It has found that the gladal water resource is a water resource system based on the effect of a solid water reservoir. Its degree of mineralization is low and it almost does not have any pollution. In particular glacial water is high quality fresh water resource in the inland arid region. It is necesary to reconfirm the value of this water and conduct further studies on the fundamentals of its application in order to ratiedly exploit, utilze and preserve the glacial water resource.
文摘Water resource allocation was defined as an input-output question in this paper, and a preliminary input-output index system was set up. Then GEM (group eigenvalue method)-MAUE (multi-attribute utility theory) model was applied to evaluate relative efficiency of water resource allocation plans. This model determined weights of indicators by GEM, and assessed the allocation schemes by MAUE. Compared with DEA (Data Envelopment Analysis) or ANN (Artificial Neural Networks), the mode was more applicable in some cases where decision-makers had preference for certain indicators

文摘Yunnan and Guizhou are two provinces in Southwest China where in recent years drought disasters have occurred due to natural and human factors. This paper reviewed literature and summarized the related achievements of water resources utilization and protection in Yunnan and Guizhou provinces. rivers, and karst ground water in the two provinces, and also This included characters and utilization of precipitation, the various explanations of drought (climate and human factors) and strategies for coping with droughts. Our concluding remarks highlight three lines of future studies: inequalities and equitable use of water distribution, better evaluation systems, and raising awareness through conservation practices.
文摘Turpan Basin is a unique geographic region in China. The topography of the Basin is closed and the climate is extremely dry. The shortage of water resource has been restricting the existence and development of the oasis in Turpan Basin. This paper briefly analyzes the characteristics of the basin's water resources, and expounds the processes of their utilization and regional development. It points out that the exploration of water resource is close to the limit and the utilization of water resource is unreasonable. So it is nonrealistic to follow the traditional exploration pattern. According to the transforming pattern between runoff and groundwater in the basin, an overall planning of the utilization of the water resource is advanced. Based on the relation between the maintenance of Aydingkol Lake and the existence of the oasis, the amount of water resource used must be controlled in order to guarantee the existence of the lake. The orientation of the utilization of water resource is to improve the management level of water resource, and to apply advanced water saving technology. Building up an economic system which can effectively use water resource is the orientation of the oasis sustainable economic development.

文摘The study on the sustainable utilization of water resources of Jinan city is a research hotspot in the urban sustainable development field.How to use a scientific and rational evaluation index system to analyze the sustainable utilization of water resources of Jinan city and then guide the development and utilization of water resources becomes particularly important.Based on the theory of sustainable development this study introduces the method,basic steps and evaluation indexes of the assessment of the development and utilization of water resources.By systemic analyzing the exploitation and utilization standards of water resources and economy and society in Jinan city,the evaluation and index system of sustainable utilization of water resources in Jinan city can be constructed and index weight can be confirmed,and then,the standard of sustainable utilization of water resources in different years can be analyzed comparably.Thus,the deficiency of lack of reflection of coordination extent in water resources development standard,society and economy in traditional evaluation method is settled efficiently.The paper takes the sustainable utilization of water resources of Qingdao City in 2008 as the standard to compare and assess the water resources utilization in Jinan City.The paper also collects data of water resources in Jinan City from 2001 to 2007.The result indicates that evaluation method is of feasibility and it is effective to the implementation of sustainable utilization strategy water resources in Jinan City.
文摘Shortages in water resources and the fragile ecosystem by coal-mine water affect the Yulin coal-mine base in northwest China, so taking coal-mine water into account is an important issue for the sustainable management of water resources. This paper aims to explore how the Yulin coal-mine base can improve its conjunctive utilization of water resources. Integrated utilization is proposed by establishing a multi-objective, multi-water-source, optimal-allocation model;setting up an integrated information platform;and giving very useful measures and policy suggestions to the local government. Finally, this research can also serve as an example of integrated water utilization for other energy bases.

文摘Based on water resources conditions,social development,social economy and ecological conditions,the Indicators system for sustainability assessment of water resources use( ISSAWRU) was established for Yinchuan City. Using the Technique for Order of Preference by Similarity to Ideal Solution( TOPSIS),the sustainable development and utilization plan of water resources was assessed for Yinchuan City during 2010-2014. In 2010-2014,there were no significant changes in the natural conditions of water resources in Yinchuan City; however,with the promulgation of national water resources related policies,Yinchuan City realized gradual increase in the water resources utilization rate,gradual improvement in the ecological environment,and gradual optimization of water resources sustainable utilization situation at the same time of ensuring rapid economic growth.

文摘Sustainable utilization state of water resource in Binzhou City was studied by ecological footprint. Results showed that the per capita eco- logical footprints of living water, producing water and ecological water were respectively 0.071, 1. 105 and 0.032 hm^2/person. The total per capita ecological footprint was 1.208 hm^2/person, and the total per capita ecological carrying capacity was 1.357 hm^2/person. The per capita ecological surplus of water resource was 0.149 8 hm^2/person. It illustrated that the development and utilization of water resource in Binzhou City were overall sustainable.
文摘[Objective] To study current development and utilization of water resources in Yuan'an County and countermeasures. [Method] On the basis of analyzing basic characteristics of water resources in Yuan'an County as well as its current development and utilization, problems in the development and utilization of water resources in the study area were pointed out, and feasible countermeasures were proposed correspondingly. [Result] The county is endowed with rich water resources, but the overall use efficiency is low. There are many problems in the development and utilization of local water resources, such as pollution of water source, water and soil loss and so on. [Conclusion] In view of the problems, feasible suggestions were given to provide scientific support for the reasonable development and utilization of water resources in Yuan'an County.

文摘[Objectives]To explore the agricultural water resources utilization and management under the agricultural safety aim.[Methods]Fuzzy neural network algorithm was adopted.The evaluation model of agricultural water resources utilization and management carrying capacity based on quantitative system was established.[Results]With the remarkable improvement of China's national income,great progress has been made in China's agricultural development.However,in the process of agricultural safety production,the problem of sustainable development has not been noticed,the problem of water resources exceeding the limit bearing capacity frequently occurs.[Conclusions]It is of great significance to effectively solve the problem of water resources utilization and management.In the feasibility test for the algorithm,further tests on various indicators show that the research is feasible.
文摘Analysis of water supplies and demand over the past 50 years in the Gavkhuni River Basin(GRB) indicate that despite large investments in water resources development the basin remains just as vulnerable to drought as it always has been. During the period of analysis two transbasin diversions and a storage reservoir have been constructed which have more or less doubled the annual supply to water to the basin. But with each water resource development extractive capacity for irrigation, urban and industrial use has increased by the same amount, so that all new water is allocated as soon as it is available. The most recent developments, since 1980, have actually increased vulnerability to drought because extractive capacity is greater than average flow into the basin. Whenever demand exceeds supply all water is extracted from the basin and the tail end dries up. During the past 50 years flows into the salt pan at the downstream end of the basin have been negligible for more than half the time. Prospects for the future are bleak because once the current phase of water resources development is completed no further water supplies are likely, but demand continues to rise at a steady rate. Ultimately agriculture will have to concede water to urban, industrial and environmental demands.
