As violence against women is a structural issu...In the field of anti discrimination against women, all governments have legal obligations to eliminate structural inequality between men and women constructed by history. As violence against women is a structural issue, states are required to take preventive measures, legislatively, judicially, administratively and financially, so to fulfil obligations to change structural inequality between sexes.This article discusses in detail the efforts and all kinds of involvement of Canadian government in developing domestic violence programming, allocation of fund for research in the area of domestic violence, establishing shelters and provisions of social services, adopting the "Zero Tolerance" policy to support active intervention by public bodies, running various training courses and various institutional measures taken to enact new laws and set up special courts. As a result of persistent efforts dedicated by Canadian government, coupled with important contribution made by other social organizations, the occurrence of domestic violence in Canada has been decreasing steadily. We may regard Canadian experiences in combating domestic violence, its way to fulfilling the government’s political commitment and international obligations, and the process of change from top to bottom as a useful pattern, to inspire us to greater efforts in our movement of combating domestic violence in China.展开更多
