The authors think that even if our government provided very early to establish the statistical system with the foundation of census,but the main channel to collect data is still periodical reporting questionnaire by now.There are a lot of factors to cause such result,among which,the main ones are the unbalancing relationship between censuses,census and periodical reporting questionnaire.The authors also raise several suggestions of policy deciding.
