The LPG market trends both in the world and China were discussed at the conference. It should be noted that, influenced by the global crude oil price, the LPG price in South China has been soaring during the end of last year and the beginning of this year. On Jan. 16th of this year, the National Development and Reform Commission released the LPG price ceiling in order to protect consumer interests. This caused the LPG price to drop, having serious impact on the profit margin of LPG distributors. Since China’s LPG market has been opened up completely, the price ceiling policies have resulted in strong responses in the LPG industry. Therefore, this conference had attracted enormous participation of interested parties, and the government’s influence in the industry’s development became one of the hot topics.展开更多

As environmentally friendly energy, natural gas attracts increasing attention. The LNG industry is still in its infancy in China. The Guangdong LNG project, the first LNG project ever undertaken in China, was brought into operation on June 28, 2006. However, the market conditions faced by other LNG projects to be launched have changed a lot since the Guandong project was negotiated. The global LNG market has changed from a buyer’s to seller’s market since 2005, with the LNG price continuing its upward spiral. Under the pressure of the shrinking LNG supply and soaring price, the Chinese LNG industry must make a strategic decision on where to go and how. It is for the purpose of pointing out the way forward for the industry that we, jointly with ARA, convened the International LNG DevelopmentForum, China, 2006 in Beijing from July 25 to 26, 2006. The forum examined LNG market demand and supply and the medium- and long-term trends of development in the LNG price in the Asia Pacific region and the whole world at large, and studied the practices of China’s neighboring countries in LNG development in the hope of providing focused experience for the Chinese LNG industry. Highlighting the need to keep up with the latest trends of development, in line with the specific national conditions of China, consistent with market demand, and with a view toward multi-party involvement and unified planning, improvement of targeted policies and diversity in LNG development, the forum calls on the Chinese LNG industry to make the right strategic proposals and capitalize on the opportunities available to achieve steady, sustained, sound and rapid development.展开更多

In the context of strong world oil prices, development and utilization of LNG has become a good choice for many countries, and this in turn has caused the LNG price to rise. A big question at home and abroad is how China, a developing country, will configure its LNG industry. More than 150 representatives of LNG resellers, equipment manufacturers and research institutes shared their views at China’s LNG Conference 2006 held by the Guangdong Oil & Gas Association (OGA) on November 28-29 this year. This article introduces their views on 3 subjects: 1) assessment of the international environment in the LNG industry; 2) recent conditions in China’s LNG industry; 3) requirements for developing China’s LNG industry, including: i) determining the proper scale and progress of LNG projects; ii) deciding the priority of projects according to resource availability; iii) specifying that China has to compete in importing LNG at prices of international market; iv) leveraging opportunities to improve the procuremente nvironment; andv )a doptinga ppropriate pricings trategies for downstream users.展开更多

Centeringaround the theme of "how to put in place a market-oriented oilmarket system in China", COTC 7 took a close look at the supplyand demand at the global petroleum market and the status quo andprospects of development of the Chinese oil market, and exploredthe policy environment faced by the Chinese oil industry and theapproaches for market development. The conference analyzedsupply and demand and the status quo and prospects of developmentof the global energy market, and revealed the bottlenecks hinderingthe development of production capacity at the upstreaminfrastructure along the middle level and the oil refinery capacityat the downstream links of the oil supply chain. COTC 7 also tooka close review of the status quo and development trends of thefinished oil consumption by the traffic and transportation industries(including railway, aviation, road and water transport industries). The demand for gasoline, kerosene and diesel oil by the traffic andtransportation sectors as a percentage of the total is expected to risefrom 60% in 2001 to 79% by 2010 and 84% by 2020. Theconference discussed the objectives and procedures for the marketdevelopment along the upstream link of the oil chain in China, andtheo il diversifications trategy( diversificationi n theo il-producingareas, types of oil products, means of oil procurement, means oftransportation and market players), as well as the prospects ofdevelopment of and problems faced by alternative energy sources.展开更多
